Manila - the results are in from the first Visayan democratic election! With a 91% voter turnout for the parliamentary elections, election stations could barely keep up with the hordes of people.       Ground Broken on New Nuclear Plant




      The Ministry of Economic Affairs and Climate Policy has revealed that ground has been broken on a new nuclear power plant being constructed in Puttern. The plant, appropriately named the Puttern Nuclear Plant, will house four RBMK type reactors, shielded by a huge containment building made up of three meters of reinforced concrete and steel.

      The plant, when completed, will be able to produce 4,000 MW of electric power, approximately 12% of the Netherlands overall electricity. More information will be released when the plant is further under construction, as currently it is merely a roped off hole in the ground.

Official State Release


The Visayan Department of Commerce would like to inform the global community of the following changes in economic policy under the Matcher presidency.
The changes are as follows:
-For all entities that make an investment in Visaya, they shall receive a tax credit for the income tax they will receive for said investment. The size of the tax credit will be scaled linearly with the size of the investment.
-For all entities that make an investment in electronics, they will receive official government electronics manufacturing subsidies.
-A market cap will be applied to all foreign investors, forbidding a single investor or company to hold more than 45% equity in a particular industry.
-For all businesses that invest:
a. Less than or equal to $2Bn, a corporate tax rate of 20% will be applied
b. Between $2Bn and $8Bn, a corporate tax rate of 15% will be applied
c. between $8Bn and $10Bn, a corporate tax rate of 10% will be applied
d. For all businesses that invest more than $10Bn in Lasir, a corporate tax rate of 7.5% will be applied.
-All tax rates stated above can be deducted with the aforementioned tax credits stated in bullet one.
-Children over the age of 14, regardless of gender, are allowed to work in jobs that entail manual labor.
-Children under the age of 14 can work in jobs that do not entail manual labor.
-Children under the age of 11 are not allowed to work without the express permission of the parent or guardian.
-In order to preserve the wellbeing of the nation's future, children under the age of 9 can not work regardless if the express permission of the parent or guardian is given.
-In the event that a foreign investor want's to export their products (made in Visaya) out of Visaya, the export tariff will be halved from the normal amount.
-Income tax for the wealthy will be decreased by 5% across the aforementioned brackets. Taxes amongst the lower classes will be raised to compensate.
-The government will set aside $250Mn in agribusiness subsidies for Visayan farmers nationwide.
-The Board for Business Development will be created, in order to develop, subsidize, and nurture Visaya's small businesses.

On November 4th Alician soldiers landed in Sardinia and Naples seizing the territories with small resistance. Sardinia and Naples alike are currently occupied by Alician forces as the world awaits a second Security Council meeting on the conflict. President Cortez had the following to say
What has happened in Vitolia is something no body wanted to happen but something that had to happen. This conflict was a move by the international community to suppress an aggressive regime and the international community has succeeded in doing just that. On November Fourth Alician forces moved to assist our friends and allies Nice-Pontivy, Songjiang, and Pavlovsk by landing boots in Sardina and Naples. Currently both these areas are occupied by Alician forces. As the final occupations and movements are coming to a close I urge the Security Council to meet once more to finalize the peace deal we are all desperately awaiting.

Contruction of houses and schools in Yahel has moved forwarded with great success due to the already present labor. After such great success the company announced raises for all personnel in Yahel although the amount of the raise was not disclosed. The construction of schools however has attracted teachers to join the Alician non-profit TeachGlobal. The non-profit employs and sends teachers to countless nations around the globe including Yahel. Over 30 teachers have signed 1-2 year contracts to teach in the nation to all ages of students and people willing to learn.

Following unrest in the world over several major events economic instability seems looming. Trust to current economic partners such as Yahel and Pavlovsk is lowering. At any moment, an embargo imposed on our country could cause many problems. This will be the solution to eliminate this possible scenario.

A plan will be instituted over a 4-year period in order to lower later eliminate economic reliance on all nations other than those in the AMOA pact.

