"Hello?" "Is this Sergeant John Oliver?" "Yes? Who is this?" "Lieutenant Mountbatten, Deathfallian Army. We have a situation on our hands down at Black Star." "What do you mean a 'situation'?" "...the Freedom Force is ordering the Defense Force out of the Base." "Why did you call me?!" "We'll have a car outside for you in ten minutes. Get your crap together." "Alright.." The Father hangs up and goes back to the dinner table. "I got called into work.. sorry kids."

Sergeant Oliver finally arrives a few hours later at the Base to see that the Freedom Force is running things there. He approaches the gate.
'HALT! Who are you?" Oliver flashes his military identification. "I'm sorry sir, the Freedom Force is operating things here at the command of General Russell Underwood." "What do you mean?" Suddenly, an anarchist flag is raised over the Base. Oliver, along with other members of the Deathfallian Army, are shot and killed by members of the Freedom Force.

Acting Prime Minister Courtney Hall has heard of the situation at Black Star Military Base, and has ordered the entire Deathfallian Defense Force to deploy to fallout points across Deathfall. Soon thereafter, the Prime Minister orders the National Radio Command to activate the Warning System.

While patrons and bartenders are making awkward chatter, the television and people's electronic devices start playing an alert tone. The television then speaks out:
"This is the Deathfallian Warning System. The following message has been transmitted at the request of the Prime Minister. A national emergency is in progress. Anarchists are attempting to overthrow the Government. All persons currently within Deathfall are instructed to shelter-in-place. Lock and barricade all doors and windows. If you have a cellular device, call the following phone number: 220 9999 9999. That is 220 9999 9999. Do not end the call. Otherwise, remain tuned to this source of information. If you are armed, ready any weapons you have. If anyone breaks into where you are currently held up, by all means, use deadly force to neutralize them. The Government is currently deploying the Defense Force. If you are a member of the Defense Force or a part of any police force or militia, you are ordered to report for duty at the nearest police station or military installation. A message from Acting Prime Minister Hall or their representative will be broadcasted shortly. Please stand by..."
The bartenders start ordering people to hide and they barricade doors and windows. Everyone can hear chaos ensuing outside. The television then speaks again.
"Please stand by for a message from the Prime Minister... beep This evening, General Russell Underwood issued an order to the Freedom Force to initiate Operation Black Flag. This Operation was meant to avert a hostile takeover of Government, and it has instead enabled anarchists to attempt to tear down the Government. Rest assured, however, that all actions are being taken to avert this. Peoples, do not fear: I will not let our new way of life be destroyed by the hands of radicals who do not respect what the People want. I will die for you all before that happens. Thank you. beep
"That was a message from Acting Prime Minister Courtney. To repeat: a national emergency is in progress. Anarchists are attempting to overthrow the Government. This much is true: Deathfall is under attack. On webcams of Deathfall seen across the world, streets are deserted and major military bases and cities have been taken over by the Defense Force. Ohama, Barrio and Anarchy Island are under the control of the anarchists, and nothing but Anarchy has been witnessed there.

Videros sniffed quietly, scratching at his nose imperceptibly while he read the documents that were displayed on his laptop. He took periodic deep breaths to control himself, feeling the calm wash over him as the air filled his lungs. It lasted very little, despite his efforts; as his eyes rushed over the report that filled his screen, he felt anxiety return to his veins.

The report had come in the night before. It was dense, a complete showcasing of all the elements of what was occurring in Deathfall. An anarchist uprising, so it seems; Videros had no doubts, their uprising to an oppressive capitalist regime was by no means an unworthy goal set forth. The means, however, were far more difficult to tend to. It appeared that the anarchists undergoing their revolution had turned their weapons against the common citizen, along with other measures against those that would defend the institution that supported their oppression as a people.

Or so, at least, the information told. Videros had learned already to distrust much of the information that came from the front regarding various liberating revolutions taking place around the world. This information was, many times, manipulated and warped to fit the needs of those emitting the message.

