Rais Nuru approaches the podium of the DEU Assembly and looks out at the representatives of the assembled nations in the Assembly Building. After clearing his throat he begins his speech:

As the first Representative of the Commonwealth to appear before this body I thank you for this opportunity and am honored by this invitation to speak before all of you. I am aware that you all have to address the concerns of your own continent so I will try to keep this as brief an address as possible. As you know relations between the African Continent and Europe have been rocky since the Independence of most of Africa from Colonial Rule. Some view Europe as the cause for all of Africa's problems from the colonial borders to the brutality of colonial rule in some former colonies. Some think that Europe has no business being in African affairs period outside of the colonial ones. Some within the Commonwealth adhere to this belief, but I am not among them. While Europe has its flaws and it has made its share of mistakes in the past the actions of Africa are its own, the rest of the world may have had some influence on the inner workings of the Continent but it was the choice of the people of Africa which led them to where they are today. Further, thanks to nations like France possible catastrophe in nations like Mauritania and Nigeria have been avoided and the regions are stabilized under the protection of Europe. It is my sincere hope that one day Africa will be able to stand on its own two feet, but for now much of Africa is divided and unstable.

The East African Commonwealth was what the people of Tanzania, Zambia, and Malawi came up with as a solution to this disunity and chaos. An old idea centered around the idea of African Unity and cooperation over a century old, but nevertheless a good idea. In the year since the 2nd Commonwealth Charter was signed the Commonwealth has prospered with support from the international community, Europe included. Even today Europe is a major trade and economic partner to the EAC and we would like to further this. The EAC is a developing nation and as such we welcome foreign investment in any of our sectors. Not only does this promote the development of the Commonwealth, but it helps ensure cooperation between Africa and Europe.

However, while economic support for the EAC is appreciated, the Commonwealth is far better off then most of Africa. Most of the continent is without power, fresh water, food, and medicine leaving millions in poverty. One of the EAC's long term goals is the establishment of a stable African Continent, and to do so we are requesting your help. As many of you are no doubt aware the EAC has been busy establishing the Amity Fleet, a global maritime administration focused on aid, exploration, and diplomacy. The branch of the Amity Fleet based in Mauritania and the EAC itself once operational in 2025 will be launching Operation Palisade, a continent wide initiative to improve the living standard across all of underdeveloped Africa. This operation would involve the establishment of small solar power plants that would both provide energy and purify water for the population of 22 regions across Africa. This operation is also working with the international agency Habitat for Humanity to establish stable buildings and homes for these areas. What I am requesting from Europe is material aid. Lumber, scaffolding, steel, computer chips, and anything else that can be used to build up and repair the damage that half a century of war has destroyed.

In addition to this operation the EAC will be launching two flagship programs from the Amity Fleet Academy following its completion in 2025. These two programs are the International Medical Exchange (IME) and the Global Education Initiative (GEI). The IME will focus on establishing an international medical organization that will allow for a quick response to both disaster scenarios and outbreaks along with a full time mission of improving the medical quality for citizens in underdeveloped regions of the world. The program is completely voluntary and open to anyone in the medical field. The GEI is similar but with a focus on teaching based jobs to educate students across the developing world to prevent radical ideas from taking root and develop an educated base for the nations in question.

The last item I will mention is the Amity Fleet Academy. While the Academy is funded by the EAC it is open to anyone who wishes to attend and service within the Amity Fleet is not required upon graduation though students will graduate with the certification to do so. Any nation that wishes to reserve slots within the Academy may reach out to the Amity Fleet to do so.

I very much look forward to establishing a stronger connection to the powers of Europe over the coming years and securing peace for our peoples. I will remain in Europe for the next week and will welcome any talks for furthering relations and improving ties between Africa and Europe.

Firstly, France wishes to thank Rais Nuru for their address to this Assembly. They raised many valid points surrounding the state of world affairs, and their desire to see greater humanitarian assistance and development in Africa. The French Confederation continues to support governments across Francophone Africa, and beyond. We propose that the DEU Foreign Aid Council be extended the agency to act across the continent with the aim of facilitating this material assistance suggested by the EAC. Active conflict areas and regions directly requiring/requesting European emergency aid would remain the priority, however we can look to diversify our FAC approaches in the near future.

Secondly, the Seventh Republic proposes the following;

DEU EIM - Geographic Origin and Indications Policy

This policy covers all foreign exporters and European importers, with the aim of ensuring informed consumer choice when making purchases and streamlining the process of applying the common external tariff.