This plan is currently under review by the parliament and AMOA and will be implemented later.



Partial Economic Self Reliance.

  • Agricultural exports will be subject to tariffs if exported to Glascom nations or any other nations outside of AMOA, while being subsidised for AOMA nations. Agricultural Imports will be subject to tariffs if outside of AMOA.
  • Imports for petroleum will be subsidised if from AMOA nations. Petroleum will also be stockpiled in case of sudden requirement.
  • Iron will be subsidised if exported to AOMA nations.
  • Car production will be subsidised. New factories for Cars will be subsidised.
  • State controlled Oil refineries will be built in order to minimise plastic imports.



This plan currently covers the top imports into Oghuz. It will be placed under review and new items will be added later.

      CHEKHOV-- General Secretary Candidates Nursultan Napkinayev and Vladimir Poutine appeared before the National People's Congress on Tuesday to announce what the two described as a 'joint candidacy': the two will now be running together, with Poutine aiming to take the office of the General Secretary, and Napkinayev to assume the position of Premier. The two made the announcement while sharing the podium, and gave a joint speech, trading off sentences. The announcement comes just after a private meeting was held between all General Secretary candidates at the behest of current G.S. Gorbachad. Pundits have speculated that Gorbachad prompted the candidates to meerge their campaigns, but nothing has been confirmed as of yet. The third official candidate for the office, Borov Yemelin, has not made any sort of public response to the new joint candidacy, despite being present at the meeting with Gorbachad.

      The National People's Congress is set to hold it's next vote for the appointment on June 9th, and this move by Napkinayev and Poutine is likely to secure them the votes required to end the gridlock and finally choose the next General Secretary of Pavlovsk.

      ​National People's Congress achieves majority vote, Poutine to be appointed

      CHEKHOV-- After nearly a year of political gridlock, the drama and controversy of who will become the next General Secretary has ended. The National People's Congress of Pavlovsk has achieved a majority vote of 136 Congress members in favor of appointing Vladimir Poutine to the General Secretary's office. 97 Congress members voted in favor of Borov Yemelin, and the remaining 17 either abstained or were not present. Poutine and his Premier, Nursultan Napkinayev, are to be sworn in to the office by the Central State Board-- and current General Secretary Gorbachad-- on June 11th, 1996. This marks a historical shift for the Federal People's Republic of Pavlovsk, as Poutine will be the first General Secretary not appointed by the previous holder of the office.

      A crowd spanning several blocks within the Krepost gathered in front of the General Secretary's Estate early this morning to witness the inauguration of the next General Secretary of Pavlovsk, Vladimir Yves Poutine. The morning began with speeches from various Central State Board and National People's Congress members, and at 10:30 AM, now former General Secretary Mikhail Gorbachad arrived at the center podium to deliver his final speech as the General Secretary of Pavlovsk. An excerpt of Gorbachad's speech can be found below:

      Now more than ever before, the world community is experiencing profound changes. Many of its components, including our great nation and people, are currently at the turning point of destinies. The material foundation of life is changing drastically as are its spiritual parameters within Pavlovsk and around the world. There are new, and increasingly more powerful factors of progress emerging. But alongside these factors and in their wake, there continue to persist and even escalate the threats emanating from this very progress. And as we as a people are faced with new ideas and challenges, it is up to all of us, politician, businessman, and common laborer alike, to make the best possible use of the groundwork laid down through our common efforts. We have gone substantially and deeply into the business of constructing a reformed socialist state based on the rule of law. A whole series of new laws has been prepared or is at a completion stage.       Following the speech, Gorbachad welcomed Poutine to the stage, and the two shook hands and spoke briefly to each other quietly. Poutine then took to the podium and thanked Mr. Gorbachad, and gave his pre-inaugural speech. An excerpt can be found below:

      Esteemed citizens of Pavlovsk and dear friends, I am addressing you today, since you have entrusted me with the highest post in our great nation. I am aware that I have undertaken a huge responsibility and I am aware that the head of state in Pavlovsk has always been and will always be responsible for everything, for everything that is happening in the country. When arriving at this Estate to meet with the other General Secretary Candidates, General Secretary Mikhail Sergeyevich Gorbachad made remarks to all of us candidates which I am confident we all will remember. He reminded all of us of what the true duty of this office is: take care of Pavlovsk, no matter the cost. This is how I see my main task as General Secretary. I consider it my sacred duty to unite the people of Pavlovsk and to gather citizens around the clearly-defined tasks and aims and to remember, every minute of every day, that we are one nation and we are one people. We have one common destiny.

This Saturday, a direct democratic vote in the Jilin Prefecture approved by Governor Ryong Seung-Min decided that Universal Basic Income testing would begin in the prefecture over the course of the next 6 months. The vote was taken via the new T.E.D.D. Program(Technology-Enabled Direct Democracy) implemented in May by President Kim Xiao-Long, despite being met with significant backlash from other members of the Nationalist Party in Parliament. While T.E.D.D. does not allow for direct democratic voting on national level issues, citizens are able to request their governors to draft legislation on local issues for their prefecture and then vote on the said issue in a digital, pure democratic format. Universal Basic Income testing will begin in July and will continue until December, affording all citizens 20,000 Yuan per month. Those left wondering why Ryong, a strong Conservative Nationalist, and Jilin, a deeply Nationalist prefecture, would approve of these plans, should note one important caveat- All Jilin citizens will no longer be taxed for nor benefit from any prefectural or national welfare programs for these 6 months. Despite initial apprehensiveness, Ryong appears optimistic about the plan; “As much as we enjoy economic success from our deregulated markets, there are members of society who have been left behind,” he said in a press conference. “We cannot turn a blind eye to them, for they too, are our people.”

      With the end of the Persia-Pavlovskan War the former lawless steppe has found itself in an awkward cultural and economic position. Pavlovskan controlled Altishahr has spent significant resources restructuring society to function under a Rykovian economic system and with it has come the export of Rykovian and Pavlovskan ideals. Many of these conflict with the islamic and tengrist teachings that the majority of the population hold. Topics like equality, modern justice systems, and socialist economics taught in public schools are being actively rejected by parents and as such overall school enrollment is at its lowest this decade. Pavlovskan economic doctrine which focuses around heavy industry and advanced services has had little success with the largely subsistence based nomadic "work force" that it has to pick from.

      While few have shown militant hostility against the Pavlovskan monitored government, security analysts fear that the situation may provide a fertile breeding ground for insurgents.

Notice to the Government of Visaya From the Wuxing Management Corporation



Wuxing and affiliate companies have decided not reduce importing or exporting goods from Visaya. We would however offer to pay to replace the loans owed by farmers to Aztechnologies, as well as replace the Farmers fund with an additional 2 billion added. This mean we will be providing a 5 billion HKD fund.
The Wuxing loan contracts however require the following
1. Farmers charge Aztechnologies 10% more for products.
2. Farmers only use loaned money to buy farm equipment from Wuxing or Wuxing subsidiaries unless the products are not available from Wuxing or a Wuxing subsidiary
3. Farmers must pay off there loan within a time frame of 20 years at a 5% interest rate.
4. That the farmers agree not to sell there dept to any non bank institutions.
5. Farmers agree to all above terms so long as they still owe the dept or 5 years whichever is more.
6. That Visaya continue to allow the use of the HKD in Visaya in order to ease trade with Wuxing.

Wuxing is not a Banking institution or are we in the business of selling food I make this point to elev any concerns that we are going to try and take over your agriculture industry though we may try and facilitate transport of many of your exported goods.
Although refusal will not affect this offer in anyway we would like your government to consider our proposal for DocWagon services to government and military personnel in your nation. we can go into details on this if your interested at a later time.
the above deal is not set in stone as of yet and you may make counter offers if you like but we do consider it a reasonable offer.