Videros raised his head. He saw Minister Kyril as the only one speaking at the table, conveying some message or other of the state of student exchange program negotiations with the Republic of Montevento. The information rang a bell, given his nature as the Foreign Affairs minister, but Videros was far more concerned with the situation in Deathfall. With Kyril finished a few moments later, the final notes were taken. Premier Priscilla raised her head at the rest of the Circle’s Council of Ministries, and asked “Who’s next?”

“Premier Priscilla,” Videros said abruptly, “though I am not next in the Order of the Day, I believe the information I have to transmit to this Council is of great import and must be given immediately.”

“Proceed, Minister Tann,” Priscilla said, checking to her left and right for the approval of First Secretary Valerius and Chancellor Chellick.

“Governors,” Videros began, “it appears that there are anarchist elements in Deathfall that have motioned to being what is their iteration of the anarchist revolution. They have taken over a military base, as far as we’ve been able to retrieve, and this may take further steps into becoming a civil war in Deathfall.”

“Are civilians being targeted?” Valerius asked. Videros simply shook his head with a shrug, “According to official information, it is possible, but no compelling proof has been provided to the international community. As such, I believe we should perhaps not be so quick to denounce this revolution, especially given its lack of anarcho-capitalist elements and the very nature of its anti-capitalist fight.”

“Minister Tann,” Chancellor Chellick intervened, “how many Eothasi citizens are residing or visiting Deathfall, as per the latest possible estimates?” Videros snapped his eyes quickly to Estrella Aguado, the Ministress of, among other things, migration. He saw as she blinked quickly and raced into her laptop, before finally stating, “Figures aren’t clear, and we’ll take some time to draw rough estimates for the present, but in the past it’s been in the several thousands.”

“Council,” Premier Priscilla spoke, nodding her head, “if all Governors present are in agreement, we should take steps to ensure that all Eothasi citizens are aware of the situation in Deathfall so that they can avoid and postpone any such visits to the country in the interests of their own security. Furthermore, we should take measures to assist any expatriates in Deathfall to escape the country, if that is what they choose to do. Videros, we should make no such mentions with regards to the official Eothasi position regarding their revolution until more information becomes available.” Valerius and Chellick nodded in agreement, forming the usual consensus in the Circle of Governance.

“Of course, Governors,” Videros said, “an official communique shall be published this afternoon.”

Supreme Leader Winston Steele is briefed in the morning by MINFOR, MININT, and MINOW (Minister of Foreign Affairs, Intelligence, and War respectively). The situation was at this point delicate. Despite Aroni general disapproval of democracy the rule of law must stands for all men, revolution would not be tolerated. In the end Winston Steele authorized a three-part plan:

Part one: Gather Information. A cross-agency intelligence committee will be formed and begin gathering all available data. This includes optical, radar, and SIGINT satellites, HUMINT cells, and open-source analysis.

Part Two: Protect Aroni Nationals. expats and tourists will be urged to return home, a travel condition RED will be issued for Deathfall. And the Aronian embassy will be on protection level 3, vehicle and ID checks, and increased security detail.

Part Three: Prepare for Conflict, The Atlantic PHIB Unit and Carrier Group 6 will steam to Deathfall and rest outside the Nairo coast in international waters as a show of force. That should take about 3 days; 2,000 marines, 9 ships, and over 120 aircraft. Meanwhile a Brigade sized amphibious force will be prepared for deployment, that's 14 days off though.

Princess Elisabeth liked Deathfall.

But she had no idea whether the people of Yohannes felt the same. In the year 2019 the embassy of Deathfall was opened in Royal Alexandria.^[1] The people did not know much about Deathfall, but they did hear some things: that it was a parliamentary republic, with a population of about twenty million people, and they mainly spoke English. Chancellor Annabelle Thorndon-Stevensonn rang earlier to remind Elisabeth of their trade agreements programme; Minister Emily Kirchweger gave her a report which said that ninety per cent of tariffs on her country’s current exports to Deathfall would be progressively eliminated; and even the fat old clergyman Thaddäus Neumayer, who would otherwise not care about her job, told her a thing or two about Christianity in Deathfall.

