[DRAFT] International Smoking Ban

Strength: Strong

The World Assembly, hereby recognizes the habit of smoking cigarettes, cigars and vapors as both detrimental to one's own health; but also the ones around him.
So, herby, the World Assembly;
-Prohibits all smoking of any kind in all public places;

-Bans the sale of most smoking devices in major areas;

-Recognizes any device that is put into one's mouth and blows smoke as a smoking device;

-Herby,

Limits smoking.

(OOC please give me feedback. Constructive Criticism would be appreciated)

I don't think this will pass, given the very strict stance it takes against smoking. Maybe take things down a notch.

OOC: First, given the minimalism of the text of this draft it in no way supports a “strong” strength. I am also not seeing how this is in any way “moral decency”. If this were submitted as it stand I would rule it illegal.
Now, something else to think on, “legal” should not be your goal. “Useful” and/or “good” should be.

If it were a limitation on tobacco growers, processors, distributors, etc. then you could make a case for Regulation/Consumer Protection; but this is targeting users exclusively (I note it's still legal under this proposal to do all of those things as long as you never touch leaf to lips).

The extent of your character's ability to act against any other player's is to make an attempt, e.g. McKinley aims a fire extinguisher at Leo's head and pumps the handle. It's then up to me whether I permit this external action on my character, or ignore it. You certainly can't unilaterally decide that my ambassador has been taken away by security, for something that isn't even against laws or building regulations. Keep in mind also that any serious assault is assumed to be foiled by the ACME Weapons Nullifiers present in every debating chamber (and the Strangers' Bar) in the WA HQ building.

Opposed. I don't smoke myself, and the Federation is not too keen on it to the point where we roll out ad campaigns against the act, but this is something best left to member states.

OOC: In RL I seriously wish that smoking was banned everywhere that a non-smoker might get affected by the smoke, because I get headaches from just the smell (I also get headaches when having to be close to someone who's bathed in perfume before leaving their home - and often they're smokers who can't smell the perfume themselves or at least at same strength), or that manufacturers were forced to add something that causes nausea into tobacco (similar to how alcohol affects you) to limit people's desire to pick the habit up in the first place. I'll leave out the other mentions of what I'd like done, because of forum rules and there being smokers even on this forum... :P