      With the Oghuzian strike on Asterian assets still fresh in the minds of many, doubt has crept into the mind of those in the Balkan pact. While the APSIA organization was scrambling to provide damage control, military assets from all sides of the pact saw little to no movement. The main reason being the predicted strength of the aggressor and the lack of a desire to escalate conflict any further. This almost unanimous understanding of a lack of strength has brought the Balkan pact members together. Spendings show increased defence budgeting and consolidation of strength. The fear of external threats has brought these nations closer together and subsequentially, bred strength.

      If this exponential military growth continues, Europe may have a new regional power.

Tourism increases in rural Visaya, gentrifies villages.

Visaya - Tourism in rural Visaya has spiked recently, drawing attention away from the sandy metropolises of Manila and Davao City to more undeveloped parts of the country, especially in Southern Luzon. Tourists report their attraction stems from the unknown of the undeveloped world compared to their native concrete jungles. With the waves of tourists incoming, many villages find it near impossible to accommodate them. Multiple Visayan hospitality and services companies like Dao Kim, Sunside, and La Kinta have taken the present situation as a chance to heavily expand their influence, and new hotels and motels are cropping up nationwide subsequently.

The plethora of poor farming and fishing villages of Visaya are also being elevated by increased tourism, and many of the villages have started to gentrify due to the new influx of visitors. Small service industries like restaurants, valets, stores, and transportation companies are blossoming in the once unattractive slums of Visaya. President Matcher has applauded the recent tourism influx, citing the subsequent gentrification of the nation as a great job opportunity. Parliament is to meet later this week to discuss editing the current visa system to allow for easier transportation to Visaya.

      After the devastating skirmish against the Oghuz Navy and Air Force, the Balkan Pact has realized that it needs to update its armed forces if it truly wishes to stand independent of the various powers in Europe. As such, the first ever Balkan Arms Expo was held today in Sarajevo in order to sample the best that Europe has to offer. Corporate representatives from Pavlovsk, Nice-Pontivy, Batalon, Algiers, Salamut, and Hulm attended the Expo to demonstrate their wares to the various Balkan Defense Forces.

      As of now the Balkan Pact has expressed interest in the following deals:

Cortez's approval falls, rumors leak from the defense department, and olive oil farms combine


President Cortez's approval rating, especially in the district of Barcelona, have fallen in recent weeks due to her administrations mishandling of the debt owed to Japan. Weeks ago Japan called for all debt owed, 95bn, to be payed. Cortez ignored the request resulting in a hike in interest rates to 8.5% a $10bn hike. Cortez still ignored the hike. The hike has now caught up with the country causing scientific funding and free school lunch slowing. Rural schools across districts have began to warn parents free lunch may soon be unavailable. Polls have showed Cortez's approval rating nationally being 43% but in Barcelona being as low as 38%. The President has still failed to provide how to fix the problem but released this statement earlier this week after Representative Rafik threatened to push for impeachment hearings.
"To my fellow Alicians, as you know Japan has raised our interested rate over eight percent. I know you're hurting and i hear your demands. I have spoke with the treasury department and we have began exploring options. To ease the minds of those effected i am in talks with countless institutions and governments about what we can do. This problem will be solved within a week. Free school lunch will start mandated for those who are worried, you're children will eat."

The speech has received bad reviews across the political aisle but only time will tell if Cortez can fix this haunting problem.


Rumors have leaked from the defense department that the Alicia and Nice-Pontivy navies will begin sharing research and technology. The defense department has denied the issue stating "although Nice-Pontivy is a close friend we have not struck such a deal." The leak came from a unknown source but political commentators are saying it had to be someone with high clearance. As of now the rumor is nothing but a rumor.


The two largest Olive Oil farms in the country have combined now being called Golden-Olive. The farms are under CEO Danny Dentinez. Dentinez announced the merger earlier this week and expects profits to double once the merger is complete. Golden-Olive is to become the number one brand in Alicia and the number one exporting brand as well. Dentinez stated under his leadership the company is looking to began exporting to even more nations and expand its oil facilities.

