Having had enough of foreign rule, insurgents in Kazakhstan have unified under a fatwa signed by Imam Muhammad Nursalt to "remove the usurpers and kefirs of Pavlovsk that seek to limit the loving embrace of allah." The Kazakh region has been home to many failed rebellions in the past and it seems unlikely that anything will be different this time. Reporters on the ground seem to think that there is some potential given the density of Islamist groups in the area, with some reports claiming as many as 560,000 active insurgents in central and south Asia.

​Independent South Vitolian State established



Rome, new capital of Terronia


After several weeks of cooperation with Vitolian bureaucrats to create the best possible government, the State Committee of Pavlovsk has announced the creation of a fully independent South Vitolian state, known as the Republic of Terronia. The state is largely similar to the Northern Vitolian state, being a Democratic Socialist nation. The Republic is currently receiving a small amount of foreign aid from Pavlovsk in order to assist in repairing lost assets in the war. The first President of the Terronian Republic Babini Babinskeeyni, a temporary appointee. The first Presidential election is to take place in 2000. The capital of the new Republic is Rome, a historically significant city within Vitolia. All Pavlovski forces within Terronia are to exit the nation, save for a small garrison and naval base which will stay in Catania, Sicily.

General Secretary Poutine has called the new Terronian Constitution 'a triumph of diplomatic cooperation', and believes that setting up a government similar to other Western European states will provide the citizens the greatest benefits.

The former Vitolian Emperor, Valkus IV, was cornered attempting to escape Padania. It appears that he was heading to escape to either Cevapi or Landersvich, according to a statement made by Padanian officials. Padanian officials credited French forces at being instrumental in finally catching the rogue Emperor.

The Royal Vitolian Guard, who were still protecting their Emperor, refused to surrender, resulting in a firefight in which the 16 Guardsmen died, with none of them responding to attempts to get them to surrender. The Emperor was found dead inside the building the Guard was holed up in, and officials have ruled his death a suicide. There were 8 injuries and 2 deaths from the Padanian security forces and 12 injuries from French special forces.

President Jackson announces policy of "Pacific Friendship" for new year





President Jackson announced his policy at a press conference in Daladongo


At a Daladongo press conference President Sonny Jackson announced a new general foreign policy that his administration would be taking, titled "Pacific Friendship".

During his short speech Jackson cited the 'rampant instability' in mainland Asia, as well as recent terrorist attacks in the Caribbean as a sign of hard times to come in the near future;


Before it is mentioned I would like to state that we are well aware that Sentola, nor the greater South Pacific community, has recently experienced the aforementioned issues. That is specifically why we are shifting our policy to a more active stance; to prevent such horrible actions being taken here in the first place. The Sentolan government will build upon the Disaster Response Council and push for greater military and economic cooperation with our neighbours.

Oghuz Denounces Pavlovsk for Imperialism

For the last decade Zhovka has been Occupied by Pavloski and Carpathian forces, despite being its own rightfully independent country. Recently, Zhovkan rebels have sprouted in their territory attempting to restore the country as an independent state. This action was followed by an aggressive Pavlovski attack, and removal of supplies to the region causing malnutrition in many citizens.

The Sultan has denounced this behaviour as imperialistic, and now stands with all Pavloski separatists in Eastern Europe, Central Asia, and the rest of Pavlovsk.
In response to the NKVD releasing accusations about interference, the Sultan has stated that Oghuz is in fact interfering in the Situation, in order to protect the freedom of rightfully free people.

Chinese Warlords Invade Pattani



Seemingly out of nowhere, warbands led by Sino Warlord Cao Wei have stormed the Pattani border leading to a desperate and failing defense by the Pattani Armed Forces and ATS air assets. Reports have the invading force numbered in the millions and its main motivation seems to be plunder. The Muang Noi and Vinh governments have declared a state of emergency and are rapidly arming themselves to deal with potential incursions by the gigantic military force.

Japanese citizens and officials are outraged at the Songjiang Corporate Authority for having provided legitimacy and resources to such blood thirsty warlords and enabling their recruitment and rearmament. The ATS relationship is becoming increasingly strained and many doubt that the union will last to see the new millenium.

