It imposes an official restriction on people's personal (rather than political or economic) activities: I'd say that Moral Decency is the right category. A total ban on the practice might be 'Significant', "limits" depends on the details of the limitations but probably 'Mild'.

OOC: I agree. If it were a limitation on tobacco growers, processors, distributors, etc. then you could make a case for Regulation/Consumer Protection; but this is targeting users exclusively (I note it's still legal under this proposal to do all of those things as long as you never touch leaf to lips).
IC: Leo takes his trusty leather pouch from his suit jacket pocket and proceeds to roll some crinkled brown papery bits up into the middle of a white paper, making himself a little white cylinder that he then sticks between his lips. He sets it aglow with his trusty nickle-plated lighter and takes a deep drag.

OOC: Godmodding is very much frowned upon in this forum. The extent of your character's ability to act against any other player's is to make an attempt, e.g. McKinley aims a fire extinguisher at Leo's head and pumps the handle. It's then up to me whether I permit this external action on my character, or ignore it. You certainly can't unilaterally decide that my ambassador has been taken away by security, for something that isn't even against laws or building regulations. Keep in mind also that any serious assault is assumed to be foiled by the ACME Weapons Nullifiers present in every debating chamber (and the Strangers' Bar) in the WA HQ building.
