Also, here are the changes with the game: Rais is NICE (meaning he didn't deserted with his men when he was appointed to keep order in the streets). He did his job as a soldier.
And the GRE of course has not some hidden agenda, since they were created and supervised by the Empire.

So, let's get it from the start.

Well, since they were controlled by the Empire, how would they be able to do such a thing? Not to mention that once the Empire discovered the real source of the Harran Virus (I'll tell you more IC if you're nice ), they put a tight lid over it, because it was a bit horryfing and they didn't want it to spread.

Concerning Crane, remember here he's not a freelance operative like in the game, but a member of the Imperial Army Special Forces (or Green Berets), who was selected to be sent undercover to investigate the source of the virus, because he is very discreet and furtive.
Unfortunately, due to the wind, he didn't landed where he was supposed to, and ended up in a pack of zombies, which he manage to dispatch, but he was still infected.
After that, he managed to reach the Tower, where Brecken and his group, including Jade (and yes, in this scenario, he ends up as Jade's boyfriend), who welcomed him in.

Concerning Brecken and the Tower, like in the game, he founded it because he was a parkour instructor from England who had come to Harran to make some money.
Although here, he had a pact with Rais: Rais would use Brecken and his runners to navigate rapidly the city to collect supplies and act as runners and messengers between his differnet units scattered around the place, and in exchange he would supply them with weapons, food, etc. So it's a win-win situation.