Elisabeth waited anxiously for the call from Courtney Hall. The acting prime minister, who was appointed by Chancellor Johnathan Atwood under the Fundamental Law, had promised to organise a state visit to Yohannes. But surprisingly enough, it never came. Elisabeth continued waiting for one whole week, but the acting prime minister did not ring up. So much the better. She had too many things going on this week to worry about one more diplomat to negotiate with—first there was Saarkon, then the one from Bala Mantre, and now, she thought, Deathfall.

“Read those,” Felix, her assistant, said to Elisabeth.

Elisabeth opened the document. It contained many official notices from the judiciary, commissions, and the military; but what caught her attention first was the statement on the latest customs duty and value-added tax decisions by the Government. She looked at her own picture in the Gazette, next to the underlined tariff proposal: a scheme for the gradual reduction of the tariff rate against Deathfallian shipbuilding steel plate suppliers to zero.

Felix said, “Chancellor Annabelle Thorndon-Stevensonn has gained the support of her confidence-and-supply partners, and just enough votes from the Opposition to go ahead with this bill. For its first reading, the Green Party will ask for the reduction of tariffs currently paid by our chemicals exporters. The Majority Leader pro tempore, Zoe Nilsson, said she will accept nothing less than one hundred million dollars by 2022.”

Elisabeth knew what that meant. More net proceeds of sale would end up in big companies’ pocket, and more money would come into the Yohannesian economy, but she was not sure if it was true—large manufacturers of specialty chemicals would enjoy the most important benefits from this growing trade, not small and mid-size chemical engineering enterprises; and the Chancellor’s Christian Democratic Party received most of its financial support from big business.

Before she could say anything, Felix spoke again. “Last year, then Ambassador Cameron Elliot reported that his country’s other most important imports from Yohannes were manufactured value-added food products and capital equipment for the heavy machinery industry—he said, ‘Deathfall has many important arms manufacturers, but besides these, the country is not really industrial.’”

Elisabeth nodded. If Parliament approved the trade bill, the Government would have to amend it again, naturally, to comply with the stipulations of the treaty. And there would be many more bilateral meetings about a great many things, hundreds of them: to help both countries facilitate trade and investment flows, especially concerning the Yohannesian shipping and shipbuilding industries and the Deathfallian arms industry, and to make it easier for a few important business people to move between the two countries—but worst of all, Elisabeth would have to attend all these meetings.

And she was sick of meetings.

Elisabeth could already foresee the long, complicated safeguard investigation she would have to lead. It was a rather daunting thought—yet another one, involving a few very vocal manufacturers of miscellaneous shipbuilding materials and equipment. They would be very unhappy! The passing of the bill would expose those vulnerable market players to increasing competition through gradual tariff reductions. However, Deathfall was but just one country, and anyway, the populist Social Democrats and Yohannes First Coalition would water down the trade bill. There was no way that Marion Maréchal-Le Men would allow any real harm to be caused by rapidly increasing imports, Elisabeth mused. She knew that the Yohannesian shipbuilding industry was one of the largest and strongest lobbies in Parliament—

“Your Royal Highness,” a male voice at her back interrupted her thoughts.

“Yes?” Elisabeth replied. She turned and stared at the armed Diplomatic Security officer.

“The visit has been cancelled,” he said tersely.

Elisabeth rose from her seat. “Why is that so—”

“Ma’am,” Felix said, interrupting her halfway through her question. He pointed at the television screen and increased its volume a few notches. Elisabeth frowned, but followed his gaze.

“Next on the five o’clock news,” the news anchor said, “Deathfall’s anarchist dilemma and the Prime Minister’s Warning System.”

Elisabeth stood dumbfounded, lost for words.

However, I adhere to the “flexible time scheme,” meaning 2019 in Yohannes can be treated as another year in another nation’s canon. For instance, although I’m saying that the Deathfallian embassy to Yohannes was opened in 2019, the real-life person behind Deathfall can say that the Deathfallian embassy to Yohannes was opened in 2052, and I would be fine with that.

