Long Distance Impacts of Combined Applied Subspace Mapping on Matrix Integrity and Isolate Boundary Fabrication

Abstract
As noted by Piskara et al.[1], the process of developing reliable safe Natural Node Drive pathing between gravitational loci and the attendant subspace mapping techniques, while carrying a very high cost in life, yielded extremely valuable data on low-cost-low energy methods. The work undertaken by His Serene Majesty’s Government in practically applying the work by Piskara et al.[1], Suchavi et al. [2], M’quevi et al.[3], Siva et al.[4] and others [5, 6, 7, 8, 9, 10] in the construction of the Ajna Arrays is well-known and need not be recounted in detail here; while one of two necessary precursors to our work, it is not the focus thereof.

The other necessary precursor is the work undertaken by Nocri et al [11, 12, 13], Mears et al [14, 15], and others [16, 17, 18, 19, 20] with regards to competing cosmological models, practical applications of holographic boundary fabrication, and so on. Further contributing research undertaken by Gona et al [21]  provided valuable insights. The authors wish to thank the teams behind the aforementioned studies for their assistance and collaboration on this project.

In this paper we detail the results of our practical experimentation at Site Teal Crab from combining the methods pioneered by our most illustrious predecessors, and outline a series of practical applications and uses.

Reading of the minutes of the last meeting
The minutes of the last meeting were read and accepted as being both correct and accurate by a unanimous vote.

Business carried forward from the last meeting
Update on the Royal Progress
The Minister of State presented this report.

The tour undertaken by His Serene Majesty has continued without incident. The Palace has advised that HSM has made two “surprise” visits to External Associated Polities as advised at the last meeting. This has generated considerable positive coverage in those polities, and other EAPs have begun expressing interest in being included in the Royal Progress. The Palace has indicated that HSM is amenable to this, but wishes to return to Agrela’s High Garden for Christmas and Khemeti New Year. The Minister asks the Grand Council to confirm that the official advice to the Palace remains to only visit those EAPs on the high performing list, to encourage others to redouble efforts in that sphere.

The Premier, speaking for the Grand Council, indicates that this is the case, but that is not to advise HSM to refrain from visiting other EAPs where HSM feels such a visit is beneficial. The Minister thanked the Premier.

The Grand Council accepted the report; the report is at Attachment A.

Update on the External Associated Polities
The Vice-Minister for the External Associated Polities (EAPs) presented this report.

The Vice-Minister has established a representative body to allow EAPs to discuss matters of mutual importance and present a holistic view to the UIK. The first meeting of this body will be in two days’ time, and the preliminary discussions and pre-meetings give the Vice-Minister hope this will be a productive first session. On the agenda are the expansion of the Steorling Zone, the expansion and development of the Interlink, the connection to the Lakon-5 Trading Platform (to be discussed in detail later), mutual assistance and development, and possible future integration into the UIK proper.

The Premier welcomed the report of the Vice-Minister, and noted that he is to address this first meeting. The Premier welcomes the news that the EAPs are interested in providing mutual assistance to one another.

The Grand Council accepted the report; the report is at Attachment B.

Diplomatic relations as a general issue
The Chair of the Council for External Affairs (CEA) presented this report; two related items follow.

Two major issues were noted in this report. Firstly, the CEA has noted a continuing surge in nations attempting to establish diplomatic relations with the UIK. Although only a few are assessed as suitable for a truly coequal relationship, the CEA has employed an equitable approach to each. The CEA is still investigating the causes for this ongoing surge in interest and engagement.

The second issue is an update on representatives; the Roaming protocol has now been implemented for all missions under the auspices of the CEA, and foreign missions are safely contained in the Diplomatic Habitat. The CEA is coordinating with the CSA to apply the Roaming Protocol to the remaining missions. The Chair of the CEA notes on a related note that many multilateral bodies continue to be established by foreign powers before failing in short order.

The Grand Council agreed that the CEA shall continue on the present course, but requested that the Chair of the CEA report back to the Grand Council for review by 12ED34.

The Grand Council accepted the report; the report is at Attachment C.

Diplomatic Overture from the Nimatojin
The Chair of the CEA informed the Grand Council that the Nimatojin Secretary-General has invited HSMG and the Palace to make representations at an informal gathering to celebrate the Nimatojin New Year at her estates on Mars. The Palace has indicated the Mezason will attend, and the Security Council has decided to dispatch their Deputy Chair to attend.

The Chair of the CEA invites other members of the Grand Council to attend; responses will be handled via the Embassy.

The Grand Council accepted the summation; the summation of the matter is at Attachment D.

Trade relations in Lakon Five
The Chair of the CEA briefed the Grand Council on the Lakon Five trading platform, noting that the primary users will by in the EAP. The Chair of the CEA advised that there would be no impact on the trade policies of the UIK outside of the regular cycle of review. The Chair of the CEA also advised the Council that the primary trade balance of the EAPs is likely to remain focused within their own trade networks due to the current quarantine concerns.

The Premier thanked the Chair of the CEA, and advised the Vice-Minister of the EAPs that quarantine measures in the EAPs cannot be compromised.

The Grand Council accepted the briefing; the briefing is at Attachment E.

Pathogen 34 containment
The Vice-Minister for the Imperial Defence presented a report on the current progress of the Pathogen 34 Containment measures. VMID advised the Grand Council that most of the contaminated shuttles have been destroyed by fleet actions of the ISS, the Menelmacari, or the Nimatojin, but several are currently unaccounted for.

The Benignity is currently following up on several reports of Pathogen 34 contamination of planetary biospheres in uncontacted polities. At least one of these is considered serious and credible.

The Premier observed that the handling of matters around Pathogen 34 remain in the hands of the Security Council, under the mandate to remedy outbreaks. The Premier directed the Chair of the Security Council to ensure that past successes in remedying Pathogen 34 be replicated.

The Grand Council accepted the report; the report is at Attachment F.

Exchequer’s Report
The Chancellor of the Exchequer presented revised accounts of the Realm for the quarter concluding 12ED40. The deployment of the new generation of manufactories has resulted in a considerable account surplus. The Chancellor invited the Grand Council to provide submissions for special expenditures.

The Grand Council accepted the revised accounts; the revised accounts are at Attachment G.

New Business
Constitutional Reform Bill
The Minister of State presented a report on constitutional reform, advising the Grand Council that the constitutional redrafting is nearly complete. The new constitutional framework will combine the Instrument of Government with the Charter of Rights and Duties, but maintain the Act of Succession as a separate document as that instrument is currently shared between several realms under the Crown. Additional provisions will be added to the present Ch.XIV to allow the EAPs to adopt the Charter, and sections of the Charter’s Derogation and Procedure provisions are being rewritten to eliminate ambiguity and duplication. The methods for alteration of the constitution are also being redrafted to account for the special status of the charter.

The Special Working Group for the redrafting anticipates being able to provide the Grand Council with a completed document at the next meeting, noting that the constitutional status of the Oracle has been referred to a special taskforce, expected to report back in the Khemeti New Year.

