Long Distance Impacts of Combined Applied Subspace Mapping on Matrix Integrity and Isolate Boundary Fabrication

Abstract
As noted by Piskara et al.[1], the process of developing reliable safe Natural Node Drive pathing between gravitational loci and the attendant subspace mapping techniques, while carrying a very high cost in life, yielded extremely valuable data on low-cost-low energy methods. The work undertaken by His Serene Majesty’s Government in practically applying the work by Piskara et al.[1], Suchavi et al. [2], M’quevi et al.[3], Siva et al.[4] and others [5, 6, 7, 8, 9, 10] in the construction of the Ajna Arrays is well-known and need not be recounted in detail here; while one of two necessary precursors to our work, it is not the focus thereof.
The other necessary precursor is the work undertaken by Nocri et al [11, 12, 13], Mears et al [14, 15], and others [16, 17, 18, 19, 20] with regards to competing cosmological models, practical applications of holographic boundary fabrication, and so on. Further contributing research undertaken by Gona et al [21] provided valuable insights. The authors wish to thank the teams behind the aforementioned studies for their assistance and collaboration on this project.
In this paper we detail the results of our practical experimentation at Site Teal Crab from combining the methods pioneered by our most illustrious predecessors, and outline a series of practical applications and uses.CLASSIFIED: TOP SECRET

Update on the Royal Progress
The Minister of State presented this report.
The tour undertaken by His Serene Majesty has continued without incident. The Palace has advised that HSM has made two “surprise” visits to External Associated Polities as advised at the last meeting. This has generated considerable positive coverage in those polities, and other EAPs have begun expressing interest in being included in the Royal Progress. The Palace has indicated that HSM is amenable to this, but wishes to return to Agrela’s High Garden for Christmas and Khemeti New Year. The Minister asks the Grand Council to confirm that the official advice to the Palace remains to only visit those EAPs on the high performing list, to encourage others to redouble efforts in that sphere.
The Premier, speaking for the Grand Council, indicates that this is the case, but that is not to advise HSM to refrain from visiting other EAPs where HSM feels such a visit is beneficial. The Minister thanked the Premier.

Update on the External Associated Polities
The Vice-Minister for the External Associated Polities (EAPs) presented this report.
The Vice-Minister has established a representative body to allow EAPs to discuss matters of mutual importance and present a holistic view to the UIK. The first meeting of this body will be in two days’ time, and the preliminary discussions and pre-meetings give the Vice-Minister hope this will be a productive first session. On the agenda are the expansion of the Steorling Zone, the expansion and development of the Interlink, the connection to the Lakon-5 Trading Platform (to be discussed in detail later), mutual assistance and development, and possible future integration into the UIK proper.
The Premier welcomed the report of the Vice-Minister, and noted that he is to address this first meeting. The Premier welcomes the news that the EAPs are interested in providing mutual assistance to one another.

Diplomatic relations as a general issue
The Chair of the Council for External Affairs (CEA) presented this report; two related items follow.
Two major issues were noted in this report. Firstly, the CEA has noted a continuing surge in nations attempting to establish diplomatic relations with the UIK. Although only a few are assessed as suitable for a truly coequal relationship, the CEA has employed an equitable approach to each. The CEA is still investigating the causes for this ongoing surge in interest and engagement.
The second issue is an update on representatives; the Roaming protocol has now been implemented for all missions under the auspices of the CEA, and foreign missions are safely contained in the Diplomatic Habitat. The CEA is coordinating with the CSA to apply the Roaming Protocol to the remaining missions. The Chair of the CEA notes on a related note that many multilateral bodies continue to be established by foreign powers before failing in short order.
The Grand Council agreed that the CEA shall continue on the present course, but requested that the Chair of the CEA report back to the Grand Council for review by 12ED34.

