Resolution 18: Establishing the office of Deputy Secretary-General
The Assembly of the League of the Western Isles

IN ACCORDANCE with the League’s commitment to equality and democratic values,
NOTING the League's critical need for continuity of leadership in contingency situations,
RECALLING the recent period in which the League lacked leadership in the person of a Secretary-General,

Hereby:
1. Establishes the office of Deputy Secretary-General of the League of the Western Isles, the holder of which shall be nominated by the Secretary-General.
2. Mandates that the appointment of the Deputy Secretary-General shall be confirmed by a simple majority of delegates to the League, in an election process to commence within seven (7) days of the nomination. Should the Deputy Secretary-General nominated by the Secretary-General fail to be confirmed by the League, the Secretary-General shall nominate another Deputy Secretary-General, who shall be confirmed by a simple majority of delegates to the League, in an election process to commence within seven (7) days of the nomination. If three successive Deputy Secretaries-General nominated by the Secretary-General fail to be confirmed by the League, the League shall nominate a Deputy Secretary-General, who shall be confirmed by a simple majority of delegates to the League, in an election process to commence within (7) days of the nomination.
3. Declares that, in the absence of a duly elected Secretary-General, the Deputy Secretary-General shall act as Secretary-General, until such time as a permanent Secretary General may be elected under League protocol.
4. Notes that, in the event that the Deputy Secretary-General has assumed the powers of the Secretary-General, it is vital that a new election be held as expeditiously as possible in order to ensure the democratic integrity of the League;
5. Therefore stipulates that, within fourteen (14) days of the Deputy Secretary-General assuming contingency powers, a new Secretary-General shall be elected, with a new eight-month period as mandated by Article 4 of the Charter commencing after the election.

Zava smiled broadly at Pwqceraqh. He was not sure if the Nhoor delegate knew just how much his career as Almorean ambassador depended on the passage of the Almorean resolution. Pwqceraqh's amended resolution stole the spotlight, but the State Department's basic goal remained intact.

"I must confess myself very pleased with these amendments," Zava said, rapping his knuckles on the desk. "Congratulations to my esteemed colleague from Nhoor for breaking the deadlock we've experienced in this chamber."

With 9 ayes, zero nays and zero abstains, this League shall now consider Resolution 18 to have passed. The Secretariat will now open nominations for candidates serving in a Deputy Secretary-General position and mandate that this period of consideration will run for seven days - with the preferred candidate being brought before the chamber on the 3rd of March, 2020.

"Vancouvia nominates Charles Rochester to the position."

[Noronica]

Suibhan leant towards her microphone, "The United Prefectures of Noronica supports Charles Rochester, the Vancouvian nomination and does not submit its own candidate for consideration."

[Nhoor]

Zamha Pwqceraqh announced: "The Dominion of Nhoor will not submit a candidate of our own and will decide whom to support as soon as all candidates have been submitted."

Ivan receives a letter from one of the Aruian members. "Aruia would like to nominate its own nomination, deputy of mayor of Venryndia - Auberto Fer'sone"

[Havalland]

“Havalland will wait until all candidates are presented before we choose, we wish all the nominees good luck and may the best man win” the knight said giving respect to the nominees to paint Havallish people as polite, a subtle message to push make the nation more appealing.

[Magtel]

Ignacio Lopez, the representative for Magtel returned to the hall along with his team and then stood up to speak. "Después de mucha consideración..." just as he begun to speak, his translator's soothing voice could be heard in all the Delegates' earpieces.
"After much consideration, the Grand Duchy of Magtel endorses Charles Rochester from the Vancouvian delegation for the position of Deputy-Secretary General of the League of the Western Isles, as we believe that the Vancouvian nominee is committed to ensuring the democratic integrity of the league. Additionally we choose not to submit any candidates of our own, thank you".
Ignacio gave a nod to his translator, and then sat back down to await the decisions of the other delegates.

“Havalland has made its decision, we will endorse Charles Rochester to this position, Godspeed gentlemen!” The knight said taking his seat.
