BREAKING NEWS - COUP IN CARBARÉ

MALQUERAS — Today in the early hours of the morning, columns of tanks, armoured vehicles and infantry fighting vehicles made their way to the offices of the Supreme Court, Carbaré National News headquarters, and the Presidential Palace in Malqueras, capital city of the Latin American country of Carbaré. With little to no resistance, soldiers arrested the the Chief Justice Alonso Gutiérrez, and the current president, Manuel Saavedra. The coup came as a shock move from the Carbari Armed Forces, only having recently stated that they will not intervene following the stunning electoral victory of the socialist Popular People's Movement in the recent elections.

Military personnel also entered the Grand Parliament and ordered the parliament to be indefinitely suspended until peace and stability is secured in the nation. Those who resisted, most prominently the Speaker Simón Dengra were arrested. The military set up blockades in the city centre where the Grand Parliament, Presidential Palace, and Carbaré National News headquarters are all located in close proximity to each-other. They answered no questions from the gathering crowds and ordered all journalists to disperse. Defiant journalists were handcuffed by the army and dragged away from view.

General Lorenzo Águila of the Carbaré Armed Forces made a national announcement about two hours after the coup took place, on the balcony of the Grand Parliament which was broadcasted nationwide. Águila stated, "Fellow citizens, military, religious and civil authorities, friends from foreign countries; ladies and gentlemen,

High-ranking members of the armed forces made the decision to remove President Manuel Saavedra and his nefarious peons from office. It saddens me to see us arriving to an internal chaos that places the Republic in utmost danger, following the sickening victory of an openly Marxist party in the recent election, so urgent action had to be taken as a palliative to such insidious events. We have assumed this duty with responsibility and with absolute certainty of being in full compliance with the mission that the Republic assigns us, as vigilant forces of internal security and protectors of the highest moral, intellectual, social, political and economic values. The last months of the government of the nation have dragged the country to various conditions intended to produce misery, hatred and violence among Carbari. Therefore, as a palliative to such nefarious events, the armed forces took the government, inspired by the noble mission that as men of arms the law bestows upon us, which is not only fundamentally to preserve the sovereignty of the nation when it sees internal or external threats, but to ensure maintaining internal order and the physical and moral safety of all citizens.

Fellow citizens, it is not a pleasant and easy task that which we are carrying out; it is difficult and self-sacrificing work that requires the solidarity and collective contribution from all of us. The failure of our mission will be the end of Carbaré and our children. Our intervention is only the result of a national tragedy. To those who are beginning to hastily judge our actions, to those who believe that this is a product that can be divided selfishly to satisfy the comfort or ambitions of groups or individuals, to those who somehow demand quick solution to their problems, you are wrong, and help to foster evil in the country. You have forgotten that our soldiers are still fighting against armed groups of extremists, who in the dark injure or kill in treacherous ways.

Achieving social peace which we seek requires efforts and sacrifices we are willing to assume, relying on the ultimate success of the overarching mission that we have set ourselves, which is to rid the nation of the repulsive tentacles of the Marxist ideology. A full reconstruction will be in order, and it must be known that rebuilding is always slower and more arduous than destroying. We will be engaged in a constant struggle against these amoral fools who enabled this grotesque ideology to take root in Carbaré. However, this heroic struggle is not a fratricidal struggle; on the contrary, it is the constant battle to shed evil from our sublime Republic. We will have obtained definitive victory only when the justice and social peace that all people crave and deserve prevail. It is impossible to say what the immediate or near-term and the long-term measures that will have to be implemented, but understand that each is necessary. Although it is true that we have common goals as citizens of the Republic, it is required that for a relatively long period that the country be subjected to orderly effort, strict laws and sacrifices to accomplish our mission, and to eradicate the hunger and poverty from Carbaré, to raise the standard of living of all Carbari, and reach our destined, privileged place among the peoples of the civilized world.

Let it be known, we do not intend to pursue anyone for their ideas or by simple adherence to the deposed regime. Our determination is to be inflexible to punish those who seek or have sought to use violence, as well as those who have committed crimes or abused illegally their powers in the exercise of their duties. But it is also our hope that those who mistakenly joined the betrayers of the people of Carbaré to fully incorporate now in the national reconstruction. We will defeat Marxism in the consciousness of Carbari. Together with the mission of rebuilding our lost national unity, we proclaim as our next most immediate goal to achieve the economic development and social justice that our people so deeply crave. To that end we have requested the assistance of the most capable and suitable technicians in each subject, without any attention to their political or party affiliation, and with no other requirement than a willingness to cooperate in the patriotic task we have set ourselves. It cannot be allowed that because of excessive ideologisms or petty sectarianism the best capabilities of the nation are lost or postponed.

The Government will ensure this by the comprehensive restoration of the principle of authority, which will be exercised without contemplation or second thought against minority and extremist groups attempting to disrupt the peaceful coexistence among Carbari and likewise against all forms of crime. Never again will a small group of terrorists have official permission to create and practice a philosophy of violence, seeking to separate the unity of those born in this land who have a common teaching and a cultural and historical ancestor, which form the monolithic block of the Republic. Once the former goals are secured, the Armed Forces will usher in the restoration of our democracy, which will be reborn purified of the vices and bad habits that ended up destroying our institutions. A new Constitution of the Republic must allow the dynamic evolution that the world today demands and cast away forever all political maneuvering, sectarianism, and demagogy from national life; let it be the supreme expression of the new institutional framework, and the blueprint through which the destinies of Carbaré are planned. In it, according to our best historical traditions, the people must be the true origin and recipient of the exercise of power.

Only when the country has achieved the social peace necessary for rightful true progress and economic development, and Carbaré does not show faces with reflections of hatred, then it will be the time when our mission will have succeeded. To accelerate these goals, we ask God Almighty for help, and to our people their self-sacrifice and patriotism; and to those who have the responsibility of government, their own commitment, without limitation, for the benefit of the cause they have embraced.

Fellow citizens, I swear before the flag of the Founding Fathers, that those of us who today assume the responsibility of the government are not driven by any other goal that to serve Carbaré with all our faith and patriotism, and if it is necessary that we give our lives we will gladly do so, because as men of arms we have sworn to give it for the good of Carbaré and its destiny which today we seal before the whole country with a Viva Carbaré! from the bottom of our heart. "

The coup has seen a mixed reaction from the Carbari public. Anti-communists and general right-wingers have praised the actions of the army as heroic and the best course of action to save Carbare from the path of other failed communist states. Other Carbari with differing views have condemned the army's actions as "uncalled for" and criticised the army for not respecting the political wishes of the people, as Saavedra won the majority of the vote. However, on the international scale, many foreign agencies and nongovernment observers have condemned the coup, saying that a military coup lead by a small clique could only lead Carbaré down a dark path, particularly noting Águila's rhetoric.

Many wonder the fate of Carbaré after this coup.

As the waves crashed over the bow of his submarine, Elmar Kent stood on the coning tower, a pair of binoculars held against his eyes as he scanned the horizon. "Empty sea today..." he muttered.

