      This handshake represents a historical day in South Pacific cooperation

      Natural disasters are an issue that every Pacific nation faces on a yearly basis. They take the lives of thousands, not to mention the property damage, and today 8 leaders have met on a historical day for South Pacific friendship and cooperation. The South Pacific Disaster Response Council, Sivnea Treaty Council or just DRC is an organization with the goal of saving as many lives from tsunamis, earthquakes, volcanic eruption and various other disasters as possible.

      The invitation to this meeting was given to all South Pacific nations, and was held in a private chamber within the Sivnea Opera House. While a majority of leaders were cordial about the idea, a few were sceptical, and by the end came to the decision to politely decline President Sonny Jackson's hand of friendship.

      Member states of the DRC will be obligated to provide aid to any other member requesting assistance during a natural crisis. This assistance can range from voluntary aid workers, medicinal supplies or infrastructural repair.

      In a speech following the signing of the of the DRC Treaty, President Sonny Jackson said the following:
      Today is a historic occassion not just for Sentola, but for every citizen of every nation that has chosen to join hands with eachother and make the land a safer place. We hope for this treaty to enter affect before the end of the year, and for this to be only the first page in a long chapter of peace, friendship and cooperation for the South Pacific.

      The Twenty Hours War

      August 25th, 1996



      On August 17th, the Republic of Piedmont was created when Vitolia granted the province designated as "Savoy" with independence. In the early hours of the day, however, the Vitolian government backtracked, delivering an ultimatum to Piedmont to surrender. They launched air raids into the country without warning, destroying vital infrastructure and following it up with an infantry shock attack. Nice-Pontivy, with the rest of the French Pact, defended Piedmont's independence, immediately deploying forces to aid the fledgling republic, fighting alongside hastily organized police and paramilitaries. The Vitolian invasion was met with fierce resistance by Nice-Pontivi and Piedmonti forces, with the Vitolians suffering horrific casualties. In the sea, the Vitolian carrier "Romulus" was sunk by brave Nican submariners. The Vitolian navy, however, sunk all the submarines. The Nican Navy, which was sailing to regroup with allied navies, was destroyed by cowardly Vitolian naval elements, who caught the fleet in their transition. All ships were reportedly sunk, a huge blow to Nice-Pontivy. The Nice-Pontivy and Froussardian air force devastated the Vitolian air force while Nice-Pontivi troops pushed into Genoa. Genoa was secured in several brutal battles, while Turin briefly fell to the Vitolians. However, after a massive counter-barrage witnessed by NNN reporters, some of whom described the barrage as "awe-inspiring", a massive force of Nice-Pontivy infantry and tanks overwhelmed the demoralized and understrength forces defending Turin. 20 hours into the war, Nice-Pontivy offered a cease-fire to the crippled Vitolian forces, which was accepted. Peace negotiations are reportedly underway.

      Alain Clerc denounced such aggression, stating that
      This is what happens when imperialism meets the real world. We cannot allow such powers to continue their merciless expansion. Vitolia attempted to violate the independence of a nation rightfully given independence and paid the price for it. Nice-Pontivy is committed to peace on this continent, no matter what it takes.

Cola denies American offer for joint drug task force

CIUDAD BELDAD, SANTA ROSA — President Terence Cola has declined an offer promulgated by American Federation President Eric McCarthy earlier this month that would establish a multinational agency for dealing with the problem of cross-border illicit drug trading.

"With all due respect to the President," Cola said, "Santa Rosa is not in the business of signing away sovereignty for an empty promise of security. We're not convinced that the Federation's record with the drug trade is adequate enough for us to work on such close terms."

President Cola added that Santa Rosa will continue to step up its own narcotic regulation policies, though he did not clarify what that would entail.

      With the large power vacuum left after the fall of the "Persian" sultanate and the following balkanization of the region, instability, mal-intent and corrupted morals have spread like wildfire across the relatively newly independent nations. The lack of a strong guiding fist led to warlords seizing the opportunity and rising into power. On each and every group's mind is restoring the empire and reclaiming Indias title as a global contender. Peace though has not been these nations approach. Dozens of border conflicts occur regularly, militias vying for control over each other's most valuable resources, using them to either expand their strength or pawn off to purchase more firepower. Recently, Uttar's most southwestern province has come under contested occupation by several Punjab warbands, the largest of the two being the "Gutter Gankers" and the "Footcrusher Fanatics". Not only are these men fighting Uttar defenders, but also each other.

      Conscripts and civilians alike are perishing due to this unending chaos. This truly is a grim time for India and the world as a whole.

