People want to avoid getting harassed, pestered, exposed to noxious smells and poor hygiene, tripping over trash and litter left on the pavement, fearing theft or assault from vagrants, loitering and trespassing on private property. This has nothing to do with hiding poverty and everything to do with cleaning up the streets of a real public nuisance and menace.
