"You what." – he whispered in shock, his hand reflexively going to his pistol. "Hostages? – he whispered, in Arabic – by whom? What is going on? What do the hostage takers want? How much time do we have?

He was not sure what the foreign officer expected him to do. He was of course reasonably well-trained, but he was an engineer, not a commando. And even commandos needed time and equipment to properly do their jobs.

The Archipelago Territory will not tolerate this type of theft and is sending 500 International Guard members to find these contract violators, however we will not shoot on sight, but instead first attempt to arrest them because shooting on sight is not permitted under a domestic law. We, will however, NOT attempt to attack any Diyaristan citizens or officials. And, since this is handled by the Department of Foreign Affairs, not Defense, you can rest assured that this is not a war effort.

The Empire has been unmoved by this nation's threats. The Archipelago has no jurisdiction in Diyaristan and no right to attempt to kidnap a Diyaristani national to stand trial in their country. This attempt to see other nationals made subject to their laws is an overstepping of authority on the highest level, and one that the Sevevillian Empire will not tolerate. The declaration of war against Diyaristan, a mere province of Sevevill, is a silly gesture which the Empire's government struggles to take seriously and refuses to acknowledge. However, this statement should be considered fair warning that any military force which enters Sevevillian waters or airspace will be treated as hostile and destroyed in kind.

However, while Diyaristani people in Diyaristan are not subject to Islander law, Islanders in Diyaristan are most certainly subject to Diyaristani law. The threat posed by the Archipelago's operatives in Diyaristan cannot be ignored and orders have gone out for the arrest of all personnel on the Islander government's payroll, to be tried on charges of consipiracy. These operatives are to be held no by the provincial authorities of Diyaristan, but by the Imperial Armed Forces themselves. The alternative for these subversives is to go into hiding or join the rebel cause in an attempt to stay out of reach of Sevevill, but anything short of dutifully handing themselves over will be seen as further treachery.

The Sevevill has released statements saying that any Islander operatives attempting to enter the Empire while on their government's payroll will share the fate of their fellows already in the country, being arrested and tried for conspiracy against the government.

However, should the Archipelago Territory remove these employees from their payroll, and allow them to work for the provincial government of Diyaristan as free agents, Sevevill would allow their entry into the country.

It is an honor that Diyaristan has agreed to receive our help despite the fact that we do not have very deep diplomatic ties, but we will do our utmost to try that the misfortunes of the war do not hit the Diyaristan or its population in a critical way.

Without political or ideological distinction, we require a formal authorization from the government of Diyaristan to be able to carry out this type of missions that include:

Interpret the Argentine personnel as a non-belligerent faction.
Respect the ideological neutrality of Argentine personnel in this conflict.
Allow the accommodation of an Argentine diplomatic representative in Diyaristan (please indicate in which establishment he can stay)
the Argentine personnel to perform research tasks, compilation of medical information and protection of all types of injured.
Designate a neutral zone in Diyaristan so that Argentine personnel can operate.

Girzil, Diyaristan
It was just another day for the Danlinian peacekeeping soldiers guarding the roads to Girzil. At one of the smaller barricades stood a young Danlinian soldier, just waiting for six o'clock to finally arrive, since this is when the barricades on the minor roads get closed for the night until they're reopened at six in the morning the next day.
A small white delivery truck approached the barricade from the distance. The Danlinian soldier grabbed his megaphone and shouted: "Slow down!", but the truck didn't slow down. "What do I do now?" the soldier asked his higher-up through his radio. “Just speak in Arabic, maybe he didn’t understand”. As the truck got closer, the soldier shouted in Arabic: “qaf makunak!”, meaning ‘stop where you are’. The truck didn’t stop. In fact, it only got faster. “Just shoot his fucking wheels!” told him his higher-up through the radio. So he did.
A Diyaristani man, bleeding from his forehead because of the sudden stop, got out of the truck and started sprinting towards the barricade, shouting “Allahu akbar” repeatedly at the top of his lungs. The Danlinian soldier panicked, as he struggled to reload his weapon. The Diyaristani man reached for under his coat as he got close to the barricade, but then he suddenly stopped and fell to the ground. A sniper from the nearby guard post shot the man in the head.
After closer inspection of the body, the soldier found out that the man has carried a suicide belt under his coat.

