There was one, and it was repealed, IIRC.
The main issue with the idea is that some WA nations (like my own, previously) are spacefaring nations, and the Outer Space Treaty was written by humans with Earth in mind.
Keep in mind that not all WA nations are from Earth and not all will agree with the same ideas about space.
