International Convention on War Crimes

The World Assembly,
Recognising that war crimes occur in multitude, commited by both governments and militias in member states,
Believing that this is nothing short of disgraceful,
Proclaiming that it is necessary for the World Assembly to establish a convention to deter and punish war crimes,
Noting that the World Assembly must create a concrete system to deliver justice to those responsible for war crimes,
1. Defines a "war crime" as any act commited during an armed conflict that involves intentionally killing civilians or prisoners, torture, destroying civilian property, taking hostages, rape, using soldiers that have not attained the age of majority, pillaging, deliberately killing unarmed combatants when other options were clearly available, or any other heinous act considered to violate the laws of war by this body.
2. Mandates that any war crime is a punishable offence in every member state.
3. Creates the General Tribunal Centre (GTC) which shall hold juristiction over all tribunals in all cases of prosecutions for war crimes in member states.
4. Declares that the General Tribunal Centre may issue a warrant for a person to appear before it without any prosecution being made against that person in their state, and mandates that that warrant must be executed regardless.
5. Affirms that all tribunals held in the General Tribunal Centre will be fair and shall be independent and impartial.
6. States that all persons convicted of war crimes by the General Tribunal Centre shall be imprisoned for life, or for a term not less than five years.
7. Defines "imprisoned" to mean forcibly confined in any kind of correctional facility.
8. Reaffirms that this Convention applies only to member states.
