Come up with an idea and write a draft. Post it on this forum and get your draft critiqued. Eventually, you may have a good enough Draft to submit.

How long does it take for the person who has already submitted an issue to realize they are not going to accept it? How long does it take usually for them to pick an issue 1 YEAR 3 YEARS?

Although I do agree there should be a telegram or something sent out to show if your issue got accepted, the editors are busy. Also, this is a very old post, and I don't know why you dug it up after all this time.

It isn't fully "accepted" until it enters use, at which point you'll find out anyway because you'll automatically be given it to answer.
Before that, even if one editor has started work on it, they can change their mind, or get over-ruled by a majority of their colleagues (maybe because an alternative submission with considerable overlap is seen as better, maybe for some other reason ) or even resign from editorial status -- or just drop out of NS altogether -- & leave it that project in limbo...
