Our nation, rising like the sun

Sankta Hilda All-Patriots' Congress is a Saint Hildan political party. Described as centre-right to right-wing, party members consider it to be a big-tent party that leans conservative. Its conservatism can be seen most prominently in its firmly socially conservative positions while remaining more mixed on economics. It is nationalist, populist, pan-Caribbeanist, and takes its inspiration from the Kenyan African National Union (KANU) and other right-leaning African independence parties. The party was formed in 2013, but saw little electoral success until Sankta Hilda became independent from Sweden. Then it rose in prominence due to its advocacy for independence. It sees itself as the prime force fighting for justice for the underserved people of color of Sankta Hilda.

SHAPC's Core Values, Platform, and Constitution


Justice
  • We believe that we must actively combat injustice. The government should take steps to make Sankta Hilda more just for all people.
  • The racial injustices of the past must be combated by creating an environment where structural obstacles do not hinder people of any race, and especially people of color, from achieving success.
  • To have a just society, we must have order. We stand firmly beside our nation's law enforcement, supporting them against criminals and disciplining them when they abuse their power.
  • The punishment must fit the crime in order for there to be justice. We urge firm punishments for heinous crimes and tempering our judgments with mercy for lower-level crimes and first time offenders.
  • The people must have confidence that the government is just. We support strict anti-corruption measures to ensure that no outside group gains undue influence over our legislators.

Family
  • The family is the essential unit of society. The government must support families for our society to prosper.
  • The government should support families with children, both by providing monetary aid, and by providing parents with appropriate time off to care for children.
  • Strong families begin even before birth. The government must protect families by providing excellent prenatal care and by discouraging the destruction of children in the womb.
  • Children that grow up in two-parent households have better life outcomes than those who do not. The government should encourage men and women to get married and support the institutions of civil society in helping families maintain healthy marriages.
  • Strong families have strong values. Our nations' schools should aid parents in teaching their children the values they need for our society to flourish.

Work
  • Work brings dignity to people and prosperity to society. The government should do all it can to promote and encourage all people who are able to work.
  • Work is especially important for the people of color of Sankta Hilda. The government should create an environment in which those communities can work their own land, start their own businesses, and bring prosperity to themselves and others.
  • There is no joy in work that does not fulfill, nor in work that does not contribute to society. The government should play an active role in supporting all people to find education and training that will allow them to do fulfilling and necessary work.
  • There can be no work when work is not profitable. The government should set appropriate standards in wages, safety, and other areas, but imposing excessive regulations or burdensome taxes will discourage work and hurt the nation.
  • Government support should not be a replacement for work except for those who cannot work. The government should provide some financial support, but not so that people are incentivised not to work. Work must always pay more than welfare and welfare should be limited.

Education Policy
  • Public education from 5-18 should be free and high quality. There should be some financial assistance for post-secondary education, mostly focused on individuals of limited means. Vocational/technical education and training should be promoted and supported by the government as well.
  • Private and charter schools should be permitted, and individuals who are not well-served by the public schools should receive financial assistance to receive a better education at a private institution. There should be no discrimination by the government against private schools for their hiring practices or belief systems, except as it pertains to discrimination on the basis of race, gender, or disability.
Immigration Policy
  • Sankta Hilda should focus on providing jobs for its own people before it gives them to people from other countries. Therefore, immigration should be limited.
  • Those immigrants which possess skills that are in need in Sankta Hilda should temporarily be given priority over other immigrants. After a period of time in which the government pursues education and training for Sankta Hilda to be self-sufficient, we can limit the number of skilled immigrants as well
  • Family reunification should be permitted for Sankta Hildan citizens who have family living in other countries. It is important, however, that we do not overburden our nation by allowing family reunification.
  • Immigrants should be net contributors to our nation, not net burdens. Therefore, there should be limited government assistance until immigrants become citizens.
  • The tourism industry is important to our nation's development. We should make it easier to obtain tourist visas, but we should also put in appropriate safeguards to prevent Sankta Hildans from being negatively affected by tourism.

Foreign/Trade Policy
  • Sankta Hilda must be independent in its foreign policy, controlled not by Europe, the United States, Russia, China, or any other power. We must determine our own destiny.
  • To truly have independence, we should be independent of the Swedish monarchy, but we support a referendum that will let the people of Sankta Hilda decide on the fate of the monarchy.
  • Independent countries have their own currency. We support a move away from the Swedish krona and the establishment of a Sankta Hildan currency.
  • We should increase our ties with our Caribbean neighbors, so we can fight for a stronger Caribbean independent of neocolonial influence. To that end, we support joining the UN and the Association of Caribbean States.
  • We support the establishment of a National Guard to defend our nation on both land and sea. It should be primarily for self-defense, and relatively small.
  • We support trade with all nations, but not to the extent that they are undermining our domestic industries. We support reasonable levels of protective tariffs to support our farmers and our manufacturing.