Prime Minister Courtney Hall convened the Senate in emergency session to pass the Anarchist Shutdown Act of 2020, which resolved to formally invoke Article Six of the Fundamental Law and to order the Defense Force to carry out the laws of the Union until the anarchist uprising in Southeast Deathfall is suppressed. "TEN HUT!" The Sergeant-at-Arms for the Palace said, and Chancellor Atwood with Prime Minister Hall walked in and sat.

"Take your seats. What do we have so far?"

"Miss Hall, we have estimated that 95% of the Freedom Force is apart of this rebellion. They are calling themselves the Anarchic Collective of Deathfall.. the remaining members of the Freedom Force have enlisted with the Land Forces. I would recommend that you activate Skybox and Zero Hour. The Defense Minister said.

"I'll active a portion of Skybox. I'm delegating Leon Gordon as the Designated Survivor. Get him on a plane to Baytown. Have all our military forces gone to fallout points, yet?"

"They have, Courtney." The Defense Minister responds, and his phone rings. He goes outside the room to take the call.

"Instruct the Ambassadors to reach out to our allies and convey to them that we're undergoing a rebellion."

The Defense Minister comes back in and responds with: "Courtney, they've taken half of Deathfall City. Plusk AFB will fall within the hour."

"GET THEM TO FIGHT BACK, GOD DAMN IT!" Courtney slams her fist on the table, and the room is stunned. Courtney usually keeps her cool.

"...activate all forces within Deathfall City, Nairo, Western Crizard, and South Straig and get them to repel the attack against Deathfall City. Jonathan, I'm trusting that you, Maxton, Laflèche, and Schönbeck can get their forces in order."

"We've conferred with each other, and we want to deploy five F-5As to scare them off." Atwood said.

"Get it done within the hour."

"Courtney, I've been informed that the National Defense Command has instructed the bombers to patrol Deathfall, along with the air defense interceptors, early warning aircraft... they're on a war footing."

"...when I was elected, I wrote a letter with Atwood to every General and Marshal instructing them what to do if we came under attack. They executed our instructions. We'll reconvene in six hours."

The Prime Minister returned to her hideaway office in the basement of the Presidential Palace. She saw that Maréchal-Le Men stood in support of her Government. She called Cameron Elliot, the Deathfallian Ambassador to Yohannes.

"Cameron?"

"Yeah, I'm here. I'm aware of the situation."

"...I don't want to ask you to do this, but can you get a meeting with the Yohannesian Emperor and Annabelle. They both are going to want to speak to you. We need them to send us a charge and to keep up appearances."

"...I'm only doing this because you ordered me to."

"Noted. Get it done."

Courtney hangs up her burner cell-phone. She and Cameron had a testy relationship because they both dated in college and beyond. Cameron pursued diplomacy with Courtney, but ever since Courtney became Acting Prime Minister, without being the leader of the Rally of the People nor any other political party. She's always been an Independent and decided against joining the Anarchist Freedom Party. After this was all over, though, she is planning on joining and reshaping the party with Atwood. Though, there is no doubt: there will be a Democrat-Reformist government next term. People are sick and tired of anarchists causing riots, chaos and protesting this "experiment" of a nation that had only been alive for a few years. The Howard Government was a horrific disaster since it'd had been a minority government between the Anarchist Freedom Party, the Democrats, with the Socialists providing votes. Howard had stupidly accepted a socialist Minister for the Economy. Courtney was operating under a joke of a government. She fired the Economics Minister, delegated that to Atwood and the Socialists pulled out of the confidence and supply agreement. The only thing that saved her from the Government being ousted was this crisis. At this point, she'd rather resign and accept the offer of being Deputy Chancellor. Atwood offered it to her, and it's just sitting there. Why not go on vacation to the Asian States? Why not? Because her people needed her, whether she liked it or not.

The Acting Minister for the Interior, Luke Bennett, a Democrat from Straig, goes up to the podium and announces as follows:

"Everyone, please sit down. We're starting."

