Report on Confederation of Corrupt Dictators Operations in The North Pacific

Dear friends and allies,

I present this report on the recent attempts by the Confederation of Corrupt Dictators to infiltrate The North Pacific. The report is quite long and comprehensive, but I would encourage you to read it entirely through at your leisure.

If you require further information, please do not hesitate to contact me or the Minister of Foreign Affairs Kranostav. Alternatively if you have further information on this matter that you would like to share with us, do get in touch.

Executive Summary:

• Damage Assessment: Minimal
• The North Pacific has uncovered an undercover espionage operation (“Operation 84”) orchestrated by the Confederation of Corrupt Dictators against The North Pacific.
  Jocospor ordered two agents - Artemizistan and Ikea Rike to enter The North Pacific as part of a long term operation to become Delegate of The North Pacific.
• Jocospor recruited United Massachusetts to serve as a handler and mentor for Ikea Rike to help him navigate The North Pacific’s government and relationships.
  The operation was poorly performed and Ikea Rike was a known associate of the Confederation of Corrupt Dictators from the beginning as he requested an embassy between The North Pacific and CCD.
• Phase 1 of the operation focused on Artemizistan who is also known as Castelia, a Supreme Council member of CCD. Castelia later withdrew from the operation for real life reasons. United Massachusetts worked with Castelia and advised him on TNP before disappearing from the operation.
• Phase 2 focused on Ikea Rike also known as “The Inquisitor”. This phase of the operation makes little sense considering a cursory search of our forum would reveal Ikea Rike’s known association with CCD.
• A former admin of the Confederation of Corrupt Dictators known as “The Chuck” has worked closely with us to provide supporting evidence and screenshots about the operation.
• The Chuck has also reported that Jocospor has maintained private channels on the discord server for the explicit purpose of liaising directly with Nazis and other far-right hate groups in NationStates.

Operation 84
The Government of The North Pacific has uncovered an undercover espionage operation orchestrated by the Confederation of Corrupt Dictators (CCD). The operation was overseen by Jocospor the founder of CCD and involved a number of actors from CCD infiltrating The North Pacific.

The stated goal of the operation was for the operatives to gradually work their way through the ranks of The North Pacific’s Government and eventually to legally be elected Delegate after serving as a Minister or in another elected office for a time. Jocospor hoped that at this point the Civil Defence Siren could be brought to an end, and secondly, that The North Pacific could be taken over by the Confederation of Corrupt Dictators.

Overall these operations indicated a non-existent level of sophistication and there was relatively little effort to hide identities - particularly for Ikea Rike. The involvement of Jocospor directly in the management of these operations ultimately leaves no opportunity for further denials.

This operation involved two operatives - the first was Artemizistan. The second was Ikea Rike.

These details are summarised below:

Phase 1
The first phase was initiated by Jocospor on December 31, 2018. Jocospor ordered a player known as “Castelia” to move a puppet nation into The North Pacific with a view of it eventually working through the ranks to become Delegate of The North Pacific. Once this was established, Artemizistan would turn The North Pacific into satellite state of CCD. The extent of Artemizistan’s involvement in The North Pacific was limited to becoming a citizen and briefly serving in the Executive Staff. Interestingly, Artemizistan was flagged in our administration checks for potentially having a second account on our forum. Our security checks that involve the Speaker, Forum Administration and the Vice Delegate led Jocospor to believe that The North Pacific was scared.

Jocospor brought in United Massachusetts as an external consultant to support Castelia’s infiltration efforts. United Massachusetts was described as having senior contacts within The North Pacific’s government and that he would be able to use that role to support Castelia’s operations in The North Pacific. Other than some initial conversations on this subject with Jocospor and later in the Operations 84 channel with Castelia, United Massachusetts involvement was limited. Later, United Massachusetts would simply cease to be active in the operations channel and Jocospor would remove him from this.

Artemizistan subsequently notified Jocospor that they were not able to continue with the operation due to real life matters. Jocospor accepted this answer.

Castelia is now a senior member of The Supreme Council of the Confederation of Corrupt Dictators and one of its principal leaders and organisers.

Phase 2:
With the withdrawal of Castelia from active operations, Jocospor brings in The Inquisitor to serve as the new plant within The North Pacific. This is where the operation gets almost absurd. The Inquisitor had already joined The North Pacific as “Ikea Rike” and had joined our discord server and requested an embassy between our regions. This request was denied.

As such, Ikea Rike had already been flagged by authorities in The North Pacific as a person of interest given his ties to the Confederation of Corrupt Dictators. Ikea Rike made contact with other TNPers and particularly became involved in roleplay on the Regional Message Board. Ikea Rike also was involved in the Regional Assembly and the Executive Staff (albeit briefly).

Ikea Rike’s operation was poorly performed and poorly resourced. Given that his association was known, it was unlikely he would rise to the rank of Minister or Delegate. Secondly, his involvement and activity in TNP is minimal. Nevertheless, the operation’s goals remained the same: securing the Delegacy and turning the region into a puppet state for CCD.

• 15 January 2020: The Chuck (AKA Gimble) telegrams McMasterdonia and the other regional officers to state that he has information and confirms that Ikea Rike is a spy.
• 15 January 2020: McMasterdonia replies and a group discussion is initiated. Vice Delegate Robespierre, The Chuck are also present.
• 16 January 2020: Gimble provides screenshots from the Operation 84 coordination room involving Jocospor.
• 16 January 2020: McMasterdonia briefs the Attorney General about the likelihood of charges that need to be brought against a number of nations in The North Pacific.
• 18 January 2020: A report is presented to the Executive Council and the Security Council.
• 19 January 2020: North Pacific Army deploys to various regions as a response to this sovereignty violation.
• 19 January 2020: A report is presented to the regional assembly.

