And it has to fit into an existing category; doing things based on that particular category that impact all the nations within the GA.

Or almost all. Obviously something about elections won't apply in nations that don't hold elections, but the point is that if they at any point start holding elections, then it applies. What you can't put in a proposal is "nations can ignore this if they want", basically.

This is correct. You also can't really use NationStates statistics, either -- the General Assembly is a roleplay institution, first and foremost.

(Now, of course, there are exceptions -- the chief example is the whole "six-to-one ratio" brought up by NAPA and, more recently, Morover.)

Then again, some of the nations that currently are in the WA wouldn't be if it membership wasn't required for holding authority as a Delegate, for raiding/defending, or for some other activities under certain regions' own rules...

How do approvals work? Do delegates approve WA resolutions or does the GenSec decide who can approve and who can't?

WA Delegates have access to approve any proposal that is submitted, provided that it is legal. The following is a quote from the Proposals page:

The following are proposals for WA resolutions. Any WA member nation with at least two endorsements can make a proposal, but it will only become a resolution (to be voted on by the entire WA) if it is approved by at least 6% of WA Regional Delegates.

As the WA currently has 1,155 Regional Delegates, a proposal needs 70 approvals to achieve quorum.

GenSec merely decides whether or not a proposal is legal or not, as according to these parameters.

Is there already a Proposal that touches on the subject of Healthcare? More specifically, Affordable Healthcare? I wanted to do one specifically about Affordable Healthcare. I looked, and I saw a Proposal that talked about Healthcare, and that was it. I just wanted to clarify before I actually began to draft and put it out there.

Hello! I’m a GAer and NS Roleplayer from the United Kingdom.

Any posts that I make as GenSec will be clearly marked as such and OOC. Conversely, my IC ambassador in the General Assembly is Ambassador Fortier. I’m always happy to discuss ideas about proposals, particularly if grammar or wording are in issue. I am also Executive Deputy Minister for the WA Ministry of TNP.
Kenmoria is an illiberal yet democratic nation pursuing the goals of communism in a semi-effective fashion. It has a very broad diplomatic presence despite being economically developing, mainly to seek help in recovering from the effect of a recent civil war. Okay, but I meant are there any that talk about requiring Nations to provide their citizens with Affordable Healthcare? That's what I was going to write a proposal on, if it's legal to do that.

Ara's SL's link is unhelpful. To the question-asker, Quality in Health Services requires that member nations provide everyone healthcare.
