For the tech section, the OP says post-collapse supports small naval vessels. What kind of vessels would these be? Large wood boats, small metal vessels? Carrack style vessels or PT boats?

Culture: Very religiously purist: follows a neo-Gnostic Christianity, formed from remaining parts of the Bible and other religions from the apocalypse. It believes there are three main deities:

-The Lustful, Deity of Hunger, Thrist, Desire and Wantoness
-The Narcissist, Deity of Power, Wealth and Narcissism
Along with an ultimate deity from the Realm of Barbelo, whose no man can see, hear or feel. It does not have a name, and is only addressed by the name of the Great Spirit or the Ultimate Being. There are thirty angels, 6 led by each deity. The Ultimate Deity, it is said, created five gods, the three mentioned previously, and two more: the Concept and the Light. The Concept was a deity borne of knowledge, the only one who could comprehend the true nature of the universe, and her knowledge. From the Concept came the planets and intelligence, and from the Light came the stars and life. The Narcissist was too busy, meanwhile, painting art on these planets, with mountains, rivers and other landscapes, to which he declared that he had made great art. The Sadist and the Lustful, as the other three were crafting the universe, had corrupted the life living upon these planets, forging their own living sculptures, borne from blood and iron, in their own image: The Sadist had created man and the Lustful had created woman, both in their image.
After creating man and woman, however, the Narcissist had noticed what the two were up to and created them in their Garden of Eden, proclaiming to them that they shall live in riches forevermore, and in wealth and in spirit. That is when man turned from barbarian to hyena, and woman from prostitute to seductress. Both had become complacent, as the Narcissist had called upon the Concept and the Light for the former to give them language and writing and the latter to give them fire. They had obliged, but as both the Sadist and the Lustful, who were too busy creating violent creatures and large infertile deserts, had noticed this, they had taken man and woman out of Eden, declaring their interactions with the Narcissist, who had appeared to them in his snake-like form, to be an act of blasphemy and heresy against them.
They had set man and woman out into the wastes, leaving them to suffer and fight amongst all the terror they had left. The Concept and the Light had later attempted to fight this, but were exiled into the dark realm to face judgement for their "sin" of helping humankind. They had their last hurrahs, however, and gave the young species science and the forge, something that would help them persist in the new, darker world. With the Light purged, the skies had begun to darken, and the world had slowly begun to boil, and with the Concept's exile came new tides of ignorance, of dogmatism. From the old newspapers, scholars had declared that these new tides were beginning to take hold just as the world died, of hatred across the globe, from false followers of the prophets.
The Concept and Light, however, slowly began to claw their way out of the darkness, sending out messengers: the Concept had sent out a holy man known as Buddha, not as a deity, but as a prophet, along with Confucius, Tao and Zoroaster. The Light had sent out another, by the name of Jesus, along with a few others such as Moses, Abraham and Muhammad. However, thanks to the work of the Narcissist - who had now been left on his knees to the Sadist and yet who had regrown to become of equal power to the duo over time - to subvert the prophets, he had attracted men of power, men who had claimed to follow their message, to warp their words, to create false religions such as Islam, Buddhism and others to worship the tyrant deities. The followers of these religions are themselves to be left to their own devices. They are only unholy in mind, not in blood.
And now, man struggles against the unholy trinity of the Narcissist, the Sadist and the Lustful. When man finally conquers deity, when man unifies and becomes strong enough to take on the trinity, then the Concept and the Light shall release and destroy the beings, ending the age of suffering forevermore.
There is little social prejudice in NAMC society, a little ironic, but this is due to the nature of the religion, with much of the anti-LGBT parts having been lost to history and racism and sexism having been removed by history. Of course, the religion holds stereotypes, but it's not really unequal.

