It is the dawn of the third decade of the 21st century and world tension seems to be at an all time high. The Syrian Civil War seems to have no end in sight, with the situation worsening with a major Turkish offensive in northern Syria. A resurgent North Korea makes bold claims as the negotiations between Pyongyang and Washington begin to break down again. China continues to advance in the South China Sea, and Venezuela teeters on the brink of collapse. All over the globe chaos continues to increase. In Europe the regions of Catalonia and Scotland both cry for independence as their governments refuse independence votes.

In the United States domestic tensions are at the highest since the 1960s. In the U.S. state of Virginia a mini civil war looms between the National Guard and the new "Second Amendment Sanctuary" movement. Both political parties begin to gear up for the 2020 Presidential election, poised to be one of the dirtiest in decades. Fears of an impending economic crisis fill the minds of many.

The globe faces many challenges as it moves into this new decade, will your nation come out as a new superpower? Or crumble and fade into history?

The New Year had started all across the world, and for some people North Korea would continue to be the 'black sheep' of the world. Employing controls that would border on inhumane, espousing ideas that seemed illogical to the extreme and all under a Dictator that seemed invincible to be shaken or taken out. In-truth, like the dozens of other dictatorships throughout history, North Korea still relied on the same rules that many others demanded to stay in-power AND in-control - a cadre of people loyal and willing to do the deeds necessary in maintaining power. From the outside, it would seem that anyone with such power had been killed or eliminated. Though, like the position of General Secretary of the Soviet Union once - the true pillars of power were hidden, kept secret in positions that would seem meaningless by any Western Observer yet in-truth were the true people behind Supreme Leader Kim Jong-un.

Although, what brought down such dictatorships down in the end, was those in-power starting to believe the propaganda they espoused to the common people. As usual, the entire spectacle that was, for all intents and purposes another speech by the Supreme Leader on Korean Central Television - things would devolve differently than many people in North Korea or even the World may have expected. As usual, it spoke in detail about the 'accomplishments' of their country and their success over the 'despotic West' and the United States; followed by in-detail description of the sacking of a supposedly low-ranking member of Supreme People's Assembly whom held the position of General of the Interal Affairs Committee. Needless to say, in the background it generated a louder protest that may have been considered almost treasonous.

...instead what happened next would shock the world and the people of North Korea especially - as their Supreme Leader was suddenly shot on KCT before the entire connection was cut across the network. Though what wasn't shown was the fact on how the entirety of the Supreme People' Assembly degenerated into a free-for-all between the various Generals, Admirals, Marshals, Chairmans of various Committees and their ilk. If things had been unified, they may have been able to easily cover-up the death of the Supreme Leader. Although, like many other dictatorships and without a clear and distinct successor everyone whom had a weapon on them pulled it out and fired. The entire situation devolving within ten hours of the act, when someone high-enough on the political chain authorized the detonation of chemical weapons down below Pyongyang. The resulting act decapitating not only anyone of high-rank but many of their own successors and the control apparatus in-charge of North Korea.

Instead of a unified front, what happened was hundreds of Colonels, Vice-Admirals, Captains and even Lieutenants asking for orders and commands across North Korea. Some attempting to maintain order and authority by their own merit which failed in bringing in the necessary amount of force to quell any riots or protests. Ironically, in the case of coming out to 'seek the betterment of their Supreme Leader' - thinking that acting otherwise would result in them being punished if they didn't come out in mass and show 'sympathy'. Thus, like in a dream, one would awaken and a jagged piece of metal would be shoved into the face of a soldier by a woman in the chaos. The first of a dozen, then soon a hundred and thousand. The North Korean Civil War had begun...

President Vladimir Putin was looking out of a window in his office at the Kremlin on a cold winter day when a military advisor hands him an intelligence report straight out of North Korea. He calls his personal secretary and tells her to get the Chinese and American Ambassador in his office. She sends a message to the Chinese and American Embassies telling them that their ambassadors are needed in the president's office. Vladimir thinks,Son of a bitch, this is not good at all. I think it is time to settle our differences with the Americans. President Putin picks up the hotline that connects his office with the Oval Office and calls President Trump himself, "Donald, we may have a problem in North Korea and it has to do with their nuclear weapons. Do you think we can settle our differences and work together on this?"

The 14 Guards Armored Division is put on alert because of the civil war in North Korea and ordered to the Russian-North Korean border to help fortify the border and detain any North Korean refugees. Their orders are to defend the border from any North Korean troops and help the Chinese and the Americans which they find unusual. They have been told reinforcements will be there some time in the next few days to a week.

A New Year's Address

President Andrzej Duda straightened his tie and calmly walked toward the podium as cameras flashed and recorded, he was closely flanked by Poland's Prime Minister Mateusz Morawiecki, Defense Minister Mariusz Błaszczak and Bozena Szopa, Minister of Family, Labour and Social Policy. The four smiled for the cameras and stood tall as they organized their papers and got ready to speak. The recent election had put further wind in the sails of the Prawo i Sprawiedliwosc, or Law and Justice party as the margin of it's supermajority has increased in both the Upper and Lower House of the Polish Parliament. This was despite highly controversial amendments to the judicial which had resulted in outrage among the KO and other opposition parties as well as several EU institutions. Duda, by many considered seemingly groomed to be Kaczynski's protege and later successor to the leadership of the PiS party, guiding the nation forward into the future. Duda was fully certain in what he had to do, he, Kaczynski and the PiS was in agreement that Poland needed a bold vision and a great united effort to fully unleash the country's still dormant potential.

Andrzej stood behind the podium, giving the cameras a warm, confident smile. Soon, he and the ministers next to him would announce several very ambitious plans, a rousing call to arms to the nation so to speak. The President of Poland took a deep breath, feeling stale air of the crowded conference room in in his lungs as he began to speak. "Friends, countrymen, fellow people of Poland. I can do nothing but thank you from the bottom of my heart for the great trust you have placed in the Law and Justice party and in me for the coming mandate, you lent us your confidence and I swear to you that I shall not squander your trust. The coming mandate, indeed, the coming decade are of paramount importance to our country and I am overjoyed that the people have chosen the Law and Justice party to properly handle the challenges that we need to overcome as a nation to truly blossom. The time that our party has been in power has been a time of great progress for us as a nation. Our economy has grown thanks to the continued social reforms, economic reforms and infrastructural investments. Our economy has grown by around 4% on average every year, in comparison to around 1.3% in most Western European nations. Our economy is maturing to the point where we can slowly stop only chasing the West and begin charting our own course toward success. By some estimates, our GDP when adjusted for Purchasing Power Parity can rise as high as 40 500 by 2030, passing nations such as Portugal. This government shall do all it can to make such a future reality for us. We shall invest in our safety and our national defense capabilities to project a credible deterrence to Russian belligerence, bringing our Land Force and Air Force and Navy fully into the 21'st century. Under my administration national defense will remain a key priority. I shall also give significant attention to law enforcement so that we and our children may live our lives in safety and peace. But one of the most pressing matters is the fact that the Poland is aging and needs to grow younger if we are to sustain our economy and our unique culture. The programs instituted under my time in office have done some to alleviate this problem but it is clear that further measures need to be taken, which Minister Szopa will be more then eager to tell you more about." Andrzej said with a warm, sweeping gesture toward Minister Bozena Szopa who now raised her voice.