"Ciufulești-Pătrățoasa" Medical Facility - Where are they now?
A new disease has been found in wild forest boars, in the depths of the Carpathian mountains. While not currently dangerous, and limited to a small number of boars, the Facility will research a cure for it in order to stop it's spread to farm pigs. Pigs in Carpathia, unlike Western Europe, are grown in the nature, and not in facilities. This means the pigs are happier and the meat is tastier, and it would be a shame to lose that.

Highways
The government has announced that it will contact the nation of Pavlovsk in order to hire more workers to help with the construction of the Romanian highways. If the current pace of construction remains, then we can expect a 5 year delay, almost double the expected construction time. It is vital for the economy to have the highways finished in 2003, and there are simply not enough workers willing to partake in this ambitious project.

      ​Renraku Computer Entertainment Releases New Game Console

      Ken Kutaragi the New CEO of Renraku Computer Systems has announced the release of the Playstation a home game consol. The console's origins date back to 1988 where it was originally a joint project between Z-tech and Renraku to create a CD-ROM for the Super Famicom. Although Z-tech denied the existence of the Renraku deal as late as March 1992, Renraku revealed a Super Famicom with a built-in CD-ROM drive, that incorporated Green Book technology or CD-i, called "Play Station" (also known as SNES-CD) at the Consumer Electronics Show in June 1992. However, a day after the announcement at CES, Z-tech announced that it would be breaking its partnership with Renraku, opting to go Philips electronics instead but using the same technology. The deal was broken by Z-tech after they were unable to come to an agreement on how revenue would be split between the two companies. The breaking of the partnership infuriated Renraku President Norio Ohga, who responded by appointing Kutaragi with the responsibility of developing the PlayStation project to rival Z-tech.

      At that time, negotiations were still on-going between Z-tech and Renraku, with Z-tech offering Renraku a "non-gaming role" regarding their new partnership with Philips. This proposal was swiftly rejected by Kutaragi who was facing increasing criticism over his work with regard to entering the console video game industry from within Renraku. Negotiations officially ended in May 1993 and in order to decide the fate of the PlayStation project, a meeting was held in June 1993, consisting of Sony President Ohga, PlayStation Head Kutaragi and several senior members of Renraku and Wuxing's board. At the meeting, Kutaragi unveiled a proprietary CD-ROM-based system he had been working on which involved playing video games with 3D graphics to the board. Eventually, Renraku President Ohga decided to retain the project after being reminded by Kutaragi of the humiliation he suffered from Z-tech. Nevertheless, due to strong opposition from a majority present at the meeting as well as widespread internal opposition to the project by the older generation of Renraku executives, Kutaragi and his team had to be shifted from Renraku's headquarters to Wuxing Music, a completely separate financial entity owned by Wuxing, so as to retain the project and maintain relationships with Z-tech for the MMCD development project (which helped lead to the creation of the DVD).

      According to Wuxing Music producer Fang Chang and chairman Hao Ping, there was uncertainty over whether the console should primarily focus on 2D sprite graphics or 3D polygon graphics. It was only after witnessing the success of Goat Fucker 3D in arcades that "the direction of the PlayStation became instantly clear" and 3D polygon graphics became the console's primary focus.

      At Wuxing Music Entertainment, Kutaragi worked closely with Hao Ping, the CEO of Wuxing Music, and with Akira Sato to form Renraku Computer Entertainment Inc. (RCEI) on November 16, 1994. A building block of RCEI was its initial partnership with Wuxing Music which helped RCEI attract creative talent to the company as well as assist RCEI in manufacturing, marketing and producing discs, something that Wuxing Music had been doing with Music Discs. The final two key members of RCEI were Terry Tokunaka, the President of RCEI from Renraku's headquarters, and Olaf Olafsson. Olafsson was CEO and president of Los Angeles-based Renraku Interactive Entertainment which was the parent company for the 1995-founded Renraku Computer Entertainment of America (RCEA).