Following the collapse of the New York National Guard, it's respective air and naval branches were severely under-powered and lacking equipment. The necessity of merging the two branches became clear. As the infection continually degraded the City and surrounding regions, more and more state military resources were summoned from the North to bring order to the standing city. At some point during the civil strife, the West Bloc had to reform after leaders either were killed in conflict, or defected to the partisan dominated East Bloc. Various organisations, notably the loyalists of the New York Police and the New York National Guard were merged into a single entity with Statesmen R. Loveland emerging the de-facto political leader and General Edward J. Identity assuming military control, and it included civilian collaborators that state forces were forced to operate with in order to maintain control of the city.
When contact broke between the City of New York and Albany, and no word received from Federal Governments in Washington, it quickly occurred to the West Bloc that no more support would arrive to maintain control of the City, to suppress the East Bloc, or to contain the infection. A contingency plan had to be formed and the city had to be abandoned. Every day maintaining control of the West Bloc, nevermind the actual City of New York, was reaching a critical point. Infighting over distribution of weaponry, armour, and rations quickly lead to minor skirmishes between Police, Military, and Civilian Collaborators. R. Loveland met with General Edward Identity to remedy this effect, and the resultant force was dubbed "The New Guard" or "The New Militia" which would fight a rear action north, abandoning the city and bringing along West Bloc survivors of New York, at which point nominally only 5,000 existed after Washington dropped "the bomb" on New York City without consulting it's leadership, which is the last communique between the Government of the City and Federal Authority. "The New Guard" formed the basis of the official continuity government of the City of New York which assumed control of the agrarian regions just north of the city, occupying the White Plains and surrounding the natural Hudson River. Existing populations allowed Government numbers to swell to 9,000, and new sources for food, water, and shelter, as well as minimal infection threat allowed for a resurgence of control and organisation for the New York Defence Force. On the contrary, the East Bloc was unable to leave Long Island, and a ensuring bandit population was formed out of it.
Contingency New York City lead to a reemergence of traditional and rural values, including desires of the Nuclear Family and fascistic military tendencies. Since the National Guard and NYPD were the dominate factions to reform the New York City Government, democracy was slowly abandoned for a military ranking scheme of government, while statesmen and generals dictated how the civilian populace functioned. While this ostracised and fuelled discontent and rebellion, it ensured a functioning machine of a state which consistently provided for it's existing population, and maintained a sizeable and centralised armed population that retained pre-collapse technologies, a high literacy rate and amateur schooling, specific jobs for it's population (mostly farming and fishery), and a formidable yet still lacking medical system based around surviving medical staff and built upon the Northern Westchester Security Hospital that is constantly guarded due to common thefts and domestic bandit attacks.
Culture:It is never forgotten that the sole existence of the continuity of government is to retake the homeland city and annihilate the communistic bandits of the former East Bloc which led to the downfall of the city and it's surrender to the infection in the first place. Furthermore, a nationalist hatred of Washington and Federalisation is all that makes up the ideology of the New York Defence Force, which felt betrayed by it's Federal Leadership. The result is a culturally right-wing, heavily armed populace, with a resentment for Washington and it's bureaucracy that failed to support the millions of loyalists who died to ensure the continuation of New York City, and a new youth who are born into existence filled with stories about a once great Empire City and a nostalgia for a place they could never know.
At some point during the emergence of the New York Defence Force, the production of complex camouflage, military fatigues, and coloured uniforms were abandoned in favour of easy to produce and uncomfortable black dresses which required minimal production resources. The New York Defence Force uses recycled military and police fatigues in addition to these new low-quality uniforms. While purely cosmetic and in favour of saving materials, the political value of the dark uniforms isn't lost on typical civilian populations.
As such, the three points that form the culture of New York City Contingency; resentment of Washington, resentment of Criminal Bandits, resurgence of the homeland that is New York City.

