Welcome to the Parliament of Saint Hilda!

What is this?
This is a character-driven RP in which we roleplay as politicians in a fictional nation. This RP, now the NS Parliament, has origins in the former NSG Senate. We have two simple starting guidelines:

1. We are the island nation of Saint Hilda, located in the northern Lesser Antilles near Guadeloupe.
2. A parliamentary system of government is being established, taken from Sweden, from which we just gained independence and with which we share a monarch.

The rest is up to the players! In this RP, we will legislate and politick, ally and backstab, and so much more! It is your choice what your character will be. Prominent and outspoken? Shady and quiet? Progressive? Conservative? Fascist? Communist? Centrist? Government? Opposition? Crossbencher? Journalist? Activist? The list goes on!

As soon as you submit you application, unless rejected, you become a Member of the (imaginary) Parliament of Saint Hilda (or Sankta Hilda in Swedish). You can then feel free to begin participating in the RP. You can do things like drafting a bill, voting on bills, and joining or creating a political party.

Where does it all go on?
We have four threads. There's this one, for applications, creating/joining parties, and all OOC discussion about our RP. There's the Chamber, where bills are debated, amended and voted upon. There's the Office, where bills are presented, discussed before they reach the Chamber, and kept before and after going to the Chamber. Finally, there's Life Outside, where all RP that happens outside the Chamber (campaigning, news stories, daily life, etc) goes on. Finally, if you want to flesh out your characters, use our Character Database in Forum 7. Any other threads that may be created also go in Forum 7. Our official Discord server can be found here.

Background: Viktoria Ljungstand (born 18 July 1978 (age 40) in Nyköping, Saint Hilda) is a Saint Hildan politician, former lawyer, and social activist currently serving as the leader of SLP/The Radicals, a socially liberal political party in the nation. She started her career shortly after attending law school in Stockholm, when she got involved with various environmentalist activist groups and organisations. Two years later, she moved back to Saint Hilda and begun practicing law at a medium-sized firm in the nation's capital. After seven years of practicing law, she moved back to her home constituency of Nyköping on the island's west coast, and applied for the SLP/Radical nomination in the riding of Nyköping. She won the nomination by a close margin, narrowly beating out former town councillor Pontus Albrektson. After winning the nomination, she went on to win the seat of Nyköping in the 2009 general election, and was re-elected in 2013 and 2017. Ljungstand announced her candidacy for the party's leadership after Johannes Svennesgard's resignation as party leader in November 2016. She was elected unopposed.

Ljungstand is openly bisexual, and currently resides in Nyköping with her wife, Erika. The pair have two dogs. Ljungstand is one of the most prominent supporters of the LGBT+ community in the nation, and is the first openly LGBT+ individual to lead a major party in the country. Ljungstand comes from a Fennoswedish background, with an ethnically Swedish Hildan father, and a Finnish mother who was born in Oulu and emigrated to Saint Hilda in the 1960s. Ljungstrand and her partner Erika married on the 5th of August 2019, shortly after the legalisation of same-sex marriage.

Background: Nyköping is a small town on the western coast of the island of Saint Hilda. Located in a valley between two mountains, the town has enjoyed a tourist boom in recent years and is considered one of the safest towns in the nation. The town has a large Scandinavian expatriate population, which is reflected in the many businesses that take various foreign currency and bars that cater to Scandinavians specifically. It was founded as a sugar plantation in the 1800s, and didn't become a town until 1955. The population has grown from 20 at it's founding in 1955, to almost two and a half thousand people in 2019. The town is represented by the riding of Nyköping in the States General, with the current MP being Viktoria Ljungstrand, leader of the SLP:R.

Saint Hilda Radio (SHR) - Company

Background: SHR was founded in 1930 by the Saint HIldan government, originally as a single radio station in the nation's capital. In 1950, experimental television broadcasts began, and full time television broadcasts began in earnest starting in 1957. The second television service, SHR 2, originally known simply as TV2, began transmissions in 1978. The station began broadcasting colour television extremely late, with the first colour television broadcast happing on the network in 1979. Despite this, colour transmission had been available via American television channels distributed by cable from Florida.