A shout from below. "Cap'in!" one of the crew was half way up the ladder, "some general or som'ting is giving a speech over the radio!" Kent lowered his binoculars and dropped them to hang around his neck. "Down ladder!" he called, and after a moment, he grasped the side rails and slid down into the sub. "Secure that hatch!" he ordered the man who had called up to him, and stepped past into the control room. "What speech?" he asked.

An older man in a ragged officer's uniform reached over and flipped a switch, sending General Águila's voice over the loudspeaker.

"Fellow citizens, military, religious and civil authorities, friends from foreign countries; ladies and gentlemen...."

The radio finally went silent. All eyes turned to Kent. "Well, cap'in?" asked the older man.

Kent scratched the stubble on his chin. "Well," he said, thinking, "a military coup usually means rebels. And fighting requires weapons..." he broke off as a grin crossed over his face. "This could just be my ticket out of dept with Demien." He turned to the parascope. "Hands to stations! Dive the boat! Parascope depth! And don't forget to raise the snorkel this time!"

"You heard the cap'in!" shouted the old man at the others as they scrambled about. "Seal all hatches and rig for dive! Get moving you bilge rats!" A few moments later, and all compartments reported ready. "Make depth 1-0 meters," the old man ordered, before turning to Kent. "Heading, sir?"

Kent was studying a chart. "Let's take this course," he said, tracing a line with his finger, "along their coastline, and keep an eye on what's going on. Hopefully, we can learn who's fighting who, and how desperate they are for weapons..."

The old sub, a diesel relic from a past war, slipped beneath the waves until only a pair of poles marked her location and headed in the direction of the Carbaré coast...

A sizeable mass of protesters had gathered outside the Presidential Palace following the recent bloodless military coup. They shouted slogans, waved placards, and made rude gestures to army personnel manning barricades which blocked the entrance to the Liberation Square directly adjacent to the palace. The blockade was crafted with sandbags, tanks, vans and armoured personnel carriers, with soldiers in-between surveying the situation. The protesters screeched their demands through loudspeakers, urging the military to release the imprisoned President Manuel Saavedra and his colleagues belonging to Popular People's Movement. The protesters also called for the resignation of the coup ringleader Lorenzo Águila. The army stood valiant, not moving an inch nor raising their weaponry. As their demands were obviously not being heard, the protesting chants demanding democracy had now taken the form of direct action, protestors began to hurl rocks, tree branches and anything else they could find at the barricades, but carefully avoiding to hit any soldier lest they make the protest turn violent. Still, the soldiers stood still as rock, not flinching in the face of an increasingly irate crowd.

The officer in charge of manning the barricades, Lieutenant Julian Villacrés sat against a tank in the blockade. He was in on the coup since day one of the planning, and expected protests in the days following the coup. Across from him on a foldable table, a radio crackled to life with the voice of General Lorenzo Águila, leading coup planner and de-facto head of state.

“Villacrés, this is Águila, come in?”

Villacrés jumped up and ran over to the radio, fumbling and dropping it in his haste.

“Villacrés reporting in, go ahead.”

“I am aware that a protest has gathered demanding for my resignation and Saavedra’s release. This will not happen under any circumstance. In order to show these Marxist devils this, I am ordering you know to disperse the protest by any means necessary. Águila, over and out.”

Villacrés conferred with other soldiers and decided for a course of action. They decided on using tear gas, arresting any protestor they could get their hands on, and in the case of severe violence, live rounds would be used. They made the preparations, gas masks were drawn over the faces and under their helmets, some soldiers grabbed the tear gas launches, while others affixed bayonets to their rifles.

The shouts and chants had now devolved into blood-curdling screams as the tear gas canisters came flying overhead. Many of the demonstrators did not expect for this to happen and were caught by surprise. Some collapsed, some tried to flee, but most were caught by the soldiers and immediately handcuffed and knocked out by the butt of the rifles. Seeing the course of action take a radical turn, the protesters that managed to escape the gas decided to redirect their crude missiles towards the soldiers. It was a mistake. As it was discussed prior, the soldiers flicked the safety switches and began firing into the crowd. In a matter of minutes, the once belligerent crowd fell silent as the soldiers mopped up the rabble with the power of steel. Many lay on the streets of Malqueras dead, others lay severely injured. Those who were injured were arrested and denied any access to lawyers or urgent medical care and promptly driven off in army vans.

We symphatize with your anti-communist cause and we also see how a nation just after experienced a coup can be unstable and chaotic, as such we'd like to become allies with you. We are willing to accept any detained communists and economically aid your country.

Allow me to first thank you for the offers of support and the sympathies. Unfortunately, it is not within the best interests of the Republic to hastily make any alliances at this given point in time due to the rampant Marxist plague, and as such we must respectfully refuse until we secure control over the country and order is returned to the streets. I must also notify you that it is in contravention of Carbari law to extradite any native born criminals. Perhaps in due time the circumstances will be different.

Manuel Saavedra, the ousted former president sunk his bloodied face into his chained hands as the guilty verdict was delivered to him by the military tribunal. It was nothing more than a show trial, the verdict was already determined prior. He endured torture and abuse at the hands of Águila's sadistic soldiers let loose onto him like a pack of rabid dogs following the coup, it was their means of enacting revenge for his despised and ruinous policies. Wincing in pain as the military guard present at the court dragged him into the foyer, he resigned to his fate. He was going to be executed and he knew there was no escape. Every bone in his body ached from the pains inflicted to him, he was denied medical treatment and beaten among other things for hours on end, he was sleep deprived and in terrible form in general. He was violently thrown into an APC and handcuffed to the seat, being kicked in the stomach by a soldier for good measure. The APC carrying Saavedra was to be escorted by the military with the highest security, the country was descending further and further into instability and civil chaos following the coup, just a few days earlier news broke to the world that the army mowed down protestors calling for the removal of General Águila.

Following a quarter of an hour's worth of travel, the convoy arrived to the city square without major disturbance. Some civilians threw eggs, tomatoes and other foodstuffs but were scared away with the brandishing of weapons, with the tragic end to the recent protest in fresh memory. In the middle of the square with a gathered crowd, a platform bearing a wooden pole and some rope was erected. It was the execution platform. Saavedra was dragged out of the APC, kicked several times again and spat on by army personnel. They forced him to walk up the stairs on broken feet. As he walked, some in the crowd cheered him on in defiance of the military rule, but it quickly died down as the soldiers once more brandished their weapons. Lieutenant Julian Villacrés, Águila's closest confidante and second in command was present in his stead for the execution, Águila knew it to be too much of a risk to his safety as much as he wished to see his foe perish before him. Soldiers affixed Saavedra to the wooden pole as Villacrés customarily read out the list of his crimes that he was convicted for and pitifully sprinkled a bottle of holy water on him. A potato sack was slung over his head.

"Men! Take positions!" Villacrés barked.

Three soldiers arranged themselves in a line, pointing their standard issue FN FAL rifles at Saavedra, while two crouched in front and replicated.

"Aim....Fire!"

