Well, we have 28 signups, which is big enough to hold a tournament but obviously less than ideal.

Unfortunately, what we don't have is a host bid! Despite the fact that the 2 week allotted bidding period ended a bit over 12 hours ago.

Anybody who is interested in bidding, please consider getting things together in the very near future. If necessary, I could pull an emergency bid from the works, but I'd prefer to not have to do that. If nobody bids, I will release this emergency bid one week from today and immediately launch voting.

In the realm of presidential nominations, I have received 2 nominations: one for Newmanistan (who stated in the discussion thread that they didn't want to be nominated ...), and one for Abanhfleft. As it stands, Abanhfleft will be the sole nominee for the following IBO presidential term. If any IBO members want to nominate another for the presidential role, you have until I post my emergency bid/open host voting to do so. Please telegram this account.

Lisander


Lisander is a small nation, home to 11 millions of Lisanderians. It's a constitutional monarchy and a parliamentary democracy. Its capital is called Soria, and other big cities are Despina, Kasandora, Sirenia, Porto Gris and Sendas-Beaumont

Rugby Union is the first sport in popularity and importance, while Basketball and the Association Football divide and dispute the position of second most popular sport. Football is currently a little ahead, and that's exactly why Lisander Basketball Federation, supported by local sports apparel manufacturer Neo, decided to launch this bid.

Originally, basketball was more popular in the mid-north of the country, in cities like Lerna, Portes and Orissa, where fields were mostly used for agriculture, and arable land was not to be "wasted" with sport. In the last twenty years, with the advent of various technologies, from all sectors, Basketball began to become popular in other regions and to perceive possibilities of professionalization. Currently, Lisander has a Professional League of 14 teams, the SuperLiga, feeder to IUBC, and a University League, Elite12, feeder to NSCAA.

User behind Lisander has some experience hosting events, having hosted NSRB Rugby tournaments and national sports leagues, among them basketball, soccer, rugby, cricket, ice hockey and field hockey. In basketball, specifically, the user behind Lisander was the scorinator of United 15 and Newlands Conference in last season of NSCAA Basketball.

User behind Lisander also has experience with graphic production, being able to produce or help in the production of uniforms, courts or other images for roleplaying

Scorination

For scorination, xkoranate 0.3.3 will be used, with most recent IBO rankings. RP bonus will be generous, and by the short nature of the event, cumulative. As usual, quality over quantity is encouraged, but if you can have both, feel free to go wild. A small initial host bonus will be added to the Lisander rating, considering the great work it is to organize such a tournament. This also can be considered equivalent to "home advantage". This bonus will not be greater than the maximum bonus provided for a matchday's RP.

Formats

We already have 28 signed nations for this edition of IBC. We'll expect a little more to reach a more "drawable" number.

28: 7 groups of 4
32: 8 groups of 4
36: 6 groups of 6
40: 8 groups of 5


To fix these numbers, puppets may be added or removed at the discretion of the hosts, following the rule of one declared puppet for each participating nation.

For the draw, Lisander will be placed in Group A. After the group draw, teams will play a single round-robin. The best two of each group advances to the Playoffs. Depending on the number of signups, a wildcard stage may take place to complete playoff spots.

With Tornado Queendom's signup, we officially have 32 nations signed up for the IBC! And thankfully, Lisander has come around with a timely host bid. As outlined in my previous post, I will now close bidding and open voting. Any current IBO members have 2 options:

Sent the votes to this account please. The voting will remain open for a week, or when we reach 9 votes for any one option (an indisputable majority from the current membership). Since we have a clean 32 signups, any further signups will be waitlisted. Their fate will be decided by the future host.

Also on the agenda is voting for the next IBC president! We received one more nomination in the last week, so they've been added to the ticket. I'm not sure if my bid will be accepted or not, but in light of the recent accusations made against Reçueçn on the Independents Cup topic, I would like to remind you:

My bid provides an initial bonus for Lisander as a host.

I considered the fact that Lisander is a developing nation within the Top 20, in addition to RP factors (such as home advantage and massive support). Also, it's worth remembering that hosts have twice as much work as they publish as hosts and as teams. As I stated in the bid, this bonus won't be bigger than the maximum bonus provided by a matchday's RP.


If my bid is approved and someone has a problem with it, feel free to leave the tournament in a timely manner.

My personal advice considering home field advantage/host bonus added to your bonus would be to take whatever bonus you'd normally have and multiply it by 1.333 - while the basketball scorinator in xkoranate doesn't explicitly have a home field advantage feature, most sports that do (American football, association soccer) feature a 1.333 home field advantage in the formula.

Obviously I can't dictate what you do since you're the bidder, but that's probably the least controversial way to apply a home field advantage-based host bonus, since that's pretty standard for most scorinations in sports that feature HFA.

EDIT: btw, I'll be compiling the host/presidential votes tonight! If you still haven't voted yet for some reason, you have like an hour to do so.