SHR does not have a monopoly on television broadcasting, with several commercial television and radio services also existing, two of them (SFU-TV channel 2 and EJW-TV channel 7) broadcasting as affiliates of American networks CBS and NBC, respectively. SHR broadcasts mostly in Swedish, but also broadcasts subtitled English programming and officially does not dub any programming that is not in Swedish into Swedish. SHR's primary newscast is SHR Nyheter, which airs every night. It is one of three newscasts broadcasting out of Saint Hilda, the others aired by SFU-TV and EJW-TV.

The Princes von Leslie descend from the Earls of Kemnay, a branch of Clan Leslie. A younger son of the first Earl of Kemnay immigrated to Sweden from Scotland in the 17th century, became a cavalry officer, and was ennobled as the Count of Jäskis (in Finland) for his military service. Several other branches of Clan Leslie have been ennobled by Sweden and Russia in a similar manner. After Russia conquered their Finnish estates in the 18th century, the head of the family chose to become a Russian subject. That branch of the family assimilated into the Baltic German nobility, were eventually elevated to princes in the Russian nobility, and resided in Saint Petersburg until they fled to Germany as a result of the October Revolution.

Carl's father, Andreas, was a lawyer active on the right of the national liberal faction in the Free Democratic Party of Germany after the fall of Nazism who eventually became a Member of the Bundestag for Hesse, later crossing the floor to the Christian Democratic Union after the FDP chose to enter a coalition with the Social Democratic Party. Carl and his elder brother, also named Andreas (later "Andrew" after immigrating to Britain), attended Schule Schloss Salem in Salem, Baden-Württemberg. Here, Carl decided to reconnect with his patrilineal roots and became heavily interested in both Swedish & Russian culture, entering a student exchange program with Sigtunaskolan Humanistiska Läroverket. He chose to attend the University of Vienna instead of the University of Bonn as his father and brother had done, earning a Bachelor of Arts in political science, becoming a member of Corps Saxonia Wien, and entering an exchange program at Stockholm University. During this time, his father had been killed in an auto accident caused by a drunk driver. Von Leslie later earned a Master of Science in Foreign Service from Georgetown University.

After much consideration, von Leslie immigrated to Sweden. He chose to enter the Swedish Foreign Ministry and was posted to Russia. He decided to stand for election to the Riksdag in 1991 on the Moderate Party list and cleared the threshold for election. He remained in the Riksdag for eleven years before choosing not to stand for his seat again in 2002.

During this time, he had frequented Saint Hilda as a vacationer, eventually purchasing land to build a large second home in the town of Gustafshamn. Seeking better weather, he chose to make Saint Hilda his primary residence after retiring from electoral politics and eventually became a citizen of Saint Hilda, keeping his Swedish citizenship. He decided to have Gustafshamn built up to attract & accommodate tourists and earn additional income for both himself & other residents of the village. With his influence, von Leslie decided to reenter electoral politics and stood for Gustafshamn's municipal assembly, winning his seat; the same body would later appoint him to the the municipal executive committee and make him its chairman (analogous to a mayor). He eventually stood for election to the States of Saint Hilda and won his seat overwhelmingly, retaining his seat in the States General after independence. On 4 July 2019, he was selected Prime Minister by the States General after new elections were held that resulted in a hung parliament.

Von Leslie lives in Gustafshamn with his wife, the former Countess Astrid Douglas, and his youngest son, Fredrik. His three sons, Anders, Gustaf, and Fredrik, all boarded at Sigtunaskolan Humanistiska Läroverket. His eldest son, Anders, attended Stockholm University, earning a Bachelor of Laws; Gustaf attended Uppsala University and is an ordained Lutheran priest residing in Gustafshamn; and Fredrik attended Cornell University, earning a BS in Hotel Administration.