The volley of gunfire rung-out through the streets of Malqueras once again, the crowd was audibly shocked, and Saavedra's lifeless body slumped as far forward as the rope binding would allow. To ensure that he was completely dead, Villacrés ordered them to fire another volley, and they did as ordered. Crimson blood spurted from his carotid artery and pooled on the floor. Saavedra was dead. The crowd was ordered to disperse, and Saavedra's body taken away in the same APC that carried him to his inevitable fate.

I like revolutions, love 'em, always down for 'em, provided they promote a Leftist cause.
From what I'm getting, this is anti-Marxist coup, either way, I do not like that.
But I'm not interested in intervening.

The helicopter blades sliced through the air as the small machine circled. It was a slender, white helicopter, its body gleaming in the morning sun as it descended, and eventually settled down on the Senate helipad.

The man who appeared was dressed in a black suit, with a silver bolo tie wrapped around his neck. The polished silver shone as the Senator hopped down to the ground and walked towards the building. His black hair seemed near-immune to the wind from the helicopter rotors, slicked back as it was with some of the finest hair product money can buy. Only a vertical scar along his left cheek marred his near-perfect appearance, but in a very real way it improve him.

Senator Brett Kargin, one of the leaders of the Nationalist Party in the Senate, was a combat veteran. The scar was a prominent reminder of this in every foreign policy debate. When Kargin advocated an intervention in some foreign country, everyone knew that he was not the sort that would advocate sending the men in uniform to danger he himself had never experienced. The scar was a constant reminder that Kargin had seen the worst of it himself, and had a first-person knowledge of what it was like.

This was part of what brought Kargin to the very position he would now fill – Deputy Chairman of the Senate Committee of Foreign Relations – which, in fact, would be the very reason he was flying in by helicopter, from his luxury home on Freedom Island.

The Committee would meet in a sizable room in the Senate building, with Kargin as its temporary chair (the Chairman himself was absent today, which was why Kargin had to fly in on such short notice). Seated on one side of a long mahogany table were members of the Nationalist, Compassion, and New World Order parties, whereas on the other side were members of the Libertarian and Conservative party (the Anarchist party did not have a Senator on the Committee). On the walls were portraits of various figures from history – some Allaneans, some Old Americans, some from other nations.

"Apologies, ladies and gentlemen." – said Kargin as he entered the room. He had been the last to arrive, and the table had already been set – with bottles of water and Red Rabbit, as well as various snacks.

"Please do take a seat, Brett." – the Libertarian Senator said, her voice cold. "It would be great if you got ahead to the business of the day." – she added, as her elegant, manicured hand reached for a small piece of chocolate. The metal plaque in front of her said SENATOR ELIZABETA DEMENTIEVA

"Ah yes, Lisa." – said Kargin. "You are in fact already getting started on the matter of the day."

"I… am?" – she spoke, with the piece of chocolate still in her hand. "Could you explain?"

"You happen to have a piece of Norington Select in your hand." – Kargin explained.

The Norington Chocolate Company was famous, principally, for producing several lines of extremely fine, and extremely expensive, chocolate – of which Norington Select was not even the most expensive brand.

"And?"

"You might know that the Norington Chocolate Company was looking to invest some money in Carbaré. There is apparently a local breed of cacao beans that they have been interested in,, which would allow them to create a new brand of chocolate."

"Do go on," – said the other Senator. "I find this matter fascinating." – as if to confirm that, she put the piece of Norington Select in her mouth.

"Ah yes. You understand, the Norington Chocolate Party had a round of fundraising to do this, and raised about fifty million in loans, just as a comrade named Manuel Saavedra won the election in Carbaré. Comrade Saavedra is a hardcore Marxist, and has won a landslide victory, which would have enabled him to carry out his program of complete land nationalization."

"That's… unfortunate." – the Senator said. "I'm assuming the people at Norington are upset."

"To be sure, yes. It's wholly possible that they will end up in a serious financial situation due to this… although not as bad as the people who actually live in Carbaré. For them there wouldn't be chocolates – not for anyone."

There was a pause as everyone contemplated the economic implication of a Saavedra Presidency.

"I'm hoping you're not asking us to authorize military action on behalf of the Norington Chocolate Company… or, even, on behalf of the people of Carbaré." – said the Senator. "As you've said, Saavedra had gotten elected… to try and fight not just a nation, but its people merely because the wrong guy got elected is at best difficult."

"And to do so on behalf of a small chocolatier's business interests is morally deficient," – said another Senator, a small, bearded man sitting at the left of the woman named Lisa.

"I appreciate your point, although I don't think you fully appreciate Norington Chocolate." – said Kargin to the smaller man. Several men and women on the coalition side of the table laughed. (The smaller man, George Wulf, was known for being anti-war). "The fact of the matter is that President Saavedra had already been overthrown. There's a new sheriff in town, or rather, a new General. General Lorenzo Águila of the Carbaré Armed Forces, has taken over the government in Carbaré as part of a military coup."

"Oh swell!" – said Dementieva. "A military anti-Marxist coup in a Spanish-speaking country, those never go wrong![/i]"

"Sadly that's true. The dual threat exists, as you are doubtless aware, that Águila will oversee a purge of Marxists – which will mean not just Saavedra and his co-conspirators, but anyone who is vaguely to the left of Águila, or anyone who so much as looks at him sideways. I don't have proof that this is what Águila is out to do, but I propose that the risk exists. Conversely, the risk also exists that Saavedra's supporters will engage in retaliatory violence – their revolution has been stolen from them, or so they believe. The country has been stolen!"

"They owned the country?" – Dementieva raised an eyebrow.

"In their minds, yes. That's the whole idea, isn't it? The country belongs to the people at large – that's what people like this believe. Not just the country's institutions or even culture – no, everything. The sun, the grass, the ground, the natural resources that are underneath the Earth. If there are private land owners, it's only because they had not yet been 'expropriated'… and in their minds, they had already made the decision to expropriate, they've elected Saavedra after all. In their minds, as much of a theft occurred as it would be in your mind or mine if Communists had arrived and stole our mansions."

"Yes, yes." – said Wulf. "Marxism is bad. But as you said, we have not the slightest idea what Águila will do. What exactly are you proposing?"

"Were I the boogeyman you imagine, or at least the one you portray to your supporters, I would be proposing air strikes on Saavedra strongholds or something equally as daft. However I am proposing something substantially different… and let me remind you that I do have the votes. And perhaps by the time I am done speaking I will peel off some of the opposition votes as well. Especially if we want to see more brands of Norington Chocolate in the future."

I appreciate that your country is currently in dire straits, partly due to the threats of international Communism, and partly due to the economic issues your nation is facing. Partly because of the fact we have some investments we wish to protect, but really because we do not take pleasure in another country falling under the chains of world Communism (and because comrade Saavedra's economic program would doubtless cause mass starvation and the deaths of literally tens of thousands if not more), we hope to work out cooperation.

Two important questions need to be answered:
1) What are the key problems your nation faces?
2) How do you plan to meet them?

As such it would be ideal if you outlined your plan to us before we send in assistance.

I also would like to receive your permission to send a committee of inquiry (consisting of various experts from my Ministry, chiefly economists, statisticians, and the like) to look into the problems on-site.