    Tumbu Government Addresses Rapid Economic Growth By Seeking To Grow It Even More

    According to the Tumbu Ministry of the Economy, and just about every other reliable source out there, the Tumbu economy is rapidly expanding. In order to address this rapid growth, President Obiang has announced that he plans to make it grow even larger. His plan, summarized, essentially goes like this;
    Step 1: Unload the rest of the European treasure in order to create vast amounts of revenue to be invested back into the country.
    Step 2: Create economic trade deals with major nations as well as neighbors in order to promote free trade and investment in Tumbuland.
    Step 3: Encourage working class folk looking for opportunity to migrate to Tumbuland in order to build this nation up.
    He hopes that using this plan and expanding upon some aspects will help Tumbuland reach it's full potential in the near future.

      As Vitolian forces continue to surrender en masse, General Secretary Poutine has begun speaking on the issue with the press. This morning, Mr. Poutine commented on the situation, stating that 'the Security Council's was left with no choice but to escalate the situation.' A full transcript of Poutine's comments is found below.

      'The government of Vitolia dug it's own grave by defying the international community. It is truly unfortunate that violent conflict must be used to solve this issue, but the Vitolian government left no other choice. I wish the great people of Vitolia well in their future, as the old government clearly no longer reflects the will of it's people. Thousands of Vitolian soldiers have opted to work alongside coalition forces to bring an end to the 'Empire', and their heroic actions should be remembered forever.

      As for now, it is imperative that the Imperial government of Vitolia is brought to an end. Furthermore, I and my advisors find it best that the Security Council re-convenes to discuss the future of the Vitolian people, and how the peninsula will be governed in the future. I believe that the future will be kind to the great people of Vitolia.


      As it stands, Pavlovski forces in Vitolia are currently occupying the southern half of Vitolia, alongside thousands of Vitolian volunteers, most of which were formerly conscripts within the Imperial Army of Vitolia. In the north, the French Entente is still fighting Imperial forces, but it seems likely that the conflict will come to an end soon.

On November 4th Alician soldiers landed in Sardinia and Naples seizing the territories with small resistance. Sardinia and Naples alike are currently occupied by Alician forces as the world awaits a second Security Council meeting on the conflict. President Cortez had the following to say
What has happened in Vitolia is something no body wanted to happen but something that had to happen. This conflict was a move by the international community to suppress an aggressive regime and the international community has succeeded in doing just that. On November Fourth Alician forces moved to assist our friends and allies Nice-Pontivy, Songjiang, and Pavlovsk by landing boots in Sardina and Naples. Currently both these areas are occupied by Alician forces. As the final occupations and movements are coming to a close I urge the Security Council to meet once more to finalize the peace deal we are all desperately awaiting.

Contruction of houses and schools in Yahel has moved forwarded with great success due to the already present labor. After such great success the company announced raises for all personnel in Yahel although the amount of the raise was not disclosed. The construction of schools however has attracted teachers to join the Alician non-profit TeachGlobal. The non-profit employs and sends teachers to countless nations around the globe including Yahel. Over 30 teachers have signed 1-2 year contracts to teach in the nation to all ages of students and people willing to learn.

French Pact Internal Memo: Potential Military Expansion

CLASSIFIED: DO NOT REDISTRIBUTE



November 21st, 1996


Regarding potential rapid remilitarization of the French states which has been repeatedly discussed by Parisian officials, NPHC has the following recommendations:

Armée de terre: The Parisian suggestions that we expand our militaries tenfold are frankly unnecessary. While a large ground force is essential in protecting French interests, maintaining an army of 1 million soldiers is unnecessary, especially considering that our ground forces already outclass the majority of potential threats, and can cover almost all perceivable defensive conflicts. Expanding our ground forces twofold is a much more reasonable and sustainable approach, and an approach likely much more favorable with the populace and politicians.

Infanterie: The militaries of France should devote more of their energy to training our infantry. The Chasseurs Alpins' fighting in Piedmont and Vitolia should provide an example of how infantry training can improve our military capabilities.

Armée de l'Air: Our air forces have performed well in air superiority missions, reflecting the attention we pay to the fighter pilot's prowess. However, our close air support has been lacking in several areas, especially in SEAD operations, as Vitolian AA has reportedly been able to ward off repeated attempts to provide CAS near Venice. This failure to provide support for our ground forces reflects poorly on our air forces. New strategies to eliminate enemy AA and provide better close air support should be developed, and our pilots trained to employ these strategies effectively. Expansion is unnecessary, other than to replenish our losses and utilize new aircraft designs, such as the Moreau Rafale, which has performed well in the Vitolian conflict.