Paralemville Intelligence Center HQ, Danlina
A man sat in his desk, looking at a report of the suicide bombing attempt at Girzil. That man was Benjamin Kinian, director of the Paralemville Intelligence Center, Danlina’s intelligence agency. In front of him sat Aurora Michaels, an agent of the PIC. Aurora was an esteemed agent of the PIC, and had experience at gathering intelligence in a civil war, known for her work as part of the Wright Administration in their operations in Posteastan.
“Well, Agent Michaels, what do we have about the factions in Diyaristan that can give us a picture of who may be responsible?” Asked Kinian. “For starters,” opened Aurora, “we know of ISIS operatives and ex-operatives who live in Diyaristan, but our bomber isn’t known to be affiliated with ISIS in any way. Another probable option is that he was an anti-foreigner extremist, most probably from a more extremist branch of the Hizbi Tawhidi party. The problem is that Hizbi Tawhidi is too popular with the people of Girzil to confront them publicly”. Kinian nodded his head in confirmation: “Alright then, I will put you on a plane to Diyaristan tomorrow morning. I will arrange for you a meeting with Hizbi Twahidi leaders so you can discuss what happened”.

Direct military or economic involvment in Diyaristan is ruled out

June 4, 2036: In the Congress of Nations, the Armed Forces Committee testified on the possibilities of intervention in Diyaristan and have stated that the situation in the province of Sevevill does not warrant Arcadian Military or Economic Support. This comes after a short debate that ended today. Rookesfield Plaza(for our foreign readers the military command building) has stated that support staff will also be out of the question.

This being said many pundits surmise the Federation will be applying political pressure in the region instead of military force.

Suicide squads assaulted Yarlaq, Alisar, and Burale simultaneously with car bombs loaded with biological and chemical dispersal agents.

Alisar, Capital of the MKAZ, Diyaristan

Fortunately for the MKAZ, its borders were tight and safe, the suicide squads found it difficult to get into the city without being detected by city limits roadblock militia crews. With some roadblocks unfortunately damaged by premature explosions and some local militiamen and civilians injured or killed in the assault many ways into the MKAZ, especially Alisar, have been blocked off entirely until further notice with few ways in and each of those ways heavily guarded by new Kamooko Pact troops and their equipment. Some car bombs managed to make their way into the city causing minor damage to the city's streets and injuring far less than they would have if the roadblocks had not done their duty. Thankfully the MKAZ is well dug in against this kind of terrorism having dealt with it and snuffed it out over a long period of time since the Diyari Civil War. Streets continue to be monitored by armed police and keep a firm grasp on the Zone with regular curfews and strict laws to keep the peace. And now with new arrivals from the KP, order, commerce and good governance will surely prevail.

Kamooko Pact Arrives In Mount Kula Administrative Zone

Major Kenjei Isao and his Durranese battalion arrived in the MKAZ as the situation in the capital city of Alisar developed. A fraction of the KDC soldiers were deployed quickly and decisively, after given time to be orientated and settle in. Patrols were doubled and more patrols were formed to sweep the areas surrounding the MKAZ. In addition, a company of 100 KP soldiers were sent to Alisar to help enforcement and counter-terror operations with small CBRN unit sent with them as well to deal with supposed chemical and biological compounds let loose in Alisar. Having finished coordinating these efforts, Major Kenjei made his way to the Administrator's office in Alisar, the woman in control of this entire micronation, elected via a council of district governors who ministered after their own small districts within the Zone that usually had villages, land and strategically valued areas and resources. The administrator's building was a small but sturdy three-story building with strong architecture designed for the purpose of being an iron fortress in this concrete jungle. The Admin was busy but had made time for such an important visitor from the MKAZ's most favoured ally.

"Administrator Adira Bishara," the Durranese major said bowing before her respectfully as they did in the CSD, "may I of have take this seat?" Major Kenjei's translator corrected him and he smiled asking to take a seat once again in Arabic, however correctly this time. Adira nodded and Isao took the seat and asked for a full rundown of the Mount Kula Administrative Zone's situation. Introducing many issues such as infrastructure, trade, food and medicine, the Administrator spoke plainly and firmly making sure the foreigner knew everything there had to be known. Adira was a terribly calculated woman and no doubt the Zone would have suffered if not for her rule. Thankfully, weapons and other military equipment such as APCs and tanks etc. were in no short supply with only spare parts being a small issue as most maintenance only required parts that could be easily made in local workshops, but materials were lacking. Adira's military advisor, Mansuur Hadi, spoke with Isao before the meeting and asked if it would be possible to begin talks of forming a small but capable air force to give an advantage over any forces that wished ill will against the MKAZ. It would also help in securing the land and the speed of which MKAZ militia could be deployed. The Major made mention of this to the Administrator and while she took pause, she soon came around to the idea. It was unknown how this would be done for now, but plans were in the works.