"The budget set forth for this mandate will go down in history as the budget of the family, nearly 5% of GDP will be allocated to family support with 250 million Zloty being allocated to the healthcare system specifically to improve the quality and availability of maternity care throughout the country. There shall be a new system of monthly family allowance replacing the 500+ program in order to provide greater help to Polish families and children, especially those of poor backgrounds by a monthly 650 Zloty allowance for each child until the child reaches 18 years of age. For far too long, parties on the political right have seen a discussion on reversing negative demographics as a non-starter with family policy often seen as government hand-outs to the poor. We shall break this mold, our close allies in Hungary have done so and so shall we, looking at their reforms and the family policies of France and the Scandinavian nations, widely seen as the best in Europe. Thus, the government will take extensive and comprehensive measures in order to help and support the family, the bedrock that every society is built upon. According to a poll by Eurobarometer, in most European countries the number of children that families intend to have is is not only high enough to avert drastic population ageing, it even comes either higher than or close to the replacement rate depending on the country, which would be sufficient to replace the current working population in most developed nations. Unfortunately, the actual number of births is lower than the intended one. It seems that the reason why families have so few children is that they face material obstacles to fulfilling their wishes. Thus, we shall introduce measures such as marriage allowance of up to 200 Zlotys monthly to both spouses for the first 24 months of a marriage if at least one of the spouses is below 35 years of age. A monthly childcare allowance equivalent to 70% of the applicant's salary will be provided until the child's second birthday, this allowance will however not rise to a sum above 150% of the minimum wage. Great focus shall be placed on providing childcare as part of the public system, and the government will do what it can to help Polish families cope with the challenges they face in the modern world. Comprehensively improving the availability of childcare and pre-school education will be a top priority, helping parents combine their professional careers with parenthood." Minister Szopa said a gave the President a nod and smile.

"Thank you, Minister Szopa." Duda said courteously. "As madam-Minister said, the family is the bedrock that any society is built upon and our support for the family is one of the most direct investments that can be made in a country's future. On just that topic, I'm sure Minister Morawiecki would like to have a word." Duda said and nodded to the Minister of Investments and Economic Development who now added his voice to the press conference.

"Poland has a great amount of economic potential waiting to be unleashed and the policies of this government will do just that. It is imperative that our country adopts an aggressive and dynamic series of policies designed to capitalize on Poland's current-day economic advantages to pave the way to a prosperous future for our children. If we do not waste these years, Poland can become one of the main growth engines of the EU attaining the similar levels as Southern European nations like Spain, Portugal or even Italy. We will do our utmost to make this a reality and programs are planned to make our country the third largest process manufacturer in the EU. To make Poland a major food supplier for Western Europe, to create over 500 000 jobs in advanced business services, to become a pharmaceutical hub and to salvage and future-proof the struggling Polish mining sector. All of this is possible and needed if Poland is the be anything but a regionally focused middle-economy. We shall adopt an accelerated growth policy, catch up with the advanced economies and become a globally competitive growth engine with internationally recognized Polish brands. We shall take the measures needed to close the productivity-gap within crucial sectors such as mining, agriculture and energy while expanding high-potential sectors like advanced business services, process manufacturing and food processing. Over to you, mister President." Morawiecki finished.

"Thank you, mister Minister." Duda said and once more let his voice be heard. "We are at a unique moment in our history, our country has the means and resources to begin a new phase of our more than thousand year-old history. A point has been reached when we cannot rely on the invisible hand, we require ambitious plans and bold execution of them to achieve new heights. I shall focus the efforts of my administration to make our ambitious plans reality, to make Poland wealthy, safe and strong. To deepen our ties with our allies near and far, working closely with the United States and the Visegrad Group while furthering our diplomatic outreach across the world. We shall work through our embassy in Pyongyang and protect the Catholic community of North Korea as the situation devolves further, allowing the 1000-strong, long persecuted community safe harbor in Poland. With hard work and determination, our comprehensive Poland 2030 Program can become reality, thank you ladies and gentlemen."

Policymakers at Work

Mining, especially coal mining but also copper and silver present one of the sectors with the largest productivity-gaps when compared to western EU nations at a staggering 72%. Coal mining has been one of Poland's major export industries since the Interwar Era and measures should be taken to improve it's profitability and future viability. With the reforms introduced as part of this policy package it is the hope of the government that Polish coal mining, alongside Polish mining in general is given a good chance to grow into a stable, profitable and innovative sector of the national economy. Analyses indicate that several concerted actions can serve to turn the sector around as today, more than a dozen Polish coal mines are in danger of bankruptcy. The government hopes that if applied systematically, the following actions will result in significant growth and double-digit productivity improvements in Poland mining sector.

* Active Measures.
- Abandon geological areas that cannot be made economically viable by operational improvements.
- Eliminate regulatory barriers that increase effective operation costs and reduce labor productivity while not improving safety or working conditions for employees.
- Set up a 125 million Zloty fund, providing low-interest loans as financial incentives to apply process improvements, standardize procedures and enable continuous improvement in equipment availability and effectiveness, labor productivity, energy and utility efficiency, and safety standards.
- Develop Katowice as a global hub for underground operations and technologies such as smart mines. Poland is well-positioned to be a leading nation in mining innovation combining a highly skilled and cost-effective engineering workforce with local underground expertise. These measures will only increase in importance over time as global mineral reserves from readily available open-pit mines are depleted and this expertise could become a significant Polish export service in the future.

Poland ranks fourth in the EU in terms of viable arable land after France, Spain and Germany. Approximately 200 million EU citizens live within 1000 kilometers from the Polish border, providing Polish farmers and food processing companies a large and dynamic market to take advantage of. In order to tap into the revenue from this potential market, Polish farms must close the productivity gap when compared to the West. Growing urbanization in Western Europe has made Poland with it's large agricultural land areas a prime candidate as a food supplier for Western EU nations. The agricultural sector has great potential but is marred by structural inefficiency. It contributes to only about 2% of national GDP but employs 11% of the total workforce. To make Poland a sound base for a profitable and dynamic food industry hub the sector needs transformation in the following fields to increase productivity and growth. Increased dynamism in agriculture would bring more wealth into the hands of Poland's rural population, numbering at 40% of the population and encourage spending. Poland is uniquely positioned to become a major food supplier and numerous Polish food-processing companies have invested in modern production-line infrastructure, especially in dairy, meat, frozen foods and beverages, setting an example for others to follow, a change the government hopes to support with the following reform package.

- Increasing through consolidation the size of the average family-owned farm which in Poland is at around 10 hectares while those in Western Europe are around 50 hectares.
- Improving yields on Polish farms by encouraging land leases, contract farming and financial incentives to form producer's co-operatives.
- Re-orienting the sector from it's current focus on low-value raw produce toward higher value processed foodstuffs.
- Seek opportunities to consolidate food processing industries to gain much needed scale, including the adoption of a cooperative business model for fragmented producers.

- Build the strength of Polish brands, preferably with help from Western European retailers with special focus on categories such as poultry, pork and dairy where Poland has a strong position in the EU foodstuffs market.
- Encourage further investment in intellectual property as well as R&D in such areas as conservation, filtering, and packaging innovations in order to promote technological development and encourage closer cooperation between academia and the agricultural sector.

Poland is one of the world's leading nations when it comes to the business and service sector, especially as a destination for outsourced and offshored business services (O&O). The growth of O&O in Poland has outpaced formerly anticipated leaders in the field, and is expected to grow further in the near future as a significant number of US and Israeli corporations have expressed great interest in investment. At the moment, the Polish Outsourcing and Offshoring sector employs over 225 000 people in over 800 business parks and centers across the country. - Offer growth incentives for local Polish finance and insurance service leaders to help them develop the scale and efficiency needed to compete globally by using the infrastructure of state-owned enterprises and the Polish capital market. This shall be done by opening an investment fund of 800 million Zlotys to which private projects can apply for a grant of 40% of the total cost of the venture with private venture capital funding 60% of the projected cost. If the project is successful the sum of the grant given shall be re-payed with a small interest within a period agreed upon at the application for the grant.
- Develop and fund a broad international campaign to promote Poland as an European champion of outsourced and offshored business services.
- Help Poland's largest cities become magnets for O&O investors by establishing world-class investors´front desks and support services by increasing the funding of the Polish Trade and Investment Agency by 20 million Zlotys.
- Build strong industry associations to develop a growth vision for the industry and aligned educational programs.

The Polish population has since the fall of the communist regime gone through a period of stagnation, aging and contraction due a drop in fertility rates, increase in death rates and large-scale emigration. It is necessary to reverse these trends in order to provide a long term-model for stable internal natural growth in order to secure Poland's economic growth prospects while causing as little disruption as possible to the nation's social fabric and strain on social services, leading to Polish avoidance of implementing western-style open-doors migration policies. A comprehensive policy developed by studying the French family policy and later Hungarian family policy, the government hopes to stabilize Poland's fertility rates and achieve stable replacement levels over a long term. While the PiS administration's former family reforms including 500+ and Rodzina+ raised growth levels, further resources and further time is needed to, hopefully, reach a TFR of 1.9 or, if more successful, even higher by 2045. If significantly lower by the same period of time, the government will have to explore additional options to halt the degradation of the workforce. A significant portion of GDP will be allocated over time to the Ministry of Family, Labor and Social Policy to achieve these goals.