​Major companies push for 'Siberian Deregulation'





The group of major corporations in Pavlovsk, unofficially known as the 'Corporate Forum'-- including companies such as Amur, Gazprom, PepsiCo, and Pavlovski Airlines have begun pushing for legislators to begin considering an agenda known as 'Siberian Deregulation'. The main concept of the agenda is to push for the Federal government to vastly reduce barriers to doing business within the far east. The Corporate Forum lobbyists argue that vast swathes of Siberian land is largely untouched, yet is ripe for exploitation if the climate for investment was right.

The idea has picked up some steam within the National People's Congress, with Congress members from Rybinsk being the primary advocates for the agenda. The idea has seen some backlash as well however, with Congress members such as Manylakh Ulakhanov of Sakha FR arguing that the plan threatens to tarnish the pristine beauty of the Siberian wilderness.

Cartel Commandos in Hispaniola



While the Tivoli and Santa Clara uprisings have left several divisions and airwings tied up to operations in the west, the Black Eagles Cartel has sent an elite company of former Trujilo SOF members to organize a sophisticated Independence Army in the island of Hispaniola. Local news managed to leak the story after villagers in Port Santa Paz reported that these had passed by, taking dozens of young fighting aged men with them.The hiring of commandos is a scary new development, as it shows that the Black Eagles possess enough capital to outbid regional governments.

Nationalist Groups Deny Politburo, Declare Free Vaala Republic



As the New Year's Revolts continue to spread across the world, several nationalist militias in northwestern Pavlovsk have banded together in a bid to liberate the Finnic territories from slavic and turkic control by formally declaring independence. These groups occupied various towns using old Japanese-Pavlovskan war surplus equipment along with whatever modern stockpiles they can get their hands on. Leaders of the new "Vaala Republic" have appealed to the Kingdom of Sundsvall for recognition and assistance, but so far the Kingdom has issued no response.

Council allocates more resources to Caribbean revolts
This morning, Spokesman for the Presidential Council, Peter Blair, announced that the Council will be allocating 10 divisions to the current uprisings in the Caribbean, with air and land assets also being deployed in surprising numbers.

Blair, speaking on behalf of the Council, touched on the uprisings as a whole.


These revolutionaries are disrupting the order of our nation and must be put down. The military will be employing passive methods first, but obviously if battle must be engaged, we warn all civilians to steer clear of fire. If you are a civilian living in an occupied area, please vacate to a Federation-controlled area. The state government of Carib will attempt to ensure security of civilian property and assets when displaced peoples return after the insurgents have been quelled. Please, leave the occupied areas to avoid fighting.



Furthermore, the Federal Government has declared all participants in the rebellions to be criminals and those involved "will be punished for attempting to break the Federation."

Department of Defence commissions new naval fleet
Supreme Commander Ernest Hutchinson released a government release announcing the creation of the Federation's "4th Fleet". While at any given time, the Federation Navy may divided into smaller subsections or fleets, in resting or general use, the Federation Navy is divided into three fleets, with the 1st Fleet being the largest and the most advanced. The 4th Fleet is set to be 'slightly smaller' than the 1st Fleet but match it's technological advancement. Estimates place the Fleet to be completed by June 1999, but according to the Supreme Commander, "possibly earlier", mainly depending on if the Federation is able to source some of the fleet from overseas.

A Federation frigate near Cuba


After nearly a decade of tense co-existence, the two 'Great American Powers' have begun a conflict which was considered inevitability by most. The Niagara Union has formally declared a war upon the American Federation, rendering the once agreed upon non-aggression pact null and void. The declaration of war came just after Union and Federation engaged in a stand-off in the Caribbean Sea. Niagaran Naval vessels were attempting to escort merchant vessels through the region, and were stopped by Federation Patrols. The Federation Patrols refused to let the ships through, and after three hours, the sides opened fire. It is unclear which side shot first, however, it seems likely that the Union were the first to engage.

Whether this will devolve into a full-scale war or end with yet another uneasy truce remains to be seen.

Prime Minister Frank Barley spoke in his annual acclamation to the situation of the nation for a stronger leadership role of the Federal Republic. "Germany needs to take more responsibility in the EC and the world, which corresponds to its economic and political power - also on a military level," he said. Germany must take on an adequate and responsible role in a ever changing world.

