It is well-known fact that the Quebecois love their culture, language, history, and tradition, but the nation and its people also understand that it is important to not be lost in the past when the world moves ever-forward in time. Our fine-taste and love for high-society living dates back to our historic roots with the Second Empire lifestyle under Napoleon III.
For the centuries of our existence, from New-France through Provincehood, and continued into the New State, us Quebecois have hosted annual Christmas festivals to celebrate the birth of our King, and the New Years. These festivals were hosted in the traditional Crystal Palace exhibition hall before an unfortunate fire forced us to relocate to various performance centres throughout the state. This sparked the development and evolution of our yearly festivities into a general Winter-Fest, with a tamed religious element; more open and accepting of the various cultures of our beautiful country.
This year, planned since February of the same, our annual Bal Noël De Montréal, or in English, The Montreal Winter Ball, will be hosted in our refurbished National Assembly and Town Hall of the Old Montreal Region, with grand spectacles of entertainment and beautiful architecture to truly exemplify and capture the cultural and artistic integrity of Quebec.
Consider this our formal invitation to you. Our historic festival dating back to 1534 which has previously been a strictly Quebecois event is now open to the sophisticated and royals of the world. Accommodation will be plentiful, and our hospitality boundless.

About the Event
The Montreal Winter-Ball is a three-day formal high-class social event centred around music and ballroom dancing, commemorating the Winter season, Christmas, and the New Year. The event itself is a denomination of the four-week long Winter Festival that lasts from late December into early January.
In 1534, on the eve of the establishment of New France and entrenchment of French heritage in North America, viceroy of the colony, Jacques Cartier established an annual social event centred around Christmas and the Winter Season in the new colony. This tradition boasting French culture was passed down through the generations, from the Colony to the Province and then to the New State. It wasn't until the 17th Century, however, that the concept of the royal ballroom infiltrated our tradition, and in the 19th century, entrenched. Baron and Baroness F.E. Kubinzky of Austrian nobility and members of Montreal’s high society at the time have contributed to the success of the royal balls and ballets by lending their special economic support to this event during their years in Montreal.
Year after year, the Christmas Festival, then renamed Winter Festival, would be the most extravagant and splendid event Statewide. The event incorporates fine dining and rich pastries, drunken and hazy ballroom dancing, late-night waltzes and passionate royal music, and for once a year the citizens of Quebec indulge in the most luxurious of vices.
This year, and for the first time in it's history, the festival and ball will be opened to foreigners and non-citizens of Quebec. Invited guests from across the world will be given five-star rooming in the refurbished housing & ballroom adjacent to City Hall, in the centre of Old Montreal. All meals will be complimentary, and every nation will be assigned a chauffeur, private black car, and public escort for the purposes of tourism, exploration, and sight-seeing, alongside the main events as well. Though the festivities will last up to four-weeks, guests may stay for as long as they please.
The Ball in White
The Montreal Winter-Ball begins at 18:00 (6:00 PM) on December 20th and lasts through the 23rd. Serenaded by violinists playing various waltzes, the ladies in their gorgeous ball gowns descend the grand staircase on the arm of their escorts who are elegantly clad in white tie to the viger room for a champagne, fine cheese, and pastry reception. The guests are given time to mingle and converse in the grand room fit for Kings and Queens while waiters and waitresses of French origin attend to every desire. At 28:00 (8:00 PM) The dance floor officially opens with the words “Alles Walzer!”, pronounced by the master of ceremonies. This is the traditional and famous Austrian phrase used for inviting all to the dance floor, and dates back to our origins with Baron and Baroness F.E. Kubinzky of Austrian nobility. It roughly translates to, “All shall waltz”.
At 22:00 (10:00 PM), following the lavish ceremonies of the ball that include the presentation of the debutantes and their partners, as well as their choreographed dance performance, guests will be treated to a gourmet dinner, expertly prepared by the chefs of the Château Champlain. At this time, the doors to our traditional Quebecois Royal Wine Tavern open for your entertainment, as well as the midnight casino. Try your hand at the various tables and slots and you can win great prizes and support our Churches and charities at the same time. At 23:00 (11:00 PM), the ballroom is reopened after cleaning for less-formal after-party gatherings.
Concurrently with these events runs the Montreal Winter Festival. At any time guests are permitted to leave the premises via the South-East exit provided they are accompanied by their designated chauffeur and escort for security purposes. Freely visit the many pâtisseries, Parisian-style cafés, food stalls, fresh-scent bakeries, and sidewalk resturants Montreal has to offer. Get up close with horse-drawn carriages and petite cobblestone streets combined with Parisian-style traditional Quebecois flair that show a love for culture and fine class. Setting & Location
The Winter Ball will take place in the exhibition hall adjacent to City Hall. Also on the premises is the Sûreté du Québec (Quebec State Police) Montreal Headquarters and the Ministère de la justice - The Ministry of Justice. Though City Hall and the Palace of Justice are only open to the public during regular hours, the Police Station is open 24/7 and guests may visit at any time.
In the rear-garden, a well-maintained skating rink exclusive to the Winter Season will be open 24/7, illuminated by the beautiful lights of Montreal.
In the areas adjacent to Capital Premises will likely be local festivities open to the public and local residents. For the sake of security and for the personal safety of guests, it is strongly encouraged that guests only use the South-East entrance and exit via the Main Court. Furthermore, guests are strongly encouraged not to leave the premises without a chauffeur or host escort. Quebec is an extremely safe country, and Montreal an even safer city. With record low crime-rates, and an increased police presence for the duration of the festival, your hosts are confident that no issues shall arise as a result of flaunting the law.
Your Hosts & Entertainment
This year's ball will be hosted by the National Orchestra of Quebec, led by 25-year-old lead conductor Romalov Landre. Attributed as one of Quebec's greatest musical prodigies, he will be conducting from a set-list populated by history's greatest musical masterpieces, including works such as Vivaldi's Concerto for Two Violins & Cello, Johannes Brahms' Hungarian Dance No. 5, Haydn's Emperor's Hymn from String Quartet in C major, various works from French composers the likes of Claude Debussy, Camille Saint-Saëns, Éric Alfred Leslie Satie, Frédéric François Chopin, and much more. The Lead Conductor will be accepting requests, though no guarantees that all requests can be played will be made. For these starry nights, guests can expect a passionate and bombastic performance from Quebec's greatest to the stage.
Also in attendance will be various indie and jazz bands performing during intermission and after-hours, including popular folk artists Le Vent du Nord (The Northern Wind), who will be playing traditional Quebecois music dating back to the 1500s, revolving around our historical themes.

