The Legislative Process
A bill must be proposed by a member of the national assembly, the author(s) of the bill are the sponsors. A bill must have at least one sponsor and 10 signatories in order to be presented on the floor. Once a bill is presented on the floor, legislators negotiate and debate the bill on the Assembly floor, oftentimes, the sponsors use this given time to rally support for the bill among the legislators of the Assembly. Once the Assembly is ready to move into voting procedure, a vote is taken in order to make sure a majority of the assembly is ready to vote, and the the bill is voted on.
Once a bill passes the unicameral legislature, it goes to the Casa del Soberano where the President either signs it into law or vetoes it. A veto can be overridden by a two-thirds supermajority (134 Assemblypersons) in the Assembly, in which case, the bill becomes law without presidential approval.