Diplomatic Overture from the Nimatojin
The Chair of the CEA informed the Grand Council that the Nimatojin Secretary-General has invited HSMG and the Palace to make representations at an informal gathering to celebrate the Nimatojin New Year at her estates on Mars. The Palace has indicated the Mezason will attend, and the Security Council has decided to dispatch their Deputy Chair to attend.
The Chair of the CEA invites other members of the Grand Council to attend; responses will be handled via the Embassy.
The Grand Council accepted the summation; the summation of the matter is at Attachment D.
Trade relations in Lakon Five
The Chair of the CEA briefed the Grand Council on the Lakon Five trading platform, noting that the primary users will by in the EAP. The Chair of the CEA advised that there would be no impact on the trade policies of the UIK outside of the regular cycle of review. The Chair of the CEA also advised the Council that the primary trade balance of the EAPs is likely to remain focused within their own trade networks due to the current quarantine concerns.
The Premier thanked the Chair of the CEA, and advised the Vice-Minister of the EAPs that quarantine measures in the EAPs cannot be compromised.

Pathogen 34 containment
The Vice-Minister for the Imperial Defence presented a report on the current progress of the Pathogen 34 Containment measures. VMID advised the Grand Council that most of the contaminated shuttles have been destroyed by fleet actions of the ISS, the Menelmacari, or the Nimatojin, but several are currently unaccounted for.
The Benignity is currently following up on several reports of Pathogen 34 contamination of planetary biospheres in uncontacted polities. At least one of these is considered serious and credible.
The Premier observed that the handling of matters around Pathogen 34 remain in the hands of the Security Council, under the mandate to remedy outbreaks. The Premier directed the Chair of the Security Council to ensure that past successes in remedying Pathogen 34 be replicated.

Exchequer’s Report
The Chancellor of the Exchequer presented revised accounts of the Realm for the quarter concluding 12ED40. The deployment of the new generation of manufactories has resulted in a considerable account surplus. The Chancellor invited the Grand Council to provide submissions for special expenditures.
The Grand Council accepted the revised accounts; the revised accounts are at Attachment G.
New Business
Constitutional Reform Bill
The Minister of State presented a report on constitutional reform, advising the Grand Council that the constitutional redrafting is nearly complete. The new constitutional framework will combine the Instrument of Government with the Charter of Rights and Duties, but maintain the Act of Succession as a separate document as that instrument is currently shared between several realms under the Crown. Additional provisions will be added to the present Ch.XIV to allow the EAPs to adopt the Charter, and sections of the Charter’s Derogation and Procedure provisions are being rewritten to eliminate ambiguity and duplication. The methods for alteration of the constitution are also being redrafted to account for the special status of the charter.
The Special Working Group for the redrafting anticipates being able to provide the Grand Council with a completed document at the next meeting, noting that the constitutional status of the Oracle has been referred to a special taskforce, expected to report back in the Khemeti New Year.

Manufactory Upgrade
The Minister of the Interior is pleased to report to the Grand Council that the current approved generation of manufactories are now fully deployed. The Benignity is satisfied with the security procedures discussed at the meeting of 12EDXX, and these have been implemented as part of the roll-out. Work is underway on the certification of the next iteration, and release for testing is expected within the next month.
The Minister is also pleased to inform the Grand Council that a proper nomenclature has been agreed on for the manufactories to differentiate between the different iterations.

Hostile galactic entities
VMID presented a report summarising the current state of hostile entities in the galaxy. The report notes that there are currently three major hostile entities at large in the galaxy, three minor, and two potential (including one presently status unknown), with an additional 84 significant pathogenic agents. Two additional hostile imitative species are present. At present none of these entities pose a credible risk to the UIK, though the EAPs are required to maintain the highest level of quarantine to enjoy a similar level of security.
HSMAF and the Benignity consider the report a live document and update it accordingly.
Plans for extermination or remediation of all listed entities are contained in the report; the Premier reminded all present that the danger posed by certain entities is such that they must be remediated without any regard for foreign sovereignty or life. The Chair of the Security Council moved that the report be supplied to the Republic of Sunset and the Eternal Ascendancy of Menelmacar.
The motion was seconded by the Minister of Science, and carried unanimously.

Operation Platinum Spaniel; follow-up
The Chair of the Security Council advised that the Nimatojin and the Menelmacar have secured one candidate site each, and provided a summary report. The Chair would like the endorsement of the Grand Council to place monitoring stations at the remainder.
The Grand Council endorsed the Chair of the Security Council’s proposal. The Chair of the Security Council advised the Grand Council that the operation will be completed within the hour.