Key Actors
Jocospor

• Position: Founder of Confederation of Corrupt Dictators
• Background: Jocospor has gained some notoriety in nationstates as the Founder of Confederation of Corrupt Dictators and as a member of their Supreme Council. Notably Jocospor has demonstrated a tendency to ally with and work closely with nazi and far-right groups and regions. While Jocospor has over the years attempted to describe these interactions as roleplay related and not equivalent to real life views. Through the conversations with The Chuck it was revealed that Jocospor maintains private channels on his server that he uses to liaise directly with nazi and other far right groups.

• Involvement in Operation 84: Jocospor appears to have been the main architect of Operation 84. The individuals involved were hand selected by him. In addition, he regularly sought updates directly from his ‘assets’.

The Chuck (AKA Gimble)

• Position: Former Administrator of Confederation of Corrupt Dictators discord
• Background: The Chuck was brought on as an administrator of the Confederation of Corrupt Dictators discord server. Originally, The Chuck only joined the region out of curiosity. After The CCD server was raided by spammers who posted NSFW content in non NSFW channels (at which time Malphe, Blood Wine and a few others also happened to join the server), The Chuck made a large report to discord staff that resulted in many accounts being deleted. It is at this point that he secured his place close to Jocospor and was a trusted advisor and was granted full admin rights over the entire server.
• Operation 84: The Chuck had no direct involvement in Operation 84. However through his admin access, he was able to see this operations channel as well as Jocospor’s other channels used for interactions with far right groups.

Castelia

• Position: Former Agent in Place for CCD in The North Pacific as “Artemizistan”. Currently a member of the Supreme Council of CCD.
• Background: Castelia was a roleplayer who became involved in CCD and due to his presence and activity was quickly promoted up the ranks and eventually became a Supreme Council member.
• Operation 84: Castelia was the first nation to be ordered into The North Pacific by Jocospor. He joined The North Pacific as “Artemizistan”. Artemizistan became a citizen and applied for the Executive Staff. Otherwise Artemizistan did not advance further beyond that level of access within TNP.
• Notes: Castelia is a current and active member of The Supreme Council and is senior in command behind Jocospor.

United Massachusetts

• Position: United Massachusetts held no official role in CCD. Unofficially: handler/mentor for Castelia.
• Background: United Massachusetts is primarily known for his involvement in Catholic and Right To Life where he gained experience as a general assembly author. Eventually he would join The East Pacific, The North Pacific and the Confederation of Corrupt Dictators.
• Operation 84: United Massachusetts was brought in by Jocosopur to serve as the handler and mentor for Castelia in his efforts to infiltrate The North Pacific. United Massachusetts often talked up his connections to a senior figure in The North Pacific’s government who would support CCD’s ideals. At some point, United Massachusetts goes quiet in the operation and he is later removed from the channel by Jocospor.
• Notes: United Massachusetts has expressed a willingness to verify this information and to testify before the Court of The North Pacific.

Ikea Rike

• Position: Agent in place for CCD in The North Pacific. As “The Inquisitor” holds the position of Minister for the Collection and Regulation of Trade and Taxes in CCD.
• Background: The Inquisitor has no known affiliations outside of CCD. He is a peculiar choice for a spy - given that it appears he had very little experience when chosen.
• Operation 84: After Artemizistan (Castelia) withdrew from the Operation, Ikea Rike became the main point for Jocospor to direct his spying on The North Pacific. Generally this included very little information about the inner-workings of the region and Ikea Rike never rose above the level of a minor contributor to the Regional Assembly and Executive Staff.

Conclusion and Recommendations:
While the damage resulting from this breach is minimal, this is a serious breach of our regional sovereignty and is without doubt an act of aggression. This requires a decisive response and outcome before The Court and from the Government which our citizens will expect.

The North Pacific Security Council has also received this report and is taking this into account for their standing recommendations against admitting particular nations as citizens of The North Pacific.

Court Matters
Criminal indictments against Artemizistan and Ikea Rike have been presented in the Court of The North Pacific. I requested that the nations may be ejected and banned from the region pending trial. The Court has approved this and as such the nations have been banned. This is to minimise any further growth in their influence or endorsements. United Massachusetts has cooperated fully with our investigation and will be able to verify key details of the early part of the operation. As such, I will request that this be taken into account by the prosecutor.

Military Response
Given that The Confederation of Corrupt Dictators has a founder, it is not a suitable target at this time. NPA High Command identified the following embassy regions that would be suitable for a military response:

On my orders, The North Pacific Army has attacked these regions in response to this violation of our regional sovereignty. I would like to thank Minister of Defence Trondstorm and Deputy Minister Rom for overseeing this operation.

We will continue to target regions that are associated with or affiliated with the Confederation of Corrupt Dictators.

Diplomatic Response
The Ministry of Foreign Affairs will issue a statement regarding the infiltration and efforts taken by the Confederation of Corrupt Dictators to our Embassy partners, so that should arrive soon in our embassy if your region currently has relations with The North Pacific. In addition, the Foreign Affairs Ministry will reject all embassies requests with any region that has ties to the Confederation of Corrupt Dictators.

Well, you know, I can't do much about that, hmm? Whether I like Jocospor or not (not saying I do or do not, because frankly that is none of your business) his region is where me and my friends live. If you found out your leader was being a dick to someone, would you leave the region? Just leave behind the family you have there? I think not. And because of the way the CCD works, we can't exactly elect someone new. I honestly don't really believe in the whole "you're responsible for your founder" stuff. I have been nothing but kind to everyone, it's kind of one of my things. I think everyone deserves a safe space, support, and good health, and that applies to all of you.

And to those of you who are claiming I'm trying to pull an "act" or whatever, please just stop. I've done nothing to you, and that shit just hurts. Mmmkay?
