Kremlin 2017: The 7th State Duma [IC]

The Russian Federation has risen from the ashes of the broken Soviet Union. The crippled economy is steadily improving, while democracy is certainly flawed. Gone are the days of communism, with the Presidency being the face of capitalist reform, while the State Duma is clinging on to old communist ideas in an eternal gridlock. Outside, foreign countries are closely looking at the Russian Federation, and whether or not it can regain its former glory.

Make a name for yourself in this mess of a state. Try to bring democracy… or not. Do you want to go back to old communist ideals, or do you want to move Russia forward. Is this is end of the glory days of Russia? Or is this the dawn of a new era? You decide.

Betrayals await, dirty politics awaits, and certainly corruption awaits. Many want power, many want freedom, many want capitalism, many want communism. The fate of the Russian Federation rests in the hands of you, will you be part of the Duma? The president’s cabinet? Member of the military? Wealthy oligarch? You must write yourself into the history of this ever dynamic state, and massive nest of chaos known as Moscow.

The federation consists of Republics, Krais, Oblasts, and Okrugs. It is you who must write the fate of these in the greater game of Kremlin politics.


Rules
  • No godmodding, this means you can’t RP anything other than what you apped for without permission. This also means you only RP your character’s actions, and not reactions or effects of your character’s actions
  • No metagaming, don’t pretend to know something IC your character wouldn’t
  • The Russian Federation is a flawed democracy, keep in mind election results may or may not represent actual public opinion of your character
  • Unlike western countries, murders and mysterious disappearances are somewhat common in Russian politics, however, all players involved need to agree on such an event, and requires OP or Co-OP permission to execute
  • Assume everything happened similar to IRL until 2000, when Putin first came to power
  • We’ll be starting off with the main Russian political parties, United Russia, Communist, LDP, and AJR. Creating a new political party will be rare and only happen in certain unique RP scenarios, and requires OP approval.
  • Have fun, this thread was inspired from the other “2017” RPs, but Russian politics is unique in that nothing is as it seems and things can get real dirty real fast… enjoy!

Currently Proposed Legislation

Freedom of Assembly Act of 2017

Section 1.1: The freedom of assembly can no longer be restricted by authorities, unless it fulfills the criteria in Section 1.2.
Section 1.2: The criteria by which the authorities can restrict a protest is as follows:
!. It is obstructing the due process of law through protesting outside a courtroom in use.
2. It is taking place in a hazardous area or an area off-limits from the public.
3. If holding it threatens the security of the participants or observers.
Section 1.3: The authorities may not restrict protests if it does not qualify for one of the three above conditions. The authorities are specifically warned to not restrict protests in defence of state order, for example a protest outside the White House or the Kremlin will be allowed, as long as it is not overly obstructive and does not threaten the security of the state or the President.
Section 1.4: Masks are now allowed to be worn in demonstrations, however weapons are still banned.

Section 2.1: The fines for individual participants of unlawful demonstrations shall be lowered to 4,500 rubles.
Section 2.2: The fines for organisers who do not comply with regulations shall be lowered to 40,000 rubles.
Section 2.3: Prison time can no longer be given to those who do not comply with regulations.

Upon passing, the President of the Russian Federation shall immediately enact the contents of this law

Chudov quickly pressed the button and stood up. “Mr. Chairman, it has disturbingly come to my attention that there have been calls by the conservative communists to bring back the old authoritarian system. I think this country has had enough of communism in the past, we have been tormented with gulags and genocide because of this evil system. It is quite clear that the youth of Russia prefer having a freer market, and we need to make it clear that Russia will progress and not stick to outdated systems like communism.

Communism limits entrepreneurship, and we need to make sure that this country is open to foreign investment, as such, we cannot have the communists who have a hard time adjusting to more progressive systems hindering Russia’s growth. I will give the communists the seriousness they warrant, and that is barely any. In fact, the falling poll numbers of their party shows how outdated their ideas are and the ordinary Russian knows it. I feel the need to make these remarks because certain politicians have been very vocal in their call to bring back the communist system.”

Aleksei listened closely to what Chudow said, for him, it looked like yet another attack directed at the communist party, and Kyrlakow, but, this trend seemed to guarantee success right now, so, why wouldn't he too, but throwing in something from him and his views. Aleksei pressed the button and stood up

"I need to agree with what Deputy Chudow said because Communism has already shown multiple times how faulty it was, and Free Market already showed it did wonders... But, I need to say I think we need to lead a more foreign friendly policy to attract foreign investors as well as immigration. As you probably know the sanctions that the Russian Federation suffered affected our economy and probably didn't do anything to attract potential foreign investors, immigrants and the like of which, while I'm not saying that we should ally ourselves with the countries over the Atlantic like the US, I say we need to make appearance of the Russian Federation in the eyes of our closest neighbors better"

Kyrlyakov pressed the button, ready to deliver his scathing remarks to Chudov, as he put on glasses and stood high and mighty, his eyes piercing Chudov's: "What progressive systems? The economy has been in freefall since the collapse of the Soviet Union, and has only had a mild recovery since. Men like you are liars and thieves, who scorn the people and attempt to manipulate them. I have no respect for the greedy pigs that are you and your capitalist colleagues. It is shameful that you have been elected in the first place: it is even more shameful that you scorn the era in which we became a superpower.