Non-Agenda Items
Uplifting of non-sophont species
The Ministers of Science and Justice informed the Council that the Chair of the Sophont Rights Council has received another ethics request referred from a research organisation relating to the uplift of non-sophont species to sophonce. The two Ministers have stated that there is, at present, no clearly articulated position of HSMG on the matter.
The Premier suggested that consultation with certain aligned nations would be beneficial in this regard, but in the interim, proposed that all such uplift efforts be prohibited pending a final decision.
The proposal was unanimously endorsed by the Grand Council.
Marital Status of the Sovereign
The Premier has heard rumours from the Palace that there will be a proposal for marriage at the conclusion of the Royal Progress. There is currently understood to be a conspiracy of silence to ensure that the proposal is a “surprise”. The Premier expects all members of the Grand Council to cooperate in this endeavour, and reminds all present that the health and happiness of HSM is of paramount concern.

CEA.R 4 Ayi XII 26: Concerning the Conclusion of Hostilities between the Eridani Imperium and the Heldania Quadrangle, and Related Matters

Recalling the provisions of CEA.R 4 Ayi XII 23;
Notes the Disputed Territories are now held and occupied militarily as the result of successful combat operations by the Eridani Imperium;
Notes the Martian Territories Formerly held by the Eridani Imperium are now held and occupied militarily as the result of successful combat operations by the Heldania Quadrangle;
Acknowledging that the belligerent powers have ceased combat operations without a formal treaty of peace;
Acknowledging that the Imperium will hold free and fair elections in the Disputed Territories;
- Recognises that the Martian Territories Formerly held by the Eridani Imperium are now held by the Heldania Quadrangle under the principle of uti possidetis, ita possideatis;
- Recognises that the Disputed Territory is now held by the Eridani Imperium under the principle of uti possidetis, ita possideatis;
- Ratifies the results of the plebiscite held by the peoples and electors of the Martian Territories Formerly held by the Eridani Imperium;
- Announces that the result of the aforementioned plebiscite is for that territory to remain with the Heldania Quadrangle;
- Welcomes the free and fair elections to be held by the Imperium in the Disputed Territory;
- Recognises henceforth the Disputed Territory as a Jarldom, a part of the Eridani Imperium;
- Recognises henceforth the Martian Territories Formerly held by the Eridani Imperium as the polity of Ironforge, a vassal of the Heldania Quadrangle;
- Welcomes the cessation of hostilities between the Eridani Imperium and the Heldania Quadrangle; and
- Urges both sides to conclude a formal treaty of peace and non-aggression between them to cement the aforementioned cessation of hostilities.

HSM has returned to the Metropole for Christmas and Khemeti New Year.
The Palace informs the Grand Council that HSM will visit Arda in the Eternal Ascendancy of Menelmacar; negotiations to extend the visit to the Republic of Sunset are ongoing. The present order is to visit the Grand Anchorages before attending to Sol.

Report on the External Associated Polities (EAP) Congress Meeting
The Vice Minister for the External Associated Polities presented this report.
The Vice-Minister is pleased to inform the Grand Council that the first meeting of the Congress of the EAPs has been an unqualified success. The Congress adopted a measure providing for its own rules of procedures. The Congress endorsed a measure to provide for regulated entry into the Steorling Zone, and agreed the expansion of the InterLink. The Congress has adopted a measure that allows for individual EAPs to block traffic from the Lakon-5 Trading Platform at their discretion, but leave access to the InterLink itself in the hands of HSMG. Several EAPs have indicated that they are willing to initiate integration into the UIK proper, though delegates from HSMG cautioned them that this will be a multi-decadal process.
The Premier’s address to the Congress was warmly received, especially among the more autonomously inclined EAPs, who view the body as a chance to engage on a more equal and mutual footing with the UIK.
The Premier moved that the Grand Council endorse and accept the measures agreed and adopted by the Congress; the Grand Council endorsed and accepted each measure separately unanimously.