Some 100 personnel from the CSD's own LCOM engineer corps would arrive ASAP to begin works on the MKAZ's infrastructure problem. In addition, the Kinin Charity from Durradon would be handling food and medicine problems providing plentiful food and a slew of medical specialists including but not limited to surgeons, nurses and physicians. Trade would be the hardest to nail down. Although they were awfully close to the southern border near the USC. That is where a trade route would be made. With assurances for KP protection, a supply line would be far more viable. The Major and the Administrator work hard through the day and night, things were looking up for the MKAZ in spite of the terror attacks. Nothing would dampen their souls and they would push forward and make a better future.

The Arcadian Federation begins involvement in Diyaristan

May 30, 2035: Following the recent events in the Empire of Sevevill, many in the Congress of Nations have applauded the Confederate States of Durradon in their aid to the people of the province of Diyaristan. The Congress of Nations has also passed a resolution to send aid workers to assist the Kamokoo Pact in aiding the citizens of the affected areas. We will also be sending observers from GMAN to act as a third party for the upcoming aid project. The Aid workers will be coming from the Federal State of Dacruz within the week. The Aid workers will also help Kamokoo Pact with building up the facilities at Mt. Kula.

In other news, Chancellor Beaulne gave a statement about the situation in the Empire of Sevevill, and the overt hostile actions of the Archipelago territory, after deployment of combat troops, and illegal missile strikes into the Arcadian ally. She also railed against the nation for dealing with an unrecognized political body and conspiring to kidnap a legally recognized official in the Empire of Sevevill. She also pushed back at the nations who are aiding militant groups in disrupting the peace in the region.

Kamooko Pact & MKAZ Refuses Official Arcadian Aid

The Kamooko Pact has declined the FASC's offer of aid to the MKAZ and this move has had support from its Administrator. The MKAZ has also released statements saying that any Arcadian aid organisations attempting to enter the MKAZ while on their government's payroll or being supported by their government will be promptly arrested and extradited back to the FASC. Only aid organisations that are not on the FASC government's payroll will be allowed to work in the MKAZ under KP supervision. The KP has sent a strong message to the Arcadians that their transgressions in recent history against the KP shall not be soon forgotten; and that they will deal with them with caution. In other news, sanctions have been put in place on Danlina as they continue to occupy Girzil with an entire division of the Danlinian troops. The Kamooko Pact continues to ask the world to join them in these efforts, as the deployment of such a large force is unwarranted.

Acting Secretary of of Foreign Affairs and former Lieutenant Secretary of Foreign Affairs Sam Kavan was watching the President’s speech in the Archipelago City. He was addressing President Hamara and President Henry.

“It seems through a series of blatant miscommunications by Diyaristan, the rebels, and Durradon, chaos has ensued. When Durranese forces will attempt to attack rebel forces, who will be protected by Occupation troops, while some Archipelago government aid workers will still be present. Now, the Archipelago government asks Presidents Hamara and President Henry to please release the 50 troops being held hostage, as they are now off of all government payrolls and were honorably discharged from the International Guard. Our ships are stationed precisely 2 miles out of Diyaristan land, in International waters. I will gladly remove them, once we come to a peaceful conclusion. My citizens don’t want war, your citizens don’t want war, and neither does the International Community. Since the rebels misinformed us, and Sevevill never really briefed us, we apologize for our actions. While we side with the rebels, they wanted war, and misinformed our highest officials. We will also remove our International Guard members being sent in due to the theft at DTI from government payroll, because IMTC (International Military and Technology Corporation) is contracted by the Archipelago and agreed to pay their salaries. At your request, we can also arrest the lying rebel officials, if they were to be traded for our government workers being held in your Nation. I want a peaceful conclusion to this, as do you. Let’s work together to ensure that both of our nations come out of this unscathed.”

"Following weeks of polling and debate, the Mitheldalondian Congress, in an emergency session earlier today, voted in favor of military intervention in Diyaristan. Once a sovereign nation, Diyaristan is now just a province under the heel of the expansionistic Sevevillian Empire.

Following the vote, multiple government officials, including King Eldahir, made statements in support of the Diyaristani government-in-exile under President Alamardin, recognizing them as the true governing body of Diyaristan, and further legitimizing their claim to power within the international community. They went on to condemn the recent terrorist activities that have taken place across Diyaristan, and the government has released intelligence reports indicating that the Free Diyari Forces - those rebel and militia groups and elements of the Diyaristani military loyal to the Alamardin regime - are not responsible for these attacks. The reports point to Dacruzian anarchist groups as responsible.

In his speech, King Eldahir likened the current situation to the Great War against the Mortauran Empire in the 1940s, stating that "when the Mortaurans began conquering neighboring territories and expanding their empire, we failed to intervene. We told ourselves that these events didn't effect us, and the Mortaurans appeared to be benevolent conquerers. We paid dearly for our hesitation, and we and many other nations lost millions of lives. We will not make the same mistake now."

