Of course, there is no need to worry about any terrorists sneaking their way into your nation: the refugees who seek a way out are being checked for any weapons and if they are known to be part of any terrorist or criminal organization they are not allowed to board the planes to Danlina.

MEMORANDUM

Consistent with Ceranapis' extant open border policy, we formally invite refugees fleeing the civil war in Diyaristan to take refuge in Ceranapis. After regular health and background screenings, refugees will be given a permit allowing them to live and work in Ceranapis, as well as a small stipend for housing and initial settlement expenses. Should refugees wish to stay in Ceranapis, citizenship is available for all migrants, including refugees, after a few years of living and working in the country. As this program is part of the Ceranapian commitment to open borders, there is no cap on the number of refugees this program may apply to.

While our economic system differs from much of this group, we hope that our commitment to humanitarianism does not. We encourage others to also take up the mantle of internationalism and the protection of human dignity.

Furthermore, the Danlinian forces in the city have suffered from attempted suicide attacks that have been traced back to Hizbi Tawhidi. So, without further ado, we call upon the members of the SUN to stand beside their comrades and condemn Hizbi Tawhidi as a terrorist group. If we can gather enough political and military power against them we can fight them off Diyaristan and thus eliminate a threat to the well-being of the Diyari people.

The Pan-Asiatic States once intervened in Diyaristani affairs a little over than a year ago in order to support a fringe Communist faction which eventually lost that country's first civil war. Historically, this action put our Federation on a collision course with the Republic of Bruke among other nations.

However we do not rebuke our commitments to human rights and international stability. Thus, we will allow a zero-quota allowance of refugees on the condition that they be permanent citizens of the Pan-Asiatic States and swear allegiance to our banner. They will be granted decent housing in a State of their choosing, as well as be able to select their own profession or continue their education in Pan-Asiatic schools.

On the calling of help to a refugee crisis and to international aid against an aggressor,
The committee of International Affairs and the committee of Border Control and Security have voted and decided on the following precedents in light of The SUN Directorate's call to aid:
Refugee crisis,
1). To not make any special provisions for border passage for refugees escaping Diyaristan, they will still have refugee status and their application will still be treated with due haste yet they will not recieve any preferencial treatment over those already entering the country under similair circumstances.
2).Refugees entering from Diyaristan can apply under settlement schemes and the Refugee Aid Act provision schemes which will grant them housing, medical care, employment, compensation, education and registration to either settlement or residency.No special provisions will be made just for refugees coming from Diyaristan outside of these programs.
3). Any boats or other modes of transportation carrying Diyaristanina refugees will be considered non-hostile and non-combatant (as per regulations) yet they will be escorted by the navy if found in PenguinLand territorial waters due to the potential of harbouring Hizbi Tawhidi members and screened using non-invasive procedures to determine if that is so. (Although, we expect the likely hood to be minimal, this is still taken as a precaution in compliance with National Secuiry Acts).
Aid against an aggressor,
1). At the time this directorate is being signed, the organisation of Hizbi Tawhidi is not considered an aggressor agianst the state of the PenguinLand. Therefore, no extra-ordinary measures will be taken against them, only if a SUN Directorate vote is called and complies us to do so in defence of our allies. This does not mean that military funding or arms will not be given to nations who consider them a belligerent, yet it prevents the deployment of PenguinLand ground, air and sea forces against them in a direct confrontation until they are considered an aggressor or we are called to the immediate defence of our allies.

As one of the world's largest developing economies, the Pan-Asiatic States enlists the aid of its allies in liberalizing trade between socialist economies to better alleviate the pressure of economic sanctions from rival capitalist opposition.
