It's because neoliberalism is trash as an ideology. Neoliberalism simply doesn't work.

Liberal democracy with a distinctly laissez-faire bent. Pro-market, free trade, etc. The IMF promotes neoliberal economics for example, including big budget cuts, austerity and higher taxes (on everyone but the rich).