He went on to say that Mitheldalondian objectives were to, "free Diyaristan from the control of Sevevill, the Hamara provincial government, and any foreign authority", to "aid them in establishing their own government and stabilizing the country", and to "eradicate terrorism in the country".

Military and Defense Department officials have so far refused to comment on what military action is to be taken, citing operational security concerns, but it is know that the light carrier Gilraen and her strike group are already in the area."

Arcadian Military Forces based in the State of Dacruz begin to mobilize

June 5th, 2036: With the recent move of the Archipelago Territory moving its naval vessels, the local garrison's forces on rotation were placed on alert, and soon the alert spread to all forces in the Dacruzian peninsula including the state militia known as the DMA with the Kingdom of Mitheldalond's deployment of forces, and declaration of war against the Empire of Sevevill.

In Casatolo, the capital of the federation, the Armed Forces Committee has been called to the Congress of Nations just an hour ago to testify about military intervention to the Empire of Sevevill. The Committee's spokeswoman Major Élise Hébras of the National Territorial Defense Forces' Parliamentary Army Guardi has stated "The Armed Forces Committee cannot comment on the current deliberations but, if the Empire of Sevevill invokes the common defense clause of the Coalition Defense Union the Arcadian Federation is prepared to military action with any hostile states that attacks the Arcadian ally in an offensive action.

The National Territorial Defense Forces' Coast Guard and the Royal Navy have already boosted patrols around the state of Dacruz as the tensions are looking like a conflict will break out. Arcadian military officials have also begun contact to better coordinate possible military action in Diyaristan and the broader Sevellian Empire.

The tensions, however, is not stopping the Aid Corps from being sent to Diyraistan to the cities of Kerbal and Qashmar. The Aid Corps has also requested for local police forces to provide local security to the two development centers that are being planned pending the Empire of Sevevill clearing the new set of aid workers.

It is only a matter of time before the Sevevillians betray their promise of a peace deal. After decades of establishment politicians betraying us, the greedy NP has sold out on the fight for democracy. Progressives must show the people we mean business.

Who can sit idly while Sevevillian industrialists pollute our country and strip its natural wealth away without proper checks or balances? Where people who care about saving the environment and a fairer economy for all are barred from elections in most of the country?

Looking at the article, however, she decided that maybe those were, in fact, good ideas to endorse publicly.

Jacqueline Porter, commander of the rogue DTI bodyguard contingent, sighed. "Airspace is controlled by Sevevill. We can't exactly fly Alamardin out of here, but we can promise a prisoner exchange if Sevevill lets the International Guard go."

Among those who had gone toward Girizil was a contingent of DTI personnel. Hizbi Tawhidi Headquarters, City-State of Girizil

Aurora Michaels approached the building. Signs and slogans, written in Arabic letters just as much as in the Roman alphabet used in most other places in this part of town, had messages about the distribution of Allah's wealth to the poor and needy, and voting for a society based on a sort of religious, heavily redistributive egalitarianism as the first step to reversing the moral decline of the country. Quotes from the Quran were also hung in the windows of the Hizbi Tawhidi's campaign headquarters.

Inside, the secretary was dressed conservatively by Diyaristani standards. Aurora asked, "Where can I find a local party leader?" She replied, "If you're looking for party leadership, they're all upstairs having a meeting about the upcoming election."

On the second floor, district maps were pulled out, with markers all over it. The gold-and-black ones with the Monotheism Party's symbol were situated, mainly, across peripheral districts well away from the city center. The party leaders were animatedly arguing about the best ways to counter potential opposition, with one noting the Social Liberals would, thankfully, be out of the way due to the recent statement by the SLP's godless leader. They all looked up from the table at once as the foreign visitor strode into the room. They just as quickly looked away when they realized it was a woman.

Marshal Anatoly Murzalov looked glumly at the report in front of him. "Anthrax. And… what they refer to as the Novichok agent, which I'm assuming is… one of the Novichok-series nerve agents. Swell. Cunnings, how long will it take us to organize a vaccine airlift?"

"I can have the planes on the runway within hours," – Colonel John Cunnings replied. "But the real question isn't one of logistics, it's for the Medical people."

"A good point. Carner?"

Melissa Carner, the Medical Service colonel, contemplated her response momentarily. "We can start vaccinating the people who are going to Diyaristan momentarily. Getting a vaccine shipment to Diyaristan will take days before we can start moving. As you understand, having a quantity of anthrax vaccine on tap was not exactly a priority for us to this point."

"That's fair. What about treatment? Is there a cure for this anthrax thing, or do we just isolate any sick people and wait for them to die and incinerate the bodies?"

"There is a cure, actually." – she said. "Common antibiotics. With the top-of-the line treatment, we can save just over half of the patients."