I. All firms seeking to import goods produced outside of DEU EIM signatory states are required to receive certification from a newly-established 'DEU EIM Trade Regulatory Office'. The same applies for foreign exporters seeking to export to the DEU EIM, and freight-shipping companies.
II. The DEU EIM Trade Regulatory Office may censure/fine freight-shipping companies, foreign exporters, European importers, state-owned corporations/enterprises, and individuals who violate the terms of this policy. Repeat or severe infractions may result in a permanent ban.
III. All goods produced outside of DEU EIM signatory states are required to be accompanied by papers approved by customs officials from the country of origin, any countries of transit, and the DEU EIM Trade Regulatory Office - these papers must include information such as compliance with European product standards, records of companies and addresses where the goods were produced/stored-in-transit, details of the intended seller/retailer within the DEU EIM, receipt of payment for the appropriate European tariffs, and evidence that the foreign exporter/European importer is certified.
IV. All goods produced outside of DEU EIM signatory states are required to be clearly labeled during freight-shipping with a marker disclaiming its nation of origin - consumer goods must keep this label even upon entry into the EIM.
V. All goods produced outside of DEU EIM signatory states are required to respect the principle of geographical indication intellectual property.
VI. The DEU EIM Trade Regulatory Office will have a HQ in Strasbourg, in addition to field offices at major entry points into the DEU EIM, and the Suez Canal.

European Clearing Union

- The European Clearing Union is established with the aim of streamlining trade and transactions between member-states.
- The European Standard Bank will administer the Clearing Union, by recording trade of signatories in the form of 'European Bancors', a unit of account as part of an average value calculated using a basket of currencies.
- The ESB shall monitor the creation of European Bancors through trade balances with the rest of the world, and their movement between member-states based upon trade within the EIM.
- Forbids European Bancors from being held, sold, purchased, transferred, created, destroyed, or altered to or by non-signatories.
- Schedules an annual European Bancor Rebate calculated by the ESB in case of any imbalances or negative externalities created within the EIM.
- Enables the common external tariff to float based upon the DEU EIM balance of trade to prevent negative externalities.
- Creates the Provincial Development Fund, which will act as a means of supporting regions within the DEU most vulnerable to the effects of trade-induced disruptions with the aim of preventing unsustainable debt-financed purchases.
- Safeguards the Emergency Containment Clause; all signatories may opt-out of the Clearing Union at any time, request a temporary suspension of participation within the clearing union, or freeze the clearing union. All of these measures, excluding the freeze, may be done even with only one nation's approval - no majority required. A freeze requires at least half of all signatories to approve.
- Guarantees that central banks of the member-states maintain full control over interest rates in addition to the physical notes and coinage of their own currency.

"The French Seventh Republic proposes that the existing European Air Pollution Agency be made a compulsory project within the EIM - as the EIM already treats Climate Change and Ozone Depletion as shared issues, Air Pollution should similarly be coordinated collectively. If needed to attain support for this measure, we are willing to specifically reassert the following stipulation from the original propose; "make Europe a cleaner, healthier and more sustainable continent while balancing the needs of industry to ensure that economic growth is not adversely affected by new regulations and limits". DEU subsidies could also be provided to alleviate this burden.

The following proposal establishes the European Air Pollution Agency (EAPA) to be headquartered in Strasbourg. The EAPA will be a DEU agency that will act as a watchdog over levels of air pollution in DEU-countries that have opted into membership of the agency and will have the power to penalise local and national governments that do not act on air pollution in their jurisdiction or attempt to breach EAPA air pollution regulation. As well as a watchdog, the EAPA will set air pollution limits tailored to different nations and different environments within nations and set out regulations on air pollution reduction in order to ensure that nations who are members of the agency take action to reduce air pollution and make Europe a cleaner, healthier and more sustainable continent while balancing the needs of industry to ensure that economic growth is not adversely affected by new regulations and limits.

The need for Europe-wide air pollution regulation is more crucial than ever. Air pollution causes approximately 400,000 early deaths annually across the DEU, a serious number that shows the gravity of the situation that the EAPA is being formed to deal with. The country with most premature deaths due to air pollution is Germany, closely followed by Italy, which is followed by Poland, the ADE and France. It is clear that air pollution is striking the most at the economic and population core of Europe, making it great threat to the health and quality of life of most European citizens. Air pollution is a man-made disaster in the DEU and it is up to actions of this great assembly to rid Europe of its "biggest environmental risk to public health."

Strasbourg, 7 December 2024


I come before you humbled by the responsibility that the Portuguese people have placed upon me, mindful of the enormous challenges of our moment in history, and determined to act boldly and collectively on behalf of justice and prosperity that the Portuguese Republic was founded upon. I have only been in office for a few weeks and I am well aware of the expectations that accompany my presidency around the world.

These expectations are not about me however. Rather, they are rooted, I believe, in a discontent with a status quo that has allowed us to be increasingly defined by our differences, and outpaced by our problems. But they are also rooted in hope — the hope that real change is possible, and the hope that Portugal will be part of bringing about such change.

Our European countries have fought and died around the globe to protect the right of all people to express their views, even views that we profoundly disagree with. We do not do so because we support hateful speech, but because our civilizations understood that without such protections, the capacity of each individual to express their own views and practice their own faith may be threatened.

We do so because in a diverse society, efforts to restrict speech can quickly become a tool to silence critics and oppress minorities. We do so because given the power of faith in our lives, and the passion that religious differences can inflame, the strongest weapon against hateful speech is not repression; it is more speech — the voices of tolerance that rally against bigotry and blasphemy, and lift up the values of understanding and mutual respect.