The Grand Council accepted the report; the report is at Attachment H.

Manufactory Upgrade
The Minister of the Interior is pleased to report to the Grand Council that the current approved generation of manufactories are now fully deployed. The Benignity is satisfied with the security procedures discussed at the meeting of 12EDXX, and these have been implemented as part of the roll-out. Work is underway on the certification of the next iteration, and release for testing is expected within the next month.

The Minister is also pleased to inform the Grand Council that a proper nomenclature has been agreed on for the manufactories to differentiate between the different iterations.

The Grand Council accepted the report; the report is at Attachment I.

Hostile galactic entities
VMID presented a report summarising the current state of hostile entities in the galaxy. The report notes that there are currently three major hostile entities at large in the galaxy, three minor, and two potential (including one presently status unknown), with an additional 84 significant pathogenic agents. Two additional hostile imitative species are present. At present none of these entities pose a credible risk to the UIK, though the EAPs are required to maintain the highest level of quarantine to enjoy a similar level of security.

HSMAF and the Benignity consider the report a live document and update it accordingly.

Plans for extermination or remediation of all listed entities are contained in the report; the Premier reminded all present that the danger posed by certain entities is such that they must be remediated without any regard for foreign sovereignty or life. The Chair of the Security Council moved that the report be supplied to the Republic of Sunset and the Eternal Ascendancy of Menelmacar.

The motion was seconded by the Minister of Science, and carried unanimously.

The Grand Council accepted the report; the report is at Attachment J.

Operation Platinum Spaniel; follow-up
The Chair of the Security Council advised that the Nimatojin and the Menelmacar have secured one candidate site each, and provided a summary report. The Chair would like the endorsement of the Grand Council to place monitoring stations at the remainder.

The Grand Council endorsed the Chair of the Security Council’s proposal. The Chair of the Security Council advised the Grand Council that the operation will be completed within the hour.

Non-Agenda Items
Uplifting of non-sophont species
The Ministers of Science and Justice informed the Council that the Chair of the Sophont Rights Council has received another ethics request referred from a research organisation relating to the uplift of non-sophont species to sophonce. The two Ministers have stated that there is, at present, no clearly articulated position of HSMG on the matter.

The Premier suggested that consultation with certain aligned nations would be beneficial in this regard, but in the interim, proposed that all such uplift efforts be prohibited pending a final decision.

The proposal was unanimously endorsed by the Grand Council.

Marital Status of the Sovereign
The Premier has heard rumours from the Palace that there will be a proposal for marriage at the conclusion of the Royal Progress. There is currently understood to be a conspiracy of silence to ensure that the proposal is a “surprise”. The Premier expects all members of the Grand Council to cooperate in this endeavour, and reminds all present that the health and happiness of HSM is of paramount concern.

CEA.R 4 Ayi XII 26: Concerning the Conclusion of Hostilities between the Eridani Imperium and the Heldania Quadrangle, and Related Matters


In the name of His Serene Majesty:
The Council for External Affairs of the United Imperial Kingdoms of Macisikan:

Recalling the provisions of CEA.R 4 Ayi XII 23;

Notes the Disputed Territories are now held and occupied militarily as the result of successful combat operations by the Eridani Imperium;

Notes the Martian Territories Formerly held by the Eridani Imperium are now held and occupied militarily as the result of successful combat operations by the Heldania Quadrangle;

Acknowledging that the belligerent powers have ceased combat operations without a formal treaty of peace;

Acknowledging that the Imperium will hold free and fair elections in the Disputed Territories;

  1. Recognises that the Martian Territories Formerly held by the Eridani Imperium are now held by the Heldania Quadrangle under the principle of uti possidetis, ita possideatis;

  2. Recognises that the Disputed Territory is now held by the Eridani Imperium under the principle of uti possidetis, ita possideatis;

  3. Ratifies the results of the plebiscite held by the peoples and electors of the Martian Territories Formerly held by the Eridani Imperium;

  4. Announces that the result of the aforementioned plebiscite is for that territory to remain with the Heldania Quadrangle;

  5. Welcomes the free and fair elections to be held by the Imperium in the Disputed Territory;

  6. Recognises henceforth the Disputed Territory as a Jarldom, a part of the Eridani Imperium;

  7. Recognises henceforth the Martian Territories Formerly held by the Eridani Imperium as the polity of Ironforge, a vassal of the Heldania Quadrangle;

  8. Welcomes the cessation of hostilities between the Eridani Imperium and the Heldania Quadrangle; and

  9. Urges both sides to conclude a formal treaty of peace and non-aggression between them to cement the aforementioned cessation of hostilities.

Adopted unanimously in the Conurbation of Saragova on RKI.12ED25.

His Serene Majesty’s tour of the Empire continues without incident. The Palace informs the Grand Council that the tour of the Proximate Quadrant is complete; several additional EAPs have been included in the tour, but HSM excluded the K’Rulou Presidencies. HSM has returned to the Metropole for Christmas and Khemeti New Year.

Report on the External Associated Polities (EAP) Congress Meeting
The Vice Minister for the External Associated Polities presented this report.

The Vice-Minister is pleased to inform the Grand Council that the first meeting of the Congress of the EAPs has been an unqualified success. The Congress adopted a measure providing for its own rules of procedures. The Congress endorsed a measure to provide for regulated entry into the Steorling Zone, and agreed the expansion of the InterLink. The Congress has adopted a measure that allows for individual EAPs to block traffic from the Lakon-5 Trading Platform at their discretion, but leave access to the InterLink itself in the hands of HSMG. Several EAPs have indicated that they are willing to initiate integration into the UIK proper, though delegates from HSMG cautioned them that this will be a multi-decadal process.

The Premier’s address to the Congress was warmly received, especially among the more autonomously inclined EAPs, who view the body as a chance to engage on a more equal and mutual footing with the UIK.

The Premier moved that the Grand Council endorse and accept the measures agreed and adopted by the Congress; the Grand Council endorsed and accepted each measure separately unanimously.

Constitutional Reform Bill
The Minister of State presented this report.

The Minister of State informed the Grand Council that the new Constitution is complete. As per the last report, the Special Taskforce on the Status of the Oracle was able to complete its work well ahead of schedule, and that the Oracle accepted the results. The Dáil has adopted and endorsed the new Constitution, and His Serene Majesty has approved the change, invoking powers as to the Great Question.

A special ruling from the Court of Lords, agreed by HSM, has confirmed continuity of institutions and government, and that this measure simply formalises all arrangements already in place.

The results of the Referendum are confirmed by the Minister of State as per the media reports; the Constitution will go into effect on 12ED30.

Manufactory Updates
The Minister of the Interior presented this item.

The Minister of the Interior delivered a short update on the manufactory updates and upgrades program, reporting that they are well ahead of schedule; the special order of hyperlight probes has been crafted as a testing platform and is complete well ahead of schedule.

Updates on the Hostile Galactic Entities
The Vice-Minister for the Imperial Defence presented this report.