"Woah there." – said the Marshal "You're telling me that with treatment, half of the patients die?"

"Yes, that's essentially right." - the medical officer paused. "Without treatment, on the other hand, we're looking at death rates that are up to ninety percent, depending on a number of factors."

"Fuck. We need to move to evacuate any of our personnel that don't have a vaccination record for this thing."

"We do."

"And… Novichok. What can we do about that?"

There was a nervous laugh. "Nothing much, Sir. The same stuff as during your CBRN training in basic. Atropine and prayer."

"Let's get going, then. Atropine and prayer it is."

The Allaneans began to move in an orderly fashion. The first order of business was to issue orders that every one of the aid crews flying to Diyaristan was vaccinated against the common bioweapon strains. These crews would, as they arrived, replace those soldiers who had not yet received the vaccine for some reason, or, if someone was essential, vaccinate them on-site.

In the emergency warehouses, crates filled with small, pen-sized plastic tubes were placed on pallets and carried towards trucks. The tubes were almost like pens – with a colorful cap on one end marking the type and use. Elsewhere, packages of antibiotics were being placed into refrigerated containers.

But the Allaneans knew that they would be facing a vicious enemy – several vicious enemies, in fact. A cargo of black, sealable body bags was prepared for shipment for Diyaristan – and far overhead, in orbit, a surveillance satellite was rerouted.

Everyone understood it was going to get much worse before it got any better.

"We still aren't sure what nations will join us in helping to free Diyaristan," said Halbarad Enduthoron, head of Mitheldalondian intelligence. "But we're pretty sure that Kamooko Pact nations will join on Sevevill's side. They've been strengthening their military deployments to the Mount Kula Administrative Zone since this whole thing started. Nevertheless, with growing Sevevillian concerns in Oceana and the withdrawal of large portions of their military presence in Diyaristan, the optimal time for military intervention is now. If we can convince them of our own willingness to commit to a sustained campaign, the Sevevillians may decide that holding onto Diyaristan will be a more costly endeavor than it's worth, especially considering what a huge money and resource pit the province is currently, what with all the rampant civil unrest, poverty, disease, chemical and biological hot zones, and general destruction."

Secretary of State Ariel Henduluin nodded in agreement. "Not to mention the Hamara government's peace deal offering to release Girizil to DRG control. It would seem that Sevevill is already willing to make concessions."

"Assuming the offer was genuine." replied Halbarad. "Given that the Hamara government is a provincial authority only, they don't exactly have the authority to grant independence to an Imperial territory. And so far, the Sevevillian government has made no statements confirming the legitimacy of the peace deal, or even acknowledging that any such offer was made. It's entirely possible that the whole thing is just political maneuvering to keep the international community mired in uncertainty and unwilling to intervene. More ominously, it could also be a trap to lure rebels and their sympathizers into one place, where they can be destroyed more easily."

"Speaking of political maneuvering," said King Eldahir, turning to Lady Ariel, "What's your take on the Sevevillian announcement of their new humanitarian initiative?"

"Pure, underhanded political manipulation." scoffed Ariel. "If they cared about the people of Diyaristan, they'd have been supplying such aid for a long time now; you'll notice that they only launched this aid campaign after the situation in Diyaristan gained international attention, and well after other nations' relief efforts were well under way. It wasn't until we announced our involvement that they suddenly became interested in Diyari welfare. It's obvious that they're just trying to curry international sympathy in the hopes that the international community will forget the fact that they invaded and conquered a sovereign nation, and left it largely in ruins. They're hoping that this move will make us look like the bad guys, and convince other nations either to remain neutral, or oppose us directly." She paused to draw breath, then concluded her rant by stating, "I'm having flashbacks to dealing with Inyursta and Ruolnik during the Lollohian Wars."

"I'd like to add," put in Halbarad, "That the Sevevillians aren't even addressing the most serious issues in Diyaristan. All our intelligence reports that the most serious problems are currently widespread power outages, land and water contamination, disease resulting from said contamination, and a critical lack of medicine and medical facilities to treat said disease. All of which have, at this point, reached crisis level. The Sevevillians are busy talking about issues like unity and education, which pale in comparison to such prevalent life-threatening concerns, and are sending mostly food supplies, which our sources report there is already no shortage of."

"I concur." said King Eldahir. "With both of you. Ariel, would you be so kind as to prepare a message to the international community pointing all of this out?"

"With pleasure, Your Majesty." she replied.

"Good." the king said. "I'll also mention it in my speech later today." He turned to Grand Admiral Arendil and Air Marshal Vilyatari. "How goes our deployment?"

