That nation moved into Europe at the time of the major update.

My estimate is that the nation moved in and endorsed you between the moment the update in Europe started, and the moment your nation was updated. That has as effect that the endorsement is (silently) wiped from your endorsement list again since the system thinks the endorsement is from a nation which isn't in the region (after all, at the time the region Europe began updating, it actually wasn't in the region).

I see no error in the system, it has always worked like that. My suggestion to you is to inform that nation of what has happened, so it can re-endorse.

Note this can only happen in large regions. Small regions update so fast there's no time for anyone to move in and endorse fast enough.