La Marine: Our navy is neglected and in need of expansion and funding, especially considering the complete destruction of the Nice-Pontivy surface fleet, our primary means of power projection in the Mediterranean. Several regional powers and most world powers outclass our navies significantly, and we have more ocean to cover than many of the other regional powers. While Paris possesses a capable fleet, our primary naval rival to the north, Albion, outclasses it. Nice-Pontivy has devoted a significant portion of the military budget in rebuilding and expanding the navy, and we hope to see Paris doing the same.

Our militaries are essential to preserving stability in our region, as destabilization could inadvertently lead to our enemies gaining a better position to attack our nations, as has been shown in Vitolia. Major remilitarization should be carried out discreetly, if at all.

      VICTORY DECLARED IN VITOLIA!

      November 24th, 1996



      On November 24th, French forces finally reached Venice. After Vitolian forces repelled French attacks, the French forces deployed several Medium Range Ballistic Missiles, which decimated the imperial capital, causing a quick surrender. Almost immediately following this, Vitolian forces unconditionally surrendered to French forces, bringing an end to the conflict in Vitolia. Victory was declared by the Northern Vitolian Temporary Military Administration, which was set up to govern the Vitolian territories under the control of the French Pact.

      A spokesperson for the NVTMA stated:
      The Emperor has been deserted, and our forces are currently in the process of gathering the former government to bring them to justice. The Imperial government has finally fallen, ending their wretched legacy in Europe.


      NNN was unable to independently confirm any rumors about the status of the Vitolian Emperor. A Security Council meeting is set to occur soon, which will likely discuss the fate of Vitolia. We'll keep you updated as this story develops.

Alician politicians plan visits to Sardinia and a diplomatic rivalry?


Alician politicians across the aisle including Senate majority leader Henry Bowman have planned trips to visit major cites across Sardinia as well as rural towns. The move comes after a heated SC council meeting where it was agreed referendums would be held in Sardinia and Naples. The politicians have began promises already as they began to promise if the Island agrees to join the Republic the people will receive everything from lower taxes to reparations. It's not clear how the people will vote but President Cortez did state she would support lower income and property taxes, rumor is floating around Alicia and Sardina taxes may be opted to not be placed on residence of the Island, for residents of the Island if they agree to join as well as establishing a military branch specifically for the Island of Sardinia. Although most political leaders are urging the people to join the Republic some have stated if the Island chooses independence they would urge President Cortez to support the island unconditionally.

The most high profile visitor will be Queen Mary, toddler Prince Felipe, and Princess Melania. The Royal family is set to travel and give speeches all across the Island on freeing the people from the regime, joining the Alician Republic, and staying close to cultural roots. The tour is said to last for at-least two weeks or until the Island votes on its fate.

During the SC meeting Secretary Gallo got heated often as the rest of the delegation debated among themselves. With Alicia being the only member of the council to send peace keepers during the early days of the conflict Gallo wanted the international community to know Alicia played a role on euthanizing this regime. A rivalry has been born thought between Secretary Gallo and the head diplomat from the American Federation, Ronathan Jeramus. The exchange between the two diplomats was heated with Jeramus pointing out the possible independence of the Aragon region and Gallo retaliating pointing out the possible independence of former nation Toulca. The reasoning behind the attacks are unknown but the presidential and Royal palaces both assured Alician citizens relations between the two nations were not hurt and remain stable and that this was nothing but a petty behind close doors rivalry. With Prince Felipe being half American Fed, we can only hope relations stay stable.

      As 1996 came to a close, the Central Square of Chekhov was packed full of citizens all joining together to ring in the New Year. Starting at 16:30, the Central Square was opened for an audience to see three concerts and a live taping of 'Dmitry Today' before midnight. A highlight of the night was the appearance of General Secretary Poutine, who is seldom seen in the public. Following a grandiose fireworks show at the turn of the year, the stage was opened to more live performances, including multiple 'open mic' acts, most of which were average citizens of Pavlovsk looking to show off their talents.

      This marks the 12th New Year's celebration to take place in Chekhov, with the yearly tradition starting in 1986.

      Insurgent Group Declares Independence from Federation


      With no response nor crackdown to the activities of the "Black Eagles" insurgent group and part time cartel, the group has become increasingly bold and has now drafted a constitution for the new "Republic of Santa Clara." This new fledgling government has declared its full independence from the Federation and has begun to drastically upscale its recruitment efforts. Current estimates have its total membership at around 42,000 personnel, of which an estimated 15,000 reside in Cuba.