"The amphibious landing group has already been deployed." Arendil replied. "They'll be arriving in a little under a week. We've also dispatched a replenishment ship to resupply the Gilraen Strike Group. Their frigates are down to about half their fuel."

"The Airborne battalion is already on its way." spoke up Vilyatari. "They'll be meeting up with refueling aircraft from Lalath's carrier group on their way to Diyaristan. We've also sent in a unit of Army Engineers to prepare an airstrip in Anavokia to serve as a base of operations for further airborne deployments. Both groups will be arriving in a matter of hours." Eldahir nodded in approval. "Also," continued the Air Marshal, "Halbarad and I have come up with a special mission we'd like to discuss with you."

This is a notice to all nations that Mitheldalond has declared a no-fly zone over Diyaristan. All air traffic from Sevevill and other nations actively opposing a free and independent Diyaristan, including those of the Kamooko Pact, are hereby prohibited from entering or flying through Diyari airspace.

However, aircraft from friendly nations, and those of neutral nations operating in support of humanitarian missions, especially those of Allanea and Danlina, will be allowed to continue their operations unhindered, and may request protective escort from Mitheldalondian fighters if desired.

The Mitheldalondian Government further calls upon the international community to aid them in restoring the sovereignty of Diyaristan as a an independent democratic nation, free of Sevevillian oppression.

Light Carrier Gilraen, Undisclosed location northwest of Anavokia:
The carrier group had by now gone to a wartime footing. Fighters and electronic warfare planes, under the watchful eye of airborne early warning aircraft, had already been launched to enforce the no-fly zone. Loaded with air-to-air and anti-radiation missiles, they were well prepared to counter whatever Sevevill tried to throw at them, be it fighters or surface-to-air missiles.

Meanwhile, the attack submarine Elgarath had moved to position itself between the rest of the fleet and the most likely direction of approach of any Sevevillian-aligned naval forces, and was now waiting quietly, listening for any sign of enemy submarines or surface ships. Across the fleet, anti-sub helicopters had stepped up their patrols, and fighters flew a constant CAP over the fleet. An E-2 Hawkeye orbited overhead, its powerful radar searching a 200-400 nmi (OOC: depending on altitude) radius for hostile aircraft, missiles, and surface ships.

Approaching Sevevillian Airspace:
A lone B-2 Spirit stealth bomber soared through the night sky, headed towards the Sevevillian capital. This was the secret mission Air Marshal Vilyatari had spoken of, and every possible precaution had been taken to avoid detection. At a range of 500 miles from the capital city, the bomb doors swung open and the bomber released its payload: two AGM-158 JASSM-ER missiles modified to deploy thousands of propaganda leaflets. The leaflets were designed to appeal to Sevevillian cultural and political sensibilities, and implored the people to appeal to their government to avoid a long and costly war to maintain control of Diyaristan. The very existence of the leaflets also carried an implicit threat, as, once the nature of the raid was revealed in Mitheldalondian press releases, it would demonstrate the apparent ability of the Mitheldalondian Air Force to operate strategic bombers over Sevevill with seeming impunity.

Knowing that opening the bomb bay had increased the chances of the aircraft being detected for the few seconds the bay doors were open, the B-2 also launched an ADM-160 MALD decoy missile. The decoy continued on towards the capital, periodically increasing its radar signature to match that of a B-2 with open bomb bay doors, simulating additional weapon launches in order to trick any Sevevillian radar assets that detected it into believing the bomber was still headed towards the capital, and drawing any fighters or SAMs away from the actual bomber. Meanwhile, the real B-2 was exiting Sevevillian airspace as quickly and stealthily as it could.

MKAZ & KP Make Statements Amidst Chaos

In light of recent events including but not limited to the Mitheldaland intervention into Diyaristan and subsequential invasion of the Sevevillian Empire, the MKAZ has released a statement signalling that the neutral ground of the Administrative Zone will not be sullied by interventionalist or imperial forces. The Empire of Sevevill has already agreed to this, however, Mitheldaland has issued no such statement regarding the MKAZ's neutrality appearing to be ready to invade the shores of the Sevevillian Empire who will without a doubt retaliate before forces reach the landlocked country of Diyaristan if any. They will also likely bring the armed forces of another regional superpower into the conflict against them in the form of the Federal Arcadian States & Commonwealths. The Kamooko Pact officially demands that the Kingdom of Mitheldalond recognises the neutral ground of the MKAZ and that they respect it. Wounded soldiers from all sides have a place here to heal from their injuries and all civilians have a place within the MKAZ as refugees who will be clothed, fed and taken care of medically in addition to being protected by local militia and KDC forces.

