Task Force 567 was on patrol in the South China Sea on the lookout for pirates. The six ship flotilla was lazily patrolling the area when the order to head to Butuan came in. Thermodolia had already offered support to the new nation of Samporna mainly with anti-piracy patrols. However word came in that the city of Butuan had come under a brutal attack and that local services and military personnel where overwhelmed.

The Defense Department order that two of the three Sabre-class Littoral Frigates go to Butuan to escort the hospital ship TNS Hope. The idea was to sit offshore and provide support to the local forces in the area. In addition to the ships four multipurpose helicopters where dispatched as well. These helicopters would aid in hunting down suspected terrorists and help fly critically wounded to the Hope.

The Sampornese were always weary of foreigners, especially Westerners. However, as the current situation demanded; there was no time for nitpicking, and all help would be much appreciated to help avert a crisis that could ruin Samporna. The safety of the envoys and the success of the negotiations would ultimately be necessary for the greater survival of Samporna and aversion of escalating Mindanao into a warzone.

"Shit, it's the Zhouranese- Abort the mission, we're leaving!" Taiseer shouted into the radio, as he and the other snipers grabbed their gear and headed down the stairs; however, they would be caught off guard as an explosion blew through the window and blasted them away from it. With two dead and one wounded, they would be compromised even if Taiseer and the other wounded were to escape. It was hopeless for all of them to get away, and Taiseer knew it as he dragged the others down the stairs; to a floor below.

"Sorry about this pal." said Taiseer as he took out his knife.

"What-

A necessary sacrifice, Taiseer thought, as he slit his comrade's throat. In a drawer nearby prepared prior to the attempted assassination, Taiseer grabbed a few buckets of some liquid and poured it all over his comrades. He then grabbed a match, lit it, and dropped it all over his comrades and soon they all went up in flames. Not all evidence would be destroyed, but most of it would be damaged.

"Arrivederci." Taiseer said, before dashing out of the place.

Even after some smoke grenades were thrown, the third team was unable to fully escape the wrath of Zhouranese bullets and rockets. Survivors of the team would now flee in panic, along with the MANPADS team now rushing out of the building along with Taiseer, as they dropped more smoke grenades around the area. Soon, an APC was running over PAS and NASJ troops as it dashed out of the area.

"Head towards the City People's Mall Parking Building!" commanded Taiseer.

The damage against the unknown militants had been done. As the enemies fall back, the Zhouranese had successfully weakened the unknown militants and put an end on their reign of terror in Butuan. The eight ZPAN Zhi-14-2 attack helicopters were on their way back to their CNG after expending all their munitions. Meanwhile the four Qiang-30-1 heavy strike fighters and two Jian-19-3-4 multirole fighter jets were ordered to return back to base. As the Type 09 long-endurance UAV was also ready to return home, its sophisticated recon sensors detected what appeared to be an APC driving across the streets at high speed. One of the Jian-19-3-4 pilots had his remaining Type 03 tactical air-to-surface missile ready, however the APC was identified to be an NASJ APC, thus the strike was called-off and the ZPAAF planes finally left Butuan.

Meanwhile, in the seas, Combat Naval Group Pitiless Viper 9183 had crossed Malacca Strait and was heading towards the Sulu Sea. After receiving a new order from the People's Defense Council, Fleet Admiral Aidanrong "Sea Tiger" Nalan was tasked with supervising the peace in Samporna and prevent the LLF and Sampornese from fighting while the peace talks happens. Aidanrong had also received news that Zhouranese airstrikes weakened militants in Butuan, thus the CNG no longer had to ready its carrier-borne fighter jets for an airstrikes since the militants in Butuan were falling back and the Sampornese and PAS troops could possibly mount a mop-up operation.

Bulat binti Basuki was simply hauling groceries in a shopping cart with along with her daughters, aged 12 and 17 respectively. They were loading them all up into the back of their van, when suddenly, they heard the loud breaking of wood and gunshots, followed by the screeching of tires. As they all rushed into the vehicle and started it up, quickly rushing off to get out of there as soon as possible, they were pulled up by men in military uniform.

"Get out of the vehicle with your hands behind your head, or we will open fire!" Taiseer demanded.

Bulat's breathing was getting faster and deeper, as in panic she tried to unbuckle her seatbelt and open the cardoor. As soon as she got out, she saw rifles pointed right at her. Other men got into their van, hiding in the backseat with the youngest daughter, gagged with a gun pointed at her head. "You will get us out of this city, no questions asked; or we will blow your daughter's brains out. If you in any way hint to the people at the checkpoints that we are here, your daughters will be bleeding in two places once we're done. Do you understand?"

Bulat nodded, and drove.

