Dear Madam Superintendent!

I am pleased to report to you that my company has been chosen by Her Imperial Majesty, Cassiopeia Blaken-Kazansky, to be the lead contractor to construct – in coordination with your authority – the Liberty Forest Park. The below is a general summary of the design principles Rose and Sword Architecture and Design, LTD, intends to use in the construction of the park.

Overall design principle: The broad ideology on which our company bases all its park designs is the belief that a successful park is one that is regularly used by residents. This is not only a preference, but also statement based on urban design and criminology studies which suggest that parks which, due to a faulty design, are not frequented by residents, or which are used by residents only partially, tend to become neglected in their appearance as well as a hub for petty crime. For this reason, we believe that Liberty Forest Park must be designed in such a way as to encourage actual regular use.

For this purpose, we believe that park accommodations – to be discussed later through the document – must be integrated seamlessly with the park's floral and architectural features, to enable the entire park to be not only aesthetically pleasing, but also responsive to resident needs.

LayoutThe park shall have two essential centers of gravity. One of those shall be what we refer to as the 'central pond' – a small artificial lake, linked to which shall be canals which snake throughout the park. Placed at the central of the lake shall be a brass fountain, perhaps in the form of a monster being pierced by the spear of St. George, as a symbolic representation of the victory of Kouralian forces over their daemonic enemy.

The lake, and the canals, shall be accessible for rowing and pedal boats, as well as forming an artificial habitat for ducks, swans, etc. The park administration, or a franchisee licensed thereby, shall make such boats (or other similar craft, provided that they are not harmful or intimidating to the aforementioned fauna) available to the general public.

Paved semi-pedestrian paths should be available around the park, both in parallel to the canals and otherwise.

It would be ideal to have the park's commercial area be located near whatever boat launch the park administration sees fit to authorize.

Located on the lake's shore shall be a range of marble chess tables, benches, etc. for the enjoyment of the general public, so as to enable them to breathe the lake air while enjoying the view.
The park's other center of gravity shall be an Alley of Heroes (name pending approval), a series of statues erected at the park's main entrance, commemorating various Kouralian and Allanean national heroes, perhaps those related to the victory over the daemonic host, or any other ones which you may choose to authorize and request. A sculptor's studio is already being sought out to construct and enchant the statues. (see below).

However, it must be stated that we believe the appropriate aesthetic mood of the park should be light and not somber. The purpose of this park is not to grieve our fallen heroes, but to rejoice that they have lived among us, and that their sacrifice has not been in vain – to enjoy the life and liberty that our heroes would have wanted us to have.

Plant life: The park should primarily have the same flora which is associated with the Kouralian climate, and the Kouralian national character (oak trees come to mind immediately). However, we feel a small amount of birch or fir trees, as associated with Allanea, should also be present, as symbol of our national cooperation.

Commercial area and services: In a general sense, we believe the park should mostly be clear of noisy commercial elements. However, we feel that a small amount (no more than eight) commercial contractors should be able to operate small and modest pavilions near the boat launch we've discussed above. Those will sell various items as appropriate to the park (i.e. their franchise shall limit them from selling items such as firecrackers, noisemakers, etc. as may disrupt the enjoyment of the park).
Also made available should be services provided by the park administration (or a franchisee thereof), to include wireless Internet services throughout the park (through retransmitters concealed within the tree lines), bicycle rental, and (should you see it as appropriate) the rental of non-disruptive sports equipment for use in the park.

Thaumaturgical features: Given the nature of the endeavor, we feel that it would be appropriate to make the statues and fountains in the park the anchors of helpful mild magic, such as perhaps mild healing effects, Circles of Protection from Evil, et cetera. (A set of wards to cover the entire park has been considered but rejected due to the concern it might arouse controversy).

Final thoughts: It is possible for the park to be fenced, either partially (by fencing which is mostly decorative and with gates that do not close off for the night) or fully (with the gates locked for the night). While this will obviously not stop determined vandals, such measures do reduce the appearance of crime in public and private parks, however we are not clear regarding the view of Kouralian law and civic tradition on this subject.

It is true that Imeriata has abolished formal tariffs, but as we all know, both formal and informal trade barriers exist in the form of various regulations, crafted specifically to limit foreign goods (even though they do not openly violate free trade agreements), and in the form of various informal actions by the Guild. However, because Imeriata is a friend, I do not want to reject its friendship on those grounds.

Recent peak profits by Allanean industry (and by your humble servant, here) from the sale of various products and DPRs have allowed me to meet with some of the titans of industry in my nation, and propose the following items as gifts for your nation, and for individuals members of the guild.

1. First, I as King of Allanea shall, from my profits from the sale of Hood-class battleships, issue a gift to the construction of rail in the Scanderan mainland. This shall cost me 105 billion dollars, for the construction of 10,000 kilometers of double-track rail in the regular gauge as used in your country, and an equal amount of rail in the gauge the Imerians call bredräl.

2. My contacts at Dillard Industrial Logistics wish to construct 4 new ports in Scandera, with the notion that all construction contracts shall go to those merchants endorsed by the guild for their honesty and talent.

3. Hammond Motors shall build additional factories and production lines to build a truck in Imeriata, to be re-exported in great quantities, purchased by the joint Greater Prussian armed forces, etc, all this conditional on the truck being sold legally in Imeriata also.

Because those investments are rounded up from private sources, I am not bound to consult Imperial or Allanean authorities on this action. Beyond all this I plan to organize the funding of some additional actions by the Imerian crown (i.e. I will give you money and for all public purposes the action shall be the charity of the Imerian crown).

Naturally I do not expect Imeriata to entirely abolish its trade barriers on GPE member states as a result, but I would like to hope that some steps forward can be initiated in return.

Regarding: Reply to your letter

The blessed lands of our domains has been following the laws regarding the trade in the greater prussian empire and we object heavily over any implication that the laws has not been followed to the very letter. We will also direct your royal highness to a few federal charities that will allow your royal highness that would be very gracious to accept any donations, we would suggest the federal mission as a good place to start, rather than accept any such donations ourselves.

As far as the projects your royal highness intends to create in the federation would we not hinder your royal highness as long as the raw materials and the manufactured building materials that are used would either be manufactured in the federation or having the permit of the guild to be used. Of course the royal merchant guild are very happy for our friends in the free kingdom and we are more than honoured that his royal highness would be willing to honour us with his thoughts and words. After much deliberations will we allow these companies to operate in the absolute royal federation, however we will do so with the understanding that manufacturing will use federally produced raw materials. We are however a bit disturbed by the idea that goods under foreign construct would be sold in the federation and would officially issue a protest over such actions.

That said however after much deliberation are we willing to lift certain restrictions to allow for such activities to be done on federal soil with the condition that the crown also allow such actions to be taken but we will not hinder the crown in it's deliberations of the matter. We could be willing to make a few suggestions about a few restrictions we would be willing to abandon to the crown and hope such actions would be taken into consideration by his royal highness, for example we would hope that the military of the free kingdom as well as any companies owned by his royal highness would take such actions into consideration when determining what companies to buy from, and would hope that not only the superior quality of the federation's craftsmanship, but also it's kind actions taken in regards to his royal highness, and our fair prices would be taken into account from now on when the previously mentioned entities makes their own purchases in the future.