- Dormitory limits restrict the amount of bodyguards per attending nation to 10 personnel. Security will be provided by the Sûreté du Québec.
- The application must be completed per attending individual. Multiple individuals cannot be compressed into one application.

- Pets and animals are forbidden.
- Personal vehicles cannot be used.
- Guests may bring their own food and drink.

- Guests may stay for their own chosen duration of time, and may leave and return within the festival period.
- Ceremonial weapons and corresponding ammunition may be carried. Police must be notified of any and all weapons upon arrival by visiting the Police Station southbound of City Hall.

Rules, Conduct, & OOC Material
Overview:
Look I spent a long time working on this, about two days time, I really don't have the energy to type up a complex set of rules. You've done this before, you know the drill. Though I will say, there are some important facts I need to get across. Please read the following.
- Obligatory: My word is law.
- Obligatory: no killing other RPers without their permission.
- Obligatory: no killing on City Hall premises without my permission.
- When posting ICly, please state the name and location of your character.
- You can choose to enter the RP directly on City Hall premises or from the airport stated above.
- The actual ball begins on December 20th and lasts through December 23rd (Date Negotiable).
- The festival begins when the IC thread goes up, until January 31st, 2020.
- Guests can arrive and stay for their chosen duration of time, and may leave and reenter the country during the festival period.
- Guests and their security detail can commit crimes (CRIMES. NOT ACTS OF TERROR.) when off City Hall premises. Let's have some fun.
- If you can commit crimes, I can law down the law. Expect repercussions of RPed actions.
- Absolutely no magic. Special exception for Valentine Z's 8 -10 ft NBA all-stars.
- No animals.
Please do not leave the Island of Montreal.
The Govt. of Quebec will provide a Chauffeur and Escort to your characters (1 per nation). These Chauffeurs and Escorts are personal, and thus under your control. You can also choose not to use them at all. Please respect them as my characters and thus not your secret spies or double agents.
As of yet, I have no Co-OPs. Anyone claiming to be a Co-OP for this RP is playing you like a fiddle.
Date & Time System: All festival dates are IRL dates. 1 Day in RP = 1 Day IRL. The actual time of day, however, is intentionally left ambiguous so that you can roleplay the same In-game hour throughout the day. If you must state a time, please use something vague like "Early Morning" or "Late Afternoon" as opposed to an actual hour of day.
During the actual date of the ball, December 20th through December 23rd (Prone to adjustment), 3 IRL days will equal to 1 RP day. That means the Roleplay duration of the ball will last the course of three IRL dates. What I an planning is, that Dec. 20 will be the prelude of the ball, the day of. Dec. 21 and Dec 22. will be the actual hours of the ball. Dec 23. will be the epilogue of the ball, meaning the afterhours. This is to ensure as many people as possible get a chance to participate in the various elements of the ball.
I understand that Christmas season will be very busy for most of you, and that you may not be able to attend any of those days, which is why I am flexible with these dates. PLEASE post your opinions on this system so that it can be further refined as the RP continues.
Update: New rules and clarifications:
- Both concealed and open carry is permitted. However, all weapons must be declared to Quebecois authorities.
- Do not declare the year of your character's birth to prevent gamebreaking. Simply settle for day, month, and stated age.
- All tech levels are permitted in this RP, however, the setting itself, Quebec, is strictly MT.
- Explosive/Launcher weapons are forbidden unless your application was fully approved prior December 4, 2019.
- When posting ICly, please state the name and location of your character.