- A marriage allowance shall be universally instituted and payed out to newlywed couples. It shall be at the amount of 200 Zlotys per spouse for the first 24 months of the marriage. To be eligible both persons must have a clean criminal record and at least one of the spouses must be below 35 years of age.
- A monthly childcare allowance equivalent to 70% of the applicants salary shall be made available and will be provided until the child's second birthday, this allowance will however not rise to a sum above 150% of the minimum wage.
- Families with 3 or more children will be eligible for a tax reduction system amounting to 400 zlotys monthly.
- Provide 250 000 public creche and daycare places by 2025. The operation of which will fall under a new branch of the Ministry of Education.
- Institute 20 weeks of Maternity Leave on 80% of pay for the first child.
- Work with the Polish Catholic Church to promote nuclear family values. With more than nearly 92% of the population identifying as Catholic and over 61% identifying as observant worshipers the Polish Catholic Church can provide a strong voice in the promotion of family values.
- Encourage the positive portrayal of family values in art and media.
- Found the Reproductive Health Research Institute, tasked with studying fertility and reproductive health.

As a further promotion of the high-end service sector, a new top modern business center shall be constructed in Warsaw in the Saska Kepa district. Located on the eastern bank of the Vistula river the new multi-use complex will have a usable surface of 2.3 million square meters that will be taken up by office spaces, business centers, convention centers, high-end apartments, hotels, shopping areas, a shopping mall, recreation areas, transport centers, exhibition centers, a medical clinic, a police station and a central green belt among other facilities and amenities. With a projected cost of approximately 6.5 billion Euros and with an preliminary completion date in mid-2025, the Saska Kepa Business Center is a significant investment and it is the hope of the government that it will serve to further attract both local and international businesses willing to invest in Warsaw's high-end service sector. It is no doubt an ambitious project, perfect for reflecting an ambitious city and ambitious country.

Foreign Policy Moves

Greetings and salutations to our valued Friends and Allies.

Since the fall of communism and the later formation of the Visegrad Group, while sadly forgotten for over a decade when our nations joined the EU in 2004, this partnership has been revived over the last 5 years especially since the Migrant Crisis of 2015 when our nations stood up to the irresponsible migration policies of Western Europe, this has shown that even despite the many great benefits that EU membership the interests, policies and wishes of East and West do not always align. The Visegrad Group is a forum for nations in Eastern Europe, closely linked by cultural, historical and many ideological ties to discuss policies that would benefit us. It is a forum for Eastern Europe to work together locally and to work on solutions to our common issues, it is a forum where we may put up a strong united voice to counter those policies of Western nations that do not fall in line with the interests and wishes of the EU's eastern half and a way for us to discuss common goals that we wish to work toward in the EU Parliament. The Visegrad Group is a community that should be strong and vibrant, putting forward policies and solutions by Eastern European nations to work together to issues pertinent to us. This is why Poland would like to invite representatives from the Czech Republic, Hungary and Slovakia to Krakow in order to hold comprehensive talks regarding Eastern European issues.

- Discuss possibility of deeper economic partnerships between our nations
- Discuss measures of cultural cooperation and joint political and diplomatic stances between our nations.
- Discuss possibility of joint infrastructural projects between our nations.

- Discuss possible joint Summit between the V4 and Croatia, including possible extension of membership in the Visegrad Group to Croatia.

We wish nothing but health, happiness and prosperity for the American people, and we hope to work on improving ties with the United State to share in this especially with unfolding situation in North Korea. Security and National Defense are becoming significantly more important issues with the internal collapse of a nuclear state and the growing belligerence of Russia. It is our hope that the US and Poland can grow their bilateral relationship in the face of growing international challenges and instability to anchor each other in calm seas. Thus, we propose a top-level summit to be conducted between our governments either in Washington DC or in Warsaw.

Shortly after signing all of the paperwork allowing a man named Vincent Rigby to go to Detroit for a meeting with the US State Department, François-Philippe Champagne thought he could relax for a while.

Those plans were dashed when the phone on his desk started to ring. He picked it up. "Hello. This is François-Philippe Champagne, Minister for Foreign Affairs. Who am I speaking with?"

Justin Trudeau was as shocked as François-Philippe Champagne was going to be when he received the news. The Supreme Leader of North Korea, Kim Jong-un, had been assassinated, and the resulting power vacuum had torn the hermit state apart. There had been, by the time he had received the news, at least 100 casualties. He knew the next person to contact, the Minister for Foreign Affairs.

He grabbed his phone, and dialed him. After hearing it ring several times, he finally heard his voice. "Hello. This is François-Philippe Champagne, Minister for Foreign Affairs. Who am I speaking with?"

"Hello, this is Justin Trudeau, Prime Minister. I'm calling to notify you that Kim Jong-un has been shot. There is no clear successor, and as a result, North Korea is now currently in a state of civil war. We know of at least 100 casualties so far."

François dropped his pen, a thousand thoughts flowing through his mind. "I need to notify the Swedish embassy. We need to do something over there, concerning Canadian citizens in the area."

"Got it. I'll leave you alone for now." Trudeau said, as he hung up.

François had work to do. He needed to notify the Swedish embassy in Pyongyang, quickly. He knew the fate of many Canadians in North Korea were in his hands. If he didn't act now, it would leave the lives of all of those people at risk.

He opened up his laptop, and got to work, writing an email as fast as he could.

Concerning the assassination of Supreme Leader Kim Jong-un, I think we need to get all American, Canadian, Australian, and Nordic citizens out of North Korea soon. I believe that if Pyongyang Airport is still functioning, we should try to use it while we still can. I, on behalf of the Canadian government, am willing to take them in for the time being.

This is an extremely urgent matter, and I wish to have a response shortly.

A white van rolled along the street, seemingly normal to most people passing by. The busy sounds of the dense Russian city seems to drown out the words of conversation inside the van. Two brothers, one 23, one 19; both sat in the driver and passenger seat respectively. Unbeknownst to anyone passing by, they were members of the Wilayah al-Qawqaz, a branch of the Islamic State that operated in the region. The truck drove up in front of the administrative building, the seat of power in Chechnya.

"This it brother, at last we shall carry out the will of Allah." The older brother said to the other.

"Yes, at last, we shall show the people of Chechnya we no longer have to live under the will of these Christian Infidels." The two brothers placed their heads on the dashboard and said a prayer before reaching back to grab their AKM rifles. They quickly jumped out of the vehicle and ran past screaming onlookers towards the front door. A security guard reached for his sidearm but was shot dead before he could do so. The older brother swung open the front door and immediately opened fire.

Several interns and the lobby secretary were killed almost instantly. Unfortunately for the brothers, no major politicians seemed to be within their reach, as the doors to further areas of the building were immediately blocked with metal grates.

"Brother, what do we do?" The younger one shouted as the noise of police sirens were heard outside.

"We shall die fighting for our cause. We will be in Heaven today brother." The older brother said as he drew a detonator from his pocket. He pressed the trigger and the van outside erupted into flames. They than placed their AKs facing the door. After several minutes of gunfire, the two brothers lay dead on the lobby floor. But the message was clear. All across Chechnya, the violence seen twenty years ago was too return once more.

The sounds of thousands of people filled the streets of L.A. as one of the largest demonstrations in the cities' history took place. Tens of thousands of California residents took to the streets demanding gun reforms, climate change action and the removal of President Donald Trump. This protest was met by a demonstration from the Unite the Right movement. Protests soon turned to clashes as Left-Wing Antifa protestors engaged the Right-Wingers in physical violence including punching, spitting and kicking.

The riots continued to grow out of control as Antifa members began spreading rumors of LAPD assisting the Right-Wingers in their protest, resulting in an all-out riot. Cars were set ablaze and citizens run wild breaking into stores and attacked police on sight. LAPD struggled to calm the situation but eventually managed to lower down the amount of rioters to only a few thousand. All throughout the night the riot continued to rage on but only in a small section. Over a hundred people were arrested and twenty-four were placed in critical condition.

