You *really* need to go 'learn the ropes', not of raiding (i hope), but of what you actually have to do to make/manage a successful GP org

I wouldn't call joining the server, not doing any training raids, and then leaving being with TBH already.

Though you were so good at joining and then leaving that you did it twice, yet both times you didn't seem to want to raid with us.

Interesting. I'm fairly sure that this has been attempted several times by yourself before, none of those times did you succeed. Do you know how to point or trigger?

And like Felt said, you haven't actually run flown with TBH before. You need experience. Come join a raider org, go for a few years, then try something like this. You won't regret it.

As has been said by others, I suggest you join an established raiding organisation/military and learn the ropes there before you start your own region.

To add on to Felt, Aav, and Jotastic, if you're counting reading guides as learning the ropes of raiding, just gonna tell you now that raiding is the best way to get better at raiding. Written guides can teach you how to update, point, and trigger, but there's more to R/D then just that. If TBH just wasn't for you, I recommend Osiris or Lily (though Lily also does some defending).

If you're going to be stubborn and not take the advice of multiple people who's been in your shoes before as someone new to raiding, then the main thing I can recommend is not using The Black Strangers as a region name. That's a GHR or two waiting to happen >_> The Invader Bar was kind a cheesy name, but I thought the theme could be cool if done right. If you keep giving up on regions after a week of no one showing up and founding new ones, you aren't going to get anywhere. Best of luck in raiding though :)

Others have addressed your questionable experience with R/D already, so I will ignore that for the time being. It might be wise for you to act with a little humility and accept advice as it comes. You need not follow it, but showing that you are, at the very least, receptive to it, will help others form a better opinion of you.

As other people have said, you seriously need to get some actual experience under your belt or this will be just another failed project. Mind you, I'm totally cool with raider regions crashing and burning without a shred of success, and am in fact supportive as fuck of it, but I imagine you as a player would like to get some actual enjoyment out of this rather than failure.