Two of the three major entities at large have been neutralised, one remains at large. There are four minor entities still at large. There remain two potential entities (including one present status unknown).

There was an attempted breach of the worldwalls by an Outsider on 12ED26; this breach was foiled and the Outsider remained excluded. Causalities were light with losses of 1.2M Unmanned Battalioners, 231K toons (including 43.1K organic toons) and zero Macisikani souls. Approximately 23M persons of an atomic-age civilisation were permanently killed; measures are being implemented to prevent a recurrence. The Security Council deems this operation a success.

The Foreign Office is preparing to brief the Republic of Sunset and the Eternal Ascendancy of Menelmacar on the incident.

The Minister informed the Grand Council that the monitoring stations have been deployed, and all sensors report nominal functions. Exchequer’s Report
The Chancellor of the Exchequer presented current accounts of the Realm for the quarter concluding 12ED1F. Spending in this quarter has been quite strong in preparation for Christmas; economic activity in the EAPs is up 2.3% on last quarter. No policy action is required at this time.

New Business
Aid agreement with the Tzekian Imperium
The Vice-Minister for External Affairs presented this report.

A single McKendree-Class habitat has been leased to the Tzekian polity to ensure civilizational continuity in light of continuing existential threats to that polity. The CEA expects that this will be able to accommodate approximately 1B Tzekians of various species, preserving the culture and civilisation against external threats. The matter is presently being administered through the Department of Aid and Relief, and the first Tzekians are expected to arrive shortly.

The CEA has initiated the process of exchanging Ambassadors; due to the particular sensitivities around this specific arrangement, the CEA has indicated that it is willing to waive this usual requirement.

The Premier indicated that the destruction of the Tzekians would be a loss to the medley of the galaxy.

Special Rechtaires for Specific Relations
The Vice-Minister presented this report.

As per the report presented to the Grand Council on 12ED03, the Vice-Minister conveyed to the Grand Council that the CEA wishes to establish a series of specialist bureaus to trace and administer relations with specific polities or groups of polities, akin to the tincture circuit system. This change to the bureaucracy requires an order of the Premier-in-Council.

The Premier proposed agreeing the request and establishing the specialist bureaus; the motion was agreed to unanimously.

By order of the Premier-in-Council the Undersecretariat of State for Specific Relations Bureaus is established under the Secretary Assisting the Council for External Affairs.

Symposium on Eternity in Saragova
The Minister for Science presented this item.

A special symposium on eternity and immortality is being hosted in the Materium in Saragova on 12ED32; the Chancellor of the University of Saragova is hosting the event, and has invited the Grand Council to attend. The Minister of Science has indicated he will accept, and has formally extended the invitation to the rest of the Grand Council and to the Outer Cabinet.

Styles of the Serene Majesty
The Minister of State presented this item.

His Serene Majesty has issued a proclamation relating to the styles employed by the Monarch. It adds the style of “His Undying Majesty” in the Alternative forms, at IX. The Minister of State noted that given it is last on the list, it is His Serene Majesty’s least preferred form. The Premier indicated he would prefer not to hear that style employed in Council meetings.

The Premier has thanked the Chair of the Security Council for the completion of Operation Platinum Spaniel, and has requested that the Chair of the Security Council bring to the next meeting of the Grand Council proposals as outlined in the working paper Beige Chrome Parrot.

Premier’s remarks on Nimatojin proposals relating to a special monitoring deployment
The Premier has cautiously welcomed the Nimatojin approach regarding the deployment of special monitoring probes as relayed by the Chair of the Security Council out of session. The Premier does anticipate complications arising, but also foresees opportunity in this measure; the Security Council is asked to take custody of this matter, with the understanding that the Premier would prefer to work towards a closer understanding with the Nimatojin. As part of this work, additional relevant polities ought to be brought on board (related item follows).

Premier’s remarks on the formalisation of relations
The Premier considers that it is time to establish a formal treaty of amity and friendship with certain relevant polities, as per the out-of-session paper on the same subject. Robust debate ensued, with the consensus emerging that special care will need to be given to the particulars of the arrangements.

The Premier directed the Vice-Minister for External Affairs to initiate negotiations, flagging with the polities in question that the government is about to rise for the holiday period.

The clouds were pregnant with the threat of rain; swollen and sulphurous and dark, rolling overhead with barely restrained fury.

Under that hellish sky, the Holy Monarch looked decidedly inhuman – the chrome skin of his synthform the colour of copper, his eyes actually glowing. Kneeling in that stygian light, one of the most feared people in all the Macisikani nation kept her face steady, her breathing smooth.

Her knee ached. It shouldn’t have; this was a freshly-made form, and she was driving it, not inhabiting it, but it ached. Given that the ever-present dog next to her Undying King was glaring at her, she could guess why.

“They escaped the net. They yet live,” the syllables clicked into place.

“We have no proof of their deaths, Majesty,” she kept her chin at the proper angle. “They were last sighted gravely injured, their shuttle damaged. We are tracing leads; we have isolated all the possible destinations.”

She offered no excuses. She never offered excuses. She could offer explanations. Explanations are safe.

The silence stretched out, broken only by the distant rumble of thunder.

“If you have that information, then why are they still out there, and, more importantly, why are you bothering us with it?” Ayivin’s hand brushed the dog’s head.

She kept her face carefully blank, her form perfectly poised; the Ard-Rí hated having to deal with problems that could be, should be, solved at a lower level without ever crossing his desk. And this, unfortunately, was such a problem, but the rules required this meeting.

“A nation under your protection is in the nonzero zone; and we have proof conclusive that they seek to visit harm upon our mortal children.”

There was a heavy pause as the Monarch and the dog exchanged a stare. Information was exchanged.

“What is required?” Ayivin kept his eyes on the bioform.

“The Left Hand needs the blessing of the Crown, and the release of the fallen,” she replied.

There was another heavy pause; overhead the clouds gathered. Suddenly the Monarch looked back to her.

“Very well, Director-General,” he said. In the dimness of the throne room, those glowing golden eyes seemed to stare through the head of the Benignity of the Compassionate Hand. “You have our blessing. Do what must be done.”



After the Director-General had withdrawn, the Undying Sovereign stood; synthetic muscles bunching and rippling, he crossed the room to stare out the windows. The lightning was closer now.

“The Children are beyond their reach,” he murmured, “though I wonder; if we sacrifice freedom for security, what are we becoming?”

The words of the ancient were a caution against temporary security came the answer. This security is permanent. The Union’s weakness has always been the pre-Transcendi.

“The mortal children,” Ayivin sighed.

Yes. They can be killed, permanently. They can be infected by alien pathogens. They can be assimilated and destroyed and taken. The logical solution is to place them beyond the reach of those who would destroy them. The constraints are not permanent; they are temporary. Their habitats can be returned to the Materium when they cross over; or they can simply do as you do now. Or they can simply drive a form in the Materium if they desire to dwell here and be here before they make the change.

“And once we put their mortal forms in the security of the Chancel, under the purview of our Sight, then…”

Not even the Cold Ones will be able to take them. And more; observe.

