Count Kharkov looks up from the battle reports of Warzone Hellenica when the Kafairian delegation and the Russian arrive. He had great respect for both nations and had heard tales of al-Tozen's skill. He caught the general's eye and waved at him signaling his desire to talk before the meeting began in earnest.

Kharkov salutes the man and pulls out a chair next to him while signaling to Major von Kluge to grab whiskey out of their bags. "Indeed you are General. While I may not meet your standards of honor I apologize for that, the Kyavani military is not what it used to be.". He turns to the German and also salutes to him, he knew that the man was familiar with the actions of him and his subordinates and was thankful that the other man understood the inner state of the military.

He sits, and orders his lieutenants to be seated. "That is no issue. My standards are, even to me, too high for a general. But..." He chuckles. "While I do value honor, I do no think lower of someone unless it is clear they have no a shred of it." He looks over the papers handed to him, after shaking the German's hand. He listens to the starting speech, and turns to the count. "Tell me. Last I remember, you Kyavani are very much for these so called "war crimes". What brings you here than? IS it to defend you actions?" He draws a small dagger, flipping it over and over. Than, he stabs it into their table. "If so, I may join you."

Pieters, entering the room, notices Kharkov sitting with Tozen, showing his first hint of interest. He slithers up to the two, with a smile that doesn't quite seem to reach his eyes. His aides stay a few feet behind him, clearly ill at ease near him. "Ah, Count Kharkov. I was wondering if I might see you here." He states in a grey monotone. He motions to a seat near to Kharkov. "Would you mind terribly if I were to take my seat there? I have a feeling our views on these proceedings may align nicely."

The Count's sullen face grins at the words of both men. He turns to the Kafairian first, "It seems that winning wars has become a crime in the world. Kyavan's current regime seeks to change that, or at the very least ensure our military is allowed to continue its use of Corrosive artillery and White Phosphorus. As you can see, as the resident "monsters" of this convention; we must play devil's advocate". He turns to the strange man next, "Of course, though I'd prefer you only smile if you take genuine pleasure in these proceedings. While Kyavan does use this weaponry, we are not proud of it."
