101 Raider Regiment, Raider Battlegroup, Palmyrian Army SOCOM has recently improved its (highly-clandestine) thaumaturgical warfare capabilities starting with its equipment - weapons, armour, C4RISTA gear, etc. - being modified for use in thaumaturgically-saturated battlespaces on top of normal, non-arcane battlespaces; such modifications include enchanting some of the weapons through a clandestine thaumaturgical enhancement programme, and while we have made progress, we need all the help we can get - especially as the Royal Commonwealth faces yet another spate of civil strife.

When you visualize Blagorgansk, you may get the wrong idea. You see certain elements of our flag or hear bits and pieces about our land and may think we are a corrupt government. It is not so. Our nations are different, but this is even a better reason to work together and build ties. In truth we could build similar projects to yours domestically. However your company's reputation proceeds you. We desire a working relationship with your nation.
I have been authorized to make purchase for Autocracy of Blagorgansk. Our first eye rests upon the Hammond Motors Citymaster UPV. As Minister of Civil Defense, I can only see that this vehicle will help keep our cities safe. One never knows when a dangerous element of dissent could sit in. But worry not for our people. Almost all love our way of life. Our government protects its people. We citizen comrades understand.
Government of USSB has approved limited funds for this purchase. Therefore I would like to make an offer. The list price for the Urban Pacification Vehicle is $3 million per unit. At that price, we can buy 26. That would total $78 million. I would like to offer $132 million for 55 vehicles. We will add our own water cannons and RWS type systems domestically, saving you that cost. This would be $2.4 million per vehicle.
You may feel there is no 'meat on the bones' at that cost. We found a system we will pay list price for. We will allocate $20 million for 80 Rhongomiant Compact Cruise Missile systems at full price. 40 will be fixed wing based. They will outfit Blagorussian bombers in the BSAF. 40 missiles will be of the naval variant. These systems will be used to supplement munitions already in the USSB arsenal. If we cannot work out the UPV deal for $2.4 million, we may have to postpone our Rhongomiant order. The proposed total would be $152 million for the civil defense vehicle and munitions.
If your company feels hesitant about our government, please inquire. We will gladly debate any concerns in the hope of reassurance. Let this be the start of diplomacy and the spirit of working together. Our nation is strict politically, but amicable diplomatically.
