I, Wihann Cronier, Mayor of the Free City of Nova Universo, am inviting you to the Free City on the premise of business. We have a common interest towards health, cleanliness and ecological balance. I believe that if we were to meet in other circumstances, we would be friends. However, as we are in a grave situation, we must temper that friendly affection with a measure of entrepreneurial prudence and acumen.

The Council reports that our City-run waste management service is unable to deal with our production, due to the City's explosive growth compared to our present capability. Despite our best efforts to build a system which ensures everyone's health, we are still trapped in mountains of garbage and rivers of sewage. Therefore, we decided to break with the rules and engage a business to deal with this.

We propose that you design, build and operate the entire waste management service of the Free City, a conurbation of 1,1 Mio people in three neighbouring cities. We are ready to pay you an appropriate amount for this service, with additional payments for above-standard services and other reasons as the Council deems fit. However, as this is a large undertaking, we have to explain more to you.

We seek to avail the entire constellation of services of your enterprise. Our city is a hotbed of diverse economic activity and therefore needing all of your present offers, and perhaps a few of those in development. We can even work on research and development of new processes -vitrification, deep deposition, perhaps?- if demand arises for such.

Your enterprise have nothing to lose and everything to gain with this business proposal. We, on the other hand, are losing everything and gaining nothing from our dire waste situation.