      The Black Eagles are ideologically inconsistent and seem more focused on generating revenue than crusading for any one political ideal. Various internal sub-factions are composed of rightwing paramilitaries, boliverian socialists, and various other schools of thought, though they all participate in the drug trade and anti-government activities.

      4 Federation Soldiers Killed During Second Independence Bid


      No doubt inspired by recent events, the Tivoli Independence Army in Federation held Jamaica has declared its intent to exit the Federation via an attack on a Federation outpost that killed four soldiers and injured another three. The TIA is a largely unknown organization that seems to view itself as the continuation of the 1967 Tivoli Gardens uprising that was swiftly put down by Tolucan forces. Its stated goals are to free the Jamaican Isles from foreign rule and to establish an independent state. Until our reporters actually manage to secure an interview with leadership our knowledge of their ideology, policy, and scale will remain severely limited.

      Wave of Independence Moves Past Americas


      With great powers being challenged in the West, those in the East have taken it as their cue to rise against their overlords. The "Republic of Kiev," largely composed of previous insurgents during the Zhokva regime, has announced its Independence from Pavlovsk and taken control of several villages in Pavlovksan held Zhovka. So far the insurgency has been fairly pacifist, though recent propaganda films do show that the Kievan Army has substantial stockpiles of military equipment. Should the matter be pressed the casualties could quickly skyrocket.

      BREAKING: PARIS, NICE-PONTIVY, NORTH PONTIVY AGREE TO REUNIFY!

      January 3rd, 1997



      Prime Minister Alain Clerc announced today that Paris, North Pontivy, and Nice-Pontivy have reached an agreement to reunify under a common flag. The new French nation is officially named the French Federation, the culmination of the Federal Party's efforts and ideology, although Parisian officials framed it as a power-sharing agreement where Paris gave the other French regions autonomy, and North Pontivi officials framed it merely as a way to regain France's position in the world.

      Parliament passed the proposition overwhelmingly in favor, with even Labor Party members voting in favor, with many saying that it marked a new turning point for the so-called "French Century".

      Notably, Froussard did not join the French Federation. Froussardian officials declined to comment on this, with Prime Minister Jacques Hamon citing "national sovereignty concerns" as Froussard's primary reason for declining to join the Federation. Froussard remains a part of the French Pact, and the Prime Minister has declared their intention to remain in the Pact for the foreseeable future.

      Ceremonies to formally raise the long-dead French tricolour above the capitals of all founding nations will begin later this afternoon, and a constitution is expected to be formally drafted soon, likely a mix of the constitutions of the other founding nations.

This comes nearly a year after rebels in Cisplata agitated for independence to little meaningful effect. Marino did not issue a comment regarding secessionist movements in the American Federation.

      Tokyo Stock Market dips 5.9% - ATS Navy seen Moving en-mass

      ATS Declares Waters around Joseon Empire Off limits to non ATS Military Ships


      A warning is being issued by the ATS Mercantile commission and the ATS Navy that the waters up to 100 miles out from Joseons Territorial waters are now off limit's to any Ships not belonging to the ATS Navy. Exemptions for Pavlovsk Navy ships will be made pending that the Pavlovsk government supports the ATS in its bid to return the rightful lands of Songjiang stolen from it by the Joseon Empire.
      The Asian Trade Sphere is also also calling on any allies it may have to condemn Joseon as imperialists. The effected regions are known to have been part of Songjiang for at least the last 600 years with some regions having been part of Songjiang for as many as 2000 years the people living in these regions are Songjiangian and it is doubtful they would prefer to stay under the rule of a nation that hates them.

      Asia Trade Sphere Market Crashes, First Signs of Lasting Recession


      Fresh out of an expensive war with the Songjiang Communist Party, and a very expensive mediterranean deployment, the new management of the ATS has issued an ultimatum to the Joseon Empire that has taken the nation by surprise. Military staff have protested that their troops are exhausted and their fleets have yet to recover from the Songjiang Conflict. Economists have warned of shortages of raw materials and the loss of budding joint contracts with major Joseon firms. Citizens in mainland Japan, have for the first time in decades, organized a protest against the decision. According to one youth activist, they see "little reason to suffer to subsidize Chinese power fantasies."

      Elements of Corporate Security have been largely apathetic towards the protesters, not willing to get involved in a crackdown against non-violent demonstration. The culmination of all these events has seen a sharp reversal in ATS economic growth, and for the first time in decades Coastal Songjiang and Japan are seeing deep red figures. Economists from the Shenzhen Academy of Business have warned that a recession appears imminent.

      The State Committee of Pavlovsk today announced that the former Sultanate territory known as 'Altishahr' is to become an Autonomous Republic of Pavlovsk.