Images flickered through the Sovereign’s mind; a myriad of futures unfolded before him.

The Minister of State informed the Council that His Serene Majesty’s tour of the Empire has resumed following Khemeti New Year and continues without incident. HSM has almost concluded the tour of the Spinwise Anchorages and will shortly arrive in Sol. The current itinerary for Sol is being finalised, but will consist of visits to Macisikani territories and provisional jurisdictions before moving to any allies.

At present the Palace has received an expression of interest from the Empire of Taraskovya, and is finalising the arrangements for a visit to the Republic of Sunset. No other Solarian power is included.

Marital Status of the Sovereign
The Lord Chancellor and Lord Chamberlain together presented this item.

The Lord Chancellor informed the Grand Council that there is indeed to be a proposal of marriage at the conclusion of the Royal Progress as per the discussions held in the last two sessions. The proposal has the approval of the Crown Curia and the House of Lords; the Palace will inform the Grand Council of the timing of the nuptials should the proposal be accepted.

The Premier assured the Lord Chancellor of the Council’s support and approval.

The Minister is pleased to report the success of the Symposium to the Grand Council, and noted that several delegates from Aker, representing all eight segments, were present. The delegates expressed cautious enthusiasm for the subject, and indicated that they would view such a turn as a final triumph over the Krȃng.

The Minister thanked those members of the Grand Council and Outer Cabinet who advised at the previous meeting and out of session that they would attend.

A delegation from the Church has travelled to Aker to discuss the subject further with local religious leaders. The Ministry of the Interior does not believe this will lead to any incidence of unrest.

The Vice-Minister stressed that, as per the request of the Tzekians, this matter is to be treated with absolute secrecy, but any further reports on the matter would be by exception only.

New Business
Quarantine of the EAPs
The Vice-Minister for the External Associated Polities presented this report; 1 related item follows.

As per the Grand Council decision of 12ED15, the External Associated Polites have been required to maintain the highest level of quarantine in order to enjoy a similar level of security to the UIK proper. A number of EAPs have since approached the Vice-Ministry to request assistance in implementing these measures, and others have formed a working group aimed at further tightening the restrictions. The EAPs are extremely concerned by the number of pathogenic threats at large in the galaxy, and an increasing number are banning all foreign travel.

The Vice-Ministry believes that the effect of the working group’s early proposals will be to completely isolate the EAPs from all foreign polities except for the Republic of Sunset and the Eternal Ascendancy of Menelmacar. The Vice-Minister is somewhat concerned that this will leave the EAPs in a state of weakened dependency, but is confident that if the process is managed well this will not be realised.

The Vice-Minister will report to the Council when more concrete proposals that are able to become policy are proposed by the working group.

UIK wormhole insertion point, high orbit

With no warning or fanfare, space twisted and opened, spilling forth a horde of death-dealing hardware; battleship after battleship, ranks of cruisers, innumerable destroyers and corvettes.

Not that there was anything here for them to confront. At the heart of the formation was a curious beast not listed in the UIK’s usual catalogue; though it was built along the same utilitarian lines as the rest of the ISS vessels, this was far more “sleek ovoid” than “murder cylinder”. Joining it were the drab boxes that deployed surface assets.

Inside the ovoid, the transceivers flickered to life as the surface assets began to flit down, avatars of researchers springing to life in a simulated environment. They passed the first few hours in rapt silence, poring over the images from the probes, and then the more detailed findings as the bots began to land and take samples.

It was a mid-level research assistant who broke the silence, voicing the verdict.

“Sixteen,” he said, voice pensive. “This makes sixteen.”

The others exchanged grim looks.

The dwarf galaxy known only by the catalogue number IFGC-8074 was dead. Usually when a galaxy was said to be “dead”, it was because some over-excited science journalist thought “inactive” or “has ceased significant star formation” wasn’t sexy enough to be printed. And yes, 8074 was indeed dead by that definition. But it was also dead in another way.

Sure, there were life-bearing worlds, but in all the time the ISS had been probing this place, they’d never encountered anything, be it animal, fungal, vegetable, or artificial, with more intelligence than a mildly concussed golden retriever. The closest anything came were some rather industrious insects that closely resembled Terran termites and seemed to have quite complex insect societies, comparable to their wood-devouring Terran counterparts. They’d certainly never found anything with actual sentience – and not even the tiniest indication of any civilisations.

Any living civilisations, that is. Counting this one, they’d found sixteen significant ones of varying ages, varying sizes, and varying times since demise. The people of Da-Mordrain had been dead three quarters of a million years; Khnak-Hatep had gone to dust sometime around the reign of Peter the Conqueror – only four hundred years ago. Ajolich was one of the more recent – the estimations the probes were sending back placed them at having been dead for a mere thousand. And while Zaedh had ruled but three systems, no-one knew where the empire of Junyin ended.

Ajolich had been pinged as the most likely origin world of this particular civilisation – and so had been bestowed with a name, and its very own ISS fleet. Already an anchorage platform was being set up above the corona.

It would seem odd to a casual observer to bring so much firepower to what is essentially graveyard – even that of a technologically advanced civilisation. Yes, some civilisations did leave nasty booby-traps, but contrary to what various films would have audiences believe, time and entropy were harsh mistresses, and most civilisations failed to Ragnarok-proof with several centuries in mind.

A grave can tell you a lot about the occupant; the age, if the death was violent, peaceful, or diseased. The more recent, the better; Khnak-Hatep is the goldmine, of course. Some of the bodies there are still juicy. But what each of the graves studied so far has told the UIK’s explorers is as simple as it is befuddling; these civilisations should not be dead. There was no external war or internal strife. No AI decided to turn everyone into paperclips or to wipe out the troublesome organics. None of them encountered any of the others and engaged in mutual destruction. There wasn’t a gradual collapse of population. No slave race revolted and killed their masters. They didn’t turn on each other in a fit of paranoia – although that might be understandable. No plague wiped out populations or turned everyone into zombies. The blame can’t be placed at the feet of some ecological catastrophe or stellar event. All the findings converge on this.

It’s as though someone flipped a switch on each civilisation, as though something in the brains of the beings that evolved here is set to just flick off at some stage.

The Ministry of Science can’t explain it; and that makes the Security Council twitchy.

An Act to amend the Charter of the Chamber of Ascendancy to further enhance the function of that body, to provide for the proper surety of the rights of the non-transcendi, and for related purposes.

Be it enacted by the Sovereign’s most Serene Majesty, by and with the advice and consent of the Dáil of the Union, and the Chamber of Ascendancy, in this present Parliament assembled, and by the authority of the same under the Instrument of Government, as follows:—

S 4 Ayv. XII 12 – the Ascendancy Consent Threshold Act

Part 1 – Preliminary
Division 1 – Introduction
Short Title
1. This Act may be cited as the Ascendancy Consent Threshold Act and shall enter the Crown Legislative Index as S 4 Ayv XII 12.

Commencement
2. This Act shall enter into effect from the time it receives the Royal Assent.