None of this should be read to say that Allanea is not willing to offer military, or financial, aid. A team of instructors is being prepared, and of course a financial package is being worked on, but more details are required before we set to work in earnest.

Pilipinas and Malaya openly condemns the interference of the military in the national elections, which is a fairly conducted election and to the satisfaction and approval of the people of Carbare (unless proven ortherwise with relevant evidence in the future). We request that nations of the international community look down upon this clear infringement of the rights of these citizens to vote for whoever they want by the military junta. As such, we condemn the Carbari Armed Forces and request that they reinstall the chosen president of the Carbari people, Manuel Saavedra.

If the armed forces do not comply, the nations which have aligned with ours and that of our own have chosen to stop selling arms of any kinds and freeze all assets of high-ranking military members within our countries and companies that agree with our message.

It is indeed true that our once great nation has fallen into chaos and a state of emergency due to the peril that the previous administration placed us in. 1. The number one problem that Carbaré faces in this day and age is the spectre that haunts the world, the filthy tentacles of the Marxist ideology. With the failings of the previous Presidents of the Republic, the ideology gained popularity among those affected by repression, economic mismanagement resulting in widespread poverty and a large economic gap of inequality, the downtrodden and the Indian groups native to our many jungles. The people in their ignorance of its evils fell into a trap and overwhelmingly voted for the openly Marxist degenerate Manuel Saavedra and his party of subordinate, mindless drones in the recent election. That is where senior officers of the venerable Carbaré Armed Forces decided to formulate and implement a contingency plan which resulted in his downfall. He did not solve economic inequality, he did not feed the poor, he did not end the poverty, nor did he uplift the state of the downtrodden and forgotten about members of our society. He has since faced the courts for his crimes, and has been executed as per the law of Carbaré, which states the penalty for treason is death.

Marxist groups professing loyalty to that deposed traitor have openly declared war on the Armed Forces in the wake of our seizure of the organs of governance. It is only expected, Marxism perpetuates an ideology of hatred and loathing of those who have accomplished something with their lives. Our intelligence, which we are comfortable to share limited details about with you state that they are hiding like the rats they are in the jungles and mountains all across the nation, particularly in the central provinces. We will be making moves against them with zero tolerance in the coming days, weeks and months. If any Allanean investments are in the central provinces, we offer our hand to protect and keep safe, as well as allowing Allanea to undertake any security measures seen fit.

2. We intend to tackle the Marxist cancer that has festered in our nation by eradicating it in the consciousness of the people, and by bringing down the full force of the law onto those that wage war against the Republic and terrorise the innocent. The Armed Forces plan to make public to the general populace the crimes of Saavedra soon, particularly the spate of state-sanctioned violent mob attacks against Carbari mine operators, farming families, and those who refused his proposed wealth distribution laws. We will also make public Saavedra's corruption, taking bribes from the drug cartels operating in the Republic to ignore and avoid their criminal activities, as well as his siphoning of public funds to his own personal bank accounts. As I previously stated when assuming administration of the country, we absolutely do not intend to pursue anyone for their ideology, nor sympathy to the former regime. We seek only to bring those who wage war to justice, and to erase Marxism from the thoughts of the people through non-violent, educational ways. We are by nature a freedom loving people, and it is this freedom that the Armed Forces intend to restore.

"But I understand that you have some misgivings about helping this General Águila, Julio?"

Grand Ambassador Julio Ordóñez, the Chief Analyst for Latin Civilizations, spoke up. "I've looked at this letter. There are some expressions in it that set off alarms, in my mind. Such as the use of degenerate. I fully understand that this General Águila is facing serious problems – one of them being the fact that millions of people in his country have voted for Saavedra. But I also suspect he's going to be the type to solve them through mass-murder – we've seen people who used literal cannibalism as a solution for Communist resistance. It works badly at best, and most of the time it doesn't work. More importantly, if we become involved as a country, we might be blamed for whatever atrocities Águila and his people commit. So any involvement we have must be in the context of us attempting to restrain the… let's call them, the Águilaros from flipping out in blood rage like they're the Marine from the Doom games."

I appreciate the difficulties your country is operating under. I propose that my nation assist yours in resolving some of the issues you have. Here are the solutions I propose:

1) The biggest problem, no doubt, is the fact that millions of your countrymen have voted for a political party that – beyond any ideological disagreements which I have with it – has been tied to a range of acts of violence against their countrymen. This speaks to a range of serious underlying problems, and I propose to you that we cannot defeat the threat of terrorism and revolution in your country without addressing those problems. I propose that the Free Kingdom organize an aid package for your country, both composed of civilian and military aid, coming from both private charities and public agencies in Allanea (and perhaps in nations allied to it).

Here are some of my proposals:
a. To deploy a small force of epidemiologist professionals to fight malaria and other diseases. Our preliminary research suggests malaria may be a serious problem in rural Carbaré. Should we succeed we'll likely save thousands of lives and win the people's good will.

b. To cooperate with the Allanean charity Tech 4 Development to improve the education and communications infrastructure in your nation using market-based, charity-based approach.

c. To deploy a team of MoFA economists to assist your nation in promoting market-based reforms to engender economic acceleration.

d. To print and distribute economics education material in cooperation with the University of Concord, Liberty City and various reputable private organization.

2) The Ministry of War shall submit, to the Capitalist International (an organization in which Allanea is the leader-state) a request for equipment and financial assistance for your armed forces, and upon its approval you will receive substantial aid.

3) The Ministry of War shall also deploy a small force to assist your government to combat the terrorists, and share with you some of our satellite reconnaissance and other intelligence data.

MALQUERAS — General Lorenzo Águila today made his second address to the nation after the events of the coup. Appearing in full army uniform, he was calm and collected, but his rhetoric once again fiery. The speech comes following the army firing on peaceful protestors in the streets of Malqueras, and also come following the public execution of deposed President Manuel Saavedra. Political analysts both national and foreign say that the prompt execution is a dark warning for any professing allegiance to the former regime and the myriad of Communist organisations operating in the Republic.

The transcript of the speech has been reproduced below.

"Today, I return here before you with renewed faith in the future of Carbaré. I come invited by the Guardia Civil, which is a new organisation formed only tonight, as an independent and responsible movement of the Carbari populace, who wanted to align their commitment to the defence and historical projection of November 27, joining it with the everlasting example of patriotism that is represented by the valiant Armed Forces.

My soldier heart revives with deep emotion the insuperable courage of our soldiers and of the other Carbari young men, who, alongside them, in the midst of the peril of the Communist administration, demonstrated through their sacrifice that our Homeland and the permanent values of the spirit are above any personal sacrifice that its defence may demand.

My spirit as General of the Armed Forces is filled with justified hope as I see that today’s people has not failed to acknowledge the seal of eternity and commitment held for the next generations by the blood spilled by our martyrs, as they thought in Carbaré’s future greatness. As it is apparent, there was an incident following the events of November 27. Communist drones had gathered, in defiance of a curfew, in defiance of the military order, and in defiance of peace and stability. In their rage, they made the rash decision to attack our defenders of the Republic. I will say now, those who have harmed our army-men in the immediate hours of the coup were dealt with, and dealt with justly.

