Proscription of Pacifica Peace Keeping Force and The Levellers
Pursuant to Article V of the Charter of the Pacifica Democratic Union, we are hereby announcing proscription of the regions Pacifica Peace Keeping Force and The levellers. Any resident of Pacifica who is participating in either region must immediately inform the President and the Prime Minister, and if not granted a waiver, must cease their participation in these regions within 72 hours of this announcement's publication. Failure to do so will result in ejection and ban.
Pacifica Peace Keeping Force and The levellers were formed in opposition to Pacifica, following the ejection and ban of their Founders, Loxenia and Bovido Has, for unacceptable disruption of the regional community. Since their formation, both regions -- and especially their Founders -- have repeatedly threatened Pacifica in myriad ways, both gameside and on their Discord servers. In public on their Regional Message Boards, they have threatened Pacifica with acts of aggression, up to and including infiltration for the purpose of subversion, and even invasion. We have no doubt they are incapable of pulling any of this off on a large scale, but they have nonetheless threatened to carry out these acts on numerous occasions and we choose to take these threats at face value.
Even more egregiously, Loxenia is known to have conspired off-site with the delete-on-sight Frostwulve to harm Pacifica and her residents, while The levellers have in the recent past permitted Frostwulve's presence on their Discord server, and have tolerated Loxenia's conspiring with Frostwulve openly on their Discord server without consequence. This goes far beyond the realm of acceptable gameplay and into out-of-character danger to Pacifica, which is something we simply will not tolerate. Our residents have already been considerably harmed by Frostwulve in the past, and anyone who will tolerate his presence on their Discord server has no regard for the safety of our residents, and no regard for the safety of their own residents using their Discord server.
It should be noted that Pacifica Peace Keeping Force and The levellers have been given second chances in the past. Prior to enactment of our current Charter, both regions were given opportunities to turn over a new leaf and engage with Pacifica in good faith. Loxenia's ban was reinstated because he was discovered to have conspired with Frostwulve. Bovido Has' ban was reinstated and The levellers' embassy was closed because they were discovered to have permitted Frostwulve's presence on their Discord server. Pacifica gave these regions' leaders a chance, and what they did with that chance was conspire against us behind our backs with a dangerous individual who is not even permitted to further participate in NationStates by NationStates Moderation.
Because of this troubling history, it is clear to us no one can possibly participate in Pacifica in good faith while also participating in one of these regions. The conflict of interest that exists would be far too significant. But we have opted for this proscription above all for the safety of our residents, with certainty they will be safer if no one who chooses to participate in these regions is permitted to participate here in Pacifica. Frankly, these regions lack the maturity to ensure their own residents' safety, and we're not going to allow our residents to be exposed to the negligent and reckless behavior demonstrated by these regions' leadership. We encourage not only any of our own residents who may still be participating in Pacifica Peace Keeping Force or The levellers, but anyone who may be participating in either region, to leave and find alternative regions that will prioritize your safety.