Behind, they left charges that would go off in time, both explosive and smoke bombs; along with speakers that would mimic gunfire to deceive the NASJ into believing they were still in the building, fighting and hiding.

[Zhouran]

After calling his son Kang Airong last night to persuade the People's Defense Council to demobilize Zhouranese military assets out of Samporna, Kang Yingyong finally got a text from Airong stating "it's done". Indeed, Kang Airong was able to get some associates within the Ministry of National Security to create falsified intel report to give to Senior Marshal Su Rongyu, the Chairman of the People's Defense Council. Using the latest reports from Butuan and then exaggerated completely by saying no militant groups in Samporna pose a threat to the Sampornese government, the falsified intel was handed down to the National Defense Complex, where it was passed down to Su Rongyu himself. As a result, the order for Zhouranese troops in Samporna to pull out was in effect. For Combat Naval Group Pitiless Viper 9183, they were given another order yet again, this time to simply head to the Western Pacific and conduct ordinary patrols. For Fleet Admiral Aidanrong "Sea Tiger" Nalan, he had no idea what the hell was happening and why the change in orders. For him, it felt that it was simply typical shuffling within Ouyang as various elements of both the political-moderate and political-hardline are known for the constant struggle regarding what to do with Zhouranese troops overseas.

Butuan

Despite delays as security teams checked the plane, it would be able to take off within the day no problem. Led by Indah binti Osman, a flight of 4 Sampornese MiG-29 light fighter jets flew by the plane in escort. Pertiwi binti Putih, the Lumad envoy would be able to safely travel to Iskanderun on the plane; along with the Sampornese envoy, Noh bin Ishak.

Samporna to Khataiy: The envoys have safely boarded a plane to Iskanderun. The plane will be escorted by our fighters as it takes flight.

Sampornese soldiers rushed into the parking lot, taking cover behind pillars and vehicles and whatnot; when suddenly there were explosions in several places, followed by smoke and such, as well as the sound of gunshots. In panic, the more inexperienced NASJ soldiers would begin firing their rifles everywhere, inflicting friendly fire in confusion as they were followed by more bomb explosions.

All of Bulat's and her daughters' devices had been destroyed or disposed of, as they continued to drive even outside the city. Finally, they reached the jungle; where Taiseer and his comrades demanded they all exit the vehicle.

"I got you all out of the city, now please; will you let us go?" Bulat worryingly asked, with tears in her eyes. Her daughters behind her, sobbing.

Taiseer looked around himself, seeing the men with eager faces; and he smiled. "Before that, there's still one thing you and your daughters can do for us. You see, we as men of war have all this pent-up energy we use for fighting; but when we're not fighting, we need to release this energy somewhere, to comfort ourselves, you know? Your daughters- The both of them, are quite young and pretty. Scream and we'll kill you all."

Iskanderun, is the safest city in Khataiy, it is popular with tourists, and a hotbed of loyalism to the government while many other parts of the country fell out of government control like in the East to Kurdish rebels aligned with the PKK, and in the northwest to rebels led by the dissident General Farid Waseem and his rival Abdullah Jawaf, and the southwest to Hezbollah formations aligned with Iran and the Syrian government the central corridor between the capital of Antakya and Iskanderun were safe and under complete government control. Iskanderun is the largest city in the country, a major center for trade, logistics, manufacturing and tourism it is also the largest city in the country. The city itself is diverse with its central location and its economic importance, this diversity would help keep the government in control as it would ensure no minority got too much power to challenge the government, instead keeping everyone as equals.

As the plane landed at the President Yusuf Abdullah International Airport, security was ready to protect the Sampornese delegations and escort them to the hotel chosen for the meeting, the hotel is considered the best in the country and is very popular with tourists and business travelers. Underneath and around the hotel is several shopping centers and restaurants, as well as spas and inside are several places for conferences, meetings, and venues for weddings and parties, the hotel is also home to two large theaters. However with the high profile event going on in the area, many areas were closed off by security from the local police, as well as National Guard units in the city and the army.

Touchdown, as the plane arrives in the airport. Engines humming as its wheels touched the runway; rolling with the momentum of the plane. As the plane docked nearby, the doors would open, and out come would be the envoys; covering themselves from the sun, as they exited the plane.

Iskanderun is considered the gem of Khataiy, the New York City of the country. The city is popular with tourists from around the world for its renowned sights and beautiful beaches, and its comfortable Mediterranean climate, the city is also home to the largest port in the country and is an essential hub for trade on the Mediterranean, manufacturing and distribution are also an important part of not only the city's economy but also the country's. The city has also remained a loyalist hotbed in the wake of a string of civil unrest across Khataiy, even with the city's diverse population of Sunnis, Christians, Kurds, Shias, foreign workers and so on, its the natural choice for Khataiy to welcome foreign representatives to, to discuss ending the bloody conflict in Samporna.