In the circumstances surrounding the wake of this incident, all senior members of the Armed Forces decided to put the murdering, treasonous Saavedra to justice. As you may, or may not know, he was put to the firing squad on the 30th of November following the verdict of a military tribunal, which was guilty of treason, mass-murder, corruption, embezzlement, and moral indecency, and now he is facing the torment for his crimes in the world to come. I will also say this, his crimes are many, his thefts are many, his sins are many, and his demise was warranted.

To those in the international community who decry our Armed Forces, who decry the events of November 27, and who decry our mission as stated in the Oath of the Soldiers, we do not have time. We do not have time for the condemnations, we do not have times for the demands and we certainly do not have time for the ultimatums. For as long as I am alive, I swear by Our Father in Heaven, that the Marxists will never gain power in our beautiful Carbaré, their cancer will be treated with the sword of Justice, and their crimes will not be forgiven.

Let me also announce, as it has been decided by all senior members of the Armed Forces, Lieutenant Julian Villacrés of the Air-Force, Grand Admiral Alonzo Alemán of the Navy, and Colonel Elías Berganza have agreed that I, General Lorenzo Águila take in the full reins of power and organs of state, and assume the sole authority of governance in the Republic until the Marxists have been dealt with.

Operation Bat Wing

The first Allaneans to arrive in Carbaré in any official capacity were soldiers – members of EMERCOM, the Emergency Command of the Free Kingdom Armed Forces. They were seasoned warriors in their own way, and some of them had been shot at before. But their true calling was to fight against mankind's most ancient enemy – Stepmother Nature herself, with her avalanches, blizzards, and diseases. Here they were to participate in what the Free Kingdom had already dubbed Operation Bat Wing . The name was transparent on purpose – just as the bats devour mosquitos, so would the Allaneans destroy these insects as well.

For this purpose, several propeller-driven aircraft had been flown into Malqueras in disassembled form, and rapidly put together by the Allaneans, on a small civil aviation runway near the city's main airport. A small force – no more than was needed to maintain the aircraft themselves and keep them flying, and armed with only the most basic weapons.

The aircraft themselves were unarmed – although they could potentially be armed, if it was so necessary. For now, they carried no weapons, and their payload was limited to cameras, a small radar, and, substantially, cropdusting equipment.

A suspicious person would believe that Allaneans were secretly plotting to deploy chemical, or even biological, weapons against the Communists.

They would be half-correct.

Chemicals and biologicals would indeed be deployed, but not against the communists. The aircraft would be filled out with pesticides – a chemical one, intended to strike the mosquitoes' nervous system and a biological one, intended to infect and kill them. Both had been certified safe for human beings.

Another weapon would be delivered to the hospitals in Malqueras. The weapons were offloaded off a civilian plane flying into Malqueras at 10 AM in the morning, and were in the hospital by three – delayed mostly by traffic jams. They gleamed in their packaging – thousands of them, endless tiny bottles with silvery caps. Those cost the Allanean government perhaps a dollar or two each – and yet they were beyond price. It was a weapon known by a complex multi-digit cost – but also simply as the vaccine.

A young man going by Lieutenant Alexei Slonimsky (but also, among his friends, simply as "Slon"), oversaw several of his troops as they carried the vaccine into Malqueras' largest hospital. As he saw a a man who looked like a doctor, he approached him.

"Sir? Senor? Senor doctor? Forgive me, I don't… don't really speak… no habla. I hope you speak Common? Russian? I have brought in ten thousand doses of malaria vaccine. It's safe for use in adults in and infants. Can I talk to your director? We should start issuing these as soon as we can. Who can I talk to?"

Operation Spearfishing

After some internal discussions with CAPINTERN leadership, aid from CAPINTERN's deep emergency stockpiles began to arrive. The equipment was so far innocuous in nature, but a competent force would know how to leverage it – crates of high-resolution action cameras, jungle boots, uniforms, and the like.

The small force Allanea has promised to deploy was, meanwhile, being prepared for action in Allanea itself. The exact size and composition of the force was still being debated, but Allanean officials already began calling their counterparts in Carbaré itself, and picking out a location for the deployment. What would be chosen would be a patch of ground near one of the major roads leading to the entrance to Malqueras, and – for those who would need to work directly with the nation's government – a hotel near the city center, which would be rented in its entirety.

After recieving confirmations from the House of Datus and the Grand Parliament (although the some representatives objected due to their ideological beliefs) , and approvals from the appropriate ministries, the Prime Minister, Right Honourable Darryl Soliman, decided to push through in applying sanctions to the Carbari Armed Forces, a force which violated the rights of the very citizens they swore to protect, even though they had good intentions in their minds.

A considerable majority of our allies have decided to join us in our actions. We will pnly recognize the government of Manuel Saavedra as the sole legitimate authority in Carbare.

The Grand Republic of Bondel understands the views of Karl Marx are dangerous and threatens the very freedom we hold so dear. You have one day, 24 hours, to release all incarcerated journalists and citizens that committed non-violent crimes in relation to the coup. You must set a date to hold formal elections, and you must allow Bondan peacekeeping personnel into Carbaré.

The Free Kingdom of Allanea shares the Supreme Chancellor's many concerns. However, we have multiple caveats regarding these demands:

1. We ask that, rather than issuing a deadline of 24 hours (a deadline that would be not feasible to comply with if General Lorenzo Águila has instantly, upon receiving your message, agreed to it) for the full implementation of prisoner release, you issue a more reasonable deadline, perhaps a deadline of one week to the beginning of prisoner release, and another week to its completion) (consider the many issues involved in both internal discussion of such a decision and its implementation).

2. We ask that, should the decision be made to wage war, you allow for the peaceful evacuation of Allanean troops who are currently assisting the government. We do not wish to be involved in what will doubtless be a senseless, and bloody, conflict, that will inevitably cost many lives among the population of Carbaré even assuming you prevail rapidly.

3. We propose that an election timeline be worked out, incorporating the interests of civil society in Carbaré, the international community, and the necessity to fully suppress Marxist-Leninist terorrist conspirators. Ideally, we believe, multilateral negotiations should be held to organize the precise timing of the election.

The EUL has kept quiet on the coup d'état made by the armed forces in hope to see a peaceful transition, but with the recent events unfolding in Carbaré, a peaceful transition looks impossible, now the Empire of Union and Liberty is willing to intervene as peacekeepers to help civilians caught in the middle of the nation-wide uprising, and provide but on certain conditions.

1. Once the Uprising is over, the military must begin a transition of power can be given back to the people and democracy restored.

2. Captured revolutionaries are to be treated like Prisoners of War, must be well treated and once the uprising is over, they will be given a fair trial

3. the Geneva Convention must be respected, any CAF officer or NCO giving orders that are considered war crimes will be arrested and will stand trial for war crimes.

