I'm sorry you had to hear this here, but the WA would prefer to take itself seriously and not get their time wasted with jokey-joke-haha-so-funny proposals that are nothing but drivel in text form (in fact, the How To Play section of the NS website explicitly discourages bad/garbagepost-y proposals.)
Just because joke proposals have happened doesn't mean the entire assembly should immediately lower their standards for every proposal forthwith. That kills player discussion when you can dismiss everything with "lol it's just a joke bro."
And please, can you name one joke WA proposal that passed? I'll be waiting here for it.

A joke is different from satire. It's close, but it's different. Namely, this is satirical in that it's self-deprecating, and there is a criticism that is within the resolution.
Just because it is the prescribed way to play does not mean it is the only way to play. The game would get boring very quickly.
The resolution I had in mind was Commend Haiku. I think it's a very wholesome resolution (please don't repeal), but it's not a very serious one. In addition, the evolution of the SC to giving badges to players and offensive liberations is a large deviation from what its stated purpose is, this making it a joke among most NSers.

The GA had a repeal that included the recipe to make an Orange Julius.
The original LibTEP was done rather tongue-in-cheek, though I feel that the original one was better.
Plus, badge hunting is the norm for the SC.
