NEW BORDER ENFORCEMENT PROTOCOLS ANNOUNCED — LOOMING THREAT OF PURPORTED “GALACTIC PANDEMIC”

Earlier today, with sanction from an emergency meeting of the Staatsvertretung called by Staatskanzler Michael Widmann, the State Ministry for Health and Population has announced a new, strict border enforcement protocol effective immediately in pertinence to the “developments of possible medical hazards” in all galactic quadrants. This protocol — being enforced through cooperation between the Staatsschutz, Nationale Verteidigungsamt, and the State Ministry for Transportation and Resources — has already forced a mass redirect of traffic inbound along the northern, southern, and eastern galactic commerce routes, in addition to heavy security being in place in routes leading through the Jiang-Schönau Neutral Territory into the People's Republic of Sinica.

For citizens and subjects of the Staat still located within its borders, the new protocols has barred all civilian exit regardless of dispensable income and freight except for official transit documentation provided by the State Ministry for Transportation and Resources and co-approved by the SS or the NVa. Entry into the nation has been totally voided for a period of 1 standard Terran week until Vera can determine a proper course of action for traffic intake, with exceptions being made to military and paramilitary vessels returning from anti-piracy excursions and patrols. Those exiting the Staat and returning within this period of traffic intake restriction are expected to wait in the intake bays of border installations before proceeding further into the nation itself.

The State Ministry for Health and Population has clearly indicated that a failure to abide by these novel policies can and will result in “harsh, punitive action” due to “risking public health and integrity of humanity”. With the current diplomatic mission to the People's Republic of Sinica leaving the Staatsführer-SS Vincent Heitmeyer being out of the country, many are relying on the fraternal nature of the Sinicans to ensure domestic security and proper preparation against this purported pathogen for the safety of the mission and the Staat at large.

“Putting these restrictions on our western corridor with Sinica, currently, is not needed,” said Health and Population representative Kristina Ritschel in a public press conference on Vera. “The astronomic proximity between the western border and the estimated routes of transmission for this pathogen is too far to pose a threat at this time. However, we cannot relieve northern regions even with the Olimpiadans having recovered from such a catastrophe purely on the basis of multiple other stellar polities using these same routes to reach the Staat. Our best bet is to monitor the situation in Sinica and hope they are reciprocating national preventative measures.”

Most after hearing this news breaking out have met it with relative calm. It is widely known that the Staat is one of the most self-sufficient nations in the Gamma Quadrant — if not the entirety of the Milky Way Galaxy — and that a total enforcement of protocol restrictions will not bring significant harm to the national economy. However, exports of natural agricultural goods and other products have dropped to practically zero, with Sinica being the only recipients of such after the protocols were announced. This bodes wonders for local food prices, as their base values are expected to drop heavily with newfound surplus.

After a prolonged debate on the floor of the Staatsvertretung in pertinence to the philosophical and physical natures of synthetic free-form sapient minds and the subsequent legislative codes that would predicate the definition of sophont to these entities or not, the government has signed the sophont law Sapience-Gesetzbuch 226 into full effect across the entirety of the Human Star State, being originally proposed by Staatsstadtrat Harald Boellen of the Silbersonne Reich and Xaver Boehm of the Zentral Herzlandprovinz a few months ago in the wake of the android immigration crisis. The law, in general principle, declares the following in one of the spearheaded sections:

“...all synthetic states of perception and choice rising from artificial enlightenment or from transfer from an organic source do not quantify the state definition of proper, conscious accord shared by sapient intelligences, and thereby shall not be allowed to be synonymous in legal identity with that of organic beings.”

In essence, the S-G 226 law promulgates the fact that androids, organic transference containers (known as bio-sleeving), and other synthetic free-forms not naturally evolved to such states of consciousness from non-carbon origins do not match the definitions outlined by the state government in regards to what can be considered proper life, and shall not access any liberties offered to natural, organic consciousnesses. Thousands of synthetic choice states have been requisitioned in the hours following the law's passage after attempting to flee the country to the Jiang-Schönau Neutral Territory; the previous declaration of border restrictions from the on-going galactic pandemic has made these efforts fruitless.

Due to being not legally considered in a state of living or proper consciousness, in addition to resisting legal requisition through violent means, these free-forms have been destroyed by diligent Staatsschutz soldiers for posing threats of national security. A few hours ago from Vera, military representatives from the Staatswehr and civil liaisons from the Staatsministerium für Krieg und Verteidigung have announced a newly formulated and mass-scale effort to “revitalize the offensive and defensive capabilities” of the armed forces of the Human Star State, citing the increase in civil unrest from synthetic riots in addition to the need of further border security enforcement and proven efficacy of of shock-and-awe tactics against pirates in the northern interstellar regions of the country as reasons for such an oncoming build-up. This has been issued in conjunction with a widespread order for several formations of the Nationales Verteidigungsamt to begin extensive training of standing Landwehr forces for possible reorganization into newfound Sturmheer and Weltraummarine units.