We have received your concerns in the Armed Forces here in the Republic, and we do completely understand that your concerns are just. However, we do not agree with your blatant belligerence and your decisions to enter Carbari waters with a fleet of warships. I will only warn you once, Mr. Anthony, do not entire Carbari territorial waters or you will come to regret it.

We absolutely cannot release any detained persons, for the have broken the curfew and acted in defiance of the martial law that the Armed Forces have implemented in the wake of the chaos. I do personally assure you, Mr. Anthony that they are being treated well, and they will be released when the time is right. As for the manner of elections, this date cannot be determined. The nation is in dire straits, Marxist terrorists roam the countryside and enact their violence on the innocent, an election will only allow them to concentrate their thirst for destruction with horrible results. Make no mistake, I do not intend to hold power for life, I swear by the Almighty God that the Armed Forces will return the reins of power to the people of the Republic, but that time is not right.

Natasza sat in her office, It was a simple office with oak fixtures. Behind her was a window viewing the expanding city of Andrzejów, either side of the wind were two flag poles with the Republic's flag hung on them. The office was perfect, not a single thing was out of place or out of order. Natasza was planing for Exercise " Electron 39 ", She had a map of Livonia and she was currently reading a report from her chief adviser to the Livonian Defense Forces: Colonel Oskar Konkol. He had laid the groundwork allowing members of NATO to come to Livonia and train together in the Nadbór region. This was an important military exercise and something she had pushed in her election. She would work hard to make sure it came to pass.

Suddenly there was a knock at the door and Kamila's eyeshot up at it. Viewing her room on either side of the room were lines of shelves filled with books. There were two couches just in front of them with a coffee table in between them. Even with all that was in her office it wasn't cramped but it was cosy, and she was alone. Usually, there would be an aide going trough documents for her at the coffee table or simply waiting or passing the time reading a book until they were given a task. Today was a slow day at parliament so she was without her aide-du-comp today.

"Enter" she shouted from her seat. Five men entered the room, One was immediately recognized as a member of International Development & Aid Project (IDAP), a non-governmental organization which is specialized in rapidly responding to humanitarian disasters, by the black and orange polo they were wearing. Located in the Netherlands this person was the representative from IDAP to the Livonian Government: Robert Okoniewski. The second was a Colonel Oskar Konkol, wearing his LIVPAT (Livonian Pattern) distinctive "geometric" woodland camouflage pattern uniform, the Livonian Flag Velcro-ed to both upper arm pockets. There was a small Identifier patch under the flag of wolf's head about to bite down on a five-point star, this Identified him from the 1st Mechanized Brigade, 5th Battalion. He also wore the grey-blue beret with the same wolf emblem made into a stitched "cap badge". The third person was Natasza's trusted friend and confidant: Edmund Grzybowski, Livonia's Foreign Affairs Minister. The other two men were soldiers from Kamila's protection detail. Both wore LIVPAT uniforms with the MSBS "Promet" bullpup assault rifles with under-slung L6/12 Shotguns. Natasza nodded to them and the guards stepped back outside and closed the door.

"Hello gentlemen, " Kamila started looking at them. "Please take a seat, tell me why you've come?" She said rising from her seat.

"The Republic of Carbare," Oskar said immediately, "Things have... heated up over there so much so it would be in our best interests to have a serious talk about it." Natasza raised her eyebrows. Livonia had been well aware of the situation in Carbare. With a hard-line Socialist leader was voted into office: one Manuel Saavedra. The country would be on its way for some social reforms, ones that would most likely worry the Livonian people as a whole, considering the Livonian people's history.

"Carbare?" Kamila said as she rounded her desk not taking her eyes off of Oskar, Trying to read him.

"There was a Military Coup... from our sources they have killed Manuel Saavedra, " Oskar said. "Teams are ready to take advantage of this and gain access to their networks. We are leagues ahead of them in terms of this and we will be able to view the country without the... black ink that you would normally get from nations of this ideology. It's no different than the Armed Republic of Altis and Stratis."

"We Don't Know That." Edmund cut in. "Altis and Stratis was a military-backed dictatorship, The military now owns Carbare. Plus Altis had CSAT breathing down their necks there is no way of knowing that."

"They could or the could not." Robert regarded both of the government officials sceptically, "Minister Natasza Palka, If you allow IDAP to draw on your volunteers again. We can get some eyes on the situation, and hopefully deliver relief to the country." Natasza levelled a glare at Robert witch made him wince. He was the government's connection to an organization that allowed Livonia to do more around the globe that what they would normally be able to. However, Robert had a different mindset and wanted to take advantage of the organization to forward his intentions that didn't line up with hers.

"What will the LDF need Oskar." She said which Oskar replied with shock but responded regardless. "We will need your word in writing to allow us to start making inroads in Carbare back channels. I would not be surprised if we come across any war crimes to push the need for a Task Force of Pathfinders to go in. Once that happens we could hopefully come up with enough evidence to allow a Peacekeeping and training group to be sent by NATO and the LDF to organize the country."

There was a long pause as Livonia's prime minister lowered her gaze to the floor. She knew little about Carbare apart from what she had gleaned from the debates during the elections. She was unable to learn anything else from the recent news. Not that any of that would've mattered as according to Oskar, this had all drastically changed. This plan Oskar was promoting would give her the information she needed to make a sound decision on the subject as well as learn more basic information of the past few weeks.

"Okay, you have my support, Oskar," Kamila said. "But keep me informed I will write up a draft tonight and parliament will have it in their mailboxes tonight and we will have an idea of the Yey's and Ney's by tomorrow morning." The group of men then silently left Kamila to her thoughts. Once they had left she leaned up against her desk and glared at the door trying to drill a hole through it.

With the country in disarray, they would be able to lock in access to the Carbare information highway, at least the lower classification tiers. The higher tiers wouldn't be active I would suspect as they think they are dealing Socialist backers trying to get into their systems, not teams of military-grade hacking software and specialist personnel. They would be able to grab actionable intel within the week. Natasza sighed and rubbed her eyes. "I need to get back to Electron 39, this can wait until something happens."

OOC: Carbare, you can take this as my nations attempt at hacking into your Civil hardware systems, or anything with a camera not locked in military encryption. I would call this Tier 5 encryption, while Tier 1 would be Political secret messages and such. Military encryption being halfway in between. I leave it to you to tell me what information I have gleaned from this intrusion. You could tell me in PM if you wish and respond vaguely here for everyone else. Whatever works for you. Cheers!