Background: Gustafshamn was founded by the French in 1706 as Saint-Louis, but adopted its current name when Saint Hilda's sovereignty was transferred to Sweden. A sleepy but rather large fishing village, Gustafshamn had been relatively quiet until the early 2000s, when the village was discovered by the international community for its scenic coral reefs. Numerous expats and foreigners began clamoring for space in this newly-appreciated village, with many Scandinavians and North Americans, especially ethnic Scandinavians from the Midwest, choosing to make it their second home or retirement home. The main village of Gustafshamn has a permanent population of 1,926 native or naturalized residents, with 547 foreigners owning vacation or retirement homes. Other large villages in the constituency include Jungfruholm on the island of the same name and Nygrenborg further inland.

He also had gotten a guest lecturer possition at the university of Uppsala. However in 2000 he moved back to St. Hilda with his family. He became a leading professor of Economics at the University of St. Hilda. He Left in 2015 to form the Liberal Alliance party for local elections. He's been a big proponent of Economic liberalization, free market economics, and improved per-elementary and elementary education.

Background: Forsman's family were originally brought to Saint Hilda to work on a sugar plantation. In 1847, when Sweden outlawed Slavery in its overseas colonies, the state bought the freedom of slaves for 80 Riksdaler each. Marius was born in 1979, his father a dock worker and his mother a waitress. His first language was Antillean Creole. Marius had to work exceptionally hard in his schooling, and now speaks four languages fluently, Antillean Creole, French, English, and Swedish. Initially, Marius wanted to work in medicine, and earned an international scholarship to study at Emory University in the United States.

After earning a Bachelors Degree in the USA, Marius returned to Saint Hilda to be closer to home and family. He ended up shifting goals, and earned a masters degree in education, from the small Fort Ulrika College. In 2004 Marius started working as a teacher in his home town of Ölhusby. He primarily taught language, though also handled a number of other subjects at sometimes very small and underfunded schools. He also became a volunteer, working in local campaigns to clean the streets, feed the hungry, and other efforts. He started organizing unofficial night classes in 2008, teaching literacy and European languages to adults who had never had the opportunity to learn.

He came to a local spotlight when, in 2010, he saved a man's life with CPR during one of his night classes. In 2011, there was a write in campaign from local people to elect Marius to the regional council. He accepted the draft and began campaigning himself, claiming he had been inspired to make greater change. He was elected to the council, and his efforts were partially responsible for the establishment of a new medical clinic in central Ölhusby, as well as creating a formalized system of night classes and upskilling workshops, funded by the regional council.

In 2013, Marius ran for Parliament, as an independent candidate. He was swept into victory, and his first term was generally seen as a success. In the lead up to the 2017 election, it was clear that there was some level of support for Marius's message around Saint Hilda, not just within his own constituency. The Progressive Party was soon formed around him. After some negotiation, an electoral alliance with the minor Centre Party was signed, and a reasonable amount of success was seen, including Marius carrying his seat. In 2018, the two parties formally merged, and Marius was elected as the chair.

Background: Born in a poor neighborhood of the capital, his mother was a domestic worker and his father a longshoreman. Salomon was raised with the values of hard work and determination, to protect his family and loved ones, and to trust in God. His parents saved to send him to a mostly white private Christian school where, despite racial slights and some ostracism, he excelled in his classes and earned a scholarship to the national university. He studied business administration and graduated with honors. He gained his MBA in the United States and returned to Sankta Hilda to marry his sweetheart, Noemi. He worked for a few years in a distribution company, but he felt like he should be doing more. He took his savings and secured a loan from a bank to start a chocolate company. He knew there was exploitation of black workers in many chocolate companies' supply chains, and so he vowed to treat his workers well and have a special focus on hiring people of color throughout his company. After a modest start, his company took off and he was able to use some of his profits to start a non-profit organization making small loans for underserved populations to start businesses. He is an elder in his church and loves his family.