The notice issued by the military and the State Ministry of War and Defense specifically outlines plans for a significant increase in the production, upgrade, and refitting of naval vessels for the Weltraummarine and Sturmheer to keenly selected and modern parameters, in addition to a possible increase in active troop count for each branch by around one billion and reserved by approximately three billion. The Staatsschutz has approved military requests for transferring mandatory training and service paths away from the SS to the Staatswehr for the time being, with the Kampf-SS in particular being mobilized domestically alongside National-SS and Staatspolizei troops to keep the peace in high-risk regions, such as the border, the Megaslavic exclave, and terrestrial and naval bases throughout the Jiang-Schönau Neutral Territory.

The announcement also included addenda that explained the newfound variables involved in order to reach the new quotas set in place. All males next year that graduate secondary schooling are to be immediately conscripted into the Staatswehr after completing rounds of officer potentiality testing, and select female populations are to now experience mandatory conscription in order to accommodate for Weltraummarine staffing requirements that some males supersede (specifically smaller-frame individuals). Xenoi are still barred from serving in the Staatswehr for the time being, but conjoined armies and navies of affiliated xenoi client states are expected to match this new build-up with their own peoples.

The piracy situation in particular has the navy itching to unleash a final assault over that entire area of space... us, in the army? We're biding our time for more demanding situations. It is to be expected that the military build-up may stir undesirable emotions abroad, considering the present reputation of the Staat internationally as being nothing short of a “totalitarian nightmare”. Even so, the Staat's recent peacekeeping campaigns and interstellar humanitarian efforts being delivered by the Weltraummarine (and the Sturmheer and Staatsschutz, to a lesser degree) have built it up locally as being the salvation for billions across the nation's periphery, regardless of species. As such, the government does not currently anticipate any significant international response and/or action at this time. Representatives from the SS have vocalized expectant reciprocated enlistment and production schedules by the end of next year in order to balance the newfound theoretical population of the Staatswehr - rumors originating from the military itself expect the SS to begin opening Kampf-SS legions to foreigner service akin to those in past wars and to start massive xenoi recruitment drives.

Today, military correspondents and representatives from the Staatswehr have announced on public holovision and throughout the greater State GalNet that a “final protocol” has finally been launched against marauders and pirates lurking within and near northern Staat space, signalling the beginning of a massive offensive early this morning conducted by the Weltraummarine and naval elements of the Kampf-Staatsschutz. Stations and populated planemos proximal to these military operations have been given measures for emergency evacuation as the “Hand des Kaisers” battlefleet heads to relieve divided K-SS and Weltraummarine forces already engaging in battle with marauder elements. One of the representatives, Sternadmiral Oliver Streckenbach, had this to say in a textual declaration given from the Oberkommando der Staatswehr:

“The battles that the Staatswehr and Staatsschutz alike have been participated in against non-state aggressors for the past decade has made our country weary, yet all the more enraged. The military and its assisting forces have been bogged down not only in spatial maneuvering through these hostile systems, but also the bureaucratic blockades and interorganizational disputes. However, our command body within the OdS has finally acquiesced approval from the Staatskanzler and Sternenkaiser alike to proceed with a plan we have been drafting for years... one that will assure success in every echelon of our undertaking, and one that will prove efficacious in paving a new, peaceful route through the north for travel and commerce.”

According to ongoing battle and maneuver measurements being provided by the Staatswehr, government forces have already engaged and destroyed fifty-two enemy vessels of differing sizes and models in the span of eight hours, arriving to most hot-spot systems only five hours ago. Participating in the operation is the “Hand des Kaisers” Weltraummarine battlefleet, supplemented by prior deployed elements of the “Macht der Menschheit” Weltraummarine battlefleet and several tactical fleets from the Kampf-Staatsschutz's First and Third Expeditionary Fleets. The Nationales Verteidigungsamt is providing border security as nearby Staatsschutz vessels mobilize, and evacuation for civilians are being carried out by the SS and NVa alike.

Although border restrictions have rendered movement from outside of the Staat to civilian parties effectively null, the Staat has advised any and all citizens and subjects currently outside of its borders in the northern sectors to find respite from the oncoming military operations in deep space or in cover of planemos, and to broadcast distress messages for evacuation in accordance to victory signals that will be emitted after removal of marauders from their system. This is particularly applicant to SS vessels not of combat outfitting who have traveled into the area prior to the operation's launch.

With several enemy casualties already recorded and only a few injuries being sustained for government forces, many within the country are already postulating an overwhelming victory to be in sight. The Veran Catholic Church has announced for sessions of assistant prayer to be held this Saturday for troops and sailors involved in the fighting, and several civilian organizations and businesses are already supporting the efforts of the military through vocalizations in media and by physical means - particularly rallies, many of which are still ongoing on Vera. Even so, there are some who fear that such massive military movements may provoke polities around the Staat, as the sheer size of such an initiative outshine some nations' entire navies in numbers alone.