The Department of Defense of Imperium Americae Roma in coordination with the Central Intelligence Agency has been tracking the security situation in the Republic of Cabare and monitoring all relevant governmental communiques of involved parties following the overthrow of the nation's Marxist government by a right wing military coup, Americae Roma has been hoping for a peaceful transition of power in the Republic of Cabare yet recent developments occurring in the nation could suggest otherwise, due to the geographic proximity of Cabare to the North American mainland of Americae Roma, Americae Roma is deeply concerned about the security implications of a destabilized Cabare, in light of this, the Navy of Americae Roma will now deploy a Carrier Strike Group consisting of a Nimitz Class Aircraft Carrier as well as Arleigh Burke class destroyers, Ticonderoga guided missile cruisers, converted Ohio Class cruise missile submarine, Wasp Class Amphibious Assault ships and Iowa Class Battleships off the coast of Cabare in international waters as a military forward presence, several Air Force fighter, bomber and UAV squadrons will now be placed on high alert, the 22nd and 26th Marine Expeditionary Units paired with supporting Marine Armored, Logistics and Aviation assets will be mobilized and relocated to an undisclosed forward operating base in the Caribbean Territories. To the Department of Defence,

We thank you for willing to work with our venerable Armed Forces in the containment and purification of the Communist disease that has grown unhinged in our Republic for too long. I believe it would be wise for the aircraft you have deployed in international waters to conduct surveillance and intelligence gathering flights over the jungles and mountains in Carbaré, as that is where internal intelligence has determined that the Communist terrorists base their operations and numerous compounds are to be found. Carbari forces plan in the next few days to conduct a deep strike at a high-importance Communist target. American assistance would be most welcome.

We will say about your reports, they have been detained for violating the curfew and state of martial law that our Republic finds itself in. The detention is not indefinite, nor will a trial be needed as there is no prospect of jail time. It is merely a corrective, disciplinary temporary detention and they will be released unharmed in the days to come.

Salato was a beautiful city located in the heartlands of Carbaré itself, surrounded on all sides except its north by mountains and dense jungle. The city was an entertainment hotspot, full of cinemas, cabarets, casinos, you name it, Salato had it. Salato also had the headquarters of the Popular People's Movement, and also was the base of its supporters. A column of three troop carries sped their way through the bustling city, approaching the PPM headquarters on orders from the General himself. The soldiers being transported carried live weapons, grenades, breaching charges, and even rocket launchers. They anticipated the worst. However, these were no ordinary soldiers. They belonged to the newly formed Guardia Civil paramilitary organisation, specifically created to locate and apprehend Communists while the army were busy fighting them elsewhere. As they were not an army per se, they enjoyed special immunities from the law when it came to certain “tactics”. The headquarters of the PPM was an inconspicuous building, it only bore a flag of Carbaré hanging from a flagpole and a letter-box outside. It had a single door at the front, and two windows on the second storey. It did not bear any insignia nor naming, it was taken down following the coup. The Guardia Civil troops filed out of their transports, they were clad in all black uniforms, steel toed boots, balaclavas and spray-painted black steel helmets.

Before they entered the building, the surrounding perimeter was secured. Nearby civilians were ordered away, and yellow tape marked the boundary of the operation. A sniper and his spotter made his way through a building directly adjacent the headquarters and set up position. Overlook was a necessary advantage, the Guardia had no idea how many people were inside and if they were armed or not.

The soldiers made two lines outside the PPM building, one to the right of the door, one to the left. The operation was go. The commanding officer made the signal, and kicked in the wooden door.

“Guardia Civil! On the floor!”

Several civilians were in the building, and immediately complied. They dove onto the floor only to be handcuffed and a blinding sack forced on their heads afterwards. The interior of the first floor had propaganda posters, Communist symbolism, leaflets, fliers, and open notebooks. Before the contents could be perused, the building had to be secured. The soldiers made their way up the staircase which lead to another door. There was no doubt that if there was anyone behind it, they knew the Guardia was there. The troops formed themselves into a single file line, and kicked the door in. They walked right into a hail of gunfire. The commanding officer had his brains splattered onto the soldier behind him, who in turn was shot multiple times in the chest and collapsed thereafter. The remainder of the Guardia took cover at the bottom of the staircase, and behind the wall near the door-frame.

“Guardia Civil! Stand down immediately!” a soldier roared. He was the now the highest senior ranking soldier in the operation, and therefore was now the de-facto commanding officer. He got no response, only a volley of gunfire. He looked at the soldier to his left, also braced against the wall, and motioned for him to throw a flashbang. He made it clear to the men at the bottom of the staircase to advance after it went off and to use lethal force.

A blinding flash of light erupted in the second storey as the flashbang exploded. The rest of the Guardia Civil advanced into the room and fired at the armed inhabitants with cover from outside sniper fire. The effects of the flashbang dissipated as the troops took cover behind overturned tables, couches, walls and shelving. The commanding officer peeked his corner and briefly sighted three armed belligerents, the only ones left he thought to himself. He radioed into the sniper team,

“Overwatch, this is Condor, copy?” he whispered, with a slight hint of anxiety in his shaky voice.

“Overwatch, copy.”

“Requesting visual on three armed combatants, over.”

The sniper team scanned through the window and could only see one combatant, crouched behind a lectern. He had a grenade in his hand and a pistol in the other.

“Condor, this is Overwatch. Visual on one combatant confirmed. Permission to fire, over?”

“Fire at will. Over and out”

The bullet shattered through the glass and comfortably lodged itself into the neck of the combatant it was aimed at. A fine crimson mist painted the wall as the combatant fell dead. The chance of the Guardia killing the rest of the combatants was high, and the rest of the combatants were highly demoralised. They surrendered. They befell the same fate as those on the first floor, cuffed and blinded. They were lead downstairs to the rest of the detainees, and thrown into the trucks that drove the Guardia here not long ago. They drove off to prison complexes as the Guardia contained an amassing civilian crowd and finished the operation.

A thorough search of the building was now in order, particularly the journals on the entry level. The soldiers picked them up and scanned through them to discover an alarming plot. It detailed a plan to commit a terrorist bombing in the heart of Malqueras itself, a car bomb directly outside the Presidential Palace which aimed to create chaos so the Communist insurgents could break their way into the palace and ideally assassinate General Lorenzo Águila. The journals were seized, photographs taken and sent to the Guardia evidence lockers. As well as this, the Guardia phoned into the General’s office, making him aware of the foiled assassination plot as soon as possible.

The operation had been a success, but not without its losses. Two Guardia members lay dead, and a sinister plot to kill the new leader uncovered.

Sooner than anticipated, Col. Konkol and Edmund had returned only day and a half later. They sat down on the two couches in the centre of the room and gave her all the information they were able to dig up from the electronic probe. A few key previous events were brought to light which would allow the need for a deployment to be made. However Col. Konkol would have to convince Natasza and Edmund of their importance and the need for a pathfinder strike force.

"First and foremost General Lorenzo Águila," the Colonel began. "Has made short work of the idle international community by consolidating power and removing the power in his so-called "terrorists". When Manuel Saavedra was voted into power It was a landslide, an overwhelming majority wanted the socialist ideals that Manuel was giving them. As you can tell the Military didn't, and with almost fanatical fervour they struck him and his Chief Justice Alonso Gutiérrez."

"We hear nothing but the rhetoric that should come from a theocratic leader than a general. but that is more of a side note, the really interesting parts are what follows his speech. Regardless of his speech mass amounts of protestors form at the front of the Presidential Palace protesting the "release the imprisoned President Manuel Saavedra and his colleagues belonging to Popular People's Movement" and the "resignation of the coup ringleader Lorenzo Águila." This was a reasonable peaceful protest nothing too heavy. Then some people started throwing rocks and sticks at the barricade."

