The Convention applies to the use and use of the seas, oceans, bays, etc, found in Antaras.

We, the people of Antara and beyond, trying to prevent war and conflict over seabed resources, are passing the following convention to prevent conflicts and encourage peacetime development and co-operation between nations.
The Convention defines the following terms:

• National waters -12 nautical miles from offshore owned by the nation.
  For the purpose of understanding 1 nautical mile is 1852 meters.
• Exclusive Economic Zone -200 nautical miles off the coast of the country. Nations whose ownership is partly partial to sovereignty. States can control the use of marine resources such as fishing and seabed but not transit and all ships have innocent passage.
• Continental tent -300 miles from shore. Nation controls seabed and its resources but not transit (innocent passage) .
• Regional Sea - All international waters.

All nations that are signatories to the Convention agree to the following conditions:

• I paragraph-All international waters become regional waters and non-regional members are prohibited from entering (accessing) regional waters, except in the case of a permit and the signing of a convention.
• II paragraph-The Zenieur Convention, also known as the Abbas Convention on Regional Seas, refers to the use of the sea, oceans, chasms, etc.
• III paragraph-All natural and other resources found in regional seas become the property of the country that first claims the right to them by erecting wells, platforms, etc.
• IV paragraph-All non-members of the region are prohibited from accessing the Antaras Regional Seas except in the case of a permit.
• V paragraph-All members of the region and signatories to the Convention have access to regional seas, which must not be denied for any reason.
• VI paragraph-Any act of invasion of regional waters would be considered an act of war.
• VII paragraph-The Convention may be amended or substantially amended with the automatic permission of the signatory.
• Vlll paragraph-Every country has the right to declare its neutrality in war in case of war for violation of the Convention on Regional Seas.