Background: Oscarsvik is a Saint Hildan town located on the windy East side of the Island. A small fishing village until the mid-1890s, it quickly grew following the discovery of coal and bauxite. Mining and the growth of a shipping industry generated wealth for Oscarsvik and by the mid-60s it had grown to become one of the islands largest towns. Sköldsvik lived in York until 2006, when he returned to his hometown on St. Hilda and immediately became involved in student politics, joining the fledgling Republic party and being elected to the Hagalund Town Council, eventually serving a brief term as Mayor in 2013. In 2014 he ran in a by-election to the nation's Parliament, becoming the MP for the constituency of Hagalund, consisting of the town and nearby villages. He has since been an enthusiastic voice on the left of the nation's politics, passionately arguing in favour of a number of left-wing causes.

Background: Arne Ohlsson was born on January 29, 1946 in Miami, Florida, to well known businessman Gustav Ohlsson and his wife, Margarethe. Gustav Ohlsson ran the largest shipping company in Saint Hilda and owned several commercial cargo ships, taking the island's exports around the Caribbean and the United States, and returning with many of the essentials the island needed to survive. Arne was the second of six children, and the oldest son. Despite this, his father wasn't intent on him running the family business, as he himself could rely on his brothers to continue on after he passed away.

Arne's childhood was very privileged, as he grew up within the confines of the wealthy elite on Saint Hilda. Despite this, Arne was always present at his mother's charity events from a young age, and as he grew older, actively participated in organising them. He says its likely where he got an interest in politics from, especially policies relating to both the workers his father employed and their families. He attended private school initially but didn't fit in, instead attending public school, where he was bullied by some of the students because of his wealthy background. Academically Arne wasn't particularly gifted and was considered to be fairly average.

He didn't demonstrate a particular interest advancing his education beyond high school, and instead volunteered with the Army at age 18, serving in the territorial forces on the island between 1964 and 1970, rising to the rank of Lieutenant. He was deployed numerous times in response to hurricances and tropical storms, helping to reopen roads and reestablish communications, we well as assist in distrubuting aid to affected residents. He was honourably discharged on July 17, 1970.

Arne's foray into politics was backed by his father's wealth and his family's recognition on the island, and this aided his quest for a seat in Parliament, which he won easily in a by-election in 1971. Initially a junior member of the NPP, Arne was one of the many more centrist members who left the NPP in 1973 and founded their own party, the Radical Party. Arne was one of six members who were returned to Parliament in the 1973 general election, and formed a junior coalition partner with the People's Labour Party (PLP), although Arne was not given a cabinet position. He would later rise to become the leader of the Radical Party in 1977, in time for that year's election. However, neither the PLP nor the Radical Party managed to obtain a large enough majority in Parliament, and the NPP would be able to govern alone. Arne used this as an opportunity to not only shore up his own support, but also improve the party's inner workings, promoting stability in contrast to an increasingly unstable PLP.

This work paid off and in 1981, the Radical Party became the second largest party in Parliament, and Arne became the Leader of the Opposition and was given the task of putting together a shadow cabinet. Increasing economic mismanagement by the NPP lead to the Radical Party assuming power in the 1985 general election, after a recession brought on by both the Latin American debt crisis and the American recession of the early 1980's.

Arne's new government sought about revamping Saint Hilda's economy. He began with the privatisation of non-essential public services between 1986 and 1988. He also lowered taxes on small businesses and increased taxes on larger ones, passing a law that all companies operating or generating revenue from St Hilda were liable for corporate income taxation. In a controversial move he broke up his father's shipping company, approving the sale of many of its components to companies based in the United States. Despite some protests, he presided over a spike in economic growth, and this translated into increased government revenue. This was used to balance out government expenses, including debt reduction. He established targets for debt reduction and a commitment to maintaining a government surplus.

The Radicals were reelected in 1989 and Arne used this to promote more social policies. He increased funding for social welfare and pensions, as well as law enforcement to combat what he described as the "scourge of drugs" in Saint Hilda. He greatly pursued investments in public transport, including a public bus system for the entire island. In 1991, Arne introduced the first comprehensive vehicle taxation and tarriff system, intended to reduce congestion on the island.

In 1988, the Radical Party merged with the Social Liberal Party to form the SLP/The Radicals, a controversial move by two of the largest parties in Parliament. Unpopular with many of its supporters, the merger is widely regarded as the primary reason behind the loss in the 1993 general election.