"Did the protest turn violent?" Edmund asked.

"It shouldn't have." Colonel shook his head. "according to some footage we were able to hack together." he placed a tablet in front of Edmund and Natasza "It turned ultra-violent," The colonel stated.

They were packed together in union for their captured leader. They had no intention of leaving. Yelling and shouting at the stalwart defenders of their supposed new leader. Yelling and chanting at the soldiers. some of them picked up rocks and threw them at the sandbag barricade. Bundles of twigs, branches, an old tire and other garbage were thrown at the barricade then for the first time the soldiers moved. Most chambered rounds into FN rifles, and they pulled on their gas masks. some of the more prepared protesters poured water on bandanas and wrapped it over their faces. Three of the soldiers on the barricade threw small steel canisters at the crowd. The whole group lurched backwards in shock. They were unable to retreat fast enough to avoid the almost simultaneous pops of those canisters and the clear gas billowed out of the three canisters which turned the generally peaceful protest into blood-curdling screams of panic and disorientation.

As the crowd retreated most fell and succumbed to the gas falling to their knees and gaging and viciously rubbing their eyes. A section of soldiers ran out from the barricade and grabbed people from the crowd and pulled them back handcuffed. One of the more prepared protesters sidearmed a rock hard enough to bounce it off one of the soldier's heads dragging one of the protesters back in handcuffs. unfortunately, the soldiers on the barricade fired their FN rifles into the crowd. Several people fell immediately clutching their wounds the remainder of the protesters fled rapidly ducking into houses, backyards and alleyways to get away from the soldiers. The man who carried his phone to the protest and filmed it had ducked into an alleyway and continued to film by sticking just his phone around the corner. he saw the wounded and the dead collected and unceremoniously dumped into Military Police van's and carried away. Then almost robotically the soldiers cleared the barricade of debris and took up their positions again. Then the video ended with a Livonian Evidence file number and the name of the person who collected the data.

"Dear God..." Edmund whispered.

"Normal anti-riot protocol is buttons, shields and non-lethal deterrents," Oskar sighed. "Not 7.62 Calibre rounds. If Lorenzo Águila is capable of this, there is no telling what he is doing behind closed doors. However, believe it or not, there is more."

Natasza reacted for the first time since the beginning of the conversation and looked at Oskar. He sadly shrugged in response. "I wish it wasn't true but we found this late yesterday afternoon." Oskar grabbed the tablet and flipped through some minor videos taken from the Cabrera Civilian Network. Again it looked like a Cellphone recorded images. "These images were taken on the 30th of November last month. In Malqueras, this man, we believe to be Manuel Saavedra was beaten and publicly executed."

"From these images, we can't tell if it is Manuel himself as we can't get a match from the degraded quality of the images," Oskar continued. "But we can tell he had been treated poorly to the point of breaking his feet so he couldn't run away under his own power, the bruises and contusions on the exposed skin show malnourishment and repeated beatings. To top it all off how the soldiers are treating the prisoner and correlating the rhetoric spoken by Lorenzo Águila, I would hazard a guess this is Manuel Saavedra and he was brutally treated before his public execution."

"Damn them," Natasza said quietly, "That is no way to go out. Even we fought against the soviets during the occupation but we never did this to them"

"I concur," Edmund nodded in agreement.

"There is more," Oskar winced at the reaction from both Edmund and Natasza. "This is more public knowledge but important for my last section of evidence. General Águila had made a speech on December the 5th. He himself confirms that he did have Saavedra killed and that he has developed a group called Guardia Civil, a paramilitary group with the sole task of finding and eliminating the Popular Peoples Movement the majority party that Saavedra led. Going against what he said in his first speech. His rhetoric again sounding someone devoted through religious fervour than a military dictatorship which we should be expecting from this. He names three of his top officers by name in this speech and takes the reins of the country himself. The Intel group so I have been told has started making a Deck of Cards when referring to these certain individuals; King of Clubs: Colonel Elías Berganza. we think he is now leading the ground forces, unsure if he is also in charge of the Guardia Civil, King of Hearts: Lieutenant Julian Villacrés this is the head of the Airforce however we have images of him commanding the soldier at the riot on the 27th and the execution of Saavedra. his rank doesn't suggest a large airforce so I suspect the actual head of the airforce is someone else until then we will keep him at his current level, King of Diamonds: Grand Admiral Alonzo Alemán Leads the Navy we know very little other than his name and rank. We can speculate even less according to Intel but we are ready to make inroads through the electronic warfare side of things."

"Good," Natasza nodded, "So what was the other point?"

"Ah yes," Oskar said suddenly, "Sorry the Intel gave me a lot to cover with you I want to touch on everything." he then admitted.

"The Guardia Civil came up on our radar this morning," Oskar, "Just before noon today the Guardia Civil had its first smash and grab, A unmarked house was attacked in Salato city, in Carbaré's central region. They arrested a group of people there but also were attacked upon engaging the building, someone inside the building engaged the Guardia Civil during the raid."

"How did we get this information?" Edmund interjected.

"During the morning hours, we got a hold of an increase of civilian messages in the Salato area. Intel committed some personnel to follow up and managed to get a backdoor into the civilian channels at a nearby network junction. Salato is a large city and seems to be an entertainment hotspot. We did a word search and got a sentence that was used multiple times. "Guardia Civil en movimiento, encerrar y esconderse".

"Ah... Spanish," Edmund sighed, "not my strong suit..."

"It roughly translated, Guardia Civil was moving in the city and to go soft."

"Go soft?" Natasza questioned?

"Ah military jargon," Oskar admitted, "To lay low, don't draw attention to yourselves, lock up and hunker down. which in this case we were able to piggyback onto cellphones and phone lines to other phones from our backdoor. which got us the Popular Peoples Movement network in Salato. Which from there we listened and found one of the HQ's or Propaganda houses were hit. We were able to connect to that building and we listened in on the phones plugged in and heard for the most part engagement in the house."

"Ah I see," Edmund nodded gravely.

"They were quiet and surgical after the PPM forces at the house were pacified. I could only assume what intel they gleaned from the building." Oskar admitted. "However, according to Intel we got a major boon to our hacking techniques and should be able to go the next level up. Tier Four encryption would be the Guardia Civil paramilitary organisation's Networks and such. However, this would be the first steps into their militaries networks so Intel wants to test the waters before committing ground assets, My Pathfinders to the cause."

"I see," Natasza said, "Well you have my vote to go ahead with that we need to know more."

"I agree," Edmund copied, " Lorenzo Águila is worse than what would have happened if Manuel Saavedra was in charge."

"Okay, I'll pass it along then," Oskar nodded.

OOC: With this post, The Republic of Livonia, Will attempt to gain access and bypass anything that would be under Tier Four encryption. They will be focused on Guardia Civil paramilitary organisation's Networks, Radio Channels, Base's and any orders the should receive. The Livonians will employ the same abilities as before and adding VPN scrubbers to mask their IP locations to avoid suspicion. I would suspect this would get on the Carbaré's counterpart to my Intelligence branch and take notice. (However, that is purely up to you Carbaré)