Administrator Adira Bishara also made a personal address, stating: "The streets of the Mount Kula Administration Zone are clean. The people here are healthy and fed. We have electricity. And most importantly, we have peace. All assured by the MKAZ Militia and the Kamooko Pact forces that we invited here to help our efforts in recreating our safe place. Thousands have flocked here, many more will, and we will expand and make room for them. We have stood here since Diyaristan's civil war and we will stand here until the neutral ground is no longer needed." the Administrator's speech would go on to more points and thank the Sevevillian Empire for being supportive in these dark times and hopes for a quick end to the conflict.

In other news, the Durranese Engineering Corps arrived via strategic airlift recently and began overseeing work on many projects throughout the MKAZ such as bridges, road repairs, and making permanent repairs to power stations. Trade from the south of Alisar, on the roads to the USC, has finally begun to flow with food, supplies and medicine coming in from the rest of the Sevevillian Empire. With KP and militia forces patrolling the southern road and sometimes escorting large amounts of vehicles, the MKAZ has no shortages of most things. In addition to this, requested items from the MKAZ military advisor had begun to arrive with the help of the Kinin Charity which is operating in the USC after the tragic accident that scarred Conner City. With permission from Sevevill to operate in its empire, the Kinin Charity can now seriously help the suffering people of the empire. The Major let the Administrator know of the new assets but it would take time for them to be built and prepared.

Major Kenjei Isao looked out of his command post as the sun began to set on Diyaristan after a weary day of hard work and whispered to himself, "Order, Commerce, & Good Governance." he took a sip from his iced water and smiled as children were made to stop playing ball games and hurried into their homes before the curfew.

Practically a state unto itself, the private island owned by the DTI Corporation is practically off-limits to most people. The Company classifies most of what is beyond authorized areas to contain important R&D facilities that competitors should, at all costs, be barred from. This, however, is not apparent to anyone doing business with the company. Walls gently glide along the landing, and walled trails lead to the headquarters, where at the top of the gleaming tower, a polite and smiling Haymar Adera, CEO and Chairman of DTI International, is quite willing to meet his few visitors.

This time, it was a courier, with a letter from the Danlina Medical Branch. "Please forgive us if it was difficult getting here, or if security gave you any trouble." Haymar said, in an apologetic tone. "We have a lot of research and development facilities that our competitors would like to get a hold of. The mood can be tense sometimes."

SUBJECT: Greetings to the Danlina Medical Branch

We would be willing to help handle distribution of the necessary poison control supplies in dangerous regions. We will not be charging for this service. The misuse of our assets against civilians contractually requires us to help mitigate the potential damage that can be done.

Please inform us how much supply you're able to spare for the Southern Region, where our personnel have a well-established presence and can help to respond quickly with countermeasures to terrorist attacks.

Diyaristan. The Irradiated Wreckage of Qashmar

An undercover DTI stealth team approached the Capital Reservoir, a large, artificial body of water that was formed by the Qashmar Dam. Prior contacts within the Administration government, made during the company's prior operations on Diyaristani soil, assured the NBC protective equipment would be where it was promised. The lower reservoir, and Qashmar region, remained dangerously irradiated.

In this city of ghosts, what they may find could not be predicted in advance. DTI HQ knew, however, that it was a perfect place to set up a genetic engineering station. The water abounded with mutated wildlife, selected by nature for survivability in a hostile environment. So, too, would radioactive materials be useful for exposing hardy germ strains to ionizing radiation.

The most perfect place to do that would be the old Presidential bunker, if they were lucky and it was open. Some rooms in it had to have survived the blast with its seals intact. Although it was unlikely that Imperial patrols would come within miles of here looking for rebels, anything could happen. The DTI expedition set off, reaching the city just before a sandstorm blew over the wreckage, and they took shelter in an abandoned building.

Operation Pelican VI

The essential principle of Allanean response to emergencies was to respond to the swirling chaos of disaster areas with calm, yet swift, action. To join those opposites together, the Emergency Response Command held regular training in peacetime – under the simple phrase, people do not rise to the occasion, they default to their level of training. Now, when the true emergency struck, the men and women of the Emergency Response Command knew precisely what to do. On runways throughout the country, forklifts laden down with pallets of supplied moved towards the awaiting planes, which even now were spooling up their engines.

Braving the ear-shattering roar, the forklift drivers drove towards the aircraft ramps, where loadmasters accepted the payload and secured it, strapping the pallets down in the bellies of the planes, and very soon the aircraft began to speed down the runways, and then upwards. They banked in the skies, turning East towards Diyaristan, where their cargo would already be expected. Hours later, after a long and tiring flight across the world's oceans, they would begin to set down, some near Girizil, others near Dairullah. Kept awake by mugs of black, bitter, steaming coffee, the loadmasters began to oversee the unloading of their cargo.

