Your Excellency:

It pleases me to inform you that the Monavian government has become aware of Interpol’s formation and endorses Interpol’s efforts to enforce international law. My government’s support for Interpol’s mission arises from two principal sources. The first is its recognition of the simple fact that sovereign states cannot conduct diplomatic and commercial intercourse with their neighbors if they cannot agree to create and enforce laws that will protect that intercourse from disruption. Although my government and numerous others understand that nations cannot peacefully coexist without international law to govern their interactions, many governments presently appear to reject this basic principle of statecraft on spurious grounds. We also wish to support Interpol because we believe that the interconnectedness of the global economy is making it impossible to prevent crimes against humanity from causing collateral damage to neighboring states. My superiors do not believe that atrocities become acceptable if rogue states compensate other governments for the cost of tolerating spillover; however, they recognize that they do not have the resources to punish every crime against international law that comes to their attention and therefore limit their efforts to combatting acts that adversely affect Monavian interests.

Given the facts that I have presented, my purpose in contacting your office is to request that the Standing Committee evaluate the Imperial Federation’s eligibility for admission to Interpol’s General Assembly and the eligibility of Monavian law enforcement agencies to participate in Independent Police Commissions. Should your office determine that the Imperial Federation is eligible to apply for admission, or can become eligible by taking certain measures, I would like your office to send me instructions for completing the application process. In the event that your office determines otherwise, I wish to be informed of any ways in which the Imperial Federation can contribute support for Interpol’s mission through alternative means, like monetary grants or consulting services.

I offer Your Excellency my thanks for your office’s patience in processing my request and my assurances that the Monavian government is committed to maintaining an active dialogue with Interpol as long as your office feels such dialogue is desirable. Cognizant of the need for worldwide police cooperation and crime control, the Fire Republic of Pharcyde and its national police forces wish to pursue a working relationship with the International Police Force. The Fire Republic hopes that Interpol's General Assembly and Standing Committee of Interpol will look favorably upon Pharcyde attaining full membership.

Since its formation 219 years ago, the Pharcyde Republican Police and its constituent police departments have upheld a regimen of law-enforcement that is in concord with internationally recognized standards of diligence, integrity, and humane justice. The Ministry of Foreign Affairs wields absolute confidence in the Fire Republic's ability to upheld the high standards to which Interpol members are expected to follow and enforce Interpol's constitution.

As Prussia-Poland is the current host of the two aforementioned individuals, it would like to voice it's objections, even if it is not part of Interpol.

Both requests are technically illegal.
The following is a list of offenses that Interpol allows for.

(c) Enslavement;
(d) Deportation or forcible transfer of population;
(e) Imprisonment or other severe deprivation of physical liberty in violation of fundamental rules of international law;
(f) Torture;
(g) Rape, sexual slavery, enforced prostitution, forced pregnancy, or any other form of sexual violence of comparable gravity;
(h) Persecution against any identifiable group or collectivity on political, racial, national, ethnic, cultural, religious, gender, or other grounds that are universally recognised as impermissible under international law, in connection with any act referred to in this paragraph or any crime within the jurisdiction of Interpol;
(i) Enforced disappearance of persons;
(j) The crime of apartheid;
(k) Other inhumane acts of a similar character intentionally causing great suffering, or serious injury to body or to mental or physical health;

Grave breaches of the standard international war treaties, such as:
Causing great suffering or serious injury to body or health
Torture or inhumane treatment
Unlawful wanton destruction or appropriation of property
Forcing a prisoner of war to serve in the forces of a hostile power (impressment)
Depriving a prisoner of war of a fair trial
Unlawful deportation, confinement or transfer
Taking hostages
The following acts as part of an international conflict:
Directing attacks against civilians
Directing attacks against humanitarian workers or international peacekeepers
Killing a surrendered combatant
Misusing a flag of truce
Settlement of occupied territory
Deportation of inhabitants of occupied territory
Using poison weapons
Using civilians as shields
Using child soldiers
Firing upon a Combat Medic with clear insignia.
The following acts as part of a non-international conflict:
Murder, cruel or degrading treatment and torture
Directing attacks against civilians, humanitarian workers or international peacekeepers
Taking hostages
Summary execution
Pillage
Rape, sexual slavery, forced prostitution or forced pregnancy

The only charges that are remotely applicable to both of these cases is "Murder" and "Taking hostages". However, the acts in question(Shooting a police officer/uniformed troops, and attempting to capture the Al-Saranidi Sultana and her Court) were directed against legitimate political and military targets during an attempt to overthrow the Saranidian government. Interpol makes no mention of desertion or firearms usage. Furthermore, the request seems to be politically-motivated and seems to be aimed more at punishing dissent and discouraging attempts to foster government change as opposed to a genuine desire to see justice done.

Furthermore, even if this does pass, we refuse to turn the individuals in question over, or any of their associates. Suleiman Al-Salek has been granted asylum and citizenship in Prussia-Poland on the basis of political persecution, while Marie Ernst Gluck is a citizen of Prussia-Poland. We will not turn them over to face a kangaroo court. Period.