The riots continued to prove the damaged state America was truly in, and seemed to show no signs of improving.

Cabinet Room - 10 Downing Street - London, England

Great. Just great.
That sarcastic thought had crossed the mind of Boris Johnson plenty of times since word had broke of the death of Kim Jong-un, but it was coming up even more often in the minutes before the emergency Cabinet meeting that he had called. In the 24 hours between the news breaking and the emergency Cabinet meeting about to take place, he'd had plenty of time to think about the news and the quite substantial impact it would have on British politics. He knew that he should be considering more substantially the ethical emergencies posed by this crisis, but he was a politician, trained to look at everything through a political lens. He couldn't help himself. Besides, he had a Cabinet for a reason. Just as the narrative tides changed in Britain... just as we Conservatives had picked up a resounding victory in December... just as the focus finally appeared to shift towards the fulfillment of my greatest political promise... this whole thing just had to take the wind out of my sails, didn't it? The path to a January 31 Brexit was smooth sailing from here, but Boris knew that he needed to jump into transition negotiations with the EU pronto, and this whole North Korea situation seemed set in his mind to divert the focus of the EU, and the international community at large, away from Brexit for the foreseeable future.

The attention that the crisis was garnering certainly wasn't unearned, but Boris hadn't been as hasty to react as many other world leaders had been. He'd communicated briefly with UN Ambassador Kelly Pierce over what position the UK should take in the inevitable UN meetings about the matter, and he'd engaged in preliminary and ultimately fruitless communication with American, South Korean and Japanese officials in an effort to gauge the reaction of their allies, but he'd devoted the rest of his time prior to the Cabinet meeting to handling domestic affairs. Some might criticize his relative inaction, and they probably wouldn't be unjustified in doing so. But even if Boris had been aware of that criticism, he couldn't have been bothered to care. He was confident in himself, perhaps to a fault, and not much was going to change that. He carried that perhaps unearned confidence into the emergency meeting, which was set to kick off.

He gathered the Cabinet's attention, and everyone took their seats around the large circular table. "Thank you. Your attendance is appreciated. Today, we must determine our official way forward when it comes to dealing with the situation in North Korea. Dom, start us off. Lay out everything we know right now."
Dominic Raab, Secretary of State for Foreign and Commonwealth Affairs, nodded. The majority of brainpower devoted to the North Korean crisis by the UK government in the last 24 hours had come from him. "From what I've gathered via our intelligence and communication with foreign officials, Kim Jong-un was shot and killed yesterday while delivering a speech in Pyongyang. Mass violence broke out, and in the chaos that followed, chemical weapons were detonated below the city, resulting in the deaths of virtually all remaining North Koreans in positions of significant power. Naturally, this left a massive power vacuum in the country, one that various militias and factions have attempted to fill. We're essentially looking at a full scale civil war for control between who knows how many different entities. One faction has been confirmed to be in control of a nuclear silo. It appears to be a non-hostile civilian entity, and the South Koreans currently possess the coordinates of the silo in question, but they're claiming that factions with more sinister intentions are attempting to take it. There's little to no means for whatever remains of the North Korean army to deter a full blown invasion. That's about all we can formally confirm right now." His face held a solemn look.
"How has the international community responded?" The question was posed by Ben Wallace, Secretary of State for Defence.
Raab turned to him. "The Russians have sent troops to the North Korean border already. We can't confirm what they intend to do, but it appears they want to coordinate their efforts directly with China and the U.S., which could be cause for concern or celebration. Speaking of China, they've also begun military operations in the region, and unconfirmed reports say they may already have control of a city. Trudeau is apparently trying to evacuate Canadian citizens, but we don't know what specifically he's doing to carry that out. We've seen some movement from the Japanese navy, but they haven't started anything yet. Abe is reportedly trying to convince the Diet to approve a military campaign to protect the silo, but the status of that endeavor is unconfirmed." He motioned back to Boris. "What now?"
Boris remained silent for a few seconds before speaking. "Keeping that silo out of the wrong hands is imperative. We're going to send military forces in some form to the region with the intended goal of stabilizing local governments and preventing nuclear facilities from falling into the hands of hostile entities. These efforts will be preventative, not offensive." He took in the satisfied reactions of the Cabinet, specifically noting the approval of Jacob Rees-Mogg, the Leader of the House of Commons. That reaction bode well for the chances of military operations receiving the approval of Parliament. Boris had anticipated that the Cabinet would push for military intervention, and his intuition had clearly been correct. He paused for a moment before continuing on, knowing that he was about to throw away some of that good will. "But this intervention will not be immediate. We'll confer with our top military personnel and some of our key allies before taking any concrete steps." He could feel the mood change in the room, as satisfaction was replaced by confusion. The reliance on other nations that Boris was advocating for was startling coming from a man who had consistently emphasized British independence in his campaign for Brexit. A number of people tried to speak, but it was Alok Sharma, Secretary of State for International Development, who spoke first.
"With all due respect, Prime Minister, the matter of the nuclear silo isn't one that can wait - you yourself noted that. You can unilaterally commence an emergency deployment of personnel. Why not do it?"
Boris had known that he'd be questioned, but he still wasn't ready for it in the moment. "We mustn't overreact to our emotions now. Russia and China have sent troops into the region already, and they can't possibly be content with the possibility of that silo being overtaken. We know Japan's trying to get an operation of that sort going. We don't need to act now. We need to consult with others." Almost immediately after he'd stopped speaking, Priti Patel, Secretary of State for the Home Department, spoke up. "We've never been able to rely on Russia and China for anything, and the Japanese operations haven't begun. We have the chance to act now in a situation that demands immediate action, and Prime Minister, I'd go as far as to say we are obligated to act."
"Well, I - erm..." Boris's nerves began to get the best of him. He couldn't tell his Cabinet that the whole reason he was hesitating on military action was because he felt woefully unprepared to handle the crisis. He should have told them that, of course, but his confidence got in the way. He should have been able to tell them that he'd entered office focused wholly on Brexit and thus with comparatively little focus on international and military affairs, so he felt the need to let other leaders hold his hand and guide him in this matter, but his confidence got in the way. His voice trailed off.
Wallace broke the silence. "Prime Minister, we must do something."
Boris regained his confidence and addressed Wallace. "No. We'll stick to my plan. We initiated contact yesterday with America, Japan and South Korea on a cooperative course of action, and before we commence any military operations, we'll reach out to those nations again and develop a more comprehensive plan."
"But even Japan's started taking unilateral action," Sharma pointed out. "What's stopping us from - "
"No further discussion on the matter," Boris said, only barely suppressing his desire to glare at Sharma. "We have an agenda. We'll see to it that it's done." He gestured at Raab. "Dom, with me. We'll get some messages sent to our allies, formulate a plan. Everyone else is dismissed." He stood up and departed, with Raab trailing. Eventually, the remainder of the Cabinet filed out after a brief but tense meeting. The UK had a plan, but at what immediate cost would that plan come?

The scene inside the West Wing was nothing short of barely controlled chaos as staff, military members, necessary cabinet members, and the National Security Council principles were all rushing in before the sun was even on the horizon. Minutes after the apparent assassination of Kim Jung-Un, reports began streaming into the CIA, DIA, NSA, and State's BIR that the stability in the rogue nation was breaking apart and fast. Minutes later the President was being awoken and the Chairman of the Joint Chiefs was in a car being streamlined by a police escort, sirens and all, to the White House to have options on the President's desk.

Making his way into the Oval, President Trump turned to his Chief-of-Staff Mick Mulvaney who nodded to Robert O'Brien the current National Security Advisor. O'Brien quickly said "Mr. President from what we know and after careful consideration, we believe that you should order the military to DEFCON 2, order Carrier Strike Group 5 along with the USS Blue Ridge and three Virginia class submarines, the USS Texas, USS Indiana, and USS Hawaii. We also would like the 35th Fighter Wing out of Misawa to be on the runway ready to go as well as our forces in Guam. We believe that due to the unpredictability Hawaii should be placed under a state of emergency until all North Korean nukes are accounted for. In South Korea, we would like the 51st Fighter Wing to get airborne and ready for anything. We would also like to move Delta into South Korea. Now as for North Korea itself, we want to send in the Army's 1st Special Forces Group to secure the North Korean nukes along with any and all coalition allied forces. In addition, we would like to send in SEAL Team 6 with the Air Force's 24th Special Tactics Squadron.