Constitutional Reform Bill
The Minister of State presented this report.
The Minister of State informed the Grand Council that the new Constitution is complete. As per the last report, the Special Taskforce on the Status of the Oracle was able to complete its work well ahead of schedule, and that the Oracle accepted the results. The Dáil has adopted and endorsed the new Constitution, and His Serene Majesty has approved the change, invoking powers as to the Great Question.
A special ruling from the Court of Lords, agreed by HSM, has confirmed continuity of institutions and government, and that this measure simply formalises all arrangements already in place.
The results of the Referendum are confirmed by the Minister of State as per the media reports; the Constitution will go into effect on 12ED30.

Manufactory Updates

The Minister of the Interior delivered a short update on the manufactory updates and upgrades program, reporting that they are well ahead of schedule; the special order of hyperlight probes has been crafted as a testing platform and is complete well ahead of schedule.

Updates on the Hostile Galactic Entities
The Vice-Minister for the Imperial Defence presented this report.
Two of the three major entities at large have been neutralised, one remains at large. There are four minor entities still at large. There remain two potential entities (including one present status unknown).
There was an attempted breach of the worldwalls by an Outsider on 12ED26; this breach was foiled and the Outsider remained excluded. Causalities were light with losses of 1.2M Unmanned Battalioners, 231K toons (including 43.1K organic toons) and zero Macisikani souls. Approximately 23M persons of an atomic-age civilisation were permanently killed; measures are being implemented to prevent a recurrence. The Security Council deems this operation a success.
The Foreign Office is preparing to brief the Republic of Sunset and the Eternal Ascendancy of Menelmacar on the incident.

New Business
Aid agreement with the Tzekian Imperium
The Vice-Minister for External Affairs presented this report.
A single McKendree-Class habitat has been leased to the Tzekian polity to ensure civilizational continuity in light of continuing existential threats to that polity. The CEA expects that this will be able to accommodate approximately 1B Tzekians of various species, preserving the culture and civilisation against external threats. The matter is presently being administered through the Department of Aid and Relief, and the first Tzekians are expected to arrive shortly.
The CEA has initiated the process of exchanging Ambassadors; due to the particular sensitivities around this specific arrangement, the CEA has indicated that it is willing to waive this usual requirement.
The Premier indicated that the destruction of the Tzekians would be a loss to the medley of the galaxy.

Special Rechtaires for Specific Relations
The Vice-Minister presented this report.
As per the report presented to the Grand Council on 12ED03, the Vice-Minister conveyed to the Grand Council that the CEA wishes to establish a series of specialist bureaus to trace and administer relations with specific polities or groups of polities, akin to the tincture circuit system. This change to the bureaucracy requires an order of the Premier-in-Council.
The Premier proposed agreeing the request and establishing the specialist bureaus; the motion was agreed to unanimously.

His Serene Majesty has issued a proclamation relating to the styles employed by the Monarch. It adds the style of “His Undying Majesty” in the Alternative forms, at IX. The Premier indicated he would prefer not to hear that style employed in Council meetings.

Premier’s remarks on Nimatojin proposals relating to a special monitoring deployment
The Premier has cautiously welcomed the Nimatojin approach regarding the deployment of special monitoring probes as relayed by the Chair of the Security Council out of session. The Premier does anticipate complications arising, but also foresees opportunity in this measure; the Security Council is asked to take custody of this matter, with the understanding that the Premier would prefer to work towards a closer understanding with the Nimatojin. As part of this work, additional relevant polities ought to be brought on board (related item follows).
Premier’s remarks on the formalisation of relations
The Premier considers that it is time to establish a formal treaty of amity and friendship with certain relevant polities, as per the out-of-session paper on the same subject. Robust debate ensued, with the consensus emerging that special care will need to be given to the particulars of the arrangements.
The Premier directed the Vice-Minister for External Affairs to initiate negotiations, flagging with the polities in question that the government is about to rise for the holiday period.

The current itinerary for Sol is being finalised, but will consist of visits to Macisikani territories and provisional jurisdictions before moving to any allies.
At present the Palace has received an expression of interest from the Empire of Taraskovya, and is finalising the arrangements for a visit to the Republic of Sunset. No other Solarian power is included.

