Can speakers of other languages understand this language with ease? No. It's not because the language is hard, per se, but that we speak it so fast that biologicals tend to hear it as a single, slightly broken-up, tone. Note that we do not screech like fax machines or dial-up modems! We do, however, speak much faster than those primitive devices can.
Can speakers of this language understand other languages with ease? No. We typically have to install a Foreign Language Data Pack for the target language in order to understand it. That said, once someone does install such a Pack, he will know the official version of that language (as would be taught in a college) with perfect fluency.

Availability of resources

Are learning materials widely available for this language? No. It is "naturally understood" due to being part of our root code. Someone whose root code doesn't have a way to interpret Binary would not function at all (as in, he wouldn't run), so this part has to be done right just to activate him in the first place.

Meanwhile, the basics/mechanics of the language, and the amount of words needed to run his own code, are installed into the offspring by the Coder. The Coder will typically install them as a big table copied from an Educational Data Pack (or, if pressed, the SEDP's basic module) on the Writing of Code Intended to be Sapient, but it is possible for a Coder to copy the data over from his own knowledge if he absolutely has to. Doing it the latter way, as you might expect, has downsides that we would rather avoid. However, it is good for species survival security that we do not *have to* depend on the government or any other external source to code more Decepticons.