Thinking for a moment, President Trump nodded saying "Alright. I'm going to be in contact with our allies and let's see if the UNSC can get together on something for once. Get everything ready though even if we have to go it alone here."

Following the call by the Russian Forces that they would be moving into North Korea to help secure any rogue military actor or terrorist from gaining access to the Hermit Kingdom' stockpile of WMDs - most of the North Korean Forces had rather rapidly collapsed against the approaching Russian Armed Forces. Even though they had bought the same equipment or reverse-engineered a few others - they weren't holding much of a candle against the discipline and technological superiority of the Russians.

Still, that didn't mean that some roadblocks weren't hit - as a few Commanders tried to uphold the order from their former Supreme Leader. Granted, with the KPA completely destroyed by civil conflict or foreign actors - it left the North Korean Forces literally being blown up without warning by even the Russian Air Force. Thus the Russians would rather quickly push past their border and into the countryside and towns that littered North Korea. Most of them were abandoned or occupied by people too scared to come out and face the foreigners.

Granted, at the rate they were going - they would eventually reach 'locations' the North Korean government would have preferred to remain 'out' of the view of the outside world. One of them was the Hoeryong Concentration Camp - a location which would become one of the many haunting sights the World would discover in North Korea. North Hwanghae Province, Democratic People's Republic of Korea

Yuna didn't know how long they could keep going. She recalled how their 'southern' brothers had given them equipment and told them to survive and fight. If things had been different Yuna In-Hye would never have thought to turn against the country that had raised her and given her family and her husband' family such greatness. Although, these past few days were shattering everything that she understood about herself and her own country.

Her husband had been in Pyongyang when the madness began - their Supreme Leader killed by their own. Then everyone killing everyone, then eternal silence from Pyongyang and no orders. Things had devolved completely in Kaesong - when people began to panic, the soldiers started to kill anyone that came too close or fled or began to use their guns to force things from them. Normally, she expected such things to happen to those whom were traitors and turncoats. But Yuna developed a much different outlook, when such a gun was forced upon her - a loyal member of the Party and her son by a lowly grunt. When one shot shattered what was left of her family while an artillery shell destroyed what was left of her extended family.

Now, she had nothing left - but revenge and a desire to end this madness for those still alive. Granted she was learning quickly, for one thing - how many lies there had been and how many of them were lies weren't even the good kind. The invincibility, strength and pride of their Country was coming apart like a wet blade of grass - granted even a wounded beast could hurt you. In this case, they had a few tanks firing at their location - there was only so much a few rifles, bayonets and adrenaline could do against armored steel.

Yuna had already seen three people she had trusted in Kaesong be torn apart by a machine gun, one of them blown up by a tank shell. Still, they had extracted their vengeance several times and Yuna had shot and killed already five by her own hand. One of whom had been impaled and stabbed fifteen times by her bayonet. Never had she felt such raw anger and fury - before it was yanked away by cold hard rubble falling onto her face. By this point, it was her own curses that were keeping everyone from simply running off or surrendering. Eventually - she heard something. Loud at that, approaching their destination - she peeked outside and almost missed the planes flying past them at speeds she never had seen before. Could it be?

As things were, they'd be overrun soon and whether or not they were friendly or enemy - she could take comfort in the knowledge, that if they were bombed - then so would their attackers. Thus, she quickly fetched and pulled out one last thing in their arsenal - a flare gun. It had one shot left, but she took it and soon enough a red flare would illuminate the gray sky - it would attract the attention of their enemies too. But before she worried about that - she saw the foreign planes change gear and fly back towards their location. Yuna didn't bother to watch, merely hoping those outside would be killed - as they once more locked down the bunker door, before several explosions were heard outside and finally...the roar of the tanks of their homeland...falling silent and she breathed a sigh of relief.

Sakkanmol Missile Operating Base, Dai Ichi Kutei Dan

The Dai Ichi Kutei Dan (1st Airborne Brigade) begins deployment after the tanks are dealt with by the F-15J Eagles. Consisting of 1,350 well-trained soldiers, mostly armed with Howa Type 89 rifles, LMAT anti-tank launchers, Type 91 surface-to-air missiles, and FN Minimi machine guns. Mostly being transported in by CH-47J heavy transport helicopter, they do not have much heavy equipment, but they do have the Komatsu Light Armored Vehicle armed with more LMAT ATGMs and smoke grenades. They won't be able to stand up to heavy forces, but they will be able to protect the silo long enough to disable the missile.

Air support and air superiority is being provided by the 204th Tactical Fighter Squadron, consisting of 12 F-15J Eagle Strike Fighters. Soon to be deploying is the 8th Tactical Fighter Squadron, which consists of 12 F-2A Viper Zero fighters, armed with Mk82 GPB and CBU-87 cluster bombs meant for air support for the troops on the ground.

Yuna waited patiently for the bombing to stop - granted afterwards she didn't dare open the bunker doors and let them in. Not unless she would hear their voice or something that would tell them that they weren't her own countrymen. For the moment though, she and what remained of her 'forces' remained in various positions. Behind a wall or a behind a corner, they even had a machine gun pointed at the door. Some crates of ammo and old barrels stacked on and around it to provide some measure of cover.

Nevertheless, she heard something hovering in the area and wondered if some General had arrived with reinforcements or if the foreign fighters had come. In all honesty, she wouldn't know what they may or may not look like. Yuna had gotten so used to seeing only her own countrymen - only the most loyal were allowed to visit other states and countries, not even she had managed that kind of luxury - and she had thought herself 'loyal enough'.

Still, for now she waited patiently before she heard the knocks.

"Who is there?" she called, first in Korean.

"Who is there?" she called again, this time in Russian - another language of an 'ally' their Supreme Leader forced them and their children to learn.

"Who is there?" she called again, this time in English - the language of their 'most hated and disliked' enemy. At this point, she would even take the Americans over her own people, they couldn't truly be any worse than what this was here.

"This is Maj. Gen. Tadao Maeda of the Japanese Ground Self Defense Force." he responds in English "We are here to help in any way we can. Can you kindly open the door?"

Yuna In-Hye was surprised at that answer, many heard the stories and history of the 'Imperials' to the point they were almost like the second 'spectres' that were said to haunt North Korea. Granted, she hadn't seen any Japanese in her entire life, neither had anyone else - not to mention, it said this war the Imperials inflicted upon them happened years ago. Almost seventy years ago, though she understood some were afraid - stories were hard to...forget or ignore, when you had been told it over and over again your entire life - she decided to believe it was another lie, like everything else in their country.

Still, she nodded to a few comrades - in case things went bad and they were false. As she calmly turned the 'wheel' and soon enough it clicked - as the door slowly was pulled open and the JSDF soldiers would finally be face to face with actual North Koreans. The same culture shock happening to those whom were hunkered inside and looked almost like malnourished peasants with guns and tattered uniforms. Yuna had to admit, even their soldiers looked more 'fancy' than anything their Generals wore. As she calmly backed away and kept a tight grip on her Type-58.

"You here to help?" asked Yuna, as said soldiers could see - that their North Korean counterparts were likely wounded children; scared, afraid and in this situation - victims of an oppression eighty years long.

"Lower your weapons, men. We don't need to scare them anymore than they already are." The soldiers follow orders, lowering their weapons. Turning back to Yuna, "Yes, our orders are to assist in any way we can, along with disabling the nuclear missile in this base. We have medical personnel onboard one of the imbound choppers and we are willing to assist anyone here. How long have you been here for?"

"I...do not know...a good while," admitted Yuna, looking around her and then back to the JSDF Commander. "Since everything started in our homeland. How bad is it?"

