As others have already noted, there's plenty of possibility for false alarms, I rather doubt people having sex in public toilets is such a dire problem to merit wasting that much money on something with that much potential liability, and law enforcement is probably going to place "toilet sexytimes" alarm calls at the absolute bottom of their priority list anyway.