The Standing Committee notes with pride that the government of Monavia has recognised the mission of Interpol, as the Monavian government has had a history of committing to justice and peace, two goals that are very well in alignment with those of the International Police Force. That being said, it falls upon the Standing Committee to investigate the recent history of Monavia as a matter of standard practice, and nothing objectionable has been found. In addition, the Independent Police Commissions express their enthusiasm for the acceptance of Monavian law enforcement agencies, though would like to know more about the agencies that are being considered for application, as members of the Independent Police Commissions are considered for acceptance on a case-by-case basis. As far as additional ways that the Imperial Federation may contribute, Interpol is always in need of legal professionals; the Stoklomolvi Liaoist Federation, for example, does not have a strong legal tradition, and as such is unable to provide the large quantities of trained and skilled legal professionals for use in trials conducted by Interpol.

Under these circumstances, the Standing Committee, on behalf of the General Assembly of the International Police Force, hereby admits the Imperial Federation of the Monavia Empire into the General Assembly. As for requests for admissions into the Independent Police Commissions, the Standing Committee would like to submit a formal request for a list of organisations that are to be considered for admission to the Independent Police Commissions or Independent Committees.

Subject: Objection from Prussia-Poland

The Standing Committee notes that Prussia-Poland omitted important text from Article 5, namely that "'violation of international law' means any of the following acts when committed as part of a widespread or systematic attack directed against any civilian population...". However, the sections regarding crimes against civilian populations are indeed not applicable to the persons of Suleiman Al Salek and Marie Ernst Glück, assuming that Prussia-Poland has been truthful. However, that Prussia-Poland admitted to "attempting to capture the Al-Saranidi Sultana and her Court" is an admission of violating the statute of "Unlawful deportation, confinement or transfer"; capturing a royal court would fall under this statue. Attempting to collapse a foreign government, whether this is through attempted kidnapping or attempted murder or otherwise, is not a valid justification for violation of international law.

The Standing Committee will be discussing this issue with the law enforcement agencies of the Islamic Republic of Saranidia, as Saranidia is a member of the General Assembly. If Prussia-Poland desires, Interpol is willing to listen to any grievances on the floor of the General Assembly.

It pleases me to inform you that my office has received your letter dated 20 January 2020 and forwarded it to a number of interested parties within the Monavian government. Every one of these parties expressed appreciation for the thoroughness of the Standing Committee’s evaluation process and greeted your notice of the Imperial Federation’s admission to the General Assembly with exceptional satisfaction. My superiors are deeply thankful for the Standing Committee’s willingness to entrust the obligations of General Assembly membership to my government and keenly recognize the gravity of the responsibilities that this membership entails.

My government likewise appreciates the Standing Committee’s enthusiasm for the possibility of Monavian participation in the International Police Force’s Independent Police Commissions and Monavian assistance in the sphere of legal expertise. I have requested and received permission to establish a training center where Monavian legal professionals can collaborate with International Police Force representatives and provide training, research services, and consulting services in such fashion as the Standing Committee deems appropriate. With these points in mind, I hereby request that the Standing Committee evaluate the eligibility of four Monavian law enforcement agencies for admission into Independent Police Commissions:

• The Royal Gendarmerie (RG) is the Imperial Federation’s principal national law enforcement agency. Its main purpose is the investigation of federal crimes and the pursuit and apprehension of criminal suspects fleeing over provincial boundaries. Their main operational foci include organized crime, human trafficking, counterfeiting, domestic terrorism, large-scale fraud, and hijackings.
• The Federal Security Agency (FSA), which has been previously known as the Federal Secret Services (1935–2012) and Special Federal Service (2012–2017), is responsible for providing specialized law enforcement and security services. Their main operational foci include protection of federal facilities and officials (judges, members of the Imperial Parliament, ministers, federal agency directors, and senior executive officials), cyber security, and election security.
• The Diplomatic Security Agency (DSA) is responsible for protecting Monavian diplomatic facilities and personnel.
• The Treasury Marshal Service (TMS) is the Ministry of the Treasury’s law enforcement organ. Its primary functions consist of investigating and prosecuting financial crimes (especially tax evasion, money laundering, wire fraud, securities fraud, and comparable offenses).

Having offered the foregoing information, permit me to conclude by offering you my solemnest assurances that your office and the Standing Committee as a whole will receive my office’s highest consideration.

The Standing Committee, on behalf of the the legal divisions of the International Police Force, thanks the Imperial Federation of the Monavian Empire for its generous offer of a training centre. If the Monavian government so desires, as the headquarters for Interpol is currently located in Vladistov, the government of the Stoklomolvi Liaoist Federation will be requested to clear some ground for the construction of a new Monavian International School of Law, an independent law institution to be established in Vladistov near Vladistov University.

The Standing Committee has also reviewed each of the submitted law enforcement agencies, namely the Royal Gendarmerie, the Federal Security Agency, the Diplomatic Security Agency, and the Treasury Marshal Service, and has found all of them satisfactory for participation in the Independent Police Commissions. The Independent Police Commissions is especially interested in the activities of the Royal Gendarmerie, as it would appear that that particular agency is most likely to have the resources to best contribute towards the mission of Interpol. The Standing Committee, on behalf of the Independent Police Commissions of the International Police Force, admits the four Monavian law enforcement agencies. Further discussions can be held between delegations from each agency and the leadership of the Independent Police Commissions at a later date.

As of 2020, he is 13 years old. He is working for Teams Delta and Sigma, after they rescued him from near-death on the streets along with his brothers after his parents died. He happens to be a triplet, and he plays a big hand in Spokane’s future moving on from this point. Value yet unknown.

The current monarch of Spokane, he is 17, having been forced to become a monarch at the age of 3. He is very well educated. He has black hair, green eyes, and is 6’1. He seems to be the type to make rational choices. He went to St. Helena’s boarding school for boys in the east.