Despite the economic growth of the late 1980's, a recession in the 1990's severely affected Saint Hilda, and this translated into the Radical Party losing the 1993 general election. A dejected Arne delivered his concession speech to his supporters, before being unceremoniously dumped from the leadership two days after Parliament resumed.

Arne returned to a period of relative obscurity in Parliament between 1993 and 2001. Athough he was reelected in 1997, his majority in Havse was slipping. In 2001 he was voted out. This loss of confidence affected Arne greatly, and he slipped into a deeper isolation. He spent several months at his modest cottage on the south side of the island overlooking the sea before announcing his candidacy for the Fort Ulrika City Council in 2004.

Now on the council, Arne persued much the same gameplan as he did in Parliament, pushing for increased funding to public transport and recycling initiatives, and authored the council's plan to be carbon neutral by 2025. Arne would serve on the council until 2010.

In 2011, Arne stood in the seat of Havse again as a member of the SLP/The Radicals, and served as a senior member of the party until 2016, when incumbent leader Viktoria Ljungstrand appointed him as deputy leader.
Faith: Arne is a member of the Church of Sweden from birth, but does not attend outside of Easter and Christmass Mass.

His popularity lead him to get another term in 2016 where he organized a city Bus System, the cities population swelled had swelled by 20,000 between 2006 and 2016, which was an alarming number, due to the bus system, and a deregulation of the construction industry, he was able to help the city grow at a steady rate. Background: Ny Gothenburg was founded in 1801 as a popular rest stop for sailors, the town became know for it's quality rum and liquor. This lead to many uneducated blacks moving to the city to get jobs in the Factories. The city developed a quality public school system to help educate its many citizens. By the 1950s the city had a population of 12 thousand. The cities beach culture began to develop and a Rastafarian village developed near the beach in the 60s, here a club culture began to rise. In the 80s tourism in the Caribbean began to become more popular. The city developed it's ports for cruise ships and sponsored the construction of many resorts and clubs. In the early 2000s the city established a public welfare program to pay college tuition but it nearly bankrupted itself and the left wing parties have not since recovered their reputation in the area. In 2014 Hugo Inquist was elected Mayor and he reinvigorated the cities port regions by modernizing the cranes, and reorganizing port management (which had been quite corrupt). He then Lead an infrastructure repair project. In 2016 under his second term Hugo Inquist developed the public bus system, which was the cities first public transportation, furthermore he finished overseeing the redevelopment of the port and its surrounding areas.

Background: Located on the northeast coast of the island, Hagalund was founded by Swedish merchants in the 18th century as an outpost. Initially it was a small trading post and fishing village, growing in the late 19th century as a ship-building town. A strong union movement grew up in the town, as well as containing the island's first co-operative enterprise - North Hagalund Shipbuilders. Background: Created as New Colchester in 1662 by Puritans exiled by King Charles II, it started off as a British timber settlement, used to hold control against expanding Spanish and Swedish influence in the Caribbean until the Industrial Revolution where large reserves of coal were found and mines were set up. The area suddenly became hundreds of times more productive, as factories were set up to build all manner of things, although mainly guns and clothing. This is approximately the time when the Wallstone family settled into New Colchester, establishing themselves as coal, and later oil and steel magnates. Their fortune grew to the millions off of New Colchester and they are effectively the reigning family of New Colchester. In 1812, to fund the Napoleonic Wars, the United Kingdom sold New Colchester (at the protest of the Wallstones) to the Swedish, who named it Göllenberg. It was mainly used as an industrial backbone and a military base, even with its small size. Soon, in 1919, a large factory known as the Wallstone Compound which provided (and still provides, to this day) most of the island's jobs. It first started off as a large hybrid coal-iron mine with a steel factory (1919-1962), to a petroleum refinery linked up with oil wells (1962-Present). Of course, there's also another Wallstone Compound, which was set up in 1942, created as a small arms factory and provides the main supply of arms to the Saint Hildan military.