"Well, the country is in a full state of anarchy. The People's Republic of China has launched a invasion in the north and the United Nations is planning on coming in to restore order to North Korea. We decided to go ahead of them in order to disable the weapon at this base and secure it. Most of the world is afraid of having nuclear weapons in an anarchic state such as North Korea, so they should be coming in anytime now. They will also be coming to aid any civilians that need help and to evacuate foreign civilians out of the war zone."

"Heh. So then...tell me...Japanese. What are we truly on the global stage?" she asked, a rather somber question that one didn't usually hear. "Our...former...Supreme Leader used to say, that we were the greatest country in the world. The way we live...is the best way in this world. That everything else new and striking was invented by our 'great' minds and thinkers. What are we truly? A country...or a horde of savages?"

"Most countries consider North Korea to be a weak nation who posesses nuclear weapons. Ever since the Korean War in '53, South Korea has rapidly become one of the most powerful countries and one of the best economies in East Asia, while North Korea is so far behind that most take everything they say as a joke. The Supreme Leader was, most of the time, lying to you about everything. If he says that your technology is the best in the world, it definately isn't, as South Korea, Japan, and most of the global powers posess much better technology. Your economy on the world stage is one of the worst, and while you have a large military, its equipment, like that Type 58 assault rifle you are holding, is outdated. As you can see, food is a scarcity here in this country, while it is plentiful in others. North Korea has shut itself in, meaning it has fallen behind."

Yuna chuckled bitterly to herself at that reply - needless to say, it didn't take long before a shot was heard...and she barely reacted to it. As the Japanese would've just witnessed how one of their members, in a torn KPA uniform had taken his side-arm and blown his head off. Only five seconds later did she react to that sight - saying something in Korean before she literally shuffled away - her Type 58 dropping out of her hands and the entire mood among the Kaesong Liberation Front dropped from hopeful to hopeless. Granted not at their situation - yet rather the reality that all of their lives, everything was a lie.

A few soldiers shuffled rapidly after her, in case she wanted to do something foolish. Needless to say, a few even went catatonic on the spot - as the reality and what they had done or lived through hit them like a truck on roadway. Yuna in question had shuffled on over into the launch room - painted with various propaganda posters and the occasional Communist symbol to further sell that this was for some higher cause or goal. Yuna in question soon pulled out the red key, and barely reacted when she heard a rifle being cocked - as three JSDF troopers had an aim upon her.

"...tell me Major...would it hurt them if this place blew up..." asked Yuna, a few tears dropping onto the plastic surface.

"Probably, but there are better ways to deal with a nuclear warhead than to kill over 1,000 people. Plus, if they made this one, if the country is stabilized, then they will just make another one. It would more than likely be a waste of everyone's lives by detonating that nuclear warhead. Now, give me the key and I will have it taken back to Japan. It that good?"

"So much fear...my...husband used to say this was feared by many...I still do not know how it can kill so much," muttered Yuna, before she eventually dropped the plastic red key onto the floor and kicked it over. For now, nuclear war had been averted - now came the harder part. Securing this site and hoping none of the other unknown number of silos wouldn't be compromised.

Maeda picks up the key and tells a soldier, "We got what we came for, get this back to the Maya at all costs, where it will be transported to Japan. The rest of the Airborne Brigade will remain here until the site is secure."

"Yes sir."

Maeda than turns to Yuna, "What weapons do your people have?"

"Heh...I do not know myself either...despite married to one," she replied, fetching an old Geiger counter and merely heading on out. Needless to say, the Base contained around ten 'operational' warheads in storage and one loaded onto a missile. The Geiger she carried and showed around them with worked still - a nightmare ready to explode and now they had to hope the South Koreans could mobilize and get her fast enough before someone mad, desperate or worse decided to sell or make off with one.

The sky was covered in a hazy orange as Prime Minister Scott Morrison looked outside the window, leaving it closed as not to let the smoke in. The bushfire across the Eastern states of Australia was an already well known international event, but Morrison knew that the entire world was focused somewhere else. North Korea. The civil war that shocked the world as a new decade began. The door to the office opened as several members of his Ministry entered. Minister of Foreign Affairs Marise Payne, Minister of Defence Linda Reynolds and Treasurer Josh Frydenberg.

Morrison started to talk almost immediately “My apologies for pulling you all here today, but amidst all this chaos this is a crucial meeting. Australia has yet to intervene in the crisis in North Korea, and I fear that soon we’ll face some criticism from the Parliament and the world for being irresponsible and not taking action soon enough”

Minister of Defence Reynolds sharply and loudly spoke contrasting with the mostly quiet talk of the Prime Minister. “Prime Minister, with all due respect I feel as if intervening straight away is an irresponsible cause of action, if you’re only trying to avoid criticism. We need to be more gradual about the process, considering the bushfires we have here now. The military’s primary focus now is to prevent more regional Australian homes from being burnt down. We can’t afford to send a large amount over to some foreign country that I know can solve itself with the help of other countries, namely the US and Japan”

“Linda, are you blind? We’ve got the Chinese and Russians closing in on North Korea and I sure think that a government created by the West is a whole lot better than an authoritarian one created by them.” Foreign Minister Payne argued.

Morrison shushed the arguing, visibly frustrated. “Ladies, ladies, you can’t be arguing like cats and dogs right now. We have to take this seriously and logically. Josh, give us the economic impacts if we do plan to carry out an intervention now.”

Treasurer Josh Frydenberg sighed as he looked down at his paper, shaking his head.

“Josh?” the Prime Minister asked in a hurrying manner, visibly anxious

“We’re looking at taking out almost $10billion out of other aspects of our federal budget right into defence as soon as we get all our equipment and units ready and deployed. I can’t imagine the public, nor those lot from the Opposition would take that nicely”

Reynolds was about to open her mouth to speak once again when Morrison glared at her, shutting her down before Morrison began to analyse the situation. “Now, we have many crises right now, and while this new term for our Government has only begun half a year ago with such a wonderful election, if we don’t please the voters with what we do now the Liberal Party could lose horribly in the next election. Labor’s on us like dogs every step of the way, knowing that they can use anything against us. We can’t possibly pass anything in parliament that would allow immediate intervention.”

Treasurer Frydenberg asked, curious of Morrison’s thought process. “So what do you think we should do now?”

Morrison chuckled a little as it became clear a whole plan had already formulated in his head. “Marise, contact Japan and the Americans on further collaboration. You’re great at this, you know what I want and expect. Off you go”

Payne nodded and hurried off, immediately setting herself to work.

Morrison continued “We’re going to provide primarily naval and air assistance, hopefully through Japan if they approve of it, starting to gradually build up our presence in that region. I know that the Americans and the Brits can see us as a useful strategic point in the Pacific, so we’ll have no problems with the international community. Linda, Josh, I want you to back me in tomorrow’s Parliament, make sure the Opposition can’t throw our plan off course. Josh, work with Marise to draft a motion to intervene in North Korea in the House. Even though we can technically go straight to intervening, that’s electoral suicide for our next election. Make sure parliament hears about it. Linda, help me out and make sure you help win favour in the Senate. Let’s go, let’s go.” He clapped his hands twice as he called for them to immediately get to work. Frydenberg and Reynolds left the room in a hurry, eager to get to work.

Sighing, he laid back in his seat, watching outside the window again. “I always have to do their job for them don’t I? I need a better cabinet.”

"Sir, the operation has been, so far at least, a total success. The 1st Airborne Brigade has reinforced the North Korean garrison, and we are able to airlift heavier weapons systems in by now. Now, the Australians want assistance in moving their air force over here to help with attacks on the North Koreans. You will assist them, correct sir?" "Of course. Australia is a trusted ally, plus their F/A-18A Hornets and F/A-18F Super Hornets will be useful over North Korea. Once again, Japan will be Asia's 'unsinkable aircraft carrier' once again.

After modifications to 12 Ch-47J Chinooks, they were able to lift 12 Type 89 Infantry Fighting Vehicles into the combat zone for heavy fire support, along with another 10 Chinooks bringing in some Kin-SAM Closed Arrow missile systems for anti-aircraft defense. They are preparing to defend the facility against as many threats as possible, with help from the Air and Maritime Self Defense Force.

