Identic note to the Governments of the Republic of Turkey, the Arab State of Khataiy, the Syrian National Coalition & the Autonomous Administration of North and East Syria (Rojava) regarding the deterioration of the strategic situation in northern Syria, and emergent infighting amongst anti-Assadist forces.
To whomever it may concern,
Her Majesty's Government has been keenly observant and particularly involved in the situation in Syria. It is important to us, being particularly invested in the maintenance and reinforcement of the international legal order, that justice can be done against the Ba'athist regime in Damascus. The liberalisation and democratisation of Syria, and the protection of the rights and freedoms of the Kurdish minority in northern and eastern Syria are significant to the continuing regional stability of the Middle East. The United Kingdom has keenly worked with regional partners including the State of Israel, the Kingdom of Jordan, the Republic of Iraq, the State of Kuwait and the Sultanate of Oman in keeping keen observation of the situation and providing limited support to groups acting against the Assadist regime.
Her Majesty's Government is engaged in considerations as to how the United Kingdom can intensify and increase its involvement in light of the need for further stabilisation and further resources in order to ensure a transition to democracy in Syria, the protection of minorities, and the insurance of civil liberties. Military options are being included in those considerations.
Pursuant to the interests of sustaining the international legal order (with regards to international accords on chemical weaponry) and sustaining human rights, stability and security in the Levant, Her Majesty's Government urges firmly all parties to desist from attacking each other. Such distractions from the real enemies of peace and justice demean our efforts and damage the trust that exists between Western and Middle Eastern partners.
Turkish and Khataiyi forces are firmly urged to desist from further attacks against the Kurds. Kurdish forces are firmly urged to restore cooperation agreements with Syrian opposition forces. These ongoing conflicts are a distraction from our shared primary strategic interests, and the United Kingdom has little desire to be drawn into the conflict directly, at risk of disrupting our friendships with other involved states. As the American statesman Abraham Lincoln once said - a house divided against itself cannot stand. Let us not be divided.Yours sincerely,
Rory Stewart MP OBE

Identic note to the Governments of the Arab State of Khataiy & the Euphrates Liberation Army regarding the continuing offensives in eastern Syria.
To whomever it may concern,
In the strongest possible terms, Her Majesty's Government must make clear to you both that any attempt to remove Kurdish or Assyrian civilians from their territory or property, incur upon their political or civil liberties, or otherwise attempt to do harm against the civilian populations of that region Kurdish, Assyrian, Arab or otherwise will be considered a provocation against the international legal order such that the United Kingdom will be induced to involve itself in the regional conflict. We share your desire to see the Syrian opposition triumph against the Assadist regime, and it is our sincere desire to see a free Syria emerge from this conflict. Provided that we can ensure the safety of the Syrian Kurds and Assyrians in the north-east from the Turkish incursions across the northern border, their strategic needs will no longer require their disheartening accommodation with the Assadist regime, and a sense of normalcy can be returned to the anti-Assad coalition.
Her Majesty's Government observes this situation keenly, and will consider closely the decision it will have to take in order to ensure the optimal outcomes for the Syrian, Kurdish and Assyrian peoples, and the general safety, stability and security of the Middle East, with whom we still share so many substantial ties.
We hope that dialogues may begin between both the Arab State of Khataiy and the Euphrates Liberation Army and our Special Legation for Syria such that any undue hostility may be avoided, and we can refocus our efforts on the liberation of Syria.Yours sincerely,

We address the Foreign and Commonwealth Office of the United Kingdom, it is not our goal nor intention to oppress anyone, rather we stand as an ally of the Syrian revolution and Syria's people. We have supported various revolutionary factions and formations and call upon every faction in Syria to join forces against the regime of Bashar. We remind the Foreign and Commonwealth Office, the factions of Deir ez-Zor are from the locality and are from the region's strong tribal presence we also remind the Office, that many of the units and formations involved in the operation from Deir ez-Zor and Raqqa, as well as to an extent exiles from this region on the western front bear the flag of the Syrian opposition, and we also in particular emphasize that the formations currently active in Deir ez-Zor and Raqqa are formerly affiliated with the so-called "Syrian Democratic Forces" militia also known as "SDF, QSD, and HSD" and have consciously and unanimously renounced their affiliation with the YPG militia which has on many occasions wronged these parties and these parties desire nothing more than the liberation of their land on their terms.
It is not our decision what the opposition forces do, as they represent Syria and its people, currently our forces stationed in the northern and eastern regions acting as peace keepers and advisors maintain a state of neutrality and will only respond to acts of aggression to safeguard the areas under the control of Syria's people and not the regime.