"Good morning. I will not be taking any questions today, as we have a tight schedule. The Prime Minister met with the Council of Ministers and the Federal Defense Council, and they have determined that almost the entirety of the Freedom Force is, indeed, the rebellion in Barrio, Anarchy Island and Western Deathfall City. The Government has repelled the rebellion all the way to Barrio, and all residents are allowed to leave shelters at this time except in Barrio, Anarchy Island, Western Deathfall City, Southwestern Straig and Southwestern Crizard. With that being said, we are anticipating that the rebellion will be destroyed within the next two days or so since Deathfallian forces have gone to fallout points when the first shot was fired at Black Star Military Base. We have also been informed that the Government and the Opposition will be proposing a new Fundamental Law and that the Opposition will call for a vote of no confidence on March 16th. However, if the rebellion is not repelled by then, the Opposition has agreed to delay the vote. Thank you, no questions." The Minister leaves in a hurry, and the press leaves the room five minutes thereafter.

After the press conference and a meeting with the Federal Defense Council, Plusk AFB along with the remainder of Deathfall City has been taken back by Union forces, along with significant gains in Barrio. Another meeting of the Council has been called by the Prime Minister.

"TEN-HUT!" Says the Palace Sergeant-at-Arms. Everyone stands up as a token of respect and the Prime Minister with the Chancellor walks in. "Take your seats, everyone."

"What do we have?" Prime Minister Courtney Hall says.

"Madam, we've retaken Plusk AFB, along with the rest of Deathfall City, and we have taken Western portions of Barrio. We'd like to invade Barrio by using the DSS Vanguard and DSS Hammerhead carrier strike-amphibious warfare group, and carpet bomb Anarchy Island."

"Courtney," Acting Minister of Justice David Cameron interjects. "While the People of Anarchy Island have no rights under the Fundamental Law, and thereby, legally, we can shell the Island if we wanted to, don't you think it'd look bad if we invaded the Island and Barrio? The People of Barrio are, unlike the residents of the Island, entitled to the protection of this Government."

"...well, do you have any other f**king ideas?!"

"...no?" David says in reply.

"General Shepherd, get it done. We need these people dead. My Government is about to be voted out and dissolved. At this point, I wouldn't be surprised if Atwood had to dissolve the Senate at this point. People are pissed that they have to shelter-in-place because of this madness."

"I'll have an update for you tomorrow around this time, Courtney."

Another meeting of the Council was called, and this time it was with significantly good news: the rebellion has been crushed.

"TEN-HUT!" Says the Palace Sergeant-at-Arms. Everyone stands up as a token of respect and the Prime Minister walks in. "Take your seats, everyone."

"Courtney, the rebellion has been crushed."

"...well, call the Speaker, Lance, and Atwood."

"You don't seem glad?"

"I'm tired of this f**kin' job. I didn't want to be Prime Minister. Hell, I didn't really want to be the Foreign Minister. Look where we are now, though. Now the Opposition and my Government have to carry out the deal we made in the hideaway office for Leon frickin' Gordon!" Courtney would throw her pen at the desk in anger. "I hate that Gordon fellow! He should be taken out back and shot!"

"...alright."

The Senate was called to order by the Speaker and the Return to Normal Life Act of 2020 was passed, which repeals the Anarchist Shutdown Act of 2020, as well as, the new Fundamental Law has been passed, and as been long awaited, the vote of no confidence passed with members of the Hall Government voting against Courtney Hall. Prime Minister Courtney Hall walked into the room and stood at the podium. Surprisingly, the press wasn't clamoring to ask her questions.

"Good morning, everyone. After the vote of no confidence passed against my Government, I have decided that it is in the best interest of the nation and my family to resign. My resignation has been submitted to the Chancellor, and he has since accepted. Since the Senate has been dissolved, there is no Government at this time. This should not be cause for alarm, however, since the Chancellor, in conjunction with the caretaker government, is running things until the election is finished. The election will be opened at noon today, and since today is election day, I advise and urge all businesses to let your employees vote in shifts -- five employees for the noon hour, then for one o'clock -- you get the picture. We do not need the polls crowded right now. Thank you for everything."