On the other side, the focus of this year's prime minister's agenda is a better distribution of income. In this way, the Prime Minister intended to impose a harder way the big fortunes as well as to fight drastically against the tax evasion which should bring back him important revenues. Geothermal energy is it just hot steam.




After several years of primarily consuming renewable energy's, the government decided to construct more geothermal plants in order to supply the newly acquired territory's of Albion. The project involves constructing multiple geothermal plants and an under water cable between Iceland and Albion; the estimated costs amount to several million, but the exact amount is still to be determined by the department of finance.

Yesterday during a routine patrol the coast guard has located and seized a fishing vessel which has later been identified as Puppebian. After further investigation it has came to the authority's attention the existence of a smuggling operation between Puppebe and Iceland. A formal warning has been issued to Puppebe and the goverment is waiting for a response; in the mean time several smugglers has been arrested and the ring has been dismantled.

Yesterday, Z Tech Industries Geothermal Power Project has acquired patent on lava. The patent gives the company rights to sue any active volcano and seize its lava as they're property, or acquire territory around the volcano for a dispensary.

Earlier today Secretary of State Mariono Gallo made the following statement after meeting with President Cortez and Senate leader Henry Bowman

At the start of the new year countless groups claiming Independence grew and launched attacks around the globe including in Puerto Rico. One of these groups being the Kulaks began attacking and rebeling against the Pavlovsk government. The international community has now learned Oghuz funded this group and has openly admitted to committing war crimes. Althought Oghuz has been a close ally to the Republic, Alicia can not turn a blind eye to the disregard Oghuz has shown towards international law. Due to the actions of Oghuz, as of today, President Cortez and the Kingdom of Algiers have agreed to block the Straight of Gibraltar and not allow any Oghuz vessels through. Until the conflict is over and agreements made the straight shall remain closed. These movements have not only happened away from home but here in Alicia as well. The group BRA attacked a police station killing and wounding countless people. Due to these groups actions a special ops grounp entered Puerto Rico. None of these brave souls made it home. With the new year comes new candidates! The lower chamber of congress is up for re-election with parties from all over declaring candidates. President Cortez has spoke out saying she expects her party to keep control but political experts from across the aisle say she should be worried. 1996 was a rough year for President Cortez with her approval rating dropping the lowest ever at 42%. With two Rykovian communist holding seats all parties have produced challengers to the communist. Political experts are divided with half saying the two communist will lose there seat while half are saying the Rykovians may grow there numbers. Lower Chamber leader Lorenzo Leguizamo has a primary challenger named Alicia Gomez-Hartentiz. Polls currently show the two closer together than usual for the congressional leader with a 56-44 split.

NIAGARA TO BEGIN TRANSFORMATION

March 5, 1997 - Niagara Union

The Niagaran Union, after a national vote, has been renamed the Avalonian Confederation. Confederation. This new name will be to reinforce the idea of regional equality, as Avalonia was the common name of the whole area before the era of conquests. The nation should therefore be heron known as the Avalonian Confederation. The capital, New York, will remain the national capital.

A national declaration of Human Rights has also been created, in order to protect those arrested by the state from human rights abuses. A new and independent judiciary has been created to ensure the total and universal protection of Human Rights. The death penalty has also been abolished, a move that is popular around the country.

A slow transition to the method of a Welfare State with a free market regulated for the common good, and high government ownership, has been declared. This will be co-managed by regional governments and the national government. Different regions will undergo the change at different times, and there will be strong regional control over economic matters, with the Federal Government ensuring that no region falls behind the others, or does not provide the same services or quality of life. With all companies having been nationalized, basic services companies will stay nationalized, while other companies will either be made into worker cooperatives or ownnership transferred from the federal government to the regional governments. The state will also be investing in creating new companies, and retraining current employees. With this transition, unions will still be legally protected by law, and encouraged. All privately owned and operated companies that are currently active (there is some small-scale private enterprise in some regions) are being investigated. For these companies, a 51% representation on boards for the workers are required. If these companies prove to be in line with labour regulations, and make a positive impact on their communities, regional governments may allow them to continue operating. The Niagara Dollar will remain as the official currency for two years, at which point, the new national currency will become The Amerikanska Krona.