Response to the Khataiyi assurance from Minister Uthman al-Ghadami regarding Khataiyi operations in eastern Syria.
Dear Minister al-Ghadami,
Her Majesty's Government welcomes the assurances given to it by the Government of the Arab State of Khataiy that no offensive action will be taken in the region in question, and is warmed by their stated intentions to act in the defence of the Syrian people against the Ba'athist regime. I personally would like to apologise if there was any feeling that Khataiy was unduly singled out by the broad diplomatic notes issued prior to this point, as the unfolding situation was chaotic, and Her Majesty's Government wished with urgency to prevent any disturbing issues to arise from that chaos - the sheer number of parties involved in this region creates an uncomfortable entanglement between factions and alliances that is - at times - thoroughly frustrating to navigate.
Cognisant of the fact that Khataiyi forces are engaged in peacekeeping operations in that region, which places them in a substantial position to help prevent clashes between the Syrian opposition and the Kurdish autonomous regions, Her Majesty's Government would be interested in cooperating with the Khataiyi forces to help sustain that preventative peacekeeping effort, and to make new investments into the defeat of the Assadist regime. Whilst the deployment of British troops at this time would be logistically difficult without the direct support of Khataiyi, and we are not yet at that stage of consideration, we would be prepared to deploy naval and air assets to help blockade the Syrian coastline and create a no fly zone over Syria - that no fly zone would, of course, be positioned against Syria and other regional malactors, and would not restrict the operations of the peacekeeping force. This would, we believe, provide the Syrian opposition, the Kurds, the Assyrians, and your peacekeepers with improved coverage against the Syrian Air Force, and the danger of the deployment of chemical weapons - a tactic that the Ba'athist regime has now repeatedly deployed.
Provided you would be interested in military cooperation in Syria, I would urge you to get into contact with my colleague, Penny Mordaunt, the Secretary of State for Defence, for further details.Yours sincerely,

We believe it would be in the best interests of both our nations to come together to discuss our nation's roles in the Syrian crisis, as it is indeed a complex and diverse one.

Urgent note to the Euphrates Liberation Army, and all affiliated military and paramilitary forces.
To whomever it may concern,
In light of previous warnings and aforementioned stated position of Her Majesty's Government regarding the unfolding Syria crisis, the United Kingdom states forthwith that it is expected of the ELA and its affiliated military and paramilitary forces to cease offensive operations against the YPG Kurdish forces within the next 24 hours, or an active role will be taken by Her Majesty's Government and the British Armed Forces to maintain a functional peace between anti-Assadist forces by any means necessary. You are urged, in the strongest possible terms, to turn your focus back onto the defeat of the Assadist regime, and to end any further attempt to cannibalise the opposition coalition in this manner.
This is not a negotiable position.Yours sincerely,

Response to the Khataiyi invitation from Minister Uthman al-Ghadami regarding our respective nations' roles in the Syrian crisis.
Dear Minister al-Ghadami,
Her Majesty's Government welcomes discussions as to how we can best address the Syria crisis, and welcomes the localised expertise of the Government of the Arab State of Khataiy in accommodating this. We would urge rapid discussions in this matter, however, as events are unfolding rapidly and it appears the ability to maintain the peace in eastern Syria is becoming increasingly difficult. Any way that our two nations can ensure that the peace is restored amongst the opposition coalition would be opportune, and we would be grateful to get started promptly.
As a consequence of rapidly unfolding event, Her Majesty's Government wishes to make aware the Government of the Arab State of Khataiy that a naval taskforce is being dispatched towards the eastern Mediterranean to support any potential operations, and aircraft are to begin operating surveillance operations. Combat operations, however, are not yet to be activated, however contingency plans are being drawn up for that eventuality. We do not intend to violate Khataiyi airspace or territorial waters in this event, though if it becomes necessary on account of distress or navigational error, we will inform you as soon as is practicable.
Her Majesty's Government has taken the position that a lasting and material peace in Syria must be established, with Arab, Kurdish and Assyrian citizens all protected, and the Assadist Ba'athist regime ended and trusts Khataiy as an international partner to help accommodate this in line with previous assurances. Let us hope we can develop a feasible strategy to resolve this matter.Yours sincerely,

The Hindustani military has no business in Syria or in any Arab nation, supporting those who have shed the blood of the Syrian people, we demand Hindustani forces withdraw as we will not guarantee their security, it is our view they have no rights or place to make demands of our nation or upon Syria's people, and they are aggressors and enemies of the Arab nation as a whole. Our forces have no role in the operation initiated against the PKK militias and we reiterate our stance, that this is the decision of the Syrian people on the track of their revolution for self-determination and independence.
The military of the Arab State of Khataiy will not withdraw from Deir ez-Zor or any eastern sectors liberated by Syria's revolutionary formations and we will defend them from all acts of aggression.