You call yourselves democrats, but you do nothing but the opposite. You take money from oligarchs like dirty harlots and prostitutes who beg on their knees for the money that the capitalists throw at you to dance like monkeys. This entire Duma is ruled not by United Russia, but by the puppets and actors of the capitalist superstate. Lucifer himself kneels down at the pure corruption and evil that thrives within these halls. If this is what you call democracy - then you are a blind fool. You talk about how, in the old age, there were gulags and genocide, but such a thing did not exist for 39 years at the very least during the time of socialism. You act as though the gulags are akin to concentration camps, which is a shameful denigration of the memory of all those that died in the Holocaust upon this land. The gulags are more akin to American prisons, perhaps even kinder. Where there was winter in the gulags, there is rape and drugs in American prisons, and in prisons here too. I'd much rather freeze to death than die from krokodil.

I supported glasnost during my time in the Politburo, the policy of openness and democracy. But what did Yeltsin and his cronies do? They overthrew Gorbachev and installed a government that was more authoritarian than the Soviet Union. In the Soviet Union, it was under one party, but at least elections were fair. Here, they are rigged by Zhirov's minions and cronies. Human rights have taken a sharp decline since the fall of the Soviet Union, as homophobia and sexism become more rampant across society. This is not a free society - this is a dictatorship. If the Soviet Union was authoritarian to you, then we live under fascism now. Zhirov is a tyrant and a swine, like all the rest of you bootlicking cretins!"

Chudov again spoke. “Mr. Chairman, may I point out that Deputy Kyrlyakov has broken a rule of the Duma and did not address his comments to the honorary Chairman, but rather me personally. However, I am not here to pick out bad conduct, and I shall respond. Firstly, Deputy Kyrlyakov says that the economy has only had a mild recovery, when in reality, it has recovered quite well, and is growing faster right now under Zhirov than it ever did under the USSR. He is also trying to appropriate and normalize all those who died in gulags-” Chudov paused and silently quickly prayed for the dead, “Which is a horrendous thing to suggest. This, more than anything should who the Communist party’s intentions.”

But he has attempted to link socialism to labour camps, as many in the West do. But I - along with almost every adult in Russia - know that this is false. The gulags were closed down after the Great Patriotic War, and Deputy Chudov knows this. What he fails to forget is how much of a dictator Zhirov actually is, especially when compared to the Soviet-era chairmen. The capitalists have arrested their opponents and disappeared many more. There is no democracy in Russia, only dictatorship!"

The world sees us as a laughing stock and the butt of a joke, along with our own people! Mr. Chairman, Zhirov has clearly failed in this regard, and ought to be ousted for this alone. He and his wretched party have lost the faith of the Russian people.

The third reason is yet starker. Simply reading the words horrified me to the core. The third most popular reason why people said they regretted the fall of the Soviet Union was that, in the days since its fall, there has been an increase in mutual distrust and bitterness among the Russian people. The very fall of the Soviet Union divided this great nation, as crime skyrocketed and people felt less safe. As the Soviet system fell, United Russia and the capitalists built a new nation. One which benefited only them, as the working classes of Russia were alienated, and so we felt distrust, bitterness, hate. The new capitalist nation was a divided one, where brother and sister stabbed each other in the back, for the modern ethics of self-interest. We felt alienated, distraught, weak. What the capitalists had promised to be a utopia of growth and prosperity turned out to be nothing less than a self-interest motivated big lie of epic proportions. Unemployment skyrocketed to over 13%, we had a 6-year recession in which the economy collapsed by more than 40%, over 150,000 people people have been murdered in the last 10 years and over 2.5 million crimes are committed each year. This is the mark of a society ruled by Zhirov, and it is once that shall end once the time has come!"

This Bill amends the part II of the Tax code of Russian federation in following way:

1. In The text of article 164. part 1. another section is added that goes:

Tax shall be levied at the rate of 0 per cent with respect to the sale of:

11) Baby food and other nutritionary additives for children

knitted wear for newborns and children of nursery, pre-school, junior and
senior school age groups: knitted outer clothes, knitted underclothes, hosiery,
other knitted wear: gloves, mittens and head-dresses;

- ready-made garments, including garments of natural sheepskin and rabbit
skin (including garments of natural sheepskin and rabbit skin with leather
inserts) for newborns and children of nursery, pre-school, junior and senior
school age groups, outer clothes (including dress and suit groups), underwear,
head-dresses, clothes and garments for newborns and children of nursery age.
The provisions of this paragraph shall not apply to ready-made garments of
natural leather and natural fur, excluding natural sheepskin and rabbit skin;

-child footwear (with the exception of sports shoes): booties, baby shoes, preschool and school shoes; felt shoes; rubber shoes: toddlers’, children’s,
- children’s beds;
- children’s mattresses;
- prams and pushchairs;
- school exercise books;
- toys;
- plasticine;
- pencil boxes;

Yuzhny pressed the button to answer: "Children's footwear is mostly determined by sizes. Sports footwear is primarily designed for sporting activity. Examples are athletic shoes, roller skates and football boots."

Chudov presses his button and stood up, “The LDP is in full support of this bill, Mr. Chairman, as our policy of free markets and progressivism support tax cuts in all forms. However, the closing of this bill is illegal, as it says the President of the Russian Federation must enact upon passing, when His Excellency has the power to veto the bill as well. Once that is changed, we will support this legislation.

Serebrov entered the Duma. A few legislators turned to look at him since he usually did not attend Duma Sessions, but he managed to not draw too much attention to himself.

“Thank you, Mr. Chairman, I would like to point out that many laws have a similar clause attached and his excellency President Zhirov has the right to veto this bill. I suggest we move to a vote on this bill.”