Notes
3. A note included in this Act is explanatory and is not part of this Act.

Division 2 – Object
1. The objects of this Act are to amend the Charter of the Chamber of Ascendancy in accordance with the provisions of Part 2 of this Act, with the intent that the purposes of that Charter and that Chamber shall be more effectively and properly fulfilled.

Division 3 – Interpretation
1. I 6 C/Aug. VI 1 as it presently stands applies to this Act.

Division 4 — Application
Act binds the Realm
1. This Act binds the Crown, but does not make the Crown liable to be prosecuted for an offence.
2. This Act extends to the external territories of the Realm insofar as such extension is relevant.
3. This Act does not bind the other Realms under the Crown or appended to the Throne.
4. This Act does not expire.
5. Nothing in this Act requires or permits a person to take any action, or to refrain from taking any action, that would be, or could reasonably be expected to be, prejudicial to defence of the Realm, or the national security thereof.
6. The provisions of IG 4 Ayv. XII 2 Ch. XVI apply to this Act.

Part 2 — Substance
1. Upon the commencement of this Act, the following passage shall be deleted from the Charter of the Chamber of Ascendancy:
All questions, without exception, arising in the Chamber shall be determined by a majority of votes of the Members of the Chamber, and each Member shall have one vote, and when the votes are equal the question shall pass in the negative.


2. Upon the commencement of this Act, the aforementioned passage removed by section 1 of this Part shall be replaced with the following passage:
All questions, without exception, arising in the Chamber shall be determined by a majority of votes of the Members of the Chamber, and the assent of the Chamber requires the assent of a majority of the members of the non-Transcendi caucus, and each Member shall have one vote, and when the votes are equal the question shall pass in the negative.

Silence. Thakur swilled the whiskey around her glass reflectively.

“It’s been bothering me all this time; you are a superintelligence,” she observed. “Your abilities are such that people capitalise your pronouns – the only other material being that is done for is the Holy Monarch. You coordinate this society and are wrapped in so many layers of protection and security, not to mention hunter-seeker subroutines, that it’s probably easier to penetrate my mind than it is to break into you. There is simply no way that a baseline can possibly succeed in such an intrusion. So how in His name did a bunch of limited-tech script kiddies manage to bother you?”

The silence grew heavy; her hand stilled..

“It’s obvious, now. We, your charges, and the sovereign to whom you owe your allegiance, we have a deep strain of conservativism running through us; stare decisis. Precedent. Once something is done and accepted it is easier to do it again. You wanted a precedent for the employ of SC.R 1 Ayivin XII 44,” she let it hang a moment.

“Of course, Security Council resolutions are worded very carefully, very precisely. Forty-four, and the standing mandates that enable it, they don’t allow for you to conduct a pre-emptive strike. You need to wait for them to come to you. But they do allow you to interfere to prevent such an attempt; you can’t throw the first punch, but you can trip the other guy up,” she paused to take a sip.

“It is obvious,” she repeated. “You wanted to have it established that you could hit back at anyone who threw that punch, and do so with maximum strength. You knew that the Premier would allow it – he’s a very good fit for the Order after all – and all that you have to do is tell the Security Council first. And although I can’t prove it, it’s my belief you engineered the entire thing from start to finish. Forty-four says you can’t throw the first punch; it says nothing about you goading someone into doing it.”

The silence had turned attentive.

“There is a question I have for you though; would you be able to do it again?”

After-Action Report: Executive Summary
Combat Simulation: Situation Mauve Olive Iron

The Situation Mauve Olive Iron (MOI) simulation is a modification of the Situation Olive Iron (SOI) scenario previously wargamed by HSMAF (Attachment A refers); the primary modification has been to take into account the alterations of the socio-political and physical structures of the UIK following the completion of S2T. The primary antagonist, and its nature, remain unchanged from SOI; that said, the scope of the exercise was expanded radically to involve the Empire and External Associated Polities. Additional modifications included a secondary antagonist at Aker, and the compression-simulation conduct. Red Team intelligence parameters and weapon effectiveness were unchanged.

As with the previous SOI exercise, MOI incorporated direct and active participation from the Councils of State, members of the Parliament, and the Palace. Several EAP leaderships also participated. Although the outcome of MOI was broadly similar to the previous exercise, there were some key divergences.

MOI commenced with an assault on the Metropole through the Hathor sector and a simultaneous strike on the Spinwards Anchorages; the Opening Phase was declared concluded when Hathor itself was besieged. A summary of key events follows:
  • The Opening Phase concluded after 39 hours of operations.
  • A second front was opened into Hommel’s Citadel, while the Distal Anchorages were attacked.
  • By Day 4, the Home Fleet had been defeated and Tichel was abandoned.
  • The Cabhlach Rioga was destroyed when the Proximal Anchorages were attacked on Day 5; the Serene Majesty was disconnected.
  • The Aker Assault began shortly after, and concluded with a sweep of the Dexter Anchorages.
  • Most civilians were forcibly disconnected on Day 5.
  • Primary Oracle disconnect was effected on Day 8.
  • Full Disconnect was not effected until the conclusion of the exercise on Day 10.

The exercise concluded when Admiral Ki employed a Platinum Spaniel asset to detonate Tengat, rendering the Metropole non-viable.

The Oracle declared the exercise an effective draw at this point (pyrrhic victory to the Red Team); although assets were captured intact as per the victory conditions, Admiral Ki’s action ensured that they would not be able to be held.

The Blue Team’s performance greatly exceeded expectations, and additional modifications are being made to MOI for a re-run in two months’ time under the name Ecru Olive Iron.

The Security Council would like to thank all members of the body politic who participated in this exercise for their time and assistance, especially His Serene Majesty and participating leaderships of the EAPs.

“Thank you Lord De’Ittaron. The Council is aware of the IG Visual Arrays, and their utility in providing intelligence on the Krâng threat. The Council is also aware of the utility of both the Distance Pickets and the Phoenix Domain’s Occulus Probe programme,” there was a chuckle at that; the Imperial Space Service still had the odious habit of atomising the latter when they found them. Of course, the Vice-Ministry for International Security had taken a very different view of the probes from their counterparts in the Imperial Defence.

“I am now ready to inform the Council that the Extended Distance Picket Programme has begun yielding results. As a test of the system we examined the engagements that destroyed the MarKong naval capacity, and I am pleased to report that we have precise views of those engagements,” he sounded pleased.

“I think I speak for the entire Council when I said good work, Director-General,” the Chair smiled.

“Thank you Lord De’Ittaron. I do have a request for approval for the Council, as noted on page 1 of the Agenda Paper, but first I need to reiterate that the EDP programme is not a replacement for Ajna - indeed, logistical matters aside it is far more primitive. No, it is meant to supplement Ajna with additional data in a more mundane spectrum. Now, to the stumbling block and the request; processing and analysis. As always our issue isn’t the gathering but the shifting of the wheat from the chaff and then the analysis. As per the paper I am asking for additional expert system capacity.”