Party leader is the top official in the party. Responsible for overall party strategy and parliamentary goals, public relations, etc. Deputy leader is the assistant who helps with those goals, takes over if party leader is out for some reason. Party president is the administrative leader, responsible for campaigns and organization. Though now that I think about it, I don't know if we need a president. Leader, deputy leader, and whip might be enough.

No problem! I don't think we have a stance on the constitution currently at debate, but we will have party lines on certain bills. For now, I think we should focus on our platform and perhaps offering a bill or two once we get a constitution.

Many amendments to the proposed constitution are at vote, so I encourage all party members to vote in the chamber. There's not a party line on the constitution, but I will share my thoughts here.

Amendment II: AYE/NO (following the universal declaration of human rights)
Amendment III: AYE/NO (Citizenship oath)
Amendment IV: AYE/NO (Parliament in control of government)
Amendment V: AYE/NO (Establishes Prime Minister)
Amendment VII: AYE/NO (Pays MPs median national wage)
Amendment X: AYE/NO (Sets a majority threshold for amendment by referendum or convention, rather than 2/3 majority)
Amendment XII: AYE/NO (both of these amendments, 12 and 13, change the dates of elections)

Amendment XIV: AYE/NO (removes Parliament's power to empower piracy)

I would assume that you are approved unless otherwise notified. Chief whip is the individual responsible for maintaining party discipline. Basically, when an issue comes up for vote, the whip notifies everyone in the party of how the leadership expects them to vote and corrals votes as necessary. The sig only takes up one line and, we hope, helps with recruitment. If you really don't have space, that's fine.

Sure thing, Nuclear Wastelands, as Chief Whip, will TG you when it's time to vote. Working on bills is something you can do if you have an idea for it. We'll do whatever leadership stuff we need to do when we need to do it. For now, I'd like to focus on the rest of our platform. I have education, immigration, and foreign policy up there. If the two of you will look at that and give me any suggestions as well as propose ideas for economic/social/environmental policy, that would be great.

Employment and Education Non-Discrimination Act

A bill to prevent discrimination in hiring and education

BE IT THEREFORE ENACTED, as follows:



§1 - Definitions
  1. Race/Color - an individual's skin color, ancestry, or perceived shared physical traits with a distinct group of humans
  2. Sex - Physical characteristics that identify an individual as male or female, as defined on their birth certificate
  3. National origin - the nation an individual was born in
  4. Disability - a physical or mental condition that limits a person's movements, senses, or activities
  5. Sexual orientation - who an individual is sexually attracted to
  6. Public employer - a governmental or quasi-governmental agency that employs individuals

§2 - Employment
  1. It is illegal for public employers to discriminate against applicants for employment in all cases on the basis of the following characteristics: race, color, sex, religion, national origin, sexual orientation.
  2. If a public employer determines that an individual's age, disability, or language proficiency would prevent them from completing the tasks associated with the job and has sufficient evidence to support this, then they may refuse to hire that individual. If there is no or not sufficient evidence, then the public employer may not use those characteristics as reason not to hire that individual.
  3. It is illegal for private employers to discriminate against applicants for employment in all cases on the basis of the following characteristics: race, color, sex, religion, national origin, sexual orientation (except as defined in section 2e of this act).
  4. If a private employer determines that an individual's age, disability, or language proficiency would prevent them from completing the tasks associated with the job and has sufficient evidence to support this, then they may refuse to hire that individual. If there is no or not sufficient evidence, then the public employer may not use those characteristics as reason not to hire that individual.
  5. The right of religious organizations to hire or dismiss individuals on the basis of their religion or sexual orientation shall be protected, if the religious organization has sufficient evidence to prove that these characteristics would interfere with the mission or values of the organization.
  6. Mandates that public employers have and pursue a plan to ensure diversity in management or higher levels of employment on the basis of the following characteristics: race, color, sex, disability.
  7. Encourages private employers to have and pursue a plan to ensure diversity in management or higher levels of employment on the basis of the following characteristics: race, color, sex, disability.

§3 - Education
  1. It is illegal for public educational institutions to discriminate against applicants for admission in all cases on the basis of the following characteristics: race, color, sex, religion, national origin, sexual orientation, age, disability, or primary language.
  2. It is illegal for private educational institutions to discriminate against applicants for admission in all cases on the basis of the following characteristics: race, color, religion, national origin, age, disability, or primary language.
  3. Mandates that public higher educational institutions have and pursue a plan to ensure diversity in their undergraduate and graduate student body on the basis of the following characteristics: race, color, sex, disability.
  4. Encourages and affirms the right of private higher educational institutions to have and pursue a plan to ensure diversity in their undergraduate and graduate student body on the basis of the following characteristics: race, color, sex, disability.

§4 - Enforcement
  1. The Equal Employment Commission shall be the body that oversees the provisions of this Act. Individuals shall submit complaints and evidence that this act has been violated and employers shall submit evidence to the EEC. The EEC shall have power to assess fines to employers for violation of this act and issue legal remedies and relief for individuals harmed under this act. The decisions of the EEC shall be determined to be final in regards to complaints under this Act unless otherwise specified by the courts.
  2. The Equal Education Board shall be the body that oversees the provisions of this Act.
