Your proposal is obviously illegal under the General Assembly rules, because it tries to legislate for all nations rather than only member nations and a "strong" effect proposal cannot be only urging or condemning. I also think it's substantially a repetition of already passed resolutions, though I can't remember which on the top of my head. I suggest that you spend some time drafting it here rather than submitting. Read the rules and search through already passed resolutions to see if anyone else has written on the subject already.

Edit: And just a minor thing: When passed, proposals retain their title. If this became a resolution, it would still be called the title you gave it. Always keep that in mind when writing a resolution.

- All Nations; to ensure the proper trial and punishment of the culprits which may extend up to death penalty depends on the severity of the committed crime.
