On Government: Checks and balances and ways of stopping things from happening are the only things that provide a stable government and a stable society.

On Democracy: It is a very neutral thing. It can be the best way of ensuring a reasonable government, or it can lead to genocide in the name of 'the people'.

On NSG: I believe the technical term for you people is "malformed conscience".

On society: Until reason and science become cool again, the "enlightened" who profess both but practice neither will continue to gleefully chip away at the bedrock of human society.

The Kingdom of Mokov accepts the resolution, as does the Mokov Democratic Republic. The Trosrod Host has declared non-membership in the League, citing lack of international recognition of their cause as a sign of hostility.

"And the central government strictly advises the League to not accept any other individual who barges into these halls claiming to be a Magarati diplomat. On behalf of my government, I am here to warn my fellow delegates that supporting any of the rebellious factions will be considered an act of hostility against the federation and her allies." Thomas added after he took his seat.

Zava tapped his microphone. He was very nervous. It had been years since an Almorean delegate had submitted a draft resolution to the League floor.

Resolution 18: Establishing the office of Deputy Secretary-General
The Assembly of the League of the Western Isles

IN ACCORDANCE with the League’s commitment to equality and democratic values,
NOTING the League's critical need for continuity of leadership in contingency situations,
RECALLING the recent period in which the League lacked leadership in the person of a Secretary-General,

Hereby:
1. Establishes the office of Deputy Secretary-General of the League of the Western Isles, the holder of which shall be appointed by the Secretary-General.
2. Mandates that the appointment of the Deputy Secretary-General shall be confirmed by a simple majority of delegates to the League, in an election process to commence within seven (7) days of the appointment.
3. Declares that, in the absence of a duly elected Secretary-General, the Deputy Secretary-General shall act as Secretary-General, until such time as a permanent Secretary General may be elected under League protocol.
4. Notes that, in the event that the Deputy Secretary-General has assumed the powers of the Secretary-General, it is vital that a new election be held as expeditiously as possible in order to ensure the democratic integrity of the League;
5. Therefore stipulates that, within fourteen (14) days of the Deputy Secretary-General assuming contingency powers, a new Secretary-General shall be elected, with a new eight-month period as mandated by Article 4 of the Charter commencing after the election.

"A deputy secretary-general appointed under this resolution would, if necessary, exercise leadership in a temporary, strictly caretaker role. It is important that, as a body, the League should work together to avoid another long interregnum of sorts. The absence of a viable Secretary-General at any given moment seriously weakens our collective ability to respond to regional emergencies and uphold democratic values."

Zava continued. "Objections that a deputy secretary-general must be elected from among the delegates, and not appointed, lose their immediacy when this resolution's provisions are taken into account. Within 14 days of a vacancy arising, a new Secretary-General will be elected, as we have just done with Mr. Whitford. An interim or acting Secretary-General who exercises authority under this resolution will thus have a maximum term of two weeks, unless, of course, they are legitimately elected as the permanent new officeholder."

"It is vital that the deputy secretary-general be appointed. During the tenure of the Secretary-General, the two must maintain a good working relationship and be able to enjoy each others' confidence. An appointed deputy would be insulated from the politics of the League, just like his boss. The confirmation mechanism is a failsafe so that the League may have confidence that the appointment of a deputy is sound."

“If we’re having an election process anyways, then maybe it would be best for the body of delegates to elect the Deputy Secretary General themselves anyways. Without need of an appointment by the current Secretary General.”

"If i may object" Ivan spoke up after vriefing through the resulotion "i question the viatality of the deputy being an envoy in office, this already will hurt the nations competent over their ability to hold their nation interest in the league. We should scout for potential diplomats withing the embassies for the rolls rather than the states delegations to the league. The deputy should be more beurocratic i believe."

Zamha Pwqceraqh tried to discretely blow his nose but the sound was still louder than he had hoped. He put his handkerchief aside.

"Should the Secretary General try to appoint, as my esteemed colleague of Vancouvia suggested, a series of incompetent ... cronies? ...", he started, slightly hesitating about the word 'cronies', which he seriously thought was a chocolate baked treat. He made a mental note to brush up his less regular vocabulary of the English tongue; "... (ahum) against the obvious wishes of the delegates of this League, then clearly the Secretary General has not the best interests of his office at heart. If we mistakenly elected such a Secretary General, the appointment of the Deputy Secretary General may prove to be an important first opportunity to establish such a fact.

"I agree however with the notion that the Deputy should in principle be someone aligned with the Secretary General to allow for a smooth cooperation. The Secretary General should however take the appointment of a Deputy seriously; if it turns out he doesn't, there should be a back-up plan.

"This plan could be that we add a provision to the resolution that if the delegates of the League reject three Deputies nominated by the Secretary General, the league shall nominate and elect their own candidate. This solution could combine the benefits of both the appointed and elected Deputy: the Secretary General is given the chance to nominate a Deputy with whom he can work but who has to be approved by the League, and should the Secretary General fail to nominate an acceptable Deputy, the responsibility falls upon the League to find a better candidate. This process may be lengthy but in practice I consider is unlikely that it will be played out entirely every time a Secretary General is elected."