The Fangs: During the spring of 2190, a group of around 200 left Las Vegas after disagreements with the roll of the dice tribe to brave the Wasteland around it. The Fangs were founded and led by a young 19 year old man named John Raven, with a group of about 200 people. It was there that his small band came to a small oasis in the middle of Lincoln county wasteland north of las vegas. In the middle of this oasis was a large pit, almost like a crater. While resting and setting up camp, Raven decided to look into the pit.
When a member of the band called out to him, Raven turned, startled, and slipped into the Pit. He slid down fifteen feet and then fell another ten and broke his leg in the process. As he lay there dazed, a half dozen gigantic Pit Vipers slithered toward him. Not knowing what these things were, Raven was terrified. The group above heard one loud scream, and then nothing. Three others went to look for him, but never came out.The small band, leaderless and stuck in the middle of a abandoned city with no food and water, decided to stay at the oasis, at least for a little while. They covered the pit with a tarp and nailed spikes around it to keep whatever horror lived there encased there. They then set up their camp as far from the Pit as possible. Whatever was down in the Pit never bothered them. Days passed. The more influential of the group argued about what they were to do. There was talk about going back to Las Vegas.
Finally, after a week, the remaining members of the group decided to move on. They started to pack their belongings when an almost spectral figure emerged from the shadows. It was Raven, except this was not the strong leader they remembered. He was wan, pale, and emaciated, and there was a feverish gleam in his eyes. He told them that when he was down in the pit, a god visited him and told him the True Way. They would make sacrifices to the Gods of the Pit, and wealth and happiness would be theirs.
Of course, everyone was skeptical. Some were even violently rebellious, saying that Raven was crazy. After Raven patiently listened to them, he then whistled, and from behind him, came two very large pit vipers. Without warning, they struck. They attacked everyone in the group, including Raven, but he just laughed as they bit his flesh.
As the sun rose the next day, the two snakes lay dead by Raven's hands. Half of his people were dead, the other half were on the brink of death as the Pit Venom started to sink into their systems. By that afternoon most would be dead, but the fifty or so survivors of the venom were half crazy with the aftereffects of the venom. Raven, himself immune to the venom, helped the remaining few through this time, which has come to be known as the Great Awakening. He whispered things to them, told them how the Great Snake has spared their lives, so that they would fight for his mighty cause.
And thus the Fangs tribe was born. They decided to make the Pit their main base named the Shrine in the middle of the city, and to go out into the wastes and take what they needed from those blasphemers that did not follow the Winding Way of the Great Snake, the fangs soon began spreading across Lincoln county gaining control over numerous settlements recruiting the worthy and enslaving the rest, the tribe waged war for years against surrounding raider tribes until john founded fruitless by 2205 and agreed to attend the Zion park conference were he joined Zion Valley Raiders. by 2223 the tribe controlled all of Lincoln county.
The Dire Wolves: The Dire wolves can be classified as an organized crime tribe and can even be referred to as crime syndicate as their main motivation for the alliance is the acquisition of money and making profit, but dont let their money loving nature fool you, the dire wolves were founded in the early 2150s and is considered the oldest of the three tribes,the early formation of the clan was a tribe of savages and with a cannibalistic nature - opposed to most raiders of the region. They file their teeth to sharp points, becoming savage and cannibalistic after a winter storm trapped them, forcing them to eat each other for survival. early history of the tribe is not accurate with many smaller clans waving the dire wolves banner, the tribe reached its current power and strength around the year 2204-05 when the enigmatic chief Fenrir was able to unify the many clans that called themselves dire wolves into one entity and ruled over the alliance as the first patriarch until his resignation in 2222 after a long battle with illness, he died the following year. the tribe is currently led by Hel the daughter of Fenrir.
Culture: The Alliance is a union of three barbarian raider tribes banded together by a charismatic Patriarch, depending on the patriarch the strength of the alliance is determined, each tribe govern its own turf, each has its own religion.

The result is a culturally right-wing, heavily armed populace, with a resentment for Washington and it's bureaucracy that failed to support the millions of loyalists who died to ensure the continuation of New York City, and a new youth who are born into existence filled with stories about a once great Empire City and a nostalgia for a place they could never know.
At some point during the emergence of the New York Guard, the production of complex camouflage, military fatigues, and coloured uniforms were abandoned in favour of easy to produce and uncomfortable black dresses which required minimal production resources. The New York Guard uses recycled military and police fatigues in addition to these new low-quality uniforms. While purely cosmetic and in favour of saving materials, the political value of the dark uniforms isn't lost on typical civilian populations.
As such, the three points that form the culture of New York City Contingency; resentment of Washington, resentment of Criminal Bandits, resurgence of the homeland that is New York City.

Long after the collapse did the first foundations of what would become this tribe begin to coalesce, small bands of survivors in the south of Alabama and Mississipi uniting against the wild and without hope of assistance from the government nor from other enclaves. Technology and ideology were lost to the ages, the ravages of time reducing the small group of rural fishermen and hunters into a recreation of one of the tribes of old. The members of the Lemoyne tribe would rely greatly on the sea and the swamps for their well-being, for both food and for trade with other tribes and settlements.
The lands through which the tribe now migrate are a far cry from where it stood 200 years ago, technology having regressed to such a point that cities have slowly been reclaimed by nature. Through it all, the Lemoyne Tribe fight their way to survival, the land begot them and continues to house and feed them.
Culture: The Lemoyne Tribe are a spiritualist bunch, their beliefs governing their very way of living. The old Christian traditions of the deep south that once ran through the blood of the people who would evolve into the tribe have been deeply corrupted and warped by the collapse. African tradition, Southern baptist and evangelical beliefs, Haitian voodoo and a healthy dose of naturalistic spiritualism and ancestor worship have merged into the modern verbal religion of people of the tribe. The rivers and the sea are all but worshiped as living incarnations of the lord God, and the foreigners with their foreign beliefs are looked upon with mistrust. Trade with the more settled peoples in the interior is not unknown, as the people of Lemoyne travel inwards on the rivers, but they fear marriage outside of their own for loss of their own culture and history.
This superstition of outsiders has assisted in their regression to such a tribal state, for fear of foreign technology being from the devil who beget the collapse upon their lands generations past.