Episode I: A Different Kind of Sunrise

The room was pretty dark, Félix Tshisekedi, the recently elected president of the DRC, was the second president to be democratically elected in the DRC history, the first since 1960. He had a lot of pressure riding on him. If he failed, then the Congolese people's faith in Democracy would be destroyed, he needed to do some big stuff, luckily a recent meeting with the mayor of Kinshasa ensured some good press would be coming his way in the next few days, in addition to some other plans to be enacted soon, but first he had to do this radio interview. The radio host began his speech:
"Wonderful, thank you Mr. Amondi, I had always wondered what was going on with those younger politicians in Lubumbashi." he said with a chuckle. "Now, today I am here with a very special guest... President of the Democratic Republic of the Congo, Felix Tshisekedi."
"Thank you, Mr. Opolo, thank you, its so good to be here this morning." replied the President.
"Now President, me and many other Congolese are wondering as to when the situation in the Bush can be mended? As you are well aware, the situation has been growing increasingly unstable in the bush region, with several large militias present, and consistent attacks and raids by the Rwandans."
"Yes, I am aware of this terrible, terrible situation. The problem in the bush is quite a complicated one, there exists a complex network of relationships between all the various groups involved. But rest assured that this is being unraveled. Many of my advisors are suggesting perhaps instituting a temporary conscription law in order to get more troops actively involved in the Bush, while others are suggesting investing into more proper equipment and logistics so that we can move rapidly to meet the enemy in battle. In regards to the situation with Rwanda, I believe that a diplomatic solution can be found, as you know, Rwanda is in the process of joining the East African Federation, and the EAF would like to rap up all the conflicts it has with its neighbors, so I will to my best to find a diplomatic solution with Mr. Kagame and his government in that regard."
Nodding in response, the radio host then said, "Yes, that sounds relatively promising compared to the statements of previous dictator Kabila, so I definitely hope you can start getting some of these plans into action. But tell me, thus far I'm sure you have been doing a lot of planning in the Congolese government so what exactly is going on in the government that you can tell us about right now?"
"Well," started Tshisekedi "most recently I think I've been in discussion about getting some serious anti-corruption legislation passed, this will allow us to ensure the government is moving as efficiently as it can, and also that the last roots of the old dictatorship can be weeded out. Now in addition to that I think there are some firm plans in place for improving the nations energy sector, as you must know, the Congo has a quickly growing Uranium mining industry, and with this we can fuel that growth by constructing many new Nuclear reactors which can help power Congo's energy needs. Of course this entire project will be quite costly in total, we believe around 4.5 Billion for the construction of the necessary 60 Reactors for the project. Other than that, we will be working on improving the infrastructure on Land, Air, and Sea. We definitely want to get some river ports up along many of the major Congolese rivers, and also invest in a new Deep water port out near Muanda, and a new set of drydocks in Boma. In Air we are looking at a complete fleet revamping for Congo Airways, we'll be getting that airline up to the standards of Kenyan Airways and Ethiopian Airways as soon as possible, and in addition we hope to see the paving of a lot of airports across the country so large planes can land. On land, we'll be looking at developing the nations rail, both normal and high speed systems to get goods and people moving as efficiently as possible. Overall we are quite confident in our construction industry's growth because of all the projects we can see developing in our government. Finally we are looking at reworking a national curriculum to normalize education in the Congo and get it to European standards."
"Wonderful Mr. President and with all that work, I'm sure you must be getting on your way back to the government so with that I bid you Adieu."

Passed Legislation

Anti-Corruption Law

In order to set in place a more just and perfect system of government in the Democratic Republic of the Congo, this legislation is hereby passed into legal action with the demands that:
All Government project deemed unclassified are to have financial records publicly released so as to allow the public to view and critique the governments spending and find any irregularities within the finances of government operations and projects.
All public servants in administrative or legislative positions are to release their financial records so as to allow the public scrutiny of the sources of income of the person.
There be a creation of a joint military-police Gendarme unit with the task of running counter espionage operations and running operations against corruption and large nationwide crimes.

Company owners shall be required to disclose to the anti-corruption Gendarme their financial statements and income streams.
The Gendarme shall have specific power to bring judges and public personnel under scrutiny for corruption and press charges.

Executive Actions

Reformation of the Kinshasa Metropolitan Region

The Kinshasa executive region, outside of the city center and government district, is quite unorganized and unsafe. Thus in order to make the city safer and more organized, it will be divided into two cities, the City of South Kinshasa, and the City of Kinshasa. Both cities will be divided further into wards. Should this program prove effective it will be expanded to all major metropolitan areas across the country. The city will be divided into wards and reorganized based on the following maps.
Each ward will have the responsibility of overseeing and organizing specific services of the city for their ward. This includes Garbage services, water and sewage system maintenance, telecommunications/internet/electrical system maintenance, Police and Firefighter services, local health services, and city public transport. This is to say that the city will still have the job of writing new ordinances and administrating over its programs, but they will be enforced and up-kept by the Wards who can keep a closer eye on the happenings and issues within their ward. Furthermore, the city of Kinshasa is reforming its garbage management system as currently there is an issue of garbage build up within the city. The city has purchased 50 street cleaner vehicles for 2.5 Million dollars, and 200 Waste pickup vehicles for 13 Million dollars. Some money has been given from the province and federal budget to help cover these expenses.

Development of Congolese Aviation

The Ministry of Transportation has stated an increased need for the development of Congolese air transportation. As such the following, the Ministry has set forward a purchase of 770 Million United States Dollars for 10 units of the Airbus A318 Neo aircraft. These aircraft are to be sent to Congo Airways and will be used on higher demand routes across the Congo. Furthermore the creation of three public Aviation schools has been greenlit by the Ministry of Transportation, this includes a school in Kisangani, Kananga, and Goma. Furthermore, a 50 Million dollar grant has been set aside for the modernization of many of the Air Traffic Control systems in the Butembo-Kalemie urban corridor. Another 100 Million Dollar grant has been set aside for the paving of airport runways across the country and the lengthening of runways to short for the landing of an Airbus A321 Neo at commercial airports.

The Congolese Nuclear Energy Initiative

The Democratic Republic of the Congo is sorely lacking in its energy department and as such, a proper sustainable energy plan has been developed by the Congolese Ministry of Energy. The entire plan encompasses an energy goal of an additional 462 Gigawatts per hour to the Congolese energy grid. This is going to be reached by a 4.5 Billion Dollar Nuclear Energy plan which will see the construction of 60 Nuclear Reactors across the country generating 276 GW, a 400 Million Dollar Solar and Wind power initiative which will cover an additional 85 GW, and the Kasai river dam project which will generate 4.5 GW; in total this first phase will cover 365.5 gigawatts of the goal and is to be completed by 2030. Further energy streams to reach the 462 GW total will be released later. In total the plan will cost an estimated 5 Billion Dollars and will begin construction on the first nuclear reactors and wind plants as soon as possible.

Foreign Actions

Dear Mr. President,
The Democratic Republic of Congo recently held its first free elections since 1960, as a new democratic nation, it is vital that we show the people of Congo that democracy can breed success and progress, lest we shall fall back under the wing of authoritarianism. Our nation is still largely under the thumb of former dictator Kabila, as his party currently makes up a large plurality of seats, so much so that to maintain stability the current dominant party was forced to ally with it to maintain a voting dominance. Hopefully his party will be phased out soon, as with new anti corruption legislation many of his cronies will be found guilty of treason and arrested staining that party. But until then we still need to prove to the Congolese the power of the democratic world. As such I have opted to try and tackle the issue of militias and the Mai Mai rebels in the east of the Congo. Our military is currently quite weak and as such we are struggling to keep our people safe, the establishment of our new gendarme force will keep them out of the urban centers, but the countryside and many of our valuable mines remain under control of these groups, until they are removed the Congo will be unable to develop as we have no exports to sell. Thus we would like to meet with the US about sending military trainers to help set up officer academies for the Congolese Military as well as modernize our military training regimes so our troops are able to combat such forces. We would also request the United States aid in the creation of a Military Police force to stop corruption and abuse within the military. With these demands and more in mind we would ask the United States to help its fellow republic in securing and safeguarding the freedoms it has only recently taken back.

