What a stupid question. Obviously it's more nuanced than that. In addition, whether or not most police are good or bad isn't even relevant, the fact is that there is a significant number of bad police with the power to do great evil and get away with it.

That being said, after reading Huey P. Newton's autobiography (I very much recommend) I have to vote most are bad. Before reading it I would have voted the opposite.