The Avalonian Confederation shall establish the creation of a safe, stable, and open society as a priority. A national corruption committee has been formed to safeguard the government against internal corruption.

The new flag shall have a blue background, representing the sky under which all Avalonians share their nation. There shall be a white cross within a yellow cross, representing the peace that is necessary within prosperity.

There has been a national election for the parliament of 745 seats.The results are listed below by party, with parties listed from the economic left to right. Parties with asterisks are listed below their closest party, and are not listed according to economic spectrum. It should be noted that even the Liberal Party, the most economically liberal party, supports the welfare state system. The Social Party, the most economically socialist party, does not support the legalization of non-worker owned companies. It should be noted that the Democratic Initiative does not have a consistent economic policy, and is primarily concerned with issues of anti-corruption, democracy, and human rights. The Independent Alignment Group's position on the list does not have to do with economic policy, but is the designation for all un-aligned politicians. There were 356 other parties that failed to gain any seats, or reach the 4% margin for parliament representation. Those 356 other parties represent, combined, 2% of the vote.

Any individual that's interested in starting up their own company will have access to a small loan and professional consulting; firms will retain their own independence for 10 years, after which they will be merged into Z Tech Industries. The original owner of the companies will stay in charge while under the control of Z Tech Industries. In case company declares bankruptcy in the 10 years period, the original holder of the loan will have to pay back the amount adjusted for inflation.

Common lunch turns into a tragedy

Barley calls for profound EC reforms




for a new beginning in europe

The Japanese side has been backing the Balkan Pact since it's inception, and it has maintained an oddly active stance in the Mediterranean. [10] American Federation: Only here due to the crisis in the Caribbean, otherwise neutral. A rogue state that brings shame to the word 'Federation'. As the Americas have been isolated thus far, our policy towards them and all other states in the Americas is usually neutral. Large military. While the GGA professes peace, we cannot be sure they practice what they preach, and their suggested reforms seem to be mainly focused on centralizing GGA influence in the EC. While their policies lie more or less in line with the GGA, Landersvich has tended to be a loose cannon, although it has been relatively passive in recent years. Large, highly militarized, and openly nationalistic. They have openly called nearly all of the powers in Europe 'looming threats'. Highly militarized for their size, recently completed massive arms purchases. [5] Oghuz: Oghuz has been, and continues to be, a destabilizing presence in the Mediterranean. They have openly admitted to supporting the Kievan Army. Must be approached with caution, lest they set off another war. Large but insufficient military. [4] Undeclared Enemies: Atlantic Conglomerate: The state of Albion has been openly hostile to us at stages, and professing peace at others. Their Z-Tech associates are also aggressive, although less so. While they have promised to keep to themselves and not harm the Vichy Concord, their truthfulness is doubtful, and we should be wary. Large naval power, competent ground and air elements. [8] Kingdom of Algiers: Algiers has been at odds with Alicia over the Gibraltar Strait, and our agreement with Alicia means that we will assist them against Algiers, if it comes to it. While tensions have cooled and Algiers has remained relatively passive since the crisis, in all likelihood they will be back for more. Relatively strong naval power, ground forces are insufficient. President McCarthy under house arrest by Drake Government
One violent, murderous ruler, 900,000 dead Caribbeans, a nation. Speaker Rayden Drake announced earlier today that Eric McCarthy, currently the President of the Federation, has been sentenced to house arrest and is officially being declared a criminal by the Presidential Council. Under the jurisdiction of the Federal Police, McCarthy will not be allowed to leave his room in Mexico Palace under any circumstances.

Ernest Hutchinson will be taking over as temporary president until McCarthy's status is decided upon. There is debate whether McCarthy should be tried by the Council and Supreme Court or in the International APSIA Court. Tolucan Administrator, Emilio Santangel, jokingly remarked that McCarthy should be paradropped into Cuba and "let fate have it's way". Speaker Drake will be maintaining his reserve powers until further notice. Once again, Speaker Drake has requested meetings with the leaders of all major independence groups, militant or otherwise, though has received no response.



The Military Tribunal of the American Federation is considering stripping McCarthy of his military honours.
