The USSR maintains an active role not only in protecting its allies from external threats, but also internal ones. Our troops in the region will be ready to respond to any rebellions should the time come. "I'm not sure, General Secretary. There have been skirmishes in country, but the main issue is the lack of a response from the USBR themselves."
"In that case, send a letter to them to get a better gauge of what's going on. Get reports from the NKVD and our troops stationed there as well. Any insurrection against the great socialist revolution will be put down."
"Yes sir," Vasilevsky said quickly. He left the room as fast as possible and entered his own chambers, where he began issuing Stalin's orders. Minister of Defence Vasilevsky
As you have observed we have had some skirmishes, however, were are not entirely sure if it is just the local socialist/communist parties unhappy about how their locales are run or anti-communists. As for the incapacitated Chairman Parhon, he unfortunately has fallen to his injuries and I have been tasked with unifying our parties and the nation as a whole. I have decided to ditch both Romania and Bulgaria and call the nation the People's Republic of Dobruja after a historical region in both nations. The PRD will accept any help in achieving a peaceful full assimilation of the two entities. I have received word that our million strong patriotic guard has abandoned socialism and I will, as my first act as Chairman of the PRD, put down these treasonous vermin. I will be relying on my military for this but may need your advice on how to take out a larger force that uses asymmetrical and guerilla warfare tactics. I have learned that the majority of my nation has been claimed by the now former PG as they had been stationed all across the nation.

Luis Padilla Nervo, the Mexican Permanent Ambassador to the UN, was nervous. This was one of the first crises this young United Nations had faced, and it was an issue most in his government had no idea about. As such, he had just been advised to advocate for a peaceful solution. How he was to accomplish this, though, was left up to him. Great, he thought to himself. What if this just turns into another League of Nations and it's all a huge disaster? What if this is a sparking point for another massive conflict in this war-weary world? I suppose it all hinges on this first test. A swift glance at his watch ended his train of worrying thoughts right in their tracks. It was time to make his way down from his office to the General Assembly. Mexico had lost its seat on the Security Council about two years before, so Ambassador Padilla Nervo wasn't sure how his country could even input anything of value. With that, and a reluctant sigh of finality as punctuation, Luis rose from his seat in his office and trudged towards the elevators. He knew he should be carrying himself with more pride; Mexico was carrying itself on the world stage, with equal weight to countries like China and Belgium and even the United States. The weight of the scenario was too much on his back for him to stand up straight with dignity, though It felt like a zero-sum game. Either Mexico spoke out, risking the anger of a Great Power and even disbarring from the world stage, or they remained silent and looked like fools for not acting in this brand-new body. He decided to survey the situation first, then deal with what came next. A wise, moderate path. Luis Padilla Nervo carried himself more like a diplomat now, standing upright and holding his briefcase to the side, making sure his tie and lapel pin were all situated as the elevator carried him to where the General Assembly was to meet.

Bulgaria will be split from the People's Republic of Dobruja, and become its own independent nation.
Arnăuțoiu will rule the remaining part of Romania as the Republic of Romania, and the capital will remain Bucharest.
All prisoners of war will be returned to each others nation.
Each nation will sign an internationally binding document banning each other from declaring war on each other.
Bulgaria will become a republic.
Both nations will join NATO.

Highest policy making institution in the union
Troubling events in the Union of Balkan Socialist Republics has forced the USSR to act in order to protect the newly formed countries. A State of Emergency is now declared within the Union of Soviet Socialist Republics, and the General Secretary himself has decreed that any action detrimental to the security of the Eastern Bloc will warrant a direct response from the USSR.
Effective immediately, the Central Group of Forces is now mobilized, and will be sent to the former Balkan Union to restore order. All Red Army troops currently stationed in the Balkans will be mobilized as well.
The SGF/YUGVcontains:
13th Poltava Guards Rifle Division
19th Guards Mechanized Brigade
40th Guards Rifle Division
The newly formed "People's Republic of Dobruja" is unrecognized as a legitimate political entity. The following list of men are hereby declared ENEMIES OF THE SOCIALIST REVOLUTION. A WARRANT FOR THEIR ARREST WILL BE ISSUED:

As leader of the 26 of July Movement in Cuba, I would like to make official contact with the Union of Soviet Socialist Republics in hope of reaching a mutual friendship. Our goals are to overthrow the U.S. backed dictatorship of Fulgencio Batista and replace it with a new, socialist society. We would strongly appreciate diplomatic and material aid in our struggle against imperialism and capitalism. If needed, we can send an envoy to Moscow, his name his Ernesto Guevara. He has my support to broker an arrangement between the USSR and our Cuban revolutionaries, should the Foreign Ministry be willing to accept.