The Minister is pleased to report the success of the Symposium to the Grand Council, and noted that several delegates from Aker, representing all eight segments, were present. The delegates expressed cautious enthusiasm for the subject, and indicated that they would view such a turn as a final triumph over the Krȃng.
The Minister thanked those members of the Grand Council and Outer Cabinet who advised at the previous meeting and out of session that they would attend.
A delegation from the Church has travelled to Aker to discuss the subject further with local religious leaders. The Ministry of the Interior does not believe this will lead to any incidence of unrest.

The Vice-Minister stressed that, as per the request of the Tzekians, this matter is to be treated with absolute secrecy, but any further reports on the matter would be by exception only.

The Minister advised the Council that several applications to begin exploitation of additional candidates from the list have been accepted, and is now liaising with the Council for External Affairs to approach connected and interested parties for joint work in this area. Quarantine of the EAPs
The Vice-Minister for the External Associated Polities presented this report; 1 related item follows.
As per the Grand Council decision of 12ED15, the External Associated Polites have been required to maintain the highest level of quarantine in order to enjoy a similar level of security to the UIK proper. A number of EAPs have since approached the Vice-Ministry to request assistance in implementing these measures, and others have formed a working group aimed at further tightening the restrictions. The EAPs are extremely concerned by the number of pathogenic threats at large in the galaxy, and an increasing number are banning all foreign travel.
The Vice-Ministry believes that the effect of the working group’s early proposals will be to completely isolate the EAPs from all foreign polities except for the Republic of Sunset and the Eternal Ascendancy of Menelmacar. The Vice-Minister is somewhat concerned that this will leave the EAPs in a state of weakened dependency, but is confident that if the process is managed well this will not be realised.
The Vice-Minister will report to the Council when more concrete proposals that are able to become policy are proposed by the working group.

The Premier welcomed the Council back after the Khemeti New Year break. The Premier noted that this meeting has been heavy on information items and light on action items, and that the next meeting is anticipated to be the inverse.

The Premier is pleased to note that the Ministry and the Council intend to seek the cooperation of Accord partners in proceeding with the finalisation of the Operation.
Premier’s Remarks on the Project Olive Lead Goat
The Premier welcomed the news on Project Olive Lead Goat, and enthusiastically endorsed Blue Steel Shrimp. The Premier indicated that, should Blue Steel Shrimp yield positive results, the proposal for Operation Fuschia Platinum Kitten is to be brought forward as soon as is feasible.

An Act to amend the Charter of the Chamber of Ascendancy to further enhance the function of that body, to provide for the proper surety of the rights of the non-transcendi, and for related purposes.[12ED51]
Be it enacted by the Sovereign’s most Serene Majesty, by and with the advice and consent of the Dáil of the Union, and the Chamber of Ascendancy, in this present Parliament assembled, and by the authority of the same under the Instrument of Government, as follows:—
S 4 Ayv. XII 12 – the Ascendancy Consent Threshold Act
Part 1 – Preliminary
Division 1 – Introduction
Short Title
1. This Act may be cited as the Ascendancy Consent Threshold Act and shall enter the Crown Legislative Index as S 4 Ayv XII 12.
Commencement
2. This Act shall enter into effect from the time it receives the Royal Assent.
Notes
3. A note included in this Act is explanatory and is not part of this Act.
Division 2 – Object
1. The objects of this Act are to amend the Charter of the Chamber of Ascendancy in accordance with the provisions of Part 2 of this Act, with the intent that the purposes of that Charter and that Chamber shall be more effectively and properly fulfilled.
Division 3 – Interpretation
1. I 6 C/Aug. VI 1 as it presently stands applies to this Act.
Division 4 — Application
Act binds the Realm
1. This Act binds the Crown, but does not make the Crown liable to be prosecuted for an offence.
2. This Act extends to the external territories of the Realm insofar as such extension is relevant.
3. This Act does not bind the other Realms under the Crown or appended to the Throne.
4. This Act does not expire.
5. Nothing in this Act requires or permits a person to take any action, or to refrain from taking any action, that would be, or could reasonably be expected to be, prejudicial to defence of the Realm, or the national security thereof.
6. The provisions of IG 4 Ayv. XII 2 Ch. XVI apply to this Act.
Part 2 — Substance
1. Upon the commencement of this Act, the following passage shall be deleted from the Charter of the Chamber of Ascendancy:All questions, without exception, arising in the Chamber shall be determined by a majority of votes of the Members of the Chamber, and each Member shall have one vote, and when the votes are equal the question shall pass in the negative.
2. Upon the commencement of this Act, the aforementioned passage removed by section 1 of this Part shall be replaced with the following passage:All questions, without exception, arising in the Chamber shall be determined by a majority of votes of the Members of the Chamber, and the assent of the Chamber requires the assent of a majority of the members of the non-Transcendi caucus, and each Member shall have one vote, and when the votes are equal the question shall pass in the negative.