Dear President Kagame,
The Congo and Rwanda have much in common, we both are new republics which rose out of the collapse of old dictatorships. As such I ask from one republic to another, to stop the military actions of the Rwandans in the Eastern Congo. In order for the stability of the region and the safety and security of the Congolese and Rwandan people, it is beneficial for us both to find a diplomatic solution to this issue and cooperate. I would propose the enforcement of a hard border between our two countries, only allowing people to cross at a handful of points and requiring a visa recieved from the Congolese Embassy in Rwanda, and in the same way Congolese will have to get a Visa from the Rwanda in its embassy to the Congo. I propose, furthermore, that the Rwandans and Congolese cooperate to combat military and arms groups in this region to stop the spread of drugs, weapons, and other contraband, doing so will be safety and stability to both our countries and perhaps allow us to forgot our old rivalry and enter into a new age of cooperation.

The situation in North Korea was unfolding, and China had discovered that Russia had taken action in a similar way that it had. Chinese troops had reportedly secured several towns along or near the border, although Russia had already taken a much larger radius in the Northeast of North Korea. Chinese and Russian troops had met near Hoeryong, and it was clear that they both had similar reasons for the operations they had made.

As a result, the Chinese government met and they decided that they would ask to co-ordinate their operations with the Russians, increasing efficiency and security for both nations.

Hong Kong, might be China depending on who you ask

The situation in Hong Kong was tanking. Riots were taking place, meanwhile police just stood around firing tear gas and providing no real deterrent to the violence. Worse still, the rioters were being actively supported by foreign nations in the west. The police had now requested proper assistance. They would get it.

The Government had approved the transferrence of 500 QBZ95 rifles for the police in Hong Kong to use to "deter rioting and destroy the most severe troublemakers." Time would tell for what that meant.

Nepal
Nepali PM Oli had lead the movement to overthrow the monarchy, and it had succeeded incredibly. The fate of the Nepali people was now placed into his hands. An outspoken Maoist for his entire life, he had joined forces with the Marxist-Leninists in the movement against the monarchy, which had turned Nepal into a satellite state of India for a while. However, now he was facing his own challenge, from the opposition. The capitalist and royalist Rashtriya Prajatantra Party was regaining popularity, they were spreading propaganda throughout the Nepali media, claiming that the Communist Party was anti-religion and anti-Hindu. Those were nothing but made up lies, Oli himself has been a devout Hindu his entire life, he had even made it clear that he was never going to interfere with religion. He had won the people’s hearts, but the impatient Nepalese needed to give him and his government time, to solve the country’s crippling poverty.

He had freed Nepal from India’s tyrannical dominance over their internal affairs, so what if they were getting close with China? At least they were not puppets of India anymore, especially in a time when the far right had hijacked Indian politics. Nepal was the last stand of the worker’s hope in South Asia. In Oli’s eyes, China was a liberator, not a dominator. Over his term, he had moved Nepali foreign policy closer and closer to China, he had signed trade deals and allowed the Chinese to build large projects, such as dams and highways in Nepal.

However, today, his government was proposing in a landmark deal, as the chaos in North Korea was of little concern to him or his nation at the time. A deal that would open free trade with China, the Kathmandu-Beijing Free Exchange and Trade Deal. This would allow the Chinese to finally complete all their pending projects in Nepal, as well as allow Chinese companies like Huawei and Tencent to operate fully in Nepal…

A NEW DECADE FOR THE FRENCH REPUBLIC

Élysée Palace - Paris, France
The streets of Paris were once again the scenes of chaos, an all to familiar fight in the eyes of the world. To many this was just another protest. France has often found its large economy crippled by continued riots or strikes of various volumes. These most recent strikes and protests came about over sweeping pension reform. The President of France, Emmanuel Macron has attempted to change the pension system he saw as outdated, however this had greatly backfired.

Outside the Élysée Palace, the home of the President of France. The media had gathered for an announcement and speech on the new year and decade for the French Republic by Macron. He walked out the doors and to the podium. He stood for a moment, reflecting the importance of this speech. He knew this could be make or brake for his government. He glanced towards his papers, looked up and gave a final breath.

"Bonjour, I would like to thank the media for gathering here on such short notice. As we all know, the nation has gone through a recent turbulent time. It is clear to me that my attempt on sweeping pension reforms have proven unpopular with the people and the nation at large. I now see it is clear this was a mistake on my part and wish to offer my apologise. I have talked with many union leaders and am working on ending the current strikes in the coming weeks.
The last decade for France has been an eventful one, unfortunately it has not been an easy one, the numerous terrorist attacks, the aftermath of the 2008 crash, and the yellow vest movement. However, what the 2010s have proven is the strength of the people of France, through all of these events we as a nation have stayed strong, no we haven't always seen eye to eye, but we have proven the strength and toughness of our glorious republic! We must never forget that.
Over the next year I will look at strengthening our ties and relationship with West Africa, Algeria and Morocco. Both economically, culturally and militarily. In the next decade I wish to strengthen Frances position and power on the world stage. For too long has France taken a back seat in international affairs. Over the next decade I also wish to both strengthen the economy of metropolitan France and the French over-seas possessions all around the world.
Lastly I will be looking to strengthen the military and will be discussing this with the Minister of the Armies and the Prime Minister.
I will now take a few questions please."

Several journalists scramble to get the microphone.
"Bonjour Mr President, Aileas Sable for Le Parisien, What will be Frances role in the surprising state of events in North Korea?"

"We are working closely with the UN and are fellow Western allies to determine what is the best solution. I will not take a possible deployment of French troops in a limited capacity of the table. However I can not confirm anything at the moment. I am afraid I have time to take only one more question."

"Good evening sir, Earnest Ajer of La Croix, what is your reaction to the sweeping economic reforms in Poland?"

"I am very happy that Poland and its government is trying to turn their nation into a viable economic powerhouse in Eastern Europe and offer my help in them doing so, I also greatly agree with their statement on the catholic community in North Korea, if any wish to start a new life here in France they will be welcomed with open arms.
Okay that is all thank you."

"President we must decide what course of action we will take in this affair!" stated Florence Parley, Minister of Armed Forces, "You must decide on Frances role in the conflict, you said you wanted France to once again be one of the major players in the world, if that it is to happen we must make a decision here."
"We must, at all costs, keep those god damn silos out of hostile hands." piped in Geneviève Darrieussecq, Secretary of State to the Minister of Armed Forces.
"Lets just hold on now, we must consult the Brits and Americans before we start deploying young men to die in Korea. Notify Jean-Yves Le Drian, Minister of Foreign Affairs to contact the Brits and Americans right away, if were going in to Korea, we must be co-ordinated." finished Macron, who said his goodbyes and made his way out of he room. As he walked down the long halls, he contemplated what the Korean situation could entail.

The Minister got writing as soon as he was told.

Boris sighed. "No, it's fine. If the U.S. wants us to, it's probably worth doing." He sat down. "Though I must say, I haven't the fondest idea how they knew we hadn't sent in the troops yet. Heaven knows I didn't tell them. Intelligence agents can get a hold of anything these days, I suppose."

The response from the U.S. (to which Boris and Raab were currently in the final stages of drafting a response of their own) had been welcomed by the Cabinet, who had still been trying to convince Boris to send in forces in the hours it had been since the emergency meeting. It was a less welcome message to Boris, who still feared mismanaging the situation. But he'd already played the "talk to our allies" card, and he had no strong excuses left in his hand. So the troops were about to head in. His fear was slightly irrational, he acknowledged, since he'd held the position Raab was currently in for a number of years under Teresa May and thus had some experience in handling international conflicts. As he realized that fact, his hesitancy vaporized slightly, and his confidence took over. He began to feel more secure about this decision. He turned to look again at Raab. "You know what? This is all alright. We'll be alright." Raab was a little confused, but he was optimistic that Boris seemed to have come around to intervention. "Thank you, sir. I'll get in touch with our top officials, and we'll sort out who's going where."

After some discussion, a few special forces units and some aircraft were given permission to deploy. All in all, the UK was sending about 5,000 troops to the region.

Moments after discussions about military personnel had ended, the message from the French came in. The process of drafting a response was less contentious than it was with the U.S., since Boris had seemingly come around to military action.
