Special Notes about your civilization: On the technology side you could argue tier 9 based on certain technologies, but I think tier 8 fits better thematically. I typically favour technology that's super engineering rather than new physics,
On the arcane side the abilities of typical Pokemon are really more of a 4, but they come with the effortless second nature that would normally be expected of higher levels, so I promoted it to 5. It would have been higher on the old scale. Pokemon abilities are generally short-ranged, with teleportation the only commonplace exception, and they're often flashy but lacking in raw power compared to technological weapons. Pokemon make up most, though not all, of the UPT's citizens.
Major legendaries hit level 9 and 10, for what it's worth. I traditionally rate them against technology - the major legendaries of the UPT can, with some technological support, go toe-to-toe with large space warships.
There's some magitech, which may throw a spanner into the civilization index works.
Any Improvement Suggestions for the Index? From a realism perspective AIs ought to be moved to lower tech tiers. I'd say sapient AIs are tier 6. Building a machine that can think like a human is patently possible within known physics, because a human is nothing more than a naturally-occurring machine (unless you believe in a non-physical soul). Whereas FTL travel, reactionless drives, and energy shields are all beyond known physics.
The current arcane scale arguably places too much emphasis on long-distance effects, making it hard to rate magic that is powerful but short ranged. The old one placed more emphasis on magical power and how easy or difficult the user finds it.

Special Notes about your civilization: The Imperium Arcadium is a roman inspired star empire. Created by human settlers who arrived in the Imperium's galaxy some many centuries ago, they rebuilt their society after losing contact with earth and going into a small dark age. Being able to advance quickly with the discovery of the technology left behind by the original settlers as well as the records and plans of technology left in one of the few library ships left buried on the world the found in the creation of the early empire they had a great quicked advancement from this reaching the point they are today. It is unknown whether or not they have many records when it comes to the history of human civilization before reaching Arcadia. But it can be assumed they must have some with how similar their culture and religion is to that of ancient Rome, but it is also unknown why they decided to adopt Roman culture as well. Some small magic like powers have been adopted by them as well.