After-Action Report: Executive Summary
Combat Simulation: Situation Mauve Olive Iron
The Situation Mauve Olive Iron (MOI) simulation is a modification of the Situation Olive Iron (SOI) scenario previously wargamed by HSMAF (Attachment A refers); the primary modification has been to take into account the alterations of the socio-political and physical structures of the UIK following the completion of S2T. The primary antagonist, and its nature, remain unchanged from SOI; that said, the scope of the exercise was expanded radically to involve the Empire and External Associated Polities. Additional modifications included a secondary antagonist at Aker, and the compression-simulation conduct. Red Team intelligence parameters and weapon effectiveness were unchanged.
As with the previous SOI exercise, MOI incorporated direct and active participation from the Councils of State, members of the Parliament, and the Palace. Several EAP leaderships also participated. Although the outcome of MOI was broadly similar to the previous exercise, there were some key divergences.
MOI commenced with an assault on the Metropole through the Hathor sector and a simultaneous strike on the Spinwards Anchorages; the Opening Phase was declared concluded when Hathor itself was besieged. A summary of key events follows:
- The Opening Phase concluded after 39 hours of operations.
- A second front was opened into Hommel’s Citadel, while the Distal Anchorages were attacked.
- By Day 4, the Home Fleet had been defeated and Tichel was abandoned.
- The Cabhlach Rioga was destroyed when the Proximal Anchorages were attacked on Day 5; the Serene Majesty was disconnected.
- The Aker Assault began shortly after, and concluded with a sweep of the Dexter Anchorages.
- Most civilians were forcibly disconnected on Day 5.
- Primary Oracle disconnect was effected on Day 8.
- Full Disconnect was not effected until the conclusion of the exercise on Day 10.
The exercise concluded when Admiral Ki employed a Platinum Spaniel asset to detonate Tengat, rendering the Metropole non-viable.
The Oracle declared the exercise an effective draw at this point (pyrrhic victory to the Red Team); although assets were captured intact as per the victory conditions, Admiral Ki’s action ensured that they would not be able to be held.
The Blue Team’s performance greatly exceeded expectations, and additional modifications are being made to MOI for a re-run in two months’ time under the name Ecru Olive Iron.

Nevertheless, the Security Council will not be advancing the timetable, and will employ the extra time in solidifying the arrangements.

Geometric Deployment; Physical Construction
The Deputy Chair of the Security Council presented this report.
The Deputy Chair of the Security Council is pleased to inform the Grand Council that the Iteration of the Imperial Space Service is complete. The Geometric Series is now fully deployed, together with the 178A vessels. Crews are fully trained in the new operations and their commensurate combat doctrines, and have completed a number of combat exercises to test readiness.
The Security Council considers the employment of the Contained Accelerated Manufactories, and accelerated learning processes, to have been vital to this deployment, and recommends that future constructions employ similar mechanisms where available.

Comprehensive Fleet Retraining Programme

Operation Pyrex Hazelnut

The Minister advised the Council that a list of candidates for this project has been verified and vetted by the Benignity, and the list has been referred to the Vice-Ministry for Revenue and Resources for action. The Vice-Minister for Revenue and Resources indicated receipt of the list, and informed the Council that acquisition of the items on the list had begun, and is expected to conclude by 12ED8A

Exchequer’s Report
The Chancellor of the Exchequer presented the accounts of the Realm for the period concluding 12ED80. The addition of the Pyrex Candidate list to the resources will continue to boost the current account surplus.
The Chancellor presented a report detailing several special projects selected by the Exchequer for employment, and is pleased to report that of the sixteen proposals, eleven have concluded successfully and three have met with a qualified success; the remainder are in progress.