A hotel was chosen to be the site for the negotiations by the government, the hotel chosen was the Sahel Hotel which is rated as one of the top in the country, it usually was used for hosting foreign diplomats, government officials, journalists, conferences, large companies etc. The military did a walk-through and secured the location, checkpoints were established around the hotel's property as well.

As the delegation arrived, the foreign minister Uthman al-Ghamadi welcomed them along with other Foreign Ministry officials and military officials, and they were taken into the ballroom that was set up for the negotiations.

As the meeting started, Uthman al-Ghamadi spoke, "We have invited the Sampornese factions to Khataiy out of strong hopes to see peace, we think it is a very real possibility that all sides can come to an agreement here and we hope to stand at the side of Samporna in the process of peace and reconciliation. This is an open forum for all factions." After speaking he sat down and awaited the response from the other participants.

A Lumad woman with a Malay name, Pertiwi had long considered herself and her family a victim of the Sampornese cultural imperialism, as a result of the rule of the Moros over their people. With Malay as both the national and official language, Islam as the national religion, and Arabic taught in Lumad schools; the Lumads were outshone by the Sampornese who ruled them in almost every way. Even the gold that enriched the old kingdom of Butuan now enriched Samporna.

But today, for the first time since Sultan Samporna laid down his armies for a Lumad princess, Samporna finally listens to the Lumads; and Pertiwi would be the woman to represent her people in the process.

On the other hand, Noh bin Ishak was carefully selected by the Revolutionary Council. A Sampornese man to relay their wishes of a peace agreement with the Lumads, despite the intense feelings against them that many Sampornese would feel after the attacks in Butuan. Noh bin Ishak would keep himself calm all throughout, and but relay the voice of the Council, which was to allow the creation of an autonomous Lumad state to transition both their nations toward the future.

In the peace talks, such would be defined. "Nation" refers to a social community of tribes with the same language, culture, history, and religion. "State" refers to an organized political community living under a government. "Country" refers to a region identified as a distinct entity in political geography. The Sampornese Jamahiriya will be defined as currently a single-state country consisting of two particular nations, Samporna and the Lumad Nation.

"Our demands are simple," declares Pertiwi. "We the Lumads, have our own languages, cultures, history and religion separate from the Sampornese. We are our own nation, and Article 1 in both the International Covenant on Civil and Political Rights (ICCPR) and the International Covenant on Economic, Social and Cultural Rights (ICESCR) reads: 'All peoples have the right of self-determination. By virtue of that right they freely determine their political status and freely pursue their economic, social and cultural development.' As such, it is our demand that we be granted our right to self-determination as a nation, and be allowed to become a country immediately."

Noh coughed a moment, before returning an answer. "The article says 'All peoples', not 'All nations'. Besides, do you not feel that under the direct democratic system employed in the Sampornese Jamahiriya, your right to determine your political status is more free than it ever has been in the past hundred years for your people? Moreover, all of Samporna has been economically, socially, and culturally developed over the course of a century now. What makes you think that your rights to self-determination after secession will be greater than it is now?"

"Eastern Mindanao may have been developed by Samporna for over a century, but it was developed FOR Sampornese and BY Sampornese. The gold that has enriched the Rajahnate of Butuan in the past, now lines the pockets of Sampornese bureaucrats! Our gold is being used for YOUR Dinars!" Pertiwi replied. "Moreover, Samporna is majority Sampornese; we will always be outvoted by Muslim Moro Sampornese! Our only chance at self-determination is sovereignty and independence; otherwise, we will be a minority with little freedom and riches beyond what our governing country gives us."

"Even so, you must consider the consequences of separatism!" counters Noh. "You risk not only greater impoverishment of the Sampornese, but yourselves as well. Our two nations have established a relationship of economic interdependence for over a century now! As much as we need your minerals, you need our oil. We cannot simply grant independence immediately, or we will all suffer greatly."

"There is always a price for freedom," Pertiwi proudly told him. "As your people fought against Spanish imperialism long ago despite their offers, we will fight for our freedom regardless of what you have to offer."

The debate would rage on for hours, even days; until finally, an agreement would be reached. While the Lumads would not be granted immediate independence, they will be granted an autonomous state facilitated by the LLF. Over the course of ten years, the Autonomous State of Bangsalumad (ASBL) will slowly transition from being an autonomous state within the country of Samporna to an independent country from Samporna. The ten year transition would allow both nations to make themselves economically independent off each other, thus removing the risk of the impoverishment of both countries at once. The supporters of the insurgency would be revealed to the Jamahiriya by the LLF, as the former Sampornese Liberal Party. For treason against Samporna, several executions were made; however, some would remain in exile, beyond the reaches of the Sampornese people.