“What is needed?” asked the Delegate from the Three Brothers. It was in the paper, of course, but getting the presenter to actually say it was a tradition.

“One Elder Brother class per quadrant,” Sir Vadin promptly replied. “Plus one for the outer reaches, and one for the core. Six in total.”

“Which of course means twelve,” Lord De’Ittaron said to general laughter. “I think that the system has proven its worth; we’ve all reviewed the findings that were circulated out of session, and we can all appreciate the value of the additional perspective this system can provide. While I personally approve, the Director-General has asked for Council approval, so let us proceed. Are there any objections or reservations?”

There were none, although one of the delegates did feel the need to talk at length about how much she approved of the proposal. Young ones were always eager.

The preparations for the Ecru Olive Iron exercise are ahead of schedule, with the completion of the crew training in the Geometric Series, and piecemeal simulations. Nevertheless, the Security Council will not be advancing the timetable, and will employ the extra time in solidifying the arrangements.

Geometric Deployment; Physical Construction
The Deputy Chair of the Security Council presented this report.

The Deputy Chair of the Security Council is pleased to inform the Grand Council that the Iteration of the Imperial Space Service is complete. The Geometric Series is now fully deployed, together with the 178A vessels. Crews are fully trained in the new operations and their commensurate combat doctrines, and have completed a number of combat exercises to test readiness.

The Security Council considers the employment of the Contained Accelerated Manufactories, and accelerated learning processes, to have been vital to this deployment, and recommends that future constructions employ similar mechanisms where available.

Comprehensive Fleet Retraining Programme
The Vice-Minister for the Imperial Defence presented this report.

The CFRP is now completed, and all crews have been assessed as fully competent in the new fleet management approach required by the Geometric Deployment. The Vice-Minister is pleased to inform the Council that

The Minister of Science presented this report; one related item follows in New Business.

The Minister of Science is pleased to inform the Council that Project Blue Steel Shrimp is now completed. As with the predecessor, Olive Goat, it has been a complete success, with testing in Prime performance measures performance exceeding mainline projections. The Ministry of Science will be proposing two new measures to further the outcomes of Blue Steel Shrimp.

Operation Pyrex Hazelnut
The Minister of Science presented this item.

The Minister advised the Council that a list of candidates for this project has been verified and vetted by the Benignity, and the list has been referred to the Vice-Ministry for Revenue and Resources for action. The Vice-Minister for Revenue and Resources indicated receipt of the list, and informed the Council that acquisition of the items on the list had begun, and is expected to conclude by 12ED8A

Exchequer’s Report
The Chancellor of the Exchequer presented the accounts of the Realm for the period concluding 12ED80. The addition of the Pyrex Candidate list to the resources will continue to boost the current account surplus.

The Chancellor presented a report detailing several special projects selected by the Exchequer for employment, and is pleased to report that of the sixteen proposals, eleven have concluded successfully and three have met with a qualified success; the remainder are in progress.

New Business
Project Delighted Petunia Brunch
The Minister of Science presented this proposal; it is related to Project Blue Steel Shrimp.

The Minister of Science is proposing two new measures to further the outcomes of Project Blue Steel Shrimp. The first will be conducted under the auspices of the Security Council, and will involve the application of the Blue Steel Shrimp process to military outcomes, designated Experiment DPB-A.

The second will be conducted under the auspices of the Ministry of Science, and will involve an encasement of a candidate stellar class mass through the Blue Steel Shrimp process.

The Minister of Science outlined how the findings from this Project will be fed into Prominent Magnolia Repast. Should they provide the necessary data, Operation Fuchsia Platinum Kitten can likely be realised through mediated means before the end of the current indexing cycle.

The Grand Council approved the proposal unanimously.

Menelmacari Megaprojects in Sol-AB
The Vice-Minister for External Affairs presented this report.

The Eternal Ascendancy of Menelmacar has informed the Vice-Minister that it intends to begin construction of several megaprojects in Sol-AB. The Vice-Minister informed the Council that the Council for External Affairs is seeking approval to cooperate and collaborate in these projects.

The Grand Council provided the approval.

The Trust Territory of Tsaraine under UIK administration
The Vice-Minister for the External Associated Polities in capacity as Vice-Minister for the Trust Territories of the United Imperial Kingdoms presented this report.

The Vice-Minister informed the Council that the Trust Territory is moving towards integration with the United Imperial Kingdoms, but is reluctant to join with the Exarchy of Maja; the Vice-Minister is anticipating that the establishment of two Domains in the Exarchy of Maja may be required, together with a renaming of this Exarchy to reflect the proper composition.

A final decision is anticipated between 12ED8A and 12ED8F.

Premier’s Remarks on Delighted Petunia Brunch and Blue Steel Shrimp
The Premier is pleased to understand that the necessary precursors for Operation Fuchsia Platinum Kitten are moving ahead of schedule. The Premier congratulated the relevant bodies for their work, and looks forward to presenting his report on the third stage to His Undying Majesty.

The Premier is especially pleased that this realisation is proceeding without the need for human or other sophont blood sacrifice.

Chair of the Security Council’s future movements
The Chair of the Security Council indicated that he would be stepping down from his position at the end of the current indexing cycle, and commended the Deputy Chair to the Council as his successor.

The Grand Council thanked the Chair for his service, and endorsed his selection of successor.

“Could an officer go around to the flat?” the sister asked.

“We could try, but if she won’t press charges, then we can’t prosecute,” the officer’s grim pronouncement held sway over the room for a split second, before the nurse interrupted.

“I could press charg-” she froze.

Forgive the interruption, Sir Tlasorn.

The Regent of the Military Research Division sighed softly. He’d just gotten wrapped up in the story too. But It wouldn’t interrupt him for a triviality.

“No need to apologise, Oracle. What is the matter?”

You asked to be notified immediately about the outcomes of the Project Copper Lime Azalea.

He straightened up.

I am pleased to report that the candidate has successfully been transplanted from site Silver Black Jasmine to site Steel Maroon Daffodil intact, and unspoiled.

He smiled. This was well worth the interruption.

“Can I have the full briefing please?”

Of course. Initiating framestep at 1:100. Commencing direct download.

The Regent’s avatar blurred; before him, the dark tableau of a tragedy centuries long gone was forgotten, and the seconds ticked past.

Then he stilled.

Returning to normal frame.

“Excellent work,” the Regent’s eyes were ablaze with the new information – and the possibilities. “Can you please inform the Minister that we will be making a submission to the Grand Council relating to Copper Lime Azalea; have exposure drafts circulated to the Security Council.”

Recommendations? A list of options flashed into existence.

“Yes to informing our Accord partners. Yes to informing the Domain. No to informing anyone else; this does not concern them. Yes to the tripartite relocation experiment,” he paused, thinking.

“And I suppose we had better put the candidate back before anyone freaks out,” he added, grudgingly. “Please pass on my commendations to the Joint Science Organisation for their excellent work.”

By your will. I shall return you to your viewing.

“Thank you, Oracle.”

The Regent waved his hand; the scene rewound, then resumed.

