Unfortunately, this is not possible, due to the lack of a Black Market per Capita score (analogous to what Average Income does for Economic Output). Adding a Black Market per Capita score seems like it should be very easy for the admins to do, aside from the work of drawing new trophy icons, but there do not currently appear to be plans to do such a thing, despite several requests.
While I could try to compute Black Market per Capita by dividing Black Market by Population myself, this would be subject to rounding errors (and more importantly, variable rounding errors even if the real value isn't changing), and I'd prefer to avoid such exceptionalism in making up my own stats, since I'm trying to report objective data rather than stuff I've arbitrarily decided is important.
Under the circumstances your best bet is to look at other scores like Crime, which don't necessarily correspond to Black Market, but are probably related.