For years, the DEU has in fact made a difference — from helping usher in prosperity, to educating children, to brokering peace. But like every generation of leaders, we face new and profound challenges, and this body continues to be tested. The question is whether we possess the wisdom and the courage, as nation-states and members of an international community, to squarely meet those challenges; whether the DEU can meet the tests of our time.

The answer cannot be a simple rejection of global integration. We have to make sure the benefits of such integration are broadly shared. Those of use who believe in democracy, we need to speak out forcefully: I believe in a liberal political order. We must reject any forms of fundamentalism or racism or a belief in ethnic superiority. We are seeing the same forces of global integration that have made us interdependent also expose deep fault lines in the existing international order.

As imperfect as they are, the principles of open markets and accountable governance, of democracy and human rights and international law that we have forged, remain the firmest foundation for human progress in this century. At this moment in the world, we all face a choice. We can choose to press forward with a better model of cooperation and integration. Or we can retreat into a world sharply divided, and ultimately in conflict, along age-old lines of nation and tribe and race and religion. Portugal will be glad to take part in moving Europe and the world forward.

Portuguese accession to the DEU; EIM exemption sought

The new Portuguese administration has formally applied for DEU membership, which is automatically granted as they abide by all Ideals of the Union and membership criteria, however they also seek to sign become part of the European Internal Market. As you know, the EIM has a rich history dating back to CETO; it was incorporated into the DEU following negotiations between its founding members and the French Sixth Republic. France won the right to special exemptions to some of the EIM's terms in order to reflect the difficulties of joining a single market/customs union hybrid while maintaining ties to overseas dominions, and these exemptions were also extended to Britain and Russia. In essence, these were due to the geographical separation between (or distinction of) regions within these nations and the European continent. Portugal today made their EIM membership conditional upon an opt-out of the freedom of movement clause; citizens of EIM countries would still require a visa to enter Portugal and vice versa. Portugal will soon be recovering from a war in which they were the main battlefield, a challenge which EIM membership would certainly help accelerate, furthermore they are a nation geopolitically blocked off from the rest of the DEU due to the presence of non-DEU member Spain. As EIM citizens are only able to reach Portugal by air or sea regardless, France does not view this exemption request as being an unreasonable conditional on the other core freedoms - of capital, goods, and services - being guaranteed, alongside all other terms of EIM membership. The Portuguese government has informed us that they are willing to agree to this, and go further by opting-in to all DEU projects should their exemption from visa-free travel be granted, with the single exception of the European Bancor. Consequently, I today request that this Assembly approve Portuguese accession to the EIM with this special condition affirmed.

"Europe remains the world's leader on environmental issues. The Moscow Green Treaty, Climate Stabilization Compact, Ozone Protection Regulation, Air Pollution Agency, Europa Game Reserve, Rewilding Europe Initiative, and Eurocharge are all clear examples of policies this Assembly has voted in favor of which have prioritized environmental protection. But we are by no means finished! Today, France launches a series of new policy proposals, targeting the two largest issues which we have yet to challenge. We ask for the support of you, our neighbors, to ensure that together we can secure the gains of this generation for the next generation, and that Europe may continue to live up to its supposed status as a community which respects nature in harmony with continued economic growth, employment growth, and prosperity for all of our citizens.

Anti-Acidification Agreement

I. The DEU recognizes the negative consequences arising from the process of Ocean Acidification, particularly in reference to maritime biodiversity and food chains.
II. The DEU resolves to the prevention of ocean pH levels decreasing more than 0.2 units below the pre-industrial global average.
III. The DEU EIM commits to achieving this by meeting the targets outlined under the Climate Stabilization Compact and Moscow Green Treaty, which call for the curtailing of greenhouse gas emissions - including carbon dioxide, the main contributor to Ocean Acidification.

Continental Waste Coordination

I. The DEU calls for the EIM-wide staged phasing out of products which create excess waste due to single-use materials and inefficient disposal methods - specifically reducing cosmetic microplastics by 80% within ten years, and requiring studies into potential alternatives for single-use goods across the European consumer economy.
II. A "Recycling for Europe Project" oversees the creation of waste processing centers across the continent, with recyclable material being reallocated to other countries or industrial sectors within the EIM where they are most likely to be put to productive use, with profits being used to subsidize research into renewable solutions.
III. Waste-to-Energy systems shall be explored at these centers, including low-emission incineration and carbon-neutral biofuel production.
IV. Reverse vending machines and deposit-refund systems will be subsidized by the DEU for adoption by private enterprise or governments, however are not legally binding upon member-states.

European Environment and Sustainable Production Commission

The European Environment and Sustainable Production Commission, based in Strasbourg, shall be tasked with;

I. Surveying and facilitating dialogue between leading business figures, economists, scientists, and the public with the aim of finding and developing ways of implementing sensible environmental policy while minimizing disruptions to the European economy and job market.
II. Tracking the DEU's progress under all environmental legislation - particularly decline of greenhouse gas emissions, and giving advisory reports as needed to member-states and this Assembly.
III. Offering official certification and endorsement of products/businesses which comply fully with DEU policy aims in the area of environmental protection, air pollution, waste minimization, and emissions/ozone-depleting substance reduction; thus giving European consumers the ability to make informed decisions when purchasing goods based upon the sustainability of a product.