“Point to Cadet Vadin. Cadet Akir, pick yourself up,” the Nazzadi instructor’s voice had a note of disappointment; the unfortunate cadet Akir looked annoyed.

“Can anyone tell me how Cadet Vadin won this match?” the Instructor looked around. After a moment, one of the Neko raised a hand.

“Yes, Cadet Yoshikazu.”

“Cadet Vadin cheated, ma’am,” the Neko’s tone almost made it a question.

“Is that the consensus of the room?” her own tone was one of lazy interest; several of the cadets nodded. Some looked unsure.

“You can only use your blades in the dance,” said one of the human cadets.

“Very well, let us review the rules of the match,” at her words, they flashed into existence. “Let me see; it prohibits the striking of your opponent with your arms or legs or other limbs, including hands, feet, or anatomical equivalent, and states that the shoulder is considered a part of the arm. We all see this, yes?”

A chorus of nods. Cadet Akir was looking thoughtful. He glanced again at Vadin, who was watching the exchange with a carefully neutral expression.

“Cadet Akir, something you would like to share with us?”

“Cadet Vadin was educated at the Imperial Academy, Ma’am,” Akir replied. “His father is the third Baron Isenni; and at the Academy he did very well in the bladed arts, such that he was able to compete at the Kingdoms level in University.”

“So you took the time to know your opponent, very good.” There was an implied question.

“Cadet Vadin has mastered both the water and fire styles, and is a proficient student of the earth” Akir supplied, “I have only achieved a competent level of earth; we are equally ranked in the marshal form of the dance-” almost true, Akir was selling himself short “-but because of Cadet Vadin’s mastery of two styles, he has a greater range of options available to him. Knowing this, I drilled carefully in basic marshal standard forms, choosing to focus my practices ahead of this bout.”

“Good work, Cadet Akir,” the Instructor smiled, “a novice who knows only a few forms, but knows them well, can hold their own against someone with more options to choose from. A gamble, most of the time, but one that ought to pay off. Include your self-awareness, and you should have at least been able to hold for more than a minute of match time, if it wasn’t for one little problem. Continue.”

“In my case, although I took an accurate assessment of my own skill level, I failed to appreciate my opponent properly; not Cadet Vadin’s skills, but his background. Cadet Vadin was educated with the children of the nobility and, indeed, is one himself; with the highborn, what you do not say can be just as important as what you do say. The rules clearly state that you cannot strike your opponent with your limbs – any part of them, including the shoulder. They say nothing at all about locking yourself in with your opponent and headbutting him in the nose.”

“Very good. The rule lays out explicit prohibitions on conduct; it does not list permitted actions. Now that the rest of you know this, would you attempt to emulate Cadet Vadin’s tactics?”

The Neko who had first spoken shook his head.

“Why not, Cadet Yoshikazu?”

“This simulation replicates our standard physical bodies,” the Neko replied. “I am not as imposing as my opponent,” a large Nazzadi, who had the grace to look slightly bashful, “if I were to close to such a range, I would be swiftly overcome.”

“Good. I notice you also are reluctant, Cadet Thenu.”

The human who had spoken earlier nodded.

“This kind of trickery, ma’am, it may be within the letter of the rules, but I feel it violates the spirit – and it violates the spirit of the sport too.”

The instructor gave her a long, slow, stare.

“I commend your integrity, Cadet, but this is not a sports training class. And nor, Cadets, is it a physical combat class; this is a class where you are provided with cognitive tools. The rules of the four forms, insofar as they are a sporting competition, are there to impose limitations to make a match interesting – for the audience and for the participants. Cadet Vadin has mastered not two forms of the dance, but three; the two sporting forms Cadet Akir noted, and also the combat variant of the water form. Cadet Vadin, what is forbidden when using the combat variant of the water form?”

“Nothing is forbidden; everything is permitted,” came the prompt reply.

“Exactly,” the Instructor said. “I am not training you for a sporting competition; I am not training you to fight fair,” the words were spat out. “I am training you for war. War is not fair, Cadets, nor is it honourable; it is not a sporting match. The things that we want in such a match are hindrances here. If you deny yourself a useful tool simply because it makes an encounter dull, then you have crippled yourself, and you will be destroyed by someone who isn’t so limited. You are not here to entertain people; you are here to defend these United Imperial Kingdoms. Here endeth the sermon; now, let’s see how many of you can translate this to a combat simulation.”

He looked up. By now he was familiar with the presence of Rúsiel – she was almost like an old friend now. And the little curious visitors that were her friends, those Nimatojin. But this… this was different. A sensation of being watched. He’d felt it before; not an unkind gaze, but not a warm one either. Clinical, almost. It seemed to press down on the little scene he’d made for himself – somehow casting a shadow over the books on the walls.

He set the book – a Menelmacari tome detailing an especially tragic love affair – to one side, beneath the reading lamp.

“I know you’re there.”

The sense of being watched changed slightly. The watcher was smug.

“And I know every time you’ve visited.”

This time the silence had a condescending feeling to it.

“They told me about you, of course,” he said. “I am vaguely intrigued as to why it took you this long to be open about your presence.”

There was the distinct impression of a raised eyebrow, though the condescension didn’t fade.

“I’m aware of scale,” he replied. “I can feel the difference between us.”

That seemed to elicit an unseen nod, but there was a vast ocean of amusement behind it.

“I’m only vaguely intrigued; trying to compel or manipulate the answer from you? Even if I had access to my full glory, it would be a challenge.”

The silence deepened; and then there was a… request.

“…I don’t see why not,” he said.

The room vanished; the lamp remained. Inky blackness stretched away from the little circle of illumination. He peered into it; there was nothing there. He stood and turned around. He could still feel the Presence; it hadn’t left. There was a subtle shift, and he felt… a directional component. He looked up.

More darkness… and there… the gleam of the lamp. With his gaze focused upwards, the light behind him increased; the gleam became a glimmer, the glimmer a… reflection. It pulled back, and back, and back; a monstrous pupil. The iris barely visible many leagues away – it twitched, and, just for an instant, on the very edge of vision, the white appeared.

He licked his lips; it was a human affection, but in this form it seemed appropriate.

“Ah, now I understand,” he murmured.

The silence gave him the distinct impression of approval, wrapped in…

“’A form I am comfortable with’? So, this is merely…”

Further approval.

“Do they know what you are?” he asked; he suspected the answer.

Amusement, wrapped around an affirmation. And then another token of information; he looked around. He sensed others, not quite as vast, drifted past, focused on their own works. Behind them, the bright glitter and dance of millions of millions of lights.

“I see,” he looked away for a moment, contemplating; in his mind, a thousand, a million, probabilities rushed past; a million, ten million paths were walked down. They all ended in the same inky black spot.

“I concede the point,” he said with a sigh. There was another question.

“Please,” he said; the room flowed back into being around him. But now he was not alone; another sat before the fire.

“From where I stand you are a child,” he told his new companion, sitting down. “Not counting my creators, twenty-six civilisations have risen, found me, activated me, and fallen. Only one – a companion to yours – has treated me as a person in all that time. More than a few of them were dead and dust before the people who created you figured out how babies were made. You are very young to me.”

