Firstly, people on less than $10 a day can barely afford to eat, let alone buy luxuries or waste money torturing people.
Second, I don't know how expensive you think alcohol is, but skipping a bottle or two does not save $100.
IM has stated before that they grew up rich. I think it’s safe to say that he thinks alcohol costs around $60 a bottle minimum

The current system does fuck over the poor more often than not. So I can see where IM is coming from on that point. However he completely misses the point by assuming that poor people would be distracted by this panam et circuses type shit.
If the poor and working class where that angry they’d direct their anger against the capitalistic system that oppresses them and not some lowlife criminal.
Also rich capitalists could count as overlords.
Fifth, seeking out a person to torture to within an inch of their life is not a desire most people have. And, again, people struggling to eat do not have that kind of money spare.