"Oral rehydration salts, four tons, pallets." – said the Allanean doctor in Girizil as he received the payload. These were to be used as cholera medication, tens and four tons would be sufficient for thousands of patients. The doctor nodded as he signed the paperwork.

"Typhoid vaccine, one thousand portions, secure packaging, one pallet." – he said as he inspected the next pallet. This would of course be hardly enough, but at one thousand portions, the Allaneans would begin vaccinating nurses and emergency workers in Diyaristan, to ensure that these key people could deliver their aid without fear.

"Delousing shampoo, two hundred bottles." – he nodded. "That's never going to be enough." – lice were the prime carrier of typhoid fever. "What about the water stations?"

"Well they're certainly not on this plane!" – laughed the loadmaster – "You know how huge they are!"

"When are they coming?" – the doctor insisted.

"I wouldn't know, Sir. Probably on one of the next flights."

These would be an important part of Allanea's plan to knock back cholera and typhoid in Dyaristan. Each the size of a shipping container, the mobile water treatment plants would provide safe, drinkable water to tens of thousands of Diyaristani each.

To truly solve the problem of water for Dyaristan, however, one important piece of the puzzle had to come into place for Operation Pelican VI.

Qashmar

The two teams headed towards Qashmar knew nothing of DTI's plans for the place, and frankly they would probably not care even if they did. They drove towards the hydro plant on sealed, green MRAPs, four men in each vehicle. They were, as was custom, armed ,but their chief weapons would not be their rifles or pistols. Rather, it would be their tools – Geiger counters, cameras, sample collection kits. They were in fact what some nations called 'CBRN scouts', and their mission was to figure out the exact nature of the radiological pollution that made Qashmar so hazardous, and left its dam and water resources unusuable for Diyaristan's people – specifically, so they could solve these problems.

On the same principle, we criticize dictatorship ruled by the whims of men, rather than the Creator's wisdom, which the wise cleave to, that the Creation may be rightly guided. We criticize anarchism because even as it rejects man-made laws, it likewise rejects Allah's law.

The Hizbi Tawhidi is not averse to meeting in the assemblies of democracy. By preaching among the unbelievers, and enjoining them to reject man-made laws, submit to the Lord, and institute theocracy, their souls are thereby made ready for salvation from the Fire. As soon as the democratic assemblies do not allow the ummah to obey the Shariah, the law of Paradise, over man-made laws, they make themselves tawaghit, oppressors of Muslims, and it is lawful to wield the gun in defense of the believers' duty to follow Allah's Law, in disregard of the laws of men. If the democratic assembly makes no decree against the lawful observance of the religion, it is no sin for you to run in their elections, but you should remember they are a separate people from you.

You will remember the sore oppression which the tawaghit of Makkah visited upon the believers in Madinah for following the religion. Islam means submission to a higher law than any on His Earth. The assemblies of Jews and unbelievers in Madinah, at first, welcomed the believers, and aided the Prophet and his Companions against the tawaghit. The example clearly shows what the Islamic approach to the anarchists should be: patience, as long as they do not violate and oppress the believers.

Man's laws are not compatible with Allah's laws. There may come a time when the democracy decides not to respect the religious rights of the community to follow a separate and higher law apart from them. For that, the Hizbi Tawhidi must be prepared, mentally and physically, to be either the political party or the army of Islam depending on the conditions.

The order of jahiliyyah has caused great oppression and consternation to the poor. The strayers from Islam have forgotten the Lord's command to give freely of His wealth and, at minimum, to pay the zakat. Such are the worldly benefits of the law of Jannah, that none in the Ummah may go without. The order of modern capitalism teaches unbridled greed. Allah's law looks after His creation, and knows man's nature best.

Such were the statements going around Girizil as election campaigning heated up. With the collapse of the Communist Party, and the Social Liberals officially still a rebel faction, the legal wing of the Nationalists which advocated even more capitalism and even more open markets, and the "Hamarists" and their campaign platform of Imperial Annexationism were up against constituencies that traditionally voted for the Communists or Social Liberals.

The Dervish movement, which up to now has been quiet, also released a pamphlet. It, however, was exclusively religious, paying little notice to the election campaign around them.

Become One With the Thoughts of Allah

As the divine mind is beyond the comprehension of mortal creation, so it cannot be guided by an obsession with legalism. Legalism relies too much on the imperfect logic of created beings, and cannot be used to understand Islam on a spiritual level.

The way to Allah is to give your mind and heart over to Him. Through denial of the earthly senses, you can hear and see the realm of spiritual things more clearly. The Prophets Jesus and Elijah fasted, and Allah visited them through the act of self-denial.

These words, which shall be brief, are meant to guide you to a greater truth.