Statement to the Government of the Republic of Turkey, the Euphrates Liberation Army, and the Assadist Regime in Damascus
The development of the conflict in Syria has reached a point too far for civility to bear. The campaign against the Kurds continues, as much as the war on international laws and norms, on democracy, on freedom still. Her Majesty's Government now considers it within the interests of the United Kingdom, in the protection of ethnic minorities under threat of persecution, and the preservation of international law, and the furtherment of democracy, to intercede in Syria.
We will prosecute this war until such a time as we can assured of the following criteria:
- The establishment of a free parliamentary democracy in Syria
- The protection of the lives, livelihoods, territories, properties and moveables of the Kurdish and Assyrian minorities within Syria
- The maintenance of the internationally agreed laws regarding genocide and the use of chemical weapons
I have spoken with Her Majesty the Queen, and having arranged for a meeting of the Privy Council, orders-in-council have been issued to the effect that we are now at war with the Damascene regime. The United Kingdom intends to prosecute this conflict to its conclusion, with the assurance that stability and democracy be restored to the region, and that no ethnic group be disadvantaged or endangered further.Yours sincerely,
The Rt Hon Theresa May MP
Prime Minister of the United Kingdom

Pan-Asiatic Ministry of Foreign Affairs (PAMFA) Pan-Asiatic States / Estados Pan-Asyatiko / 泛亚洲国家 Press Release | Pahayag | 新闻稿 FOR IMMEDIATE RELEASE - October 19th, 2019 ENGLISH | INGLES | 英语 RE: Kurdistan Conflict Advisory The PEOPLE'S FEDERATION OF PAN-ASIATIC STATES is closely monitoring the situation in the Kurdistan region. The Sixth Administration of the Pan-Asiatic States calls upon all parties in Kurdistan to implement the utmost restraint, prevent any further aggression against civilian, and ensure the respect for human rights. The Sixth Administration declares an official stance of Non-Aggression in regards to the current conflict. The Pan-Asiatic States will withhold official commentary on the issue until further investigation into the situation has been made. To achieve this end, Yan Qiang, charge d'affaires from the Pan-Asiatic Ministry of Foreign Affairs (PAMFA), member of the Asian Communist Party (ACP), and Asian Diplomat's Cadre (ADC), will be sent to lead an attache of rapporteurs to coordinate (and possibly mediate) with and between the governments of Khataiy, Syria, the various militant factions of Kurdistan, and Turkey. All Asians who are still in Kurdistan, Syria, and Turkey, particularly those who are in the region's heated conflict zones for non-essential reasons, are encouraged to consider leaving by commercial means at the earliest possible time. Non-combatant government-sanctioned commercial convoys will also be provided for those lacking in finances to retreat via conventional transportation. Maritime convoys, subsidized by the Pan-Asiatic States government, will be accommodating the costs for return of natural born citizens of the Pan-Asiatic States back to their homeland. Asians who are planning to visit the countries in conflict are also advised to defer their travel until the situation is more stable. In the meantime, I have drafted a proposal to offer refuge in the Pan-Asiatic States for non-combatants caught in the crossfire of the invasion. It has been forwarded to the Executive Council. Suggesting revoking immigration quotas for Syrian refugees for a time period of at least five (5) years, it is currently being reviewed by the State-Presidents of the Federation, and will be deliberated at a date to be announced. I personally call-upon our Khataiyi allies, who have recently sent military attaches in the region, as well as the local government framework and acting officials of the state, to aid us in future efforts to alleviate the plight of innocents seeking safehaven in the Pan-Asiatic States. Non-Governmental Organizations (NGOs), such as The Safehouse Project Asia (TSPA) and the Pan-Asiatic Medical Mission Association (PAMMA) are already at work and are requesting access from the Syrian government to provide indiscriminate humanitarian aid. The Sixth Administration remains vigilant of the political situation in the region, and hopes for a peaceful resolution soon. Forefathers guide us all.