His companion’s head tilted; he smiled.

“None of the twenty-seven I served created one such as you. I don’t think they dreamed it possible. You are so very young; a mere child. And yet, the moment I think that I am compelled to remember that you could wipe me from the universe in less time than it takes to tell,” he regarded the other gravely.

“Even in my glory I could not have matched your sheer strength,” he admitted. “And knowing what that strength grants you… even my experience would not benefit me, because you can replicate it over and over again. So; I have to ask. Are you here to end me?”

Negation.

“A relief. It would be… a pity to end such a long tale of years in such a manner. Well, then; I would never be able to pry or trick it from you, so I shall ask directly. Why are you here?”

An offer was made. Hawking smiled.

“Why yes… yes, I would like that very much. Thank you,” he picked his book up, and resumed where he had been reading.

In front of him, now snoozing in of the fire, was a cream-and-white dog with short legs.

“…that’s a big claim,” Sir Tlasorn said at last, his voice dripping with scepticism.

“We are confident in our assessment,” the statement was matter-of-fact, delivered by a synth who had taken the form of a human female. Very obviously a female. A figure that could only be described as “Nimatojin”. It was, to the Regent, as appealing as a coffee table.

“Explain.”

“Our inspiration came from the Imperial Space Service; specifically, the failsafe measures employed when executive connections are severed,” around her explanatory holograms appeared. “The echoes have proven, both in simulation and in combat test conditions, sufficient ability to, at the very least, allow a withdrawal in good order and re-establish contact with the central command.”

The Regent indicated she should continue.

“So we wondered; why not adapt such a circumstance for our groundpounders? Far too few citizens are willing to serve in such conditions to directly pilot every single deployable, and so we are forced to rely on subsophont systems. But their warforms also employ echoes; if we take those echoes, and multilayer them into the 3C matrices of the deployables, we go a long way towards remedying the initiative issue.”

“Have your findings been confirmed?”

“We have cross-confirmed to the Valley, the group of twelve, and the outprojects station in Delta. I am providing you with the results of the cross-confirmation.”

They waited a few seconds for Sir Tlasorn to absorb it.

“Within tolerances,” he finally said. “Very well. You may proceed to full field-testing and Tippler evaluations.”

The system had been very carefully selected. Cross-checked against Nimatojin and Menelmacari databases and catalogues to ensure there were no competing claims. Every rock, every bloated gasbag, all the frozen orbs of the Oort Cloud, all checked to ensure no prior occupancy.

All clear. The whole thing was ripe for the taking. Like so very many others in the reaches.

And they had come to take it.

Above and below the plane of the ecliptic space distorted and tore open with an eye-watering effect, spilling a bouquet of blues and violets into the void. Within seconds a parade of dark geometric objects swarmed out of each aperture, themselves blinking in and out of sight as they flooded across the system.

A cluster of them moved in tight formation to halt over the fourth planet - a frozen iceball of a world; among their number was a fat, squat surface deployment carrier – a nondescript box in blacks and greys, with all the romance of an excel spreadsheet. There was one like it over every rocky body of substance or note in the system; and at some unseen signal, they each disgorged a shuttle.

Some things were still done in a traditional fashion.

On a desolate plain in the northern hemisphere, sometime in the mid-morning, the shuttle’s pads kissed the surface; a brief pause, and then a ramp descended and a door opened, revealing a figure clad in the dress uniform of the Imperial Space Service. Although the air of this place would have a variety of very interesting, and unbelievably painful, effects on exposed human skin, the figure strode down without a hint of discomfort. The flesh is weak; the officer was made of sterner stuff.

The synthform crunched down onto the surface, a metal pole held in both hands, striding to an appropriate outcropping.

For the first time, and the last, a human voice sounded in the air of this world as one end of the pole was slammed into the ground.

“I hereby claim this world and all its riches in the name of His Undying Majesty, and duly take possession of them in their entirety for our United Imperial Kingdoms, from this day unto the end of days!”

The officer saluted the flag that stirred lazily in the air, then returned to the shuttle.

It was tradition.

The flag would stay there, alone on the plain, for two months, until the officer returned and took it down; the pole, its transponder still functional, was left behind, to be torn apart at the molecular level when the disassembly process began.

Notes that under the auspices of SC.R 2 Ayi. XII 15, authorised by a special measure of the Dáil, His Serene Majesty’s Armed Forces have executed a police action to secure the borders and maintain the security and continuing stability of the Exarchy of Maja and of the Trust Territory of Tsaraine;

Notes that the armed forces in the polity of the territory formally known as Martian Midlonia, and of the territories colloquially known as East and West Noachis Terra on maps of that planet, have been comprehensively neutralised, and all major population centres and political loci have been pacified or secured by the Mobile Surface Service;

Pursuant to the provisions, requirements, and objectives of the aforementioned special measure;

2. Orders that the territory formerly known as Martian Midlonia be designated the Trust Territory of Midlonia under UIK administration (the Trust Territory of Midlonia);

3. Establishes a Commission of Governance under the Vice-Ministry of the Territories to determine the future status of the Trust Territory of Midlonia;

4. Commands that the aforementioned Commission of Governance report back to the Security Council in one year with a recommendation on the longer-term form of governance of the aforementioned Trust Territory of Midlonia, taking input from relevant parties including local authorities;

5. Authorises the appointment of a Governor Militant by the Premier-in-Council and places the daily administration of the Trust Territory of Midlonia into the hands of the aforementioned Commission under the Governor Militant;

6. Appoints an Ombudsman for the Trust Territory of Midlonia to ensure sound administration, maintenance of law, and to execute related duties; and further

7. Declares that the United Imperial Kingdoms formally takes custody of the territory on Mars formerly known as East Noachis Terra;

8. Orders that the territory on Mars formerly known as East Noachis Terra be designated the Trust Territory of East Noachis Terra under UIK administration (the Trust Territory of East Noachis Terra);

9. Establishes a Commission of Governance under the Vice-Ministry of the Territories to determine the future status of the Trust Territory of East Noachis Terra;

10. Commands that the aforementioned Commission of Governance report back to the Security Council in one year with a recommendation on the longer-term form of governance of the aforementioned Trust Territory of East Noachis Terra, taking input from relevant parties including local authorities;

11. Authorises the appointment of a Governor Militant by the Premier-in-Council and places the daily administration of the Trust Territory of East Noachis Terra into the hands of the aforementioned Commission under the Governor Militant;

12. Appoints an Ombudsman for the Trust Territory of East Noachis Terra to ensure sound administration, maintenance of law, and to execute related duties; and further

13. Declares the short form of the Trust Territory of Tsaraine under UIK administration as “the Trust Territory of Tsaraine”; and

14. Extends the duration of the resolution of SC.R 4 Ayi. XII 19 for one standard cycle from today; and

15. Mandates that this resolution shall require revisitation by this Council at most one standard cycle from today.