      The PlayStation project, RCEI's first official project, was finally given the green light by Renraku executives in 1994 after a few years of development. Also in 1994, Phil Harrison, who would later become President of Renraku Computer Entertainment Worldwide Studios, was recruited into RCEI to attract developers and publishers to produce games for their new PlayStation platform.

      Computer Gaming World in early 1996 reported a rumor that the "Renraku PS-X" would be released in Songjiang, and the American Federation "before the end of this year and will retail for less than $400". After a demonstration of Renraku's distribution plan as well as tech demos of its new console to game publishers and developers in a hotel in Hong Kong in 1995, numerous developers began to approach PlayStation. Two of whom later became major partners were Electronic Arts in the West and Benus Games in Yahel. One of the factors which attracted developers to the platform was the use of a 3D-capable, CD-ROM-based console which was much cheaper and easier to manufacture for in comparison to Z-techs's rival console, which used cartridge systems.

      The console is now official being released in Songjiang, and the American Federation with an initial 1 million units being shipped.it is planned to be released in Europe, and across Asia in the next few months.

This government dispatch is to inform the people of the Federation of coming changes. These will be distributed to major institutions and businesses, as well as TV stations and other media corporations.

The Presidential Council of the American Federation officially declares the disbandment of the AMOA organisation. The Council hereby acknowledges the flaws of the association and it's general lack of vision, scheme and action. Council Spokesperson, Davian Bowers, has said that the Federation is still very much intent on the pursuit of friendly relations and co-operation with all nations involved.

Letter to President Cola of Santa Rosa



To the Esteemed President Cola of Santa Rosa,

I am writing this letter to you as we are both the leaders of great nations which suffer from the scourge of drug crime, at least in some parts. Various entities, both acting as organised groups and masses of perfidious individuals perpetrating endless crime over and through out our borders. This act is close to terrorism for communities and towns close to the borders and needless to say, this American drug trade is downright abhorrent, mainly for the violence and atrocities that comes with it.

With all that considered, it will take a multinational effort to eradicate drug crime from the American continent. That is why I am hereby proposing the American Agency for Drug Crime, a multinational agency with the purpose of securing our borders and easing the lives of every citizen in our nations. Membership would include the Federation, North Barnetia, Santa Rosa and South Barnetia.

Please, President Cola, let me know if Santa Rosa would be willing to cooperate with us on at least this one issue.

"The Revised and Improved Plan for a Correct Education Reform" is finally here! Inspired by the Sundsvall curriculum, it will be implemented in 4 years. Currently, Carpathian children have to learn a lot of redundant 'stuff' that has no real world applicability and when they finish school they come to the sudden realization that they are not ready for what real life means. Education in Sundsvall is among the best in the world, and it is very important that we learn from them, if we wish to have productive and creative citizens.

Rural Development Fund
Better education in rural areas also involves better living standards. In many areas of Carpathia, dirt roads are common, sewage is handled through septic tanks and literacy is very very low, many parents prefer to send their children to the fields rather than the school, even though education is mandatory. The government has announced the Rural Development Fund: mayors will now be forced to use these funds to solve the previously mentioned problems. Mayors who do not reach the "Monthly Development Quota" are likely to be replaced with more competent ones. In order to confirm the fact that the funds are used for their intended purpose, the government has also founded the "Carpathian Inspectorate". This secret organization will send civilian, or military inspectors which will review the progress in each village. The president of the Inspectorate, Vasile Georgescu, gave us more details:"When will the Inspections be done? Nobody will ever know. But they will be done. We are paid by the government, but we work undisturbed by it. Our goal is to ensure than progress is achieved in Carpathia, with no more half-measures. We will do everything we deem necessary to achieve our goal."

Research on the boar disease continues, but currently a vaccine against this disease seems more achievable; as soon as one is made, it will be distributed to farm pigs near the disease danger zone.