Project Delighted Petunia Brunch
The Minister of Science presented this proposal; it is related to Project Blue Steel Shrimp.
The Minister of Science is proposing two new measures to further the outcomes of Project Blue Steel Shrimp. The first will be conducted under the auspices of the Security Council, and will involve the application of the Blue Steel Shrimp process to military outcomes, designated Experiment DPB-A.
The second will be conducted under the auspices of the Ministry of Science, and will involve an encasement of a candidate stellar class mass through the Blue Steel Shrimp process.
The Minister of Science outlined how the findings from this Project will be fed into Prominent Magnolia Repast. Should they provide the necessary data, Operation Fuchsia Platinum Kitten can likely be realised through mediated means before the end of the current indexing cycle.
The Grand Council approved the proposal unanimously.

Menelmacari Megaprojects in Sol-AB
The Vice-Minister for External Affairs presented this report.
The Eternal Ascendancy of Menelmacar has informed the Vice-Minister that it intends to begin construction of several megaprojects in Sol-AB. The Vice-Minister informed the Council that the Council for External Affairs is seeking approval to cooperate and collaborate in these projects.

The Trust Territory of Tsaraine under UIK administration
The Vice-Minister for the External Associated Polities in capacity as Vice-Minister for the Trust Territories of the United Imperial Kingdoms presented this report.
The Vice-Minister informed the Council that the Trust Territory is moving towards integration with the United Imperial Kingdoms, but is reluctant to join with the Exarchy of Maja; the Vice-Minister is anticipating that the establishment of two Domains in the Exarchy of Maja may be required, together with a renaming of this Exarchy to reflect the proper composition.
A final decision is anticipated between 12ED8A and 12ED8F.

The Premier is especially pleased that this realisation is proceeding without the need for human or other sophont blood sacrifice.

The Chair of the Security Council indicated that he would be stepping down from his position at the end of the current indexing cycle, and commended the Deputy Chair to the Council as his successor.

The Security Council of the United Imperial Kingdoms of Macisikan:
Notes that under the auspices of SC.R 2 Ayi. XII 15, authorised by a special measure of the Dáil, His Serene Majesty’s Armed Forces have executed a police action to secure the borders and maintain the security and continuing stability of the Exarchy of Maja and of the Trust Territory of Tsaraine;
Notes that the armed forces in the polity of the territory formally known as Martian Midlonia, and of the territories colloquially known as East and West Noachis Terra on maps of that planet, have been comprehensively neutralised, and all major population centres and political loci have been pacified or secured by the Mobile Surface Service;
Pursuant to the provisions, requirements, and objectives of the aforementioned special measure;1. Declares that the United Imperial Kingdoms formally takes custody of the territory formerly known as Martian Midlonia;
2. Orders that the territory formerly known as Martian Midlonia be designated the Trust Territory of Midlonia under UIK administration (the Trust Territory of Midlonia);
3. Establishes a Commission of Governance under the Vice-Ministry of the Territories to determine the future status of the Trust Territory of Midlonia;
4. Commands that the aforementioned Commission of Governance report back to the Security Council in one year with a recommendation on the longer-term form of governance of the aforementioned Trust Territory of Midlonia, taking input from relevant parties including local authorities;
5. Authorises the appointment of a Governor Militant by the Premier-in-Council and places the daily administration of the Trust Territory of Midlonia into the hands of the aforementioned Commission under the Governor Militant;
6. Appoints an Ombudsman for the Trust Territory of Midlonia to ensure sound administration, maintenance of law, and to execute related duties; and further
7. Declares that the United Imperial Kingdoms formally takes custody of the territory on Mars formerly known as East Noachis Terra;
8. Orders that the territory on Mars formerly known as East Noachis Terra be designated the Trust Territory of East Noachis Terra under UIK administration (the Trust Territory of East Noachis Terra);
9. Establishes a Commission of Governance under the Vice-Ministry of the Territories to determine the future status of the Trust Territory of East Noachis Terra;
10. Commands that the aforementioned Commission of Governance report back to the Security Council in one year with a recommendation on the longer-term form of governance of the aforementioned Trust Territory of East Noachis Terra, taking input from relevant parties including local authorities;