      This decision comes after several months of occupation by Pavlovski forces in the region led to a noticeable backlash against reforms implemented by the Pavlovski occupation authority. The new Altishahran Republic will operate in the same way that the Daugava Autonomous Republic has operated since 1928. The Autonomous Republic will have control over all aspects of domestic government, such as education, domestic economic policy, land management, transportation, and religion. The Republic will have the same soft limits to their control placed upon it as they Daugava AR has. These limits include things such as preventing the teaching of 'radical beliefs' within education systems (such as advocating for violence), keeping a fully open border with other Pavlovski Republics, and allowing for Federal government taxation to remain in place. Altishahr will also continue to receive Federal funding to repair roadways, cities, and utilities which were damaged during the Pavlovski-Persian war.

      The State Committee has claimed that the decision to treat Altishahr as an Autonomous Republic will respect cultural differences, but not impede upon the strong relationship that has formed.

Status of the States of Bharat


The Republic of Bharat is the de jure nation-state that occupies the majority of the Indian subcontinent, and has done so for hundreds of years. In the course of the past two decades, civil, political, and religious strife has caused the country to splinter into several smaller de facto states that have received various recognition around the globe. The following are the states that make up the nominal Republic of Bharat and their current status:

Bengal
    Bengal has suffered from flooding and mass interior immigration, and as a result, much of the state's infrastructure is in complete shambles. The state is ruled loosely by a small council of military officers.
Gujarat
    Gujarat is one of the wealthier states, thanks to its oil and cement resources. It enjoys close relations with Panjal and is ruled through a one-party apparatus headed by a strongman bureaucrat. Gujarat's government is one of the three states that claims to be the legitimate government of Bharat.
Laoshu
    Laoshu rejects being part of Bharat at all due to it's heavily Chinese ethnic character. It is riddled with crime due to smuggling activity on the border with Bekir and Altishahr, making the state rich in drugs and firearms. Laoshu has a small military government but much of the enforcing is done through criminal triads.
Maharashtra
    Maharashtra is a largely independent state that enjoys economic stability thanks to Indian Ocean trade. The government is ruled by a council of plutocrats with connections to the Asian Trade Sphere and avoids political relationships with the other Bharati states, preferring predatory investments.
Panjal
    Panjal is a loose confederation of provinces with a very energized Hindu population. The government is ruled by a Hindu nationalist organization and has strong ties to Gujarat and a rivalry with Bengal.
Punjab
    Punjab is arguably the most powerful of the states, thanks to its massive population and urban sprawl. However, it's geographic position has limited its access to international trade, and Uttar is its only ally. The government of Punjab is headed by Bharati military officers and is one of three states that claims to be the true Bharati government. Punjab frequently has border skirmishes with Gujarat.
Tamil Kingdom
    The Tamil Kingdom is the last of the three to claim the status of "true Bharati government." It is relatively friend-less and is ruled by a despotic monarch who sees himself as the Emperor of all Bharat.
Uttar
    Uttar is closely tied to Punjab and boasts the most elite army in Bharat. It has attempted several times to establish a working relationship with Pavlovsk.
Jall A.T., Sinhala, Maldives
    All these territories that are in the peripheral of Bharat or considered closely tied yet are occupied by foreign powers and all of the warring states can agree that they deserve to be domestically ruled.

This dispatch is to inform the members of the government our various strategies for dealing with each region/group.

Santa Clara/Black Eagles
Cuba will be treated as if we are warring against another nation. We should be able to do most of the fighting outside of the cities. Tear gas will be used in the ghettos, and known positions will be bombed. Torture is to be used without relent on captured soldiers who may know something. 5 divisions will be mobilised and we're looking to hire some experts to instruct our soldiers on guerilla tactics.

Tivoli/Jamaica
Urban warfare is key here. Pre-existing deployment has already begun work.

The Theocratic Monarchy of Mishpocheh, and the Democratic state of Poznan do hereby unite into the Kingdom of Kaedwen. The King of Mishpocheh shale rule as the head of State and the president of Poznan shall lead as the Had of Government. The Government shall be a Constitutional Monarchy, and a separation of church and state shall exist to ensure that the church and state do not unduly influence one another in matters of governance, and faith. The people shall have the right to bear arms, the freedom to gather in protest and the freedom of speech, that shall also be safe from unjust prosecution and have the right to a fair trail among there peers. From this moment henceforth The nations of The Theocratic Monarchy of Mishpocheh, and the Democratic state of Poznan are hereby dissolved in there place is the Kingdom of Kaedwen.