Fenrir proved to be an effective and great leader, during his rule the three tribes were able the tighten their grip on each of their territories, he was also known to lead his troops into battle heads on, none had the guts to challenge him for the throne due to his immense popularity among the tribes, his 17 years rule came to an end in 2222 after a long battle with an unknown disease which rendered him weak, he announced a gauntlet for the throne, the gauntlet was won by the Impaler the leader of the Wallachian Tribe of Washington county, after killing his opponents he Impaled the lifeless corpses on stakes and paraded them around Wallachia (st george city).

The fangs: During the spring of 2190, a group of around 200 left Las Vegas after disagreements with the roll of the dice tribe to brave the Wasteland around it. The Fangs were founded and led by a young 19 year old man named John Raven, with a group of about 200 people. It was there that his small band came to a small oasis in the middle of Lincoln county wasteland north of las vegas. In the middle of this oasis was a large pit, almost like a crater. While resting and setting up camp, Raven decided to look into the pit.
When a member of the band called out to him, Raven turned, startled, and slipped into the Pit. He slid down fifteen feet and then fell another ten and broke his leg in the process. As he lay there dazed, a half dozen gigantic Pit Vipers slithered toward him. Not knowing what these things were, Raven was terrified. The group above heard one loud scream, and then nothing. Three others went to look for him, but never came out.The small band, leaderless and stuck in the middle of a abandoned city with no food and water, decided to stay at the oasis, at least for a little while. They covered the pit with a tarp and nailed spikes around it to keep whatever horror lived there encased there. They then set up their camp as far from the Pit as possible. Whatever was down in the Pit never bothered them. Days passed. The more influential of the group argued about what they were to do. There was talk about going back to Las Vegas.
Finally, after a week, the remaining members of the group decided to move on. They started to pack their belongings when an almost spectral figure emerged from the shadows. It was Raven, except this was not the strong leader they remembered. He was wan, pale, and emaciated, and there was a feverish gleam in his eyes. He told them that when he was down in the pit, a god visited him and told him the True Way. They would make sacrifices to the Gods of the Pit, and wealth and happiness would be theirs.
Of course, everyone was skeptical. Some were even violently rebellious, saying that Raven was crazy. After Raven patiently listened to them, he then whistled, and from behind him, came two very large pit vipers. Without warning, they struck. They attacked everyone in the group, including Raven, but he just laughed as they bit his flesh.
As the sun rose the next day, the two snakes lay dead by Raven's hands. Half of his people were dead, the other half were on the brink of death as the Pit Venom started to sink into their systems. By that afternoon most would be dead, but the fifty or so survivors of the venom were half crazy with the aftereffects of the venom. Raven, himself immune to the venom, helped the remaining few through this time, which has come to be known as the Great Awakening. He whispered things to them, told them how the Great Snake has spared their lives, so that they would fight for his mighty cause.
And thus the Fangs tribe was born. They decided to make the Pit their main base named the Shrine in the middle of the city, and to go out into the wastes and take what they needed from those blasphemers that did not follow the Winding Way of the Great Snake, the fangs soon began spreading across Lincoln county gaining control over numerous settlements recruiting the worthy and enslaving the rest, the tribe waged war for years against surrounding raider tribes until john founded fruitless by 2205 and agreed to attend the Zion park conference were he joined Zion Valley Raiders. by 2223 the tribe controlled all of Lincoln county.
The Dire Wolves: The Dire wolves can be classified as an organized crime tribe and can even be referred to as crime syndicate as their main motivation for the alliance is the acquisition of money and making profit, but dont let their money loving nature fool you, the dire wolves were founded in the early 2150s and is considered the oldest of the three tribes,the early formation of the clan was a tribe of savages and with a cannibalistic nature - opposed to most raiders of the region. They file their teeth to sharp points, becoming savage and cannibalistic after a winter storm trapped them, forcing them to eat each other for survival. early history of the tribe is not accurate with many smaller clans waving the dire wolves banner, the tribe reached its current power and strength around the year 2204-05 when the enigmatic chief Fenrir was able to unify the many clans that called themselves dire wolves into one entity and ruled over the alliance as the first patriarch until his resignation in 2222 after a long battle with illness, he died the following year. the tribe is currently led by Hel the daughter of Fenrir.
Culture: The Alliance is a union of three barbarian raider tribes banded together by a charismatic Patriarch, depending on the patriarch the strength of the alliance is determined, each tribe govern its own turf, each has its own religion.