In a morning announcement, the Staatsministerium für Verkehr und Ressourcen declared that the borders of the Menschlicher Sternenstaat shall be “opened to the wider space with extreme caution”, citing the lowering incidents of the “Karax” pandemic occurring abroad and thus allowing for an easing of the past restrictions. Although the country has faced little economic impact from the decisions to enforce strict border controls, the delayed or denied import and export requests filed for nations such as Olimpiada and Sinica has led to a growing list of repayments and debts to be paid, in addition to the needs to file new import requests for varying products and commodities.

The newfound policies, as outlined by the SVR, will allow accredited commercial organizations access to Staat border ports. This mostly includes companies and corporations that hold assets along the Gaian Trail and in nations that link between such a starway. Individual merchants and smaller trading fleets without past accreditation will need to contact the SVR's various subsidiary border offices for a license to dock - and even then, restrictions are still in place barring non-Staat vessels from entering further into the country. As such, many mothballed NVa freighters and tankers have been temporarily activated in order to transport goods and products from the border to various locations, both within the Staat and in its collection of dependent alien star states.

It is unknown at this time when these restrictions will be fully lifted, especially considering the “synthetic question” that has been causing massive civil unrest. Although most synths have now been accounted for in the Staat, a small population are still at large within the borders of the country, and as such are expected by the government to attempt terrorist attacks or to flee the country in the near future. The ongoing military campaign in the north of the nation is also a cause for concern in relaxing the borders, as the Staatswehr does not want any peripheral border stations to be susceptible to ambushes or reprisal attacks by pirates, marauders, and other hostile parties during the duration of such an operation.

Representatives from the command structures of the Staatsschutz and Staatswehr have announced that, as of today, military operations within the northern colonial regions of the Human Star State and within its northern periphery will begin to subside due to an “achieved, total victory” over that of various insurrectionist and anti-Staat groups that had previously resided within such an area of space. In the span of two months, elements of the Kampf-Staatsschutz branch of the SS alongside that of the Weltraummarine and Sturmheer have been able to pacify or neutralize various treacherous organizations that, according to documents published last year by the Staatssicherheitsdienst, were “fully able to execute widespread dysfunction and anti-Staat measures in high coordination”. This includes criminal groups such as pirates and marauder organizations, in addition to that of staunch resistance Voihi groups left after the “Great Northern Offensive” war in 756.

The operation, now termed “Operation Wolkenkratzer” — although relatively short in duration — has lead to an approximated total casualty amount of the “several hundreds of thousands” as per an estimation from the joint Staatsschutz-Staatswehr command group; the majority of which belonging to enemy forces and was caused as a combined result of calculated orbital bombardments, massive crop failures for renegade settlements, and the massive spread of diseases that are hypothesized to originate as makeshift biological weaponry. However, many civilian casualties are also included in this number, and rumors are circulating that such a rate of death is a result of last-ditch efforts of certain organizatins to circumvent capture by the Staat, detonating bombs and destroying vital infrastructure in liberated worlds such as Gallan, Oivne's Folly, and Siosonne. In addition to this, massive civilian casualties have been reported from the OIO-92 dwarf planet, where a catastrophic failure in internal atmospheric systems for the otherwise airless world lead to suffocation across various habitats.

“We have been working arduously for these two months to ensure a minimum in civilian deaths,” OdOg. Adalwin Backer said in an interview on national television three hours ago. “The Sturmheer, in conjunction with Weltraummarine vessels and Staatsschutz task forces, has always been prioritizing evacuation of innocents and minimization of collateral, infrastructural damage. However, the nature of our enemy and their habits of fighting unto death relegated us with little other options than to initiate swift neutralization protocols, as is event in Gallan.”

Staatskanzler Michael Widmann is expecting to hold a victory speech tomorrow at the highest courtyards of the Oberste Festung in celebration of the success of “Operation Wolkenkratzer”, and unconfirmed reports are detailing that the Sternenkaiser may in fact make a celebratory appearance. It is confirmed that key officers in the victory are to be reporting to Vera for such an event, including OdOg. Backer of the Sturmheer.

The Sternenstaat has also released a public report on the peripheral effects of the military operation, and has cited that the newfound security in the northern colonial regions has allowed for a massive revitalization of trade along the Gaian Trail, with the limited re-opening of Staat borders after the paranoia of crisis allowing for two month-long commercial backlogs to finally be clearing. It is to be expected that the northeastern routes of the Staatssternenbahn will be host to SS and Staatswehr convoys returning home; procedures of travel and alternate paths will released in this area for civilian craft who may be within said starways.
